The Council of the City of Rohnert Park met this date
in regular session for a regular meeting commencing at
6:00 p.m. in the City Offices, 6750 Commerce Boulevard,
Rohnert Park, with Mayor Vidak- Martinez presiding.
CALL TO ORDER:
Mayor Vidak- Martinez called the regular session to order
at approximately 7:56 p.m. and led the pledge of
allegiance.
ROLL CALL:
Present: (5) Councilmembers Flores, Reilly, Spiro; Vice
Mayor Mackenzie; and Mayor Vidak- Martinez
Absent: (0) None
Staff present for all or part of the meeting: City
Manager Netter, City Attorney Strauss, Assistant City
Manager Leivo and Management Analyst Fogle.
WORK SESSION:
A work session was held at 6:30 p.m. to discuss refuse
disposal procurement alternatives with Hilton, Hilton,
Farnkopf & Hobson consultants, Robert D. Hilton and
David Langer.
1. CLOSED SESSION:
Mayor Vidak- Martinez reported on the closed session
which commenced at 6:00 p.m. to discuss matters listed
on the agenda attachment, representing an update. No
action was taken at this time.
2. APPROVAL OF THE MINUTES:
Upon motion by Councilmember Flores, seconded by Vice
Mayor Mackenzie, with Mayor Vidak- Martinez abstaining,
the minutes of April 11, 2000 were approved with the
noted amendments below.
Councilmember Spiro: (1)Page 16, under "Communications,"
change "their fault" to "the City's fault "; (2)Page 18,
under "Scheduled Public Appearances Policy," change

"they" to "some," and further down that paragraph,
change "discretionary" to "discriminating "; (3)Page 19,
first paragraph, Councilmember Spiro clarified that
Councilmembers were supposed to get copies of City
Attorney Strauss' second draft of the resolution, not
the first draft.
3. COUNCIL COMMUNICATIONS, IF ANY (INFORMATIONAL ONLY)
Mayor Vidak- Martinez asked the Councilmember if there
were any informational communications to add to the
agenda.
* Councilmember Flores signified one item to add: (1)
a report on the Senior Citizen Commission meeting
on April 20th.
* Councilmember Spiro signified two items to add: (1)
a report on the League of California Cities Board
of Directors; (2)a report on Christmas in April,
held on April 15, 2000.
*Mayor Vidak- Martinez signified four items to add:
(1)Mayors' and Councilmembers' Association; (2)
Christmas in April; (3)Human Services Commission;
(4)the Regional Workshop.
4. YOUTH REPRESENTATIVES TO THE CITY COUNCIL FROM HIGH
SCHOOL 1999 -2000 YOUTH OF THE YEAR PROGRAM
SELECTIONS:
Senior Angela Broaddus and Junior Kaitlin Glass provided
the Youth Report. Junior Sean Tate was absent. The
report included the following:
*NBL's: Sports teams getting ready for championship
games and meets. Schedules due out soon.
*Unity Week at RCHS a success, with a superb showcase
of student talents in a dance production and fashion
show at the rally.
YVUtll project on racism still looking for local leaders
to interview and work with them on the topic of racism.
5. SONOMA STATE UNIVERSITY ASSOCIATED STUDENTS, INC.:
Representative Senior Brian Talbot provided the ASI
report, which included the following:
*SSU Lacrosse Team ranked #1 in the nation, going to
WCLL Final Four in San Diego, followed by a trip to
Saint Louis for the USLIA National Championships
starting May 10th.
* "Follow Me Home" film on racism and identity in
America, Friday, April 28, at SSU.

*Jazz Piano & Studio Vocal Jazz Concert, Tuesday, May
2nd, 7:30 p.m. at SSU with free admission.
*Intercultural Center's "Spring 2000 Lecture Series"
final guest, Rosario Castellon, Tuesday, May 9 at SSU.
Omar Malik, chairperson of JUMP, the community service
program at SSU, shared the contents of JUMP's packet
with the Councilmembers:
*The Faces of Homelessness Panel will be held Thursday,
April 27 at 6:30 p.m. in the Vineyard Room at SSU.
*Third Annual Hunger Awareness Dinner, designed to raise
awareness of local and global hunger, will be held
Wednesday, May 3, from 6 p.m. to 8 p.m. at the SSU
Commons. All Councilmembers received complimentary
tickets.
*Career Club Book Drive: Bring books for 1st through 6th
graders to the Student Union at SSU.
6. SCHEDULED PRESENTATIONS:
1. Community Outreach for Youth & Families (COYF)
Commission selection for:
CITY OF ROHNERT PARK 1999 MERIT AWARDS:
*Cultural Enrichment: Maxine Schwab
Anne Goldy from the COYF Commission presented Ms. Schwab
with her Merit Award, and Mayor Vidak- Martinez thanked
her for her tireless work with AFTA, the Performing Arts
Gala, the Summer Music Festival, the art displays at the
Community Center, the Christmas reception and
organization of the membership drive. All
Councilmembers offered her their congratulations.
2. Rohnert Park Health Care Center
Dr. Rich Carvolth of the Rohnert Park Health Care Center
gave an informative presentation reviewing the Center's
services for the citizens of Rohnert Park and discussing
the Center's plans for the future. He covered the
various offerings for the community, including primary
care, urgent care, EKG, sports and DMV physicals, lab
services and walk -in care. He also discussed the hours,
staffing, integration of services with Santa Rosa
Memorial Hospital and Petaluma Valley Hospital, costs,
and future services in the fields of chemotherapy,
outreach services and rehab. He also noted the Center's
interest in working collaboratively with the Wellness
Center.

Councilmember Flores noted his appreciation of having
physicians available in his hometown. He also
inquired about turning the Health Center into a
24 -hour operation or possible expansion of the hours.
Dr. Carvolth responded that it is a difficult issue as
there are so many complex requirements to becoming an
emergency care facility, but the Center would consider
it as the area continues to grow.
Councilmember Reilly inquired about the management
systems of the Health Center since it works in
conjunction with Petaluma Valley and Santa Rosa
Memorial, and Dr. Carvolth pointed out that facilitating
the needs of the patients is a priority. He agreed to
discuss the structure of the management at a later time
with Councilmember Reilly.
Bill LaFranchi, manager of the Health Center, responded
to the Council's inquiries about the Wellness Center,
noting that there will be a formal meeting with the
Wellness Center next week. Mr. LaFranchi agreed to get
back to Council with the conclusions on community needs
assessment from that meeting with the Wellness Center.
7. UNSCHEDULED PUBLIC APPEARANCES:
Mayor Vidak- Martinez stated that in compliance with State
law (The Brown Act), citizens wishing to make a comment
may do so at this time (limited to 3 -5 minutes per
appearance with a 30- minute total time limit). No one
responded.
8. CONSENT CALENDAR
Mayor Vidak- Martinez asked if there were any questions
regarding the matters on the Consent Calendar, which
were explained in the City Manager's Council Meeting
Memo. Councilmember Spiro inquired about the staff
report regarding payment of the bills, and Councilmember
Reilly had budget- related questions. They agreed to
raise their issues at the next meeting when Finance
Director Harrow gives his report. Councilmember Flores
asked that Resolution 2000 -77 be read, and Councilmember
Reilly asked that Resolution Nos. 78 -81 be read. Mayor
Vidak- Martinez then read aloud Resolution Nos. 77 -81.

Upon motion by Vice Mayor Mackenzie, seconded by
Councilmember Spiro, the Consent Calendar as outlined on
the meeting's agenda was unanimously approved.
Councilmember Reilly announced that for "Shrine
Hospitals for Children's Week" there will be a free
clinic for all children under the age 18 for burns,
orthopedic, or spinal cord services at Warrack
Hospital in Santa Rosa on May 6th.

9. WEED ABATEMENT - RESOLUTION
Staff Report: City Manager Netter shared the contents
of the report, pointing out that property owners have
until June 1st to abate weeds, after which time the City
will remove the weeds at a cost borne by the property
owner.
PUBLIC HEARING:
Mayor Vidak- Martinez opened the public hearing at
approximately 8:29 p.m. There being no one desiring to
speak, Mayor Vidak- Martinez closed the public hearing at
approximately 8:29 p.m.
Council discussion: Councilmember Flores asked that the
City make sure that its weeds at public buildings be
taken care of first.

RESOLUTION FOR ADOPTION:
No. 2000 -84 Ordering the City Manager to Abate
Nuisances Existing Within the City of
Rohnert Park
Upon motion by Vice Mayor Mackenzie, seconded by
Councilmember Spiro, and unanimously approved, reading_
was waived and Resolution No. 2000 -84 was adopted.
10. COUNCIL YEAR 2000 PROJECT:
Matters Related to the General Plan process if any:
1. General Plan Oversight Committee update: (VVM /JM)
Mayor Vidak- Martinez reported that the committee had
their next -to -last meeting and that they continued to
review various aspects of the housing element. Vice
Mayor Mackenzie reported on the City /County working
group's meeting, and said that they reviewed the
proposed policies and directed that they be made part of
the general document for review.
2. General Plan Hearing Schedule: Report from Consultant
Vicki Hill
Ms. Hill shared the contents of her memo of April 18th
for Councilmembers regarding the Council approval of the
General Plan hearing schedule. She updated the Council
on the General Plan process, the EIR, and the draft
Housing Element. She reiterated plans for the 45 -day
public review of the Draft EIR to be May 5 -June 19, with
the final EIR to be released July 5.
* Councilmember Flores asked if the groundwater study was
still on schedule, and Ms. Hill replied that it is on
schedule and will be incorporated in the EIR.
* Councilmember Spiro asked Ms. Hill about recirculating
the EIR after changes have been made. She asked
specifically if the property across from Sonoma State
would be converted from its current zoning of commercial
to student housing, and if such a zoning change would
require the EIR to be recirculated. Ms. Hill informed
her that the designation of mixed use is being
considered in the EIR. City Attorney Strauss clarified
if when the draft General Plan comes to the full Council,
if a decision is made to change the General Plan in a
way that the EIR has not anticipated, one of two things
will happen: One, if the change is intensified use with
significant environmental impacts, then the EIR will

have to be recirculated. If the change does not have
significant environmental impacts, then the EIR would
not have to be recirculated. It would simply have to
state or acknowledge or reference the change.
* Councilmember Reilly raised the issue of having more
time for the entire Council to agree on the language of
the draft plan. He suggested speeding up the time line
and the possibility of breaking up the draft into thirds
so the Councilmembers can review it a section at a time.
He also suggested televising the Council's review of the
General Plan.
Upon further discussion, Council directed staff to set
up the dates of Wednesday, 5/10, at 6 p.m. and Saturday,
5/13, at '9 a.m., and possibly one more date, for Council
to conduct a work session and review the General Plan.
Council also concurred to have staff look into the
possibility of televising their work sessions.
* Councilmember Spiro asked City Attorney Strauss for
input on the letter she sent to each Councilmember
regarding is eligible to vote based on conflict of
interest. City Attorney Strauss discussed the two
levels of analysis used to disqualify a person from
participating in a decision which would affect the value
of their property. She elaborated on the nature of real
property interests and discussed the factors used to
make the determination of who is qualified to vote on
decisions that may affect personal property value. She
emphasized that although all of the members of the
Council own or lease property within the area that is
affected by the General Plan, it is her initial
opinion that the nature of the Councilmembers'
neighborhoods and therefore the value of the property
was not going to be dramatically changed based on
the way the General Plan has been proceeding. Finally,
she noted that Councilmembers could raise concerns
about the conflict -of- interest issue and could have an
appraisal done to their own property if they so desired.
* Councilmember Spiro suggested appraisals for all
Councilmembers. She noted that if the UGB does not
expand into certain areas, then the value of the
property in those areas will increase because of the
pristine environment and lack of development. Mayor
Vidak- Martinez pointed out that city councils all over
the county have passed UGB's with the same constraints
and concerns as Rohnert Park is currently dealing with.

*Councilmember Reilly suggested that supply and demand
would raise the prices of everyone's homes.
*Councilmember Flores agreed that it would be a good
idea for all Councilmembers to have an appraisal done
on their homes, and Vice Mayor Mackenzie asked the
Council to review his place of residence to see if he
would be eligible to vote.
Upon further discussion, Council concurred to direct
City Attorney Strauss to review this issue of conflict
of interest and prepare a report.
Ms. Hill confirmed with Council the date of Tuesday, May
23rd, for the City Council Hearing to Review the Draft
Housing Element.
RECESS: Mayor Vidak- Martinez declared a recess at
approximately 9:10 p.m.
RECONVENE: Mayor Vidak- Martinez reconvened the Council
at approximately 9:18 p.m. with all
Councilmembers present.
3. Fiscal Report Presentation by Consultants Vicki Hill
and Suzanne Lampert
Suzanne Lampert of Mundie & Associates gave a detailed
overview of the fiscal impact reports prepared by her
company, specifically the May 26, 1999 report entitled,
"Fiscal Impacts of General Plan Alternatives." She
reviewed the principles and key concepts of fiscal
analysis. She explained how fiscal analysis is an
examination of the revenues, costs and fiscal balance
associated with public agency activities, with a focus
on one public agency, direct costs and revenues, the
distinction between capital and operating costs, and the
general fund. She discussed the several Plan
alternatives in the report and considered the implications
for the City of the revenues that would be generated by
new development, population, and employment permitted by
those Plan alternatives and the costs that would be
incurred by the City to provide public services. The two
key issues were (1)Will new development pay its own way?
(2)Which types of development will have the greatest
impact on the City's general fund? She summarized by
noting that the Preferred Plan would be fiscally more
beneficial that the Existing Plan, but that alternative
does leave open policy questions such as, Should
planning and development decisions in Rohnert Park be
constrained by current and /or projected fiscal

conditions?
*Councilmember Reilly asked whether this Preferred Plan
was the Council's, and Ms. Lampert indicated that it is
the Preferred Plan that has evolved out of the Rohnert
Park process. He asked about the assumptions used in
determining the rate of growth, and Ms. Lampert said
that, with one exception, all development was assumed to
occur over the 20 -year horizon of the Plan, and that
those numbers could change if the residential build -out
was more rapid. In responding to his inquiry about
operating costs for certain public agencies, Ms.
Lampert emphasized that they used a general approach
that allowed for more flexibility and that the focus was
on the impact of growth, not of bargaining power.
*In responding the Councilmember Flores' question about
the escalation in operating costs, Ms. Lampert responded
that it is generally true that they did not account for
any increases in personnel beyond the inflationary rate
in cost per personnel.
*Councilmember Reilly stated that the type of growth is
extremely important when making decisions. He expressed
his feeling that Rohnert Park has been out of balance
between residential growth and existing commercial/
industrial growth. He noted his desire to see more
growth in the commercial /industrial areas rather than
residential area.
4. Review of Draft Housing Element comments to be
submitted to Housing & Community Development (HCD)
Lyn Goldberg gave a brief overview of the changes to the
Housing Element Committee Draft per her 4/25/00 memo.
She discussed the policies and programs that would be
added to the draft, including 50 multi - family units at
Southwest Shopping Center, initiating a ballot measure
for Article 34, installing sidewalk access ramps, and
supporting the development of multi - family housing for
university students on the East Cotati Avenue /Bodway
Parkway site.
*Councilmember Flores asked about state certification,
and Ms. Goldberg indicated that the goal is to have the
Housing Element certified by HCD.
*Councilmember Spiro asked for clarification on the
terms of "affordable housing" and "low- income housing,"
which she notes are used interchangeably in the draft.

Per Councilmember Linda Spiro (deletion lined out /addition inserted)
She raised two issues regarding parking: (1) the
accuracy of the draft as it was based on a *4e9tyear -old
parking ordinance which may in itself be inaccurate and
needs to be looked at; (2) the need for more student
parking as opposed to less student parking. She also
voiced her concern over including any kind of zoning
change from commercial to the last of the commercial

EXTEND COUNCIL MEETING:.
Upon motion by Councilmember Spiro, seconded by Vice
Mayor Mackenzie, a motion to extend the meeting past
10:00 p.m. to finish necessary agenda items was
approved.
*Councilmember Reilly signified his concern over.sending
to the State a Draft Housing.Element which has not had an
official public hearing, which he has not reviewed or
commented on, and which may end up reflecting significant
changes He suggested sending in the changes as they're
made. Ms. Goldberg clarified that the State would be
conducting a draft review and that. the State was
encouraging them to send it in earlier as opposed to
later. She explained that it is a back- and -forth process
with HCD, and that she anticipates HCD will be asking for
some changes, as the draft is best considered a work in
progress.
*As far as.the possible development of the property on
East Cotati Avenue /Bodway Parkway site, Ms. Goldberg
clarified, per Councilmember Spiro's inquiry, that the
said property will remain designated as "neighborhood
commercial. Councilmember Spiro reiterated her feeling
that the Council has a responsibility to the families,
not only the students, who cannot find a place to live
and need services. She pointed out that there is a need
to be careful as far as how much land is converted to
student housing as SSU has a lot more land than the
City.
S. Other:
* Councilmember Spiro referred to Item A in the draft ad
-hoc plan for the Oversight Committee meeting on March
17th. She noted two places in the minutes where there is
a reference as to a 3 -2 vote and what and who were
available to pass certain issues. She asked the Council
to reflect on the original intent of the spirit of how
they were going to come together on the General Plan.

11. NEW CITY HALL PROJECT:
Staff Report and Update: City Manager Netter provided
an update, seeking Council approval of the resolution
which accepts and approves the design services for the
City of Rohnert Park, New City Hall Project. He noted
that the project is within its budget of $5 million
and that City Engineer Gaffney anticipates having both
contracts for the architects by the first meeting of
the Council in May.
Council discussion: Councilmember Flores noted that
he has been approved by Mayor Vidak- Martinez to be a
member of the Council subcommittee on this project along
with Vice Mayor Mackenzie.
RESOLUTION FOR ADOPTION:
No. 2000 -85 Approving Letter Agreement with Fisher -
Friedman Associates for Design Services
Upon motion by Councilmember Flores, seconded by Vice
Mayor Mackenzie, with Councilmembers Reilly and Spiro
dissenting, and approved 3 -2, reading was waived and
Resolution No. 2000 -85 was adopted.
12. REFUSE DISPOSAL /WASTE MANAGEMENT - PROCUREMENT
PROCESS
Results of 4/25/00 Work Session: Mayor Vidak- Martinez
stated that Councilmembers were presented with staff
recommendations at the work session today.
Council discussion: Councilmember Reilly suggested that
the proposals be broken up into as many different
segments and combinations as possible so that the Council
will have a full array of choices.
Upon motion by Councilmember Flores, seconded by Vice
Mayor Mackenzie, a motion that Council request proposals
for solid waste procurement options, with the proposals
being broken up into as many combinations as possible
per Councilmember Reilly's request, was unanimously
approved.
13. AGENDA FORMAT POLICY:
City Attorney Report: City Attorney Strauss discussed
the two factors which bring this draft resolution before

the Council: (1)the prohibition in the Brown Act against
taking action on items that are not on the published
agenda; (2) the Mayor's interest in clarifying these
procedures so that the public's business will be
conducted as efficiently as possible. She briefly
discussed each of the five sections of the resolution:
Section 1- "Unscheduled Public Appearances "; Section 2-
"Scheduled Public Appearances "; Section 3- "Matters
from/for Council "; Section 4 - "City Attorney's Report ";
and Section 5 -the remaining format of the City Council
agenda.
*Councilmember Spiro reiterated the need to abide by the
existing law, and referenced Ordinance 96 -84 per
Councilmember Flores in regard to Section 1. She noted
her concern with Section 2 in converting "Scheduled
Public Appearances" to "Special Presentations," and she
suggested 5 -7 minutes for scheduled public appearances.
She expressed her belief that bumping a citizen from
scheduled to unscheduled and limiting their time to
speak is a violation of their First Amendment right.
She called for no change in the existing policy and
possibly formalizing it.
*Councilmember Reilly indicated that he would not
support the resolution as written. In Section 3 he
recommended mentioning an allowance of an emergency
declaration. In Section 2, he pointed out his problem
with the language of "special presentation" and said
that he would rather have a procedure in place similar
to what already exists. He said it adds significance
when citizens know their topic is recognized on the
agenda. In Section 1, he suggested setting a time limit
up front, perhaps 4 minutes, as well as breaking up
unscheduled public appearances on the agenda. He
concluded by saying that his feeling is that no mayor,
past, present or future, should have too much power,
nor should the Council constantly question the mayor's
decisions. With a set procedure, the mayor would
simply keep things moving along.
*Vice Mayor Mackenzie asked that the definition of
"special presentation" be broadened or deleted. He
also asked that Section 1 be made more explicit as
far as recognizing people to speak when specific
agendas come up. He recommended that the Council
entertain a redrafting of this resolution.

*Councilmember Flores indicated that without defining
"special presentation," whatever topic a citizen wishes
to speak about should be a scheduled public appearance
as long as the time requirements were met. He also
suggested maintaining a 3- minute minimum time on
scheduled public appearances, based on the number of
them on the agenda.
*Mayor Vidak- Martinez indicated that in many City
Council meetings there have been several presentations
running the gamut from awards presentations to speeches
to testimonials. She explained how she has been
defining the word "special" in terms of things that are
informative in nature and not an item of business. She
also noted that the Council has been very flexible on
time limits for unscheduled public appearances, when,
in her opinion, citizens can speak on any topic they
wish. Finally, she noted that her interest has not
been to preclude people from speaking, but to organize
the agenda and bring presentations to the forefront, as
well as to have them happen in an "informative"
presentation- format as opposed to the unscheduled
public appearance "viewpoint " - format.
Council concurred to defer this item back to the City
Attorney for further review and consideration of their
comments.

Mayor Vidak- Martinez and Vice Mayor Mackenzie did
note that they do have a meeting scheduled and that
they will come back with a report to the next Council
meeting.

17. REVIEW OF NON - PROFIT FUNDING REQUESTS BY COYF:

Council discussion /direction:
*Councilmember Spiro expressed her interest in seeing
COYF pursue a role as a review body to make the review
of non - profit funding process more efficient.
*Vice Mayor Mackenzie inquired if reviewing non - profit
funding was one of the functions of COYF in the
enabling ordinance. City Manager Netter explained that
they were set up as an advisory committee to set
priorities, evaluate their financials and different
tasks within that, and bring back a priority list with
their comments for Council to deliberate and make the
final decision.
*Mayor Vidak- Martinez expressed her desire not to give
away any of the Council's budget oversight to a
committee. She signified her interest in having COYF
review, screen and prioritize the applications for
non- profit funding, with the final decision resting with
the Council.
Upon motion by Councilmember Spiro, seconded by Vice
Mayor Mackenzie, a motion to defer to COYF the oversight
of the requests for non - profit funding with a review
and recommendations to the City Council wherein the final
decision will be made, was unanimously approved.
18. REVIEW OF EXISTING PARKING ORDINANCE:
Council discussion/direction:
*Councilmember Spiro noted that the parking ordinance was
written in 1973 and that there have been extensive changes
in cities and requirements since then. She encouraged
Council to review and update the ordinance.
*Councilmember Reilly suggested having staff look at the
ordinance first and presenting their rec:omiiieildations to
the Council based on their expertise.
Upon motion by Councilmember Spiro, seconded by Vice
Mayor Mackenzie, a motion to have staff review, research
and present recommendations to the Council on the current
parking ordinance with the idea of bringing it up to
date, was unanimously approved.
19. COUNCIL COMMITTEE AND /OR OTHER REPORTS:
1. Library Steering Committee, 4/13 Meeting:
Councilmember Flores expressed his concern over the City

of Cotati's lack of interest in contributing to the joint
venture of construction of a new library for both cities.
He reported that additional funding is being actively
pursued to make up for the $1 million shortfall.
Otherwise, all aspects of the Library project are on
schedule.
2. Senior Citizens' Commission:
Councilmember Flores reported on the last meeting of the
Commission, which he attended: (1)Committee Across
Generations partnership with SSU a success; (2)Pencil
Pals local partnership with schools in the works; (3)
Are You Okay program run by Department of Public Safety
will offer additional security to seniors; and (4)
request from seniors to extend safety considerations to
the pedestrian portion of the railroad crossings,
particularly smooth surfaces for those in wheelchairs.
3. League of California Cities Meeting:
Councilmember Spiro shared a brief report of the meeting and
asked City Attorney Strauss if Rohnert Park had had any
involvement it anrr�cus brief regarding campaign finance

not participated in any such brief as it would have had to
come before the Council for approval anyway.

4. Ma ors and Councilmembers' Association:
Mayor Vidak- Martinez indicated that the two current
appointees on the Sonoma -Marin Rail Transit Commission
are interested in continuing in their positions, and
they would like the support of the Council in doing so.
The Mayor noted that both appointees have been doing a
good job, but if anyone was interested in such an
appointment, a letter to the Mayor expressing such
interest would be the appropriate procedure. Finally,
the Mayor stated that she just completed the funding
cycle for the Human Services Commission, giving away
$1 million.
5. Christmas in April, 4/15:
Mayor Vidak- Martinez commented on the success of this
first -time event for Rohnert Park as a few homes in the
City were selected for needed repairs and improvements.
She thanked Marlyn Keller for organizing the event and
said that it was a really good beginning to this
program. Councilmember Spiro noted her participation in
this event and thanked all who helped in the efforts.
Vice Mayor Mackenzie commented that it was an excellent
opportunity-to get things fixed up for those in need.

20. COMMUNICATIONS:
Communications per the attached outline were brought
to the attention of the City Council.
* Councilmember Reilly was told by City Manager Netter
that the asterisks on the Communication sheet indicate
that the originals were previously distributed or faxed
to Council. Councilmember Reilly referred to No. 7 on
the Communications sheet and inquired if Mr. Woodcock
had been advised on the language of Draft Resolution No,
2000- Mobilehome Ordinance. City Attorney Strauss
responded that she and Assistant City Manager Leivo have
spoken extensively to Mr. Woodcock and offered him
several alternatives to his proposal. Councilmember
Reilly also inquired about the upcoming awards for
Officer of the Year. Council concurred to send
congratulatory letters to Officers Saldanha and
Reinhold.

22. CITY MANAGER'S REPORT:
1. Fire Benefit Assessment District - Refund Letter:
City Manager Netter informed Councilmembers that City
Attorney Strauss had completed the letter to property
owners and that a copy of said letter was 1n their
agenda packets for their review.
