Tuesday
The Concurrent Meetings of the City of Rohnert Park for
the City Council, the Community Development Commission,
and the Rohnert Park Financing Authority met this date
in Regular Session for a regular meeting to commence at
6:00 p.m. at the Rohnert Park City Hall Council Chambers,
6750 Commerce Boulevard, Rohnert Park, with Mayor Flores
presiding.
CALL TO ORDER /PLEDGE OF ALLEGIANCE:
Mayor Flores CALLED the Regular Session to order at
6:00 p.m. and led the pledge of allegiance.
ROLL CALL:
Present: (5) Councilmembers Mackenzie, Spradlin and
Vidak- Martinez; Vice Mayor Nordin; and
Mayor Flores
Absent: (0) None
Staff present for all or part of the Regular Session:
City Manager Leivo, City Attorney Strauss, Assistant City
Manager Donley, Finance Director Lipitz, Housing Services
Assistant Keller, Engineering Technician Pedroncelli, Civil
Engineer Jenkins, and City Engineer Bertolero.
1. SCHEDULED APPEARANCES /PRESENTATIONS:
1. Shelley Scott, President, Association for the Arts
(AFTA) re status of AFTA: Ms. Scott DISTRIBUTED AND
REVIEWED a letter with a pamphlet from AFTA. She
gave a brief history of AFTA and discussed the impact
of recent City budget cuts to the arts program. She
requested that the City reinstate AFTA's full budget
of $14,000, and Council CONCURRED TO DIRECT the City
Manager to review the report and return to Council
with recommendations as to how the City can support
AFTA. Councilmembers commented on the importance of
reviewing AFTA's cuts in the context of the numerous
cuts to other organizations in the City as well.

2. Ann Hancock, Project Coordinator, ICLEI's Climate
Protection Project, and Hyun Moon, Intern - Update
on Greenhouse Gas Inventory Project: Housing
Services Assistant Keller REQUESTED TO DEFER this
item until the arrival of Ms. Hancock.
3. Debbie K. Clarkson, 510 Corte Naranja, re widening
of Rohnert Park Expressway at Rancho Verde Mobile
Home Park per recent MOU: Ms. Clarkson discussed
requested traffic improvements west of Redwood Drive
on Rohnert Park Expressway that were not addressed
in the recent MOU between the City and the Tribe of
the Graton Rancheria. Ms. Clarkson recommended
flashing pedestrian boxes and crosswalks in certain
areas, as well as a curbed bike lane. Councilmembers
noted that the Graton Rancheria Tribe will pay for
an analysis of Rohnert Park Expressway and will
contribute $15 million in road improvements.
4. Introduction of new City of Rohnert Park Civil
Engineer, Darrin Jenkins: City Manager Leivo
introduced new Civil Engineer Jenkins to the City
Council, and Council welcomed Mr. Jenkins, who
shared brief comments.
5. Sandy Lipitz, Finance Director - Presentation re
City of Rohnert Park Financial Review - Fiscal
Year 2002 -03: Finance Director Lipitz shared the
contents of the Staff Report via a slide show
presentation, and she responded to Council inquiries/
comments about sales and property taxes, the Vehicle
License Fee (VLF) backfill, recreation subsidies, and
City employees. Councilmembers thanked Finance
Director Lipitz for the review.
2. Ann Hancock, Project Coordinator, ICLEI's Climate
Protection Project, and Hyun Moon, Intern - Update
on Greenhouse Gas Inventory Project: [Out of order.
Ms. Hancock and Ms. Moon DISTRIBUTED a Climate
Protection pamphlet entitled, "Standing Together for
the Future," and they reviewed the results of the
Greenhouse Gases Inventory Report, as well as the
project recommendations. They also ANNOUNCED an
ICLEI conference called "Watergy" on November 12,
9:00 to 4:00 at the Luchesi Center, with information
available at www.skymetrics.us, and they noted that
GHG Inventory Reports are available at the Council
chambers and the new library. Council commended the
ICLEI representatives for their dedicated work.

At the suggestion of Councilmember Mackenzie, Council
CONCURRED to DIRECT STAFF to bring back the
recommendations as outlined in ICLEI's "GHG Inventory
Report for Rohnert Park" for Council action.
Councilmember Mackenzie ANNOUNCED a seminar at Sonoma
State University, called "Clearing the Air," which
will feature fuel cell and alternative vehicles, on
Saturday, November 15, from 8:30 to 4:30 at the SSU
Commons Building.
2. STUDENT REPORTS:
SSU - Sonoma State University Associated Students,
Inc., Jennifer Wong, Vice President, Legislative
Representative: Highlights of Ms. Wong's report
included DISTRIBUTION of the Associated Students'
"Resolution Supporting a CSU Sustainability Policy,"
and the ANNOUNCEMENT two upcoming events on
October 30th, (1) presentation SSU's Academic Strategic
Plan, 1:30 at the Cooperage, and (2) the Halloween Bash.
Mayor Flores noted that he will be addressing the
Academic Senate next month.
3. PUBLIC COMMENT:
Mayor Flores stated that in compliance with State law, The
Brown Act, members of the public wishing to make a comment
may do so at this time, limited to 3 -5 minutes per
appearance and a 30- minute total time limit.
1. Peter A. Tscherneff, Sonoma County, was recognized and
expressed concerns over homeless issues in Sonoma
County, and animal rights issues as well.
2. Anita Felton, Rohnert Park, was recognized and noted
that she will continue to speak out against the casino.
She indicated that the federal government will
understand the traffic, environmental and social
problems that come with casinos in urban areas.
3. Peter Breknus, 1000 Drakes Landing Road, Greenbrae, was
recognized and requested to speak during Agenda Item 7.
4. Lynne Conde, 5732 Dexter Circle, was recognized and
expressed a desire that the Sonoma County Board of
Supervisor's rejection of an MOU with the Graton
Rancheria Tribe per the casino will influence the
Governor of California when considering a gaming
compact with the Tribe. She encouraged residents to
contact Senator Feinstein and let her know how they
feel about the casino.

5. Lawrence Esparza, 44 Verde Circle, was recognized and
discussed various mailings for and against the casino.
He indicated that casino money paid for some bulk
mailings, and he questioned where the money came from
for another mailing.
6. Tom Thunderhorse, 5433 Bobbie Way, was recognized and
requested Council consideration of adding a flag to the
Avenue of the Flags to honor the Native American
soldiers who fought and died for America.
7. Chip Worthington, 4695 Snyder Lane, was recognized and
reiterated local concern over the casino issue. He
requested that the Council rescind the MOU with the
Graton Rancheria Tribe as it does not adequately
describe the negative impacts of the casino, and he
pledged to continue legal action regarding such matter.
He also expressed concern over violation of his
Fourteenth Amendment rights.
8. Dennis McCormack, 1431 Jasmine Circle, was recognized
and noted that human rights are more important than
animal rights, and that the local churches do serve
the homeless, but more needs to be done. He expressed
support for AFTA and for the flying of a flag to
honor Native American soldiers.
Councilmember requested an update on services planned for
Veterans' Day, and, at his suggestion, Council CONCURRED
to DIRECT STAFF to look into a flag recognizing the
contribution of Native American soldiers.
4. TRAFFIC- CALMING MEASURES:
1. Presentation by City Engineer Bertolero: City
Engineer Bertolero DISTRIBUTED AND REVIEWED
the "Traffic- Calming Measures" Staff Report via
slide show presentation, and she responded to
Council comments regarding requested traffic
improvements, colored asphalt bike lanes,
pedestrian rights, and Golden Gate Transit cuts.
2. Public Comments: Mayor Flores called forward
members of the public desiring to comment on this
matter.
1. Martin DeWitt, Adrian Drive, was recognized and, as
a member of Concerned Citizens of Rohnert Park (CCORP),
requested Council support in funding CCORP's project
on Adrian Drive. He expressed an interest in speed
cushions, neon pedestrian signs, and speed signs.

2. Debbie Clarkson, Rancho Verde, was recognized and
inquired about the process to bring forward traffic
concerns to appropriate City staff. Mayor Flores
noted that she could inform the City Council, the
City Manager, or Civil Engineer Jenkins about her
concerns, and he requested a written summary of her
specific traffic concerns.
3. Council Discussion /Direction /Action: Upon MOTION
by Councilmember Mackenzie, seconded by Vice Mayor
Nordin, a motion (1) to move forward on Phase I
Measures as outlined in the Staff Report, in
cooperation with Public Safety, and with a report
back in six months during the 03 -04 Budget Review
Process on the status of Phase I Measures and
funding for Phases II and III, and (2) to add Daniel
Court and the trial of speed cushions on Adrian
Drive to the list of measures, with consideration
of added projects on Lancaster Drive for Phase 1 as
well, was UNANIMOUSLY APPROVED.
5. PARKS AND RECREATION COMMISSION MATTER - CONSIDERATION
OF PARKS AND RECREATION COMMISSION DUTIES:
1. Presentation /Report by Jim Stevens, Chair: Chairman
Stevens requested Council guidance and input into the
specific role of the newly merged Families & Children
Commission with the Parks and Recreation Commission.
2. Staff Presentation /Report: As provided in the agenda
packet. City Manager Leivo shared brief comments on
the concept of program oversight and effective
strategies for fundraising.
3. Public Comments: None.
4. Council Discussion /Direction: Mayor Flores suggested
forming an ad hoc committee of Vice Mayor Nordin and
Councilmember Vidak- Martinez to come back with
recommendations for Council. Councilmember Vidak-
Martinez and Vice Mayor Nordin expressed support for
a community services role for the Parks and
Recreation Commission. Council CONCURRED to DIRECT
the Parks and Recreation Commission to reconsider
the matter of its new duties and to report back to
Council in one month with recommendations for Council
consideration.

6. MOBILE HOME PARK RENT APPEALS BOARD MATTER -
CONSIDERATION OF ACCEPTING RESIGNATION FROM BOARD
MEMBER WITH A TWO -YEAR TERM TO EXPIRE DECEMBER 31,
2004:

Upon MOTION by Councilmember Vidak- Martinez, seconded
by Councilmember Mackenzie, a motion to accept the

UNANIMOUSLY APPROVED. Mayor Flores invited members of
the public to send in letters of interest for the
new opening on the Mobile Home Park Rent Appeals Board.
7. GROWTH MANAGEMENT ORDINANCE IMPLEMENTATION -
CONSIDERATION OF ESTABLISHING A GROWTH MANAGEMENT
ALLOCATION SYSTEM:
1. Staff Report: City Manager Leivo shared the
contents of the Staff Report, and City Attorney
Strauss explained the use of mini development
agreements. Staff responded to Council inquiries.
2. Public Comments: Mayor Flores called forward
members of the public desiring to comment on this
matter.
1. Peter Breknus, 1000 Drakes Landing Road, Greenbrae, was
recognized and indicated that he is a representative for
the Northeast Specific Plan. He expressed satisfaction
with the criteria spelled out in the General Plan, and
he DISTRIBUTED AND REVIEWED a handout recommending an
additional criterion for allocating projects - the
balancing of elementary school populations.
3. Council Discussion /Action: Councilmembers shared
brief comments. Mayor Flores suggested evaluating
development allotments, rather than distributing
them, in an effort to balance elementary school
populations.
Resolution for Adoption:
2003 -252 ESTABLISHING A GROWTH MANAGEMENT ALLOCATION
SYSTEM
Upon MOTION by Councilmember Mackenzie, seconded by
Councilmember Spradlin, and UNANIMOUSLY APPROVED, reading
was waived and Resolution 2003 -252 was ADOPTED.

8. COUNCIL COMMITTEE AND /OR OTHER REPORTS:
1. Sonoma County Waste Management Agency, October 15,
2003, meeting: Councilmembers Mackenzie and
Spradlin of the Garbage Subcommittee indicated that
they will be scheduling a meeting with Ken Wells
in early November.
2. Sonoma - Marin Area Rail Transit (SMART), October 15,
2003, meeting: Councilmember Mackenzie SUBMITTED
two diagrams of proposed rail station concepts to
City Manager Leivo, and he requested that staff make
the diagrams available to all Councilmembers for
input. He also reported that the City of Santa Rosa
is trying to develop a long -term lease agreement on a
downtown depot.
3. Sonoma County Library Advisory Board, October 21,
2003, meeting: Vice Mayor Nordin indicated that
he has nothing to report per this meeting.
4. Sonoma County Transportation Authority (SCTA)
Technical Advisory Committee (TAC), October 22,
2003, meeting: Councilmember Mackenzie reported on
the following matters: (1) Upcoming workshop on
Regional Transportation Planning; (2) Project manager
and modeling person added to SCTA staff; (3) Update
on issues with Marin County and the Highway 101
widening; and (4) Interest in the new governor's
transportation budget. Vice Mayor Nordin noted that
by June, 2004, the Translink concept will be
implemented throughout the local counties'
transportation lines.
5. Water Advisory Committee, October 27,
Mayor Flores and Councilmember Macken
to attend said meeting. City Manager
on information presented by Penngrove
meeting, and he provided an update on
agreement discussions.

9. COMMUNICATIONS:
Communications per the attached outline were brought to the
attention of the Councilmembers.
Mayor Flores called attention to the October 16, 2003,
letter from Ann Huber, Assistant Superintendent,
Business Services, Cotati- Rohnert Park Unified School
District, regarding CRPUSD's interest in the City's
financial participation in building a Fine Arts Center
and a new gymnasium at Rancho Cotate High School.
Mayor Flores cautioned City staff to be financially
realistic in considering this project. City Manager
Leivo indicated that he would like a chance to explore
the proposal.
10. MATTERS FROM /FOR COUNCIL - INFORMATIONAL ITEMS, IF ANY:
Vice Mayor Nordin called attention to the Golden Gate
Transit cutbacks in bus service effective Sunday,
November 2, 2003, in the Rohnert Park, Cotati, and
northern Petaluma areas.
At the request of Councilmember Mackenzie, City Attorney
Strauss provided an update on the League of California
Cities' initiative.
11. CITY MANAGER'S REPORT:
1. Rancho Cotate High School proposing projects for a
Fine Arts Center and a new Gymnasium via a Joint
Use Agreement for the facilities: City Manager Leivo
noted that said item has been discussed under
Agenda Item 9, "Communications."
2. Updating Personnel Policies: City Manager Leivo
reviewed the contents of the Staff Report.
3. Sale of property located at 5000 Roberts Lake Road
(Wine Center): City Manager Leivo provided an update
per the Staff Report.
4. Other informational items, if any: None.
