1994/02/24 City Council MinutesROHNERT PARK CITY COLUCIL "C" SECTION NEIGHBORHOOD TOWN HALL MEETING MIMJI'ES February 24, 1994 - Adjourned NL-eting- The Council of the City of Rohnert Park met this date in adjourned regular session for a Town Hall Feting commencing at 7:00 p.m. at the Comrunity Center, 5401 Snyder Lane, Rohnert Park, California with Mayor Reilly presiding. Call to Order -Mayor Reilly called the adjourned regular session to order at approximately 7:00 p.m. and led the pledge of allegiance. Roll Call Present: (4) Councilmembers Eck, Gallagher, Spiro, and Mayor Reilly Absent: (1) Councilman Hollingsworth (due to conflicting business schedule) Staff present for all or part of the meeting: City Manager Netter, Director of Public Works /City Engineer Brust and Director of Public Safety Rooney. Mayor Reilly acknowledged the City Manager /Clerk's report on the posting of the meeting's agenda. He introduced Councilmembers and staff present at the meeting. Mayor Reilly advised that the purpose of this "C" Section Neighborhood Town Hall Meeting was to provide an opportunity for citizens to meet and conrunicate directly with the City Council and staff. This meeting was designed for the Council to listen to public comments and give citizens the opportunity to express community related concerns to the Council. Approximately 185 citizens attended this Town Hall Meeting during which 31 partici- pated in sharing com ents on various com amity related concerns as signified in the attached listing of attendees with description of the various issues and concerns. Following public input, each Councilmember commented on the numerous issues and concerns expressed during this meeting. Mayor Reilly expressed appreciation to the participants of the Town Hall Meeting and confirmed the Council would take the recommendations under advisement. He signified there would be appropriate follow -up on any necessary action that needs to be taken. Neighborhood Watch Programs work. Tough Love brochures are avail. at El Camino. Youth & Family Services needs to be open on weekends. Supports a curfew & stronger truancy laws. Wants trade schools here w/ master/ apprenticeship programs. Supports more arts education in schools to teach self - esteem. Publish names and addresses of gang members so people know who they are and kids don't look up to them. Was a victim of burglary. Discussed the value of property. People should just come up and ask kids what they want. If you aren't a resident, you cant afford to play basketball here. Gang violence & graffiti on jogging paths. Wants high school students to participate more in these discussions. The City needs to reach out to the Hispanic community here more. She supports a curfew & more truancy. Wants penalities for adults who let minor children drink in their homes. He wants parents, schools & the City working together. Preventative measures are worth the effort. He discussed the DARE Program, Change in Schedule Program, the Youth & Family Services Division & Boxing/Basketball Programs. He discussed Neighborhood Watch Programs, curfews, billing parents for vandalism, park patrols & Free Friday Nights. More neighborhood watch programs. Light Cielo Circle Mini Park. Remove shopping carts from streets. Clean -up abandoned cars. Citizens want more info. from City. Post curfew sign in "C" Park. Need Teen Council /Court. Enforce leash laws - better animal control Increase speed limit on RPX to improve traffic movement. Provide jobs for youth. Develop more youth programs. Mentor Program between SSU & RP youth. Stronger Truancy Program. More help for Spanish - speaking citizens /minorities Schools need to provide books & better materials for education.
