1994/04/18 City Council MinutesCity of Rohnert Park /City of Cotati Minutes (3) April 18, 1994 -Joint Meeting - 3. Participation in Joint Effort for New Library in Conjunction with Cotati- Rohnert Park Unified School District - Mayor Reilly updated the two Councils on discussions the City of Rohnert Park has had with the Sonoma County Library officials regarding a new library proposed on the Rohnert Park School District site. There was extensive discussion regarding the design of a new library and how the library of the 21st Century should definitely include the Information Highway Systems. Discussion included linking into Sonoma State University's database and other library systems. 4. Update on Cotati's Wine Country Factory Stores - Cotati's City Manager updated the Rohnert Park Council on Cotati's Wine Country Factory Stores project and indicated that the first phase of the project is planned to be completed prior to the Christmas season of 1994. There was discussion on how the Factory Outlet Store would compliment the City of Rohnert Park's discount stores and both cities should not attempt to compete regarding sales tax revenues. There was a brief discussion on Valerie Brown's proposed bill to eliminate land use planning by fiscalization and to spread out sales tax receipts on a population basis. There was also a brief discussion of a sales tax sharing plan by the City of Fresno which shares its sales tax with surrounding areas. Update of Rohnert Park General Plan - Mayor Reilly updated the Cotati City Council regarding the Rohnert Park General Plan and laid out its time line. He indicated that the interim plan would be reviewed and finalized in October of 1994. 6. Wetlands /Recharge Aquifer System - Mayor Reilly reported on this plan and indicated a presentation was made to the Rohnert Park City Council. He also indicated that because of the nature of injecting treated wastewater into the ground aquifer system that an extensive educational system to educate the public regarding this program is essential. There was a brief discussion on City of Santa Rosa's wastewater proposals and the Rohnert Park's Copeland Creek Pipeland Plan for wastewater reclamation. City of Cotati indicated they would like to include Putnam Park in the Rohnert Park's Wastewater Reclamation and Irrigation Project. Director of Public Works /City Engineer Brust referenced a map designating where the pipelines will end and indicated he would review it with Cotati staff and research the possibility of pipeline extensions into certain areas of Cotati. Amendment of Sewer Agreement - (4) April 18, 1994 -Joint Meeting- Cotati City Manager Bonnie Long and Rohnert Park City Manager Joe Netter discussed the sewer agreement in which Cotati would be planning to build a sewer interceptor on the west side. This would remove most of Cotati'-s:sewer flow out of Rohnert Park's system. City Manager Bonnie Long indicated that a meeting was held with City Manager Netter and City Manager Blackman regarding City of Santa Rosa's thoughts on this project and it was indicated that Santa Rosa desired to hold off on any discussion or action until after the wastewater alternatives are refined to 4 -5 options. This should transpire in the next 5 -8 weeks. City of Cotati and City of Rohnert Park jointly agreed to defer this matter until Santa Rosa has selected its 4 -5 alternatives for its wastewater storage plan. 8. Bicycle Advisory Committee Workplan and Bike Paths - City of Rohnert Park's Director of Public Works /City Engineer Brust reviewed Rohnert Park's bike plan. It was discussed that the north -south parallel bike plan should be called the Rohnert Park Cotati Bike Path and the City of Cotati and Rohnert Park should consider this bike path as a joint project when discussions proceed related to approaching the Sonoma County Transportation Authority with information, request for funds, etc. 9. Miscellaneous Reports, if any - General discussion items by Councilmembers of Cotati and Rohnert Park Council included: 1) Need for a new high school 2) Hewlett Packard vacant land adjoining Cotati and Rohnert Park with Cotati desiring the possibility of having some sort of green belt 3) Transit stops for railroads both in Cotati and Rohnert Park. Both Councils agreed to have another Joint Meeting in approximately 6 months with Rohnert Park hosting the meeting. JON /srb CITY OF ROHNERT PARK /CITY OF COTATI JOINT MEETING MINUTES Monday, April 18 1994 - Joint Meeting - The Council of the City of Rohnert Park and the Council of the City of Cotati met this date in joint session at the Redwood Cafe, 8240 Old Redwood Highway, in the City of Cotati. Call to Order Mayor Reilly and Mayor Cullinen jointly called the session to order at approximately 7:00 p.m. Roll Call City of Rohnert Park City Councilmembers: Present: (4) Councilmembers Eck, Gallagher, Spiro, and Mayor Reilly Absent: (1) Councilmember Hollingsworth City Staff present: City Manager Netter and Director of Public Works /City Engineer Brust City of Cotati City Councilmembers: Present: (5) Councilmembers Ellis, Berkemeier, Wirt, Miller and Mayor Cullinen Absent: (0) None City Staff present: City Manager Bonnie Long Individuals Present for the Meeting: Linda Branscomb, Rohnert Park Planning Commissioner Acknowledging Each Mayor acknowledged the City Managers /Clerks posting of the Posting of Meeting Agenda. Agenda Unscheduled Linda Branscomb, 21 Anne, congratulated the City of Cotati on its Public Earth Day festivities and complimented the City of Cotati on its Appearances Grant received for compost containers. Topics for discussion: 1. Teen Programs - a. Participation in Teen Council concept - Mayor Reilly outlined details on the City of Rohnert Park's pursuit to formulate a Teen Council. City Manager Netter and Mayor Reilly reviewed the thoughts regarding this proposal and asked for Cotati's involvement. There was extensive discussion concerning a new bill in the State Legislature permitting uniforms in public schools. It was the consensus to leave this matter for the Youth Council discussion. City of Cotati representatives requested that their Continuation School i.e., Rancho Bodega, be included in the Teen Council discussion. The consensus of City of Cotati City of Rohnert Park /City of Cotati Minutes (2) April 18, 1994 -Joint Meeting- Council signified interest to joining in the efforts for this Teen concept. Cotati staff member Linda Rook was designated to be the liaison /correspondent for the City of Cotati. It was also the consensus that when this item comes back to the cities, that two members from each Council would be designated as a Committee to work with the Teen Council. Cotati indicated that Mayor Richard Cullinen and Councilmember Harold Berkemeier would most likely be Cotati's representatives. This matter would be an item -ADDITION from for a future Council Meeting 4/26/94 Council mtg: Add, "Councilman Eck suggested a School District committee of Councilwomen b. Rohnert Park Boxing Program - Mayor Reilly and City Manager Spiro & Gallagher. "Netter explained the program that the City has recently approved with Mr. Herb Cody as Director of the Community Boxing Center. History was given on its formation and the benefits to at -risk youth and other youths of the community. C. Free Friday Nights - Mayor Reilly updated the City of Cotati on the City of Rohnert Park's Free Friday Night program. The City of Cotati Council indicated that they were impressed with the success of the program and that at the last Free Friday Night, Cotati allocated $600 for a DJ. Councilmembers of the City of Rohnert Park thanked Cotati for its contribution and encouraged further support from the City of Cotati regarding this program. 2. Public Safety - a. DARE Program - Mayor Reilly and City Manager Netter discussed the Drug Abuse Resistance and Education Program (DARE) that the City of Rohnert Park will be instituting in September of 1994. City Manager Netter indicated that the Office Friendly position will be restructured to be the new DARE Officer. Training will be held in June and July with the program being implemented in the new school year in September. Therefore, the budget currently being allocated for the Officer Friendly position will become Rohnert Park's first step in the DARE Program. Cotati was encouraged to be a part of the DARE Program by either financial support or personnel support from its Police Department. Cotati City Councilmembers indicated they were interested in the DARE Program and would discuss this matter during budget sessions. b. Shared Dispatch - Cotati City Manager Bonnie Long and Rohnert Park City Manager Joe Netter updated the two Councils on preliminary discussions of the possibility of the City of Cotati moving some of its dispatch services to the City of Rohnert Park. Bonnie Long indicated the item had been discussed briefly with Cotati's Police Chief with indication that a feasibilities report should be completed before any affirmative action is taken. Rohnert Park Councilmember Dave Eck suggested that the two cities should also look at combined mutual aide.
