There are three options for formation of a housing committee. The

Housing Advisory Commission. 0
The City could form a housing advisory commission whose members were
appointed by,the CYty,QoqqcW. The commission would be similar to the
Arks and- Recreation, Senior (Citizens Advisory, or Planning
Commission. It would investigate housing issues and programs. It may
make recommendations regarding City policies, expenditures,
ordinances, and programs. The Housing Commission would not have
resources of its own to implement housing strategies. One variation

Housing Authorityq
The City could form a housing authority. Members of the housing
authority board would be appointed by the City Council. It could
independently own property, enter nto contracts, 'hire staff, and
apply for and receive grants and loans, Housing authorities were
first created to own and operate public housing projects financed with.
federal funds. Creative housing authorities employ a variety of
methods to produce housing for low income households. For example,
housing authorities locally administer federally funded Section 8 rent
subsidy programs. The City contracts with the County Housing
Authority which provides Section 8 funds for Rohnert Park residents.
