November 30, 1990
The Council of the City of Rohnert Park met this date in
adjourned regular session commencing at. 8:30 p.m. in the
Rohnert. Park Sports Center. 5401 Snyder Lane, Rohnert
Park, with Mayor Hollinqsworth presiding.
Call to Order Mayor Hollinqsworth called the adjourned reqular session
to order at approximately 8 :45 p.m. and led the pledqe
of allegiance.
Roll Call Present.: (5) Councilmembers Cochran. Eck, Hopkins, Spiro
and Hollinqsworth
Absent: (0) None
Staff present for all or part of the meeting: City
Manaqer Callinan, City Attorney Flitner, Assistant to
City Manaqer /Director of Administrative Services Netter,
Assistant to the 0 tv Manaqer Leivo, City Engineer -
Brust, Director of Public Safety Dennett, Performinq
Arts Center Director Grice, Finance Director Harrow,
Recreation Director Pekkain, and Planninq Director
Skanchv. (There were various other staff members
present in the audience.)
Mayor Hollinqsworth stated that before the meetinq
proceeds any further, on behalf of the City Council he
wanted to thank all those parties who were responsible
for toniaht "s retirement affair and read the names of a
few of those responsible, and stated that he had several
pages of names of people who participated but due to
time constraints he was not able to read all the names.
He then specifically thanked Troy Dettling, Event
�,00rdinator: Theresa Smith, Secretary; Caroline Fabio,
Administrative Assistant; Jim Pekkain, Recreation
Director; Guy Miller, Recreation .Supervisor; Maya Van
den Heuvel, Recreation Program Assistant: Homer Rail,
Superintendent of Public Works; kick Kuhn, Arts Center
Marketing Director; Chris Rooney, Arts Center Marketing
Assistant; Reba Roberts, It's Reba publications: Millie
Hamill, former Cultural Arts Commissioner: and Ken
Burge, Big Four Rents.
Mayor Hollinqsworth then introduced several legislators,
former City Councilmembers, City Manaqers, and other
diqnitaries who were present.
Mayor Hollinqsworth then brought attention to the
display of many accolades that have been received to
honor City Manaqer Peter M. Callinan.

O N S E N T C A L E N D A R
The City Council had a brief discussion on adoption of
the consent calendar, whereby Mayor Hollinqsworth
commented that City Manager Callinan always wanted a
complete Council meet inq agenda on the consent calendar.
Discussion contined whereby Mayor Hollinqsworth
announced that due to the circumstances and nature of
the resolutions on tonight's agenda, it would be
appropriate to act on each one individually. consent
calendar matters. Council concurred.
Acknowledging the Clerk's report on the postinq of
the aqenda.
Resolutions for Adoption:
No. 90 -271 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT
PARK AUTHORIZING PETER M. CALLINAN TO SERVE A� THE SIXTH
MEMBER OF THE ROHNERT PARK CITY COUNCIL WITH FULL
PRIVILEGES INCLUDING THE RIGHT TO VOTE
Mayor Hollinqsworth Hollinqsworth read the resolution.
Discussion followed.
Upon motion by Mayor Hollinqsworth, seconded by
Councilman Eck, and unanimously approved, Resolution No.
90 -271 was approved. (Done in jest)
City Manager Peter M. Callinan then took a place amonq
the Council members.
90-272 A RESOLUTION CREATING THE POSITION OF COMMUNITY SERVICES
OFFICER, FELINE APPREHENSION, AND ESTABLISHING THE
DUTIES OF THIS POSITION
Councilman Hopkins read the resolution. Extensive
discussion followed.
Upon motion of Councilman Hopkins, seconded by
Councilmember Spiro, and unanimously approved,
Resolution No. 90 -272 was adopted. (Done in .jest)
City Manaqer Callinan was presented with a gold colored
cat trap from the Department of Public Safety.
90 -273 A RESOLUTION APPOINTING PETER M. CALLINAN CAMPAIGN
MANAGER FOR GLORIA .STEINEM FOR PRESIDENT, BETTY FRIEDAN
FOR VICE PRESIDENT, AND HELEN GURLEY BROWN FOR SECRETARY
OF DEFENSE AND ESTABLISHING CERTAIN DUTIES FOR SAID
POSITION

Councilman Eck read the resolution. Discussion followed
during which several expressions of doubt were expressed
as to Peter M. Callinan "s qualifications for the
position described in the resolution.
Upon motion of Councilmember Spiro, seconded by
Councilman Eck, and the following voice vote, Resolution
No. 90 -273 was adopted: (Done in jest)
Ayes: (4) Councilmembers Cochran, Eck, and Spiro
and City Manager Callinan
Noes: (2) Councilmembers Hopkins and Hollingsworth
A RESOLUTION PROCLAIMING PETER M. CALLINAN AS GOVERNMENT
MAN AND PROCLAIMING FRIDAY, NOVEMBER 30, 1990 AS
GOVERNMENT MAN DAY
Councilman Cochran read the resolution. Extensive
discussion followed which included concerns expressed by
Councilman Cochran and comments by Assistant to City
Manaqer /Director of Administrative Services Netter.
The Council concurred that Assistant to City
Manager /Director of Administrative Services Netter
should vote on this matter due to the fact that it
looked like it would be a split, deadlock vote.
Upon motion by Councilman Cochran, seconded by
Councilmember Spiro. and the following voice vote,
Resolution No. 90 -274 was adopted:
Ayes: (4) Councilmembers Cochran, Eck, and Spiro and
Assistant to City Manaqer Netter
Noes: (3) Councilmembers Hopkins and Hollinqsworth and
City Manaqer Callinan
A RESOLUTION COMMENDING PETER M. CALLINAN ON THE
OCCASION OF HIS RETIREMENT AND NAMING HIM "HONORARY
CITIZEN" OF THE CITY OF ROHNERT PARK
Councilmember Spiro read the resolution.
Upon motion by Councilman Cochran, seconded by
Councilman Eck, and unanimously approved, with City
Manaqer Callinan abstaining, Resolution No. 90 -275 was
adopted.
City Manager Callinan was presented with a burl clock
and a lifetime gold card to Mountain Shadows Resort from
the City and American Golf Corp., respectively.

City Manager Callinan then received a standing ovation
from the audience.
No. 90 -276 A RESOLUTION APPOINTING PETER M. CALLINAN "CITY MANAGER
EMERITUS" OF THE CITY OF ROHNERT PARK
Mayor Hollinqsworth read the resolution.
Upon motion by Mayor Hollinqsworth, seconded by
Councilmember Spiro, and unanimously approved, with City
Manaqer Callinan abstaining, Resolution No. 110-276 was
adopted.
City Manager CAllinan was presented with a name tag
inscribed "Peter M. Callinan, City Manager Emeritus" and
a box of business cards with his name and designated
title.
City Manaqer Callinan received a standing_ ovation from
the audience.
Emerqencv Resolution Assistant to City Manaqer /Director of Administsrative
Services Netter advised the Council that due to an
oversight and a qreat deal of confusion Resolution No.
90 -270 resolution was inadvertently left off tonight-'s
aqenda. He requested that Resolution No. 90 -270 be
declared an emergency.
Mayor Hollinqsworth queried City Attorney Flitner of the
possibility of declaring Resolution No. 90 -270 an
emergency. City Attorney Flitner opined that the
resolution could be declared an emergencv.
Resolution No. 90 -270 A RESOLUTION AUTHORIZING THE NAMING OF THE ROHNERT PARK
SPORTS CENTER THE "PETER M. CALLINAN SPORTS CENTER"
Mayor Hollinqsworth read the resolution.
Upon motion of Mayor Hollingsworth, seconded by
Councilman Hopkins, and unanimously approved, Resolution
No. 90 -270 was adopted.
City Manager Callinan was then presented with an
engraved plaque displaying Resolution No. 90 -270. He
was then surprised by the unveiling of a bronze bust
prepared of his likeness which is to be placed in the
"Peter M. Callinan Sports Center."
City Manaqer Callinan received a standinq ovation.

Matters from /for Mayor Hollingsworth queried if any Councilmembers had
Council any matters they wished to discuss. Each City
Councilmember pave a brief statement regarding their
association with City Manaqer Callinan and expressed
their individual thanks and appreciation to him.
Assistant to City Manaqer /Director of Administrative
Services Netter then expressed his appreciation to City
Manaqer Callinan.
Unscheduled Public Mayor Hollingsworth queried if there were any
Appearances unscheduled public appearances.
Millie Hamill Millie Hamill, former Cultural Arts Commissioner, was
recoqnized and presented City Manaqer Callinan with a
photograph album containing many of the highlights of
the development of the city and City Manaqer Callinan's
career with the City.

Vernon Smith was introduced. He gave a brief overview

of his experiences as a City Councilmember working with
City Manager Callinan and expressed appreciation to him.

Assistant to City Manaqer /Director of Administrative
Services Netter stated there was a special group waiting
to express appreciation to City Manager Callinan. He
then called forward a qroup of City department heads and
other staff. Enqineer Brust, Administrative Assistant
Fabio, Performing Arts Center Director Grice, Finance
Director Harrow, Assistant to City Manager Netter,
Superintendent of Public Works Rail, and Recreation
Director Pekkain sanq a sonq which was written for City
Manaqer Callinan.
City Manaqer Callinan City Manaqer Callinan thanked the City Council, all the
diqnitaries present, and everyone in the audience for
attending and honoring him this evening. He also
expressed appreciation to all who had a hand in putting
toqether tonight's event.
Adjournment: There being no further business, Mayor Hollingsworth adjourned the
meeting at approximately 10:15 p.m.
