1991/02/12 City Council MinutesRohnert Park City Council Minutes February 12, 1991 The Council of the City of Rohnert Park met this date in regular session commencing at 7:00 p.m. in the City Offices, 6750 Commerce Boulevard, Rohnert Park, with Mayor Eck presiding. CALL 70 CRDFR Mayor Eck called the regular session to order at approximately 7:40 p.m. and led the pledge of allegiance. Mayor Eck advised that a closed session commenced this evening at 7:00 p.m. to discuss litigation matters, personnel matters, and real estate negotiations. He said no action was taken and there wns nothing to report at this time. ROLL CALL Present: (5) Councilmembers Hollingsworth, Hopkins, Reilly, Spiro and Mayor Eck Absent: (0) None Staff present for all or part of the meeting: City Manager Netter, City Attorney Flitner, Planning Director Skanchy, City Engineer Brust, Assistant to the City Manager Leivo and Finance Director Harrow. b4ment of Silence Mayor Eck said a moment of silence would be observed at this time in memory of Pat Case who passed away recently after a long illness. Approval of Minutes Upon motion by Councilman Hollingsworth, seconded by Councilmenber Spiro, the minutes of January 22 & 29, 1991 there unanimously approved. Approval of Bills Councilmember Spiro said she noticed several items on the list of bills for payment to businesses outside the City of Rohnert Park and asked if a review could be done to ensure utilizing businesses within the City whenever possible. She also questioned the amunt of $10,000 to Carole L. Galeazzi to which Finance Director Harrow responded it was for a cash bond security held by the City to guarantee completion of improvements for property development. Councilmember Spiro also asked if it was necessary to abstain from voting on the bills for approval since her business, Ernies Liquors, was included as an expense item. City Attorney Flitner confirmed that this sale to the City was no conflict and it was not necessary to abstain. City Manager Netter said for the record that the City Attorney had given a recent opinion in regard to conflict of interests and that the City had done business with Ernies Liquors for five years prior to the election of Councilmember Spiro which is a requirement for the clearance. Rohnert Park City Council Minutes (2) February 12, 1991 From 2/26/91 Council meeting: Change Vice Mayor Spiro's vote on approval of bills to abstain. Upon motion by Councilman Hopkins, seconded by Councilman Hollingsworth, and unanimously approved, the bills presented per the attached list in the amount of $1,358,453.22 were approved. CDA bills presented per the attached list in the amount of $233,168.64 were approved. Non- agendaed Mayor Eck queried if any Councilmen er had any non - agendaed mtter-s items to add to the agenda. Councilman Hollingsworth said he had one miscellaneous item to add to tonight's agenda. Mayor Eck said he had one miscellaneous item to add to tonight's agenda. City Manager Netter said he had two miscellaneous items to add under the City Manager's report. Lhscheduled Public Mayor Eck stated that in compliance with State Law (The Brown Appearances Act), anyone in the audience who wished to make a comment may do so at this time. He said in most cases under legislation of the new Brown Act, the Council cannot handle an item without agendizing. To ensure accurate recording, "Speaker Cards" are provided at the entrance of the Chamber and unscheduled public appearances are requested to fill out the cards and present to recording clerk after speaking. Al Barr Al Barr, 5746 Dexter Circle, expressed concerns regarding, excessive noise at Nbuntain Shadows Golf Course caused by the loud speaker from the club house and from golf course machinery operating prior to 7:00 a.m., seven days a week, and indicated that this may be in violation of the City's noise ordinance. Discussion followed during which Council concluded that staff should meet with golf course representatives regarding this matter. City Manager Netter confirmed previous discussion with Jack Anderson, General Manager of Mountain Shadows Golf Course regarding the loud speakers and having them moved for less impact on the homes behind the driving range area. He also referenced letter dated September 1989 from former City Manager Callinan which referenced golf course mowing after 6:00 a.m. Council confirmed that a golf course operation is a seven day a week operation which provides revenues to the City and that in order to operate the course, early mowing must be done in order to maintain it. Again, staff was directed to discuss these items with American Golf and the Golf Course Committee. Rohnert Park City Council Minutes (3) February 12, 1991 C O N S E N T C A L E N D A R Mayor Eck queried if anyone had any questions regarding the matters on the Consent Calendar which were explained in the City Manager's Council Meeting Memo. City Manager Netter referenced Resolution No. 91 -32 and explained that copies had been provided to Council of an addendum by City Attorney Flitner as requested and approved by the Rent Appeals Board. City Attorney Flitner confirmed that this addition made no change in the intent of the resolution and referenced agreement. Councilman Hollingsworth said he would like to discuss Item D and requested it be removed from the Consent Calendar. Council concurred. Acknowledging the City Imager /Clerk's report on the posting of the agenda. Rohnert Park City Council Minutes (4) February 12, 1991 Councilman Hollingsworth referenced Item D and said in the past, Council had authorized the former City Manager to approve discretionary contributions of this sort and recommended giving the same discretion to City Imager Netter at this time with the understanding that any questionable items be brought to Council for consideration. A motion was made by Councilman Hopkins, seconded by Councilman Hollingsworth, and unanimously approved, to authorize the City Manager to approve certain discretionary awards and/or contributions. A motion was made by Councilman Hopkins, seconded by Councilman Hollingsworth, and unanimously approved, to authorize the contribution of a swimning pool membership and a Sports Center membership to the Education Foundation of Cotati - Rohnert Park's "Auction '91" to be held March 9th Public Safety Facility -City Manager Netter referenced the resolution for consideration regarding an award of contract for the new Public Safety Facility, Project No. 1988 -18 and asked that this item be deferred to the next Council meting in order to review bids and consideration of certain alternates to the base bid. Conversation with the contractor established that this would not present a problem to him. W. Netter said the architects were available in the audience to respond to Council questions. Council concurred. Scheduled Public Appearances: Roger Southfield Roger Southfield, 5338 Daniel Drive, Rohnert Park representative of Vietnam Veterans of America explained Operation Desert Shield Support Project and requested Council support of same. He referenced copies provided to Council of various resolutions supporting this project from other cities and counties and shared contents from Contra Costa County declaring same a Yellow Ribbon County. Discussion followed during which Council concluded it would be more appropriate to prepare a resolution in support of Operation Desert Shield Support Project rather than a proclamation. Confirmation was given regarding the City's participation in the display of yellow ribbons on behalf of the troops in the Persian Gulf. A motion was made by Councilmember Spiro, seconded by Councilman Hollingsworth, and unanimously approved, to prepare a resolution combining the Operation Desert Shield Support Project with the display of yellow ribbons effort in support of the troops in the Persian Gulf and present it at the next Council meeting. Rohnert Park City Council Minutes (5) February 12, 1991 Card Roam Permit City Manager Netter referenced copies provided to Council of letter dated January 20, 1991 from Robert and Carol Sissa regarding a request for a card room permit. He said copies were also provided to Council of letter dated January 31, 1991 from City Attorney Flitner reviewing state law regarding card rooms and shared the contents therein. He pointed out that the Gaming Registration Act allows card rooms as a regulated industry pursuant to local ordinance. Caryl rooms are not mentioned in the zoning ordinance under the Rohnert Park Mnicipal Code. If use is not mentioned or permitted in the zoning ordinance, the general rule is that it is not allowed, therefore, if the City desires to allow card room operations, the zoning code would have to be arierraed specifically allowing said operation. He said staff recommends Council pass on this issue as outlined in the staff report. Discussion followed with comparison made to billiards and confirmation of previous pool hall in the City. Robert Sissa, 172 Fescue Way, referenced his letter to Council dated January 20, 1991 and shared the contents therein regarding his request for a card room permit. He reviewed his family's history in Rohnert Park since 1947, explained that card rooms now are not like the old cowboy days but basically a social gathering, said there are over 700 state approved card rooms in California, that approximately 50% of the card Players participating in games in the surrounding cities are from Rohnert Park, and that he would like to establish one of the finest card playing establishments north of San Francisco here in Rohnert Park. Discussion followed during which Council reviewed previous resistance to card parlors versus the possiblity of justi- fication from changing social interests, conYparisons to pin ball machines and bingo games, the need for an appropriate location, and the need to see if residents approve or disapprove of card rooms in Rohnert Park. A motion was made by Councilman Hopkins, seconded by Councilman Reilly, and unanimously approved, to direct the request for a card room permit to the Planning Commission for review and public input. Co mtiy Family In the absence of Mike Philipsheck who was out of town and Festival unable to attend tonight's meeting, Mayor Eck explained that copies were provided to Council of Country Family Festival 1990 Profit and Loss Statement with additional information as requested by Council at the previous Council rreeting following Mike Philipsheck's request for financial assistance in the amount of $2,500 for the 1991 Festival. He said W. Philipsheck maintains that last year's $1,000 contribution from the City gave a $16,000 leverage in free radio and TV advertising. Mr. Philipsheck also agreed to submit any future requests for funding prior to the City's annual budget review. Rohnert Park City Council Minutes (6) February 12, 1991 Discussion followed confirming last year's contribution in the amount of $1,000 and concern was expressed regarding the seed money intent of same. A motion was made by Councilman Hollingsworth, seconded by Councilman Hopkins, and unanimously approved, to grant a $1,000 contribution to the 1991 Country Family Festival. Parks and Recreation. Councilman Hopkins said he had nothing to report at this time ccuntission regarding the new appointment to the Parks and Recreation Commission except that he thought the recent letter advising former Commissioner Kreischer of emeritus status was very appropriate. Six bixith Financial City Manager Netter referenced copies provided to Council of Review P.E.12/31/90 memorandum dated January 29, 1991 from Finance Director Harrow and pointed out that revenues are 52% over fiscal year budget and expenditures are 509. of the fiscal year budget. He said the Performing Arts deficit is high with more revenues projected in the next six months noting that there were heavy front end costs for items that will be used again in the future. Finance Director Harrow highlighted above - referenced memorandum which indicates the City's revenues are slightly higher than projected. He said sales tax was 62% of projected figure due to the addition of small businesses. Mr. Harrow referenced interest rate declines and its effect on the budget. Transient Occupancy Tax will be over $800,000 by the end of the year. Expenditures are about as anticipated and will be observed carefully between now and first of the year. Mr. Harrow listed the titles of sections covered in the memorandum and said he wns available to answer Council questions. Discussion followed during which City Manager Netter and Finance Director Harrow responded to Council questions regarding City reserves. Council concurred the need for the City to establish a financial guideline for a miniunu reserve to be maintained and incorporated into the next budget as a safeguard to avoid potential financial problems as experienced by other communities and school districts. Mayor Eck expressed appreciation to staff for an excellent job on the mid -year financial report. Planning and Zoning: Planning Director Skanchy referenced plans on display and said File No. 1454 copies were provided to Council of staff report regarding File No. 1454 - Marvin DeAngelis consideration of revised Site Plan and Architectural Review application for a 17 unit (revised from previous 18 unit) condominium project to be located at 100 Arlen Drive. He said this item was brought before Council tonight for the sole purpose of Council's consideration to grant sewer allotment. He said the Planning Commission Rohnert Park City Council Minutes (7) February 12, 1991 approved the Site Plan, Use Permit and Architectural Review with certain conditions. He described the property location, surrounding areas, zoning and use permit conditions. Planning Director Skanchy referred to previous application from Maurice Fredericks on August 16, 1989 regarding sewer allocation for this location prior to established plans for said property in which Council advised that the authorized applicant would have to present specific plans and go through standard procedures prior to Council consideration and /or approval. City Manager Netter said copies were provided to Council of letter dated February 8, 1991 from Maurice Fredericks requesting Council's approval of sewer allocation in regard to this matter. W. Netter commented on an exemption policy for infill residential and multi- family units. Discussion followed during which City Engineer Brust responded to Council questions regarding sewer flows in relation to drought and projected capacity, that 17 units would be insignificant in the overall impact, and the General Plan calls for infill development. Comments were made in regard to the Housing Committee's proposed project later on tonight's agenda with confirmation that the sewer capacity of the East Cotati Avenue site would be "grandfathered ". Concerns were expressed regarding priority of allotments to others in line and recommendation to review the exemption policy before approving tonight's request. Confirmation was given that this application does not require a zoning change. Council questioned the legal commitment to those who have allocations. City Attorney Flitner responded that people are not legally entitled to allotments until a building permit is issued. He said the City could have a moratorium on new building permits and there would be no problem in approving this allotment. Planning Director Skanchy responded to Council question regarding affordable housing that the new law applies to the City as a whole and not to each project. Under the law cities will be assigned their fair share which can be transferred around from city to city or county to county if a certain city cannot meet its fair share due to reasons like insufficient sewer capacity, etc. Further discussion continued regarding affordable housing requirements and whether or not such could be moderated. A motion was made by Councilman Hopkins, seconded by Mayor Eck, to approve this project with sewer allotments for 17 units and failed by the following vote: AYES: (2) Councilman Hopkins and Mayor Eck NOES: (3) Councilmembers Hollingsworth, Reilly and Spiro ABSENT: (0) None Rohnert Park City Council Minutes (8) February 12, 1991 Councilman Hollingsworth said this application should be considered again by Council after reviewing the exemption policy. A motion was made by Councilman Hollingsworth, seconded by Councilmenier Spiro, and unanimously approved, that the above motion be made without prejudice. Mau Lain Shadom City Manager Netter said copies had been provided to Council Golf Courses of letter dated January 18, 1991 from Nbuntain Shadows Golf Resort regarding position not in favor of homeowners purchasing property around the perimeter of the golf courses. He said one of the requirements of approval to sell City land on the golf course is that approval be given by American Golf, therefore such additional sales of City land to homeowners is prohibited. Staff recommends not allowing any more sales of City land due to the leasee American Golf not approving such sales. Discussion followed during which it was confirmed that the makeup of the committee is a good cross section of representation, the presentation should be very informative, and concluded there would be sufficient time to present any Council comments following the scheduled workshop referenced above on March 14 at 5:30 p.m. . RECESS Mayor Eck declared a recess at approximately 8:55 p.m. RJOONVM Mayor Eck reconvened the Council meeting at approximately 9:05 p.m. with all Councilmembers present. A motion was made by Councilman Hopkins, seconded by Councilman Hollingsworth, and unanimously approved, not to sell any more City owned golf course property due to American Golf's refusal to approve said sales. Regional Governance: Bay Vision 2020 City Manager Netter said copies were provided to Council of Proposal /AB3(BroHn) January /February 1991 newsletter "Bay Area Nbnitor" regarding Bay Vision 2020 and letter dated January 25, 1991 from Association of Bay Area Govermmnts (ABAG) regarding Regional Governance: Bay Vision 2020 and AB 3 (Brown). Said letter requested comments on the Bay Vision 2020 Proposal be forwarded to Abag's legislative and governmental organization committee in Oakland by February 15th. He announced Rohnert Park's hosting of the March 14th Mayors' and Councilmembers Association general meeting at 5:30 p.m. with the program of a workshop on the Bay Vision 2020 report. He complimented recent speakers Mel Nbgulof and announced the additional speakers of Gary Binger and Tom Powers as part of the panel for the workshop. Mr. Netter also announced that there would be a longer review period than originally anticipated as many requests were submitted for a longer review period. Discussion followed during which it was confirmed that the makeup of the committee is a good cross section of representation, the presentation should be very informative, and concluded there would be sufficient time to present any Council comments following the scheduled workshop referenced above on March 14 at 5:30 p.m. . Rohnert Park City Council Minutes (9) February 12, 1991 Burton Creek Channel City Manager Netter referenced map on display and said copies were provided to Council of letter dated January 17, 1991 from City of Cotati regarding Burton Creek Channel Inprovemen.ts/LaSalle Avenue Extension. He shared the contents therein requesting City of Rohnert Park's consideration in allowing for the extension of LaSalle Avenue through a small mini park on Burton Avenue. Discussion followed during which it was confirmed that the only cost to Rohnert Park would be the loss of a mini park. Suggestion was made that a survey should be done of the neighborhood to see if the people approve of the LaSalle Avenue extension. A motion was made by Councilman Hopkins, seconded by Councilman Reilly, to request City of Cotati to poll the neighbors of the proposed LaSalle Avenue extension to see if they would prefer to eliminate the mini park in favor of a through street, and failed by the following vote: AYES: (2) Councilmen Hopkins and Reilly NOES: (3) Councilmeniers Hollingsworth, Spiro and Mayor Eck ABSENT: (0) None Affordable Housing City Manager Netter said copies were provided to Council of E.Cotati Avem.e Staff Report on proposed affordable housing project on East Proposed Project Cotati Avenue for CDBG Grant funding application and Community Development Agency funding and shared the contents therein. He said Burbank Housing Development Corporation has investigated the feasibility of developing an affordable housing project in Rohnert Park and Council previously designated the East Cotati Avenue site as the highest priority site to proceed with an affordable housing project. Burbank Housing Development submitted a formal purchase offer which was accepted with certain conditions. Since one of Council's concerns was the possibility of making this housing project a student's only project, Nick Stewart of Burbank Housing informed staff that a student housing project may not qualify under the strict guidelines of Federal and State funding necessary in order to construct this project. W. Stewart indicates that the property owners of an adjacent site in the City of Cotati are interested in selling and the two parcels could be combined for a more useable housing project. City Manager Netter explained the financing of this project as proposed by Burbank Housing recommending the Communitiy Development Agency provide pre - development and land purchase costs of approximately $648,000. This would be provided by 60% from the Community Development Agency amounting to approximately $388,000 by means of a low interest loan with the other 40% coming from a grant from the Community Development Block Grant funds in the amount of approxi- Rohnert Park City Council Minutes (10) February 12, 1991 mately $260,000. Netter said Mr. Stewart reviewed with the Council Sub - committee which Discussion followed during which Council Committee and staff responded to Council questions regarding details of this proposed affordable housing project. Mayor Eck said the next step is to notify residents of affordable housing proposal and hold Conmunity Development Agency public hearing for input from residents regarding this matter. A motion was made by Councilmember Spiro, seconded by Councilman Hopkins, and unanimously approved, to proceed with proposed affordable housing project and set public hearing at the next Community Development Agency meeting. Proposed Housing Mayor Eck said the Council Committee for the proposed Housing Task roroe task Force comprised of himself and Councilman Reilly met yesterday. He referenced copies provided to Council of metro regarding local housing task force recommendations and shared the contents therein (copy attached to original set of these minutes). Discussion followed during which Mayor Eck confirmed that the reconTwnded ex- officio members from the various organizations listed would be non - voting members and would participate in an advisory capacity. A motion was made by Councilman Hopkins, seconded by Councilmember Spiro, and unanimously approved, to approve the Council Subcommittee's local housing task force recommendations and to have each Councilmember review the list of potential appointees for consideration at the next Council meeting. Caumnications ConTmmications per the attached outline were brought to the attention of the City Council. No action was taken unless specifically noted in these minutes. City Mmager's Report: Millie Hamill City Manager Netter said the Millie Hamill Performers Lounge Dedication dedication ceremny previously scheduled on February 23rd has been changed to May 5th, 1991 from 4:00 p.m. to 6:30 p.m. in conjunction with the performance "Inherit the Wind ". Bette Condiotti City Manager Netter said the Bette Condiotti Experimental Dedication Theatre dedication ceremony is scheduled for April 13, 1991 from 6:00 p.m. to 10:00 p.m. Rohnert Park City Council Minutes (11) February 12, 1991 Household Hazardous City Manager Netter said the Household Hazardous Cleanup day Clete Dray is scheduled for June 8th, 1991. Council previously agreed to a joint program with the City of Cotati and a letter has been sent to Enpire Waste Management, Larry's Sanitary, and City of Cotati to solidify this program. Annual Report Format City Manager Netter referenced Annual Report format possibilities and cost comparisons as outlined in tonight's Council Meeting Memo and reviewed suggestion that City consider changing the Annual Report format to a calendar -type annual report. He said staff solicits direction from Council regarding continuation of the Annual Report and what format is desired. Discussion followed confirming compliments received from diversified organizations and individuals on the current format as well as the effective publicity tool it has become to such organizations as the Chamber of Commerce. A =tion was made by Councilman Hollingsworth, seconded by Councilmember Spiro, and unanimously approved to retain the same annual report format with inclusion of a simple calendar of events. Aithulance Franchise City Manager Netter said the recent approval of Nbbile Life Support by the Board of Supervisors' on the Ambulance Franchise is now subject to litigation due to protests on file. Assistant to the City Manager Leivo responded to Council inquiry and reviewed reasons for recommending Mbbile Life Support. So- Co- Agricultural City Manager Netter referenced Council Meeting Mamo regarding Preventicn/Open Space the Sonoma County Agricultural Prevention and Open Space Authority Authority Advisory Committee established at the meeting of the Board of Supervisors on January 28th. Discussion followed regarding concerns of the makeup of this Advisory Committee. A motion was made by Councilman Hopkins, seconded by Councilmember Spiro, and unanimously approved, to write a letter to the Board of Supervisors expressing concern regarding the structure of the Agricultural Preservation and Open Space Advisory Committee and requesting a greater voice be given cities since majority of funds will come from cities. State Census City Manager Netter said a report from the State Census reflected a population of 36,326 for Rohnert Park. Rohnert Park City Council Minutes (12) February 12, 1991 Agricultural Council City Manager Netter referenced letter received from Donation Agricultural Council regarding the donation of plants and trees to the City. Acceptance of the donation will be at the Red Lion Inn on February 27th, 1991 and request has been made for Mayor or representative to accept the donation. The Mayor agreed to accept the trees and plants donated by the Bank of America. Camexce Blvd.Ti -ees Mayor Eck said the Boy Scouts and Fraternity are scheduled to remove Commerce Blvd. trees and plant same at the High School on Saturday, February 23rd as part of community service project. Senator Mike Thcnpscn City Manager Netter referenced invitations provided to Council regarding the opening of Senator Mike Thompson's District Office at 50 D Street on Friday, February 15th from 5:30 p.m. to 7:00 p.m. City Attorney's Report:City Attorney Flitner said he had nothing to report at this time. Matters from Council: Jt.Mtg.with Planning Council concurred that February 19th would be the best date Co mission for joint meeting with the Planning Commission. Mayors'& Councilmembers -Mayor Eck referenced copies provided to Council of letter Assoc. -City Selection dated January 17, 1991 from Board of Supervisors regarding Ccami.ttee City Selection Committee meeting on February 14th requesting selection of an appointee to the Golden Gate Bridge Board and an alternate to LAFCO. Reference was also made to copies provided to Council of letter from City of Sonoma Mayor Brown in regard to recommending Councilmember Robert Cannard as alternate to LAFCO. Discussion followed during which Council. concurred to support Jack Cavanaugh to the Golden Gate Bridge Board. A motion was made by Councilman Hollingsworth, seconded by Councilmember Spiro, and unanimously approved, for Mayor Eck to use his own discretion regarding the alternate to LAFCO. Discussion followed regarding the necessity of knowing "where the people are coming from" in regard to these appointments with the influence and responsibility involved and the need to understand the cities along with the rules of the game, etc. Mayor Eck said he would bring this up at the Mayors' and Councilmembers Association Executive meeting on Thursday. Rohnert Park City Council Minutes (13) February 12, 1991 Sound System Mayor Eck said the sound system at Burton Avenue Recreation Center needs to be improved. Councilman Hollingsworth said a better sound system is also needed at the Community Center. Council agreed the expense of adequate sound systems should be reviewed in the next budget for capital outlay. Televised Meetings Councilman Hollingsworth referenced January 22, 1991 Council minutes regarding his motion for the cable television Council Committee to meet with staff and M. L. Media and report options for televised meetings at the next Council meeting. He said the trailer ads recorded on Channel 6 regarding this matter were not accurate. During its deliberations regarding General Plan Housing Action 18, the Subcommittee decided that it is premature to form a permanent housing task force. Additional deliberation is needed before adoption of permanent strategies. Thus, the Subcommittee recommends forming an Interim Local Housing Task Force. The Subcommittee recommends that the Task Force formulate recommendations and then "sunset" in a year. The Task Force would be composed of five voting members, one member appointed by each Council Member according to standard Council procedures. In addition, the Subcommittee recommends that one representative of the following organizations be asked to serve as ex- officio members: the City Council, the Planning Commission, the Sonoma County Community Development Commission (SCCDC), Novato Ecumenical Housing, Burbank Housing Development Corp., and the Building Industry Association of Northern California. The SCCDC or Burbank Housing Development Corp. should be asked to provide staff assistance for the Task Force. Advisory committees work best if given a clear purpose. The Subcommittee recommends that the Task Force: 1) Formulate definitions of affordable housing and homelessness. 2) Analyze and quantify affordable housing needs by type. 3) Analyze and quantify the housing needs for the homeless. 4) Formulate preliminary project proposals designed to meet specific needs. 5) Recommend ways to implement specific project proposals. 6) Suggest the format of a long term local housing task force. 7) Determine whether an affordable housing effort should be City led or conducted by nongovernmental agencies. 8) Analyze whether the community should focus on a nuts and bolts affordable housing program or molding general housing policies. 9) Study whether the community should focus on housing issues in Rohnert Park only or whether the community should depend upon and participate in a county -wide housing effort.
