September 24, 1996
The Council of the City of Rohnert Park met this date in regular session commencing at
6:00 p.m. in the City Offices, 6750 Commerce Boulevard, Rohnert Park, with Mayor
Flores presiding.
CALL TO ORDER: Mayor Flores called the regular session to order at approximately 6:28 p.m. and
led the pledge of allegiance.
Mayor Flores reported on the closed session which commenced this evening at 6:00 to
discuss matters listed on the agenda attachment, representing an update, with no action
taken at this time.
ROLL CALL: Present: (5) Councilmembers Eck, Gallagher, Reilly, Spiro and Mayor Flores
Absent: (0) None
Staff present for all or part of the meeting: City Manager Netter, City Attorney Flitner,
Assistant City Manager Leivo and Finance Director Harrow.
APPROVAL OFMINUTES: Corrections to the previous meeting minutes were made by Council
and signified on original set of minutes.
Upon motion by Vice Mayor Eck, seconded by Councilman Reilly, with abstention by
Councilwoman Gallagher due to absence from the meeting, the minutes of September
10, 1996 were unanimously approved as amended.
APPROVAL OF BILLS: City Manager Netter responded to Council questions pertaining to the
bills presented for approval. -- Discussion included Council concurrence for staff to
provide a clarification analysis on accessibility of local vendors for tire mounting.
Upon motion by Councilman Reilly, seconded by Vice Mayor Eck, City bills presented
per the attached list in the amount of $1,378,527.94 were unanimously approved.
ACCEPTANCE of CASH/INVESTMENTS REPORT for MONTH END, JUL Y 31, 1996
City Manager Netter explained implementation of new procedure to place this item on
Council agendas due to certain changes by the legislature due to the Orange County
fiasco.. This will provide an opportunity for Council to ask questions and to formally
accept the Cash/Investments Report. Council concurred acceptance of this Report as
presented. Vice Mayor Eck recommended scheduling a work session, after November,
to provide Council with a better understanding of this report, if it is to be agendized on
a regular basis.

NON -AG IVIMED MATTERS: Mayor Flores asked if Councilmembers or staff had any non -
agendaed items to add to the agenda. -- Councilwoman Spiro reviewed concerns of
seniors regarding recent reduction of hours for the Senior Center Scheduler, Bernie
Altman, with resulting petition to restore the hours. City Manager Netter explained
recent efforts for budget cuts which he reviewed with each department head. The
referenced Scheduler was cut back six hours per week in this effort. City Manager
advised he would review the matter further with Recreation Director Jim Pekkain and
Supervisor Mary Hanlon for reconsideration. -- Councilman Reilly signified one item to
add under matters from Council regarding needs of disabled.
YOUTH REPRESENTATIVE to the CITY COUNCIL from 1996-9 7 Youth of the Year Program
Mayor Flores recognized David Arneson as the Youth Representative for this City
Council meeting. -- Youth report &/or comments: David Arneson referred to
student discussions on the issue of expanding the city limits. Students are concerned
about the effects on traffic, as well as the possibility of larger classes with some classes
already numbering from 30 to 40 students. -- Mayor Flores referenced documents
submitted for the Urban Boundary Ballot Measure by both the Mayor and Vice Mayor
Eck, and responded they would both be pleased to review the differing perspectives
with the youth representative.
UNSCHEDULED PUBLIC APPEARANCES: Mayor Flores stated that in compliance with State
Law (The Brown Act), citizens wishing to make a comment may do so at this time.
Under legislation of the Brown Act, in most cases, the Council cannot handle an item
without agendizing. To ensure accurate recording, "Speaker Cards" are provided at
the entrance of the Chamber and persons speaking under unscheduled public
appearances are requested to submit completed cards to the recording clerk.
Keith Hallock, 1500 Baumgardner, Santa Rosa, referred to previous Council comments regarding
possible project proposals in the area. He distributed copies to Council and explained
his proposal for a mini -mart and gas service at the corner of Snyder Lane and
Baumgardner Lane. -- Mayor Flores responded the document would be passed on to
the Planning Department and thanked Mr. Hallock for presenting the project proposal
for Council to consider possibilities in the future.
Paul Golis, former resident and founding father of Rohnert Park, expressed concerns regarding
P.G. &E. poles on Southwest Blvd. and his efforts from the bep-innina for
undergrounding. He also shared his background efforts involved with the Police
Athletic League including voluntary efforts to start a boys club in Santa Rosa and
commenting on the PAL building in Rohnert Park, and reviewed reasons for
encouraging the City to work more directly with PAL and give them more
consideration than signified by the request to put in more parking. He congratulated
past efforts of building a good city and hoped it would keep in line to adequately serve
people at a nominal cost. -- Council comments referenced current undergrounding
efforts along Adrian Drive and previous reviews over the years of undergrounding
priorities. City Manager Netter responded to Council questions related to the
undergrounding progress of Adrian Drive, which was designated a first priority, as
well as other areas on the list for proposed allocation of funds, including Snyder Lane.

John Hudson, 399 Bonnie Avenue, expressed concern about the size and location of a campaign sign
on Expressway and Snyder Lane being on public property. He gave examples of
inquiring about campaign sign requirements. -- Councilwoman Spiro responded she
did not think the referenced sign was on public property and that the size was an
appropriate 4'x 8', but she would check into it. -- Mr. Hudson also referenced the
Tower Apartments project of Burbank Housing reviewed at the previous Council
meeting and expressed concerns about consideration of funding allocations before
having a public hearing on a negative declaration. He made comparisons of similar
concerns he had on a previous project in 1991; expressed further concerns about
averaging $125,000 per unit; and commented on understanding the City Council
decided to invite and entertain other proposals. Mr. Hudson commented further on
concerns related to projects subject to Article 34 of the Constitution of the State of
California. He suggested, for low income housing needs, the City should consider
buying existing condominiums or apartment complexes as opposed to further assistance
with new projects of Burbank Housing.
Charles Kitchen, 4945 Fern Place, shared contents of his invitation letter to City Council candidates to
participate in an open forum for candidates on October 29, 1996 at City Hall, to which
the League of Women Voters accepted an invitation to moderate. Responding to an
unsigned letter he received, Mr. Kitchen clarified that he represented himself in this
invitation and made no indication of association with the League of Women Voters.

Mayor Flores asked if anyone had any questions regarding the matters on the Consent

OTHER RESOL UTION for CONSIDERATION:
In Support of Proposition 217 - Personal Income Tax Initiative (re. maintaining local
government revenues for Cities and Counties) -- City Manager Netter referenced
Council's previous direction for this item as reviewed in the Council Meeting Memo.
-- Discussion concluded upon motion by Councilwoman Spiro, seconded by Mayor
Flores, to defer this item to the next Council meeting following distribution of analysis
from the League of California Cities, was approved with Councilwoman Gallagher
dissenting, and Vice Mayor Eck abstaining commenting it was not necessary to have
the League analysis to make a decision on this.
ORDINANCE for ADOPTION:
No. 624 ADDING SECTIONS 17.62.082 AND 17.62.083 TO THE ROHNERT PARK
MUNICIPAL CODE TO PROVIDE FOR INDEMNIFICATION OF THE CITY BY
THE DEVELOPER OR APPLICANT FOR A DISCRETIONARY APPROVAL AND
TO SET FORTH THE RIGHTS AND OBLIGATIONS OF THE CITY
City Manager Netter referenced this ordinance presented for adoption, as reviewed in
the Council Meeting Memo, which was introduced at the previous Council meeting.
He responded to Council questions including explanation that public hearings are held
for some ordinances prior to adoption, especially when it involves fees or fee increases,
but this is not required for every ordinance.
Discussion concluded upon motion by Vice Mayor Eck, seconded by Councilwoman
Gallagher, and approved with abstention by Councilwoman Spiro signifying she could
not agree to vote for this ordinance without holding a public hearing consistent with
procedures in the past for other ordinances, reading of Ordinance No. 624 was waived
and said ordinance was adopted.
Mayor Flores advised Councilwoman Spiro could provide the City Manager with
names of individuals who contacted her expressing concerns related to this ordinance
to enable staff to provide a copy of the ordinance to same. Vice Mayor Eck
commented on the 30 day time period for ordinances to become effective following
adoption which provides sufficient time for citizens to present concerns for Council's
further consideration.

during its previous meeting upon introduction of the ordinance. Also, as directed by
Council, a public hearing was duly noticed and scheduled at this time.
PUBLICHEARING: Mayor Flores opened the public hearing at approximately 7:14 p.m.
Kevin Haas, 771 E. Cotati Ave., shared reasons for opposing adoption of the ordinance as written
because of several conflicts with the California Vehicle Code, as confirmed by his
communications with representatives from Caltrans Bicycle Unit and others involved
with defensive bicycle programs.

Rick Luttman, Vice Chair of Bicycle Advisory Committee, 917 Noreen Ave., reviewed reasons for
changing the ordinance to prohibit the use of whistles except by Public Safety. They
have also been made aware of the need to clarify the ordinance language requiring
bicycles to ride to the right because of appropriate instances of needing to get into left
turn lanes.
There being no one further desiring to speak, Mayor Flores closed the public hearing at
approximately 7:20 p.m.
Discussion included a motion by Vice Mayor Eck, seconded by Councilman Reilly, and
unanimously approved, to refer this ordinance back to the Bicycle Advisory Committee
for further review of necessary revisions for compliance with California Vehicle Code.
Jake Mackenzie, Chair of Bicycle Advisory Committee, 1536 Gladstone Way, confirmed recent
awareness of the necessary revisions and advised a BAC meeting has been scheduled to
review this matter at City Hall, 4:00 p.m., Monday, September 30, 1996. He expressed
appreciation for Mr. Haas's interest to attend the meeting and provide additional
assistance in drafting the revised ordinance. Mr. Mackenzie reported on the success of
the recent bicycle rally which also resulted in providing a mailing list to operate from
for bicyclists in the community.
AB 3229 (BRUITS)- Citizen's Options for Public Safety (COPS) re. Grant Funding for Public Safety
City Manager Netter explained this item, as reviewed in the Council Meeting Memo,
and responded to Council questions. He advised a public hearing had been duly
noticed and scheduled at this time.
PUBLIC HEARING: Mayor Flores opened the public hearing at approximately 7:26 p.m. There
being no one desiring to speak, the Mayor closed the public hearing.
Discussion included a motion by Councilman Reilly, seconded by Councilwoman Spiro,
as recommended by staff, to proceed with above - reviewed COPS funding program to
hire a Public Safety Officer to be assigned to a permanent anti -gang task force to be
located at the Rohnert Park Public Safety Building, was unanimously approved.
Mayor Flores referenced concerns related to this item that have been signified
throughout the state, and commented on the fact that most of the youth in our
community are law abiding, but do deserve the protection this program can provide.
ADDITIONAL UNSCHEDULED PUBLIC APPEARANCE: Mayor Flores advised an additional
speaker card was received regarding a matter not scheduled on the agenda, and
recommended allowing the unscheduled public appearance at this time. Council agreed.
Brent G. Fink, 1442 Montana Place, expressed concerns regarding political signs in the community
that have been defaced by citizens. -- Discussion included the Mayor's response that
the best place to indicate candidate choices is at the ballot.

CALIFORNIA FAIR POLITICAL PRACTICES COMMISSION (FPPC) Code Revisions/Update
City Manager Netter explained memorandum dated September 13, 1996 from the City
Manager and the City Attorney for this item, as reviewed in the Council Meeting
Memo, confirming that no changes are necessary in Rohnert Park's conflict of interest
codes at this time. He indicated the Code was totally rewritten in July f1994 City
Attorney Flitner responded to Council inquiry that he would review the gift section of
the FPPC code revisions again regarding the new restrictions.
Upon motion by Vice Mayor Eck, seconded by Councilwoman Spiro, to submit to the
state agency for filing the above - reviewed statement indicating no changes in Rohnert
Park's conflict of interest codes, was unanimously approved.
CREEKSIDE MIDDLE SCHOOL ANNEXATION - Procedures/application sent to School District
City Manager Netter referenced memorandum from Planning Director Skanchy for this
item, as reviewed in the Council Meeting Memo, and responded to Council questions.
He advised the memorandum and application have been forwarded to Jan Heffron,
Superintendent of the Cotati - Rohnert Park Unified School District, for her information
and submittal. -- Discussion included Council comments that the City is to act as a
resource for this process. City Manager confirmed the applicant is to file and pay the
appropriate fee.
FINAL 1995 -96 FISCAL YEAR END REVENUE AND EXPENDITURE REPORT
Finance Director Harrow reviewed his report dated September 16, 1996 summarizing
1995 -96 final revenues and expenditures for fiscal year ending June 30, 1996. Finance
Director Harrow and City Manager Netter responded to Council questions confirming
in 1995 -96, the City's general fund avoided the use of reserves because of reduced
expenditures compared to budget, modest growth in sales tax revenue, higher than
anticipated interest earnings and apportionments for Motor Vehicle In Lieu fees, CDC
payments from prior year administrative fees and refunds from REMIF. -- Discussion
included Council comments complimenting this effort considering the budgetary
challenges that had to be reflected throughout the past year.

1. Mavors' & Councilmembers' General Meeting of 9/19/96 -- Mayor Flores reported on results of
this meeting with the main focus on local economy. Mayor Flores agreed with
comments in regard to looking at a difficult incentive situation. An informative report is
available on the continued impacts to local economy. Comments were made about
expanding the base in terms of vineyard plants, which the speaker signified was
probably affected by the crop bill for the county's future. A number of dollars is
generated from the wine industry which is anticipated to continue to increase. -- Vice
Mayor Eck expressed agreement with the Mayor's analysis and added in the interest of
Rohnert Park, depending on Cotati's receptiveness, the experiment reviewed could
have a tremendous impact in terms of making economics viable.

2. Golf Course (Spiro /alt.Gallagher) -- Councilwoman Spiro and Councilwoman Gallagher reported
on this meeting held at 8:45 a.m. on Tues., September 17, 1996. Councilwoman Spiro
advised the meeting included reviewing the status of the improvement plan, of which
details can be obtained from the City Manager. A lot of work has been done including
drainage work on the north course around F Section. The status of the new building is
on hold pending American Golf s budget cycle. City Manager may want to expand on
the FEMA situation which is the first item listed on the agenda under his report. It was
decided the next meeting should be in the evening as some people cannot make it to the
morning meetings. -- Councilwoman Gallagher commented on the goal to raise prices
for people outside the area and expressed concern about raising prices too much and
losing players so nothing is gained. -- Councilwoman Spiro the reference was to
tournament prices which she was sure worked out appropriately. -- Councilwoman
Gallagher expressed further concern that there may be too many tournaments on the
public golf course, as the public cannot play during tournaments.
3. Senior Citizen Advisory Commission -- Councilwoman Spiro reported this recent meeting
included two items. (1) Seniors discussed the need of having a mobile home park
update resulting from being told residents have to sign a five year lease. Terms need to
be clarified. A realtor has also asked to be able to attend such a meeting. The idea was
expressed to have a meeting with mobile home park representatives and realtors
regarding what to expect. (2) The idea was also expressed to have a meeting with
seniors and Public Safety representatives to explain how the City's Public Safety
concept works. Councilwoman Spiro advised she received a call from a lady who
wanted a list of other cities that have the public safety concept. Ms. Spiro said she
offered to provide the request to the City Manager. -- Council comments included the
recommendation that the Chair of the Senior Advisory Commission should write a
letter request to appropriate staff. Council should do anything it can do to educate
them on the concept, but they can make the request directly to Public Safety for the
informational meeting.
TRANSPORTATION MATTERS:
1. Sonoma Countv Transportation Authoritv (SCTA) re. Proposed studv of the feasibility of Toll Hiah
Occupancy Vehicle LHOV) Lanes on Highway 101 -- City Manager Netter explained
this letter request from SCTA dated September 12, 1996, asking cities to contribute to
the 20% matching share of a federal grant of between $150,000 and $200,000. The
amount required by the City of Rohnert Park would be $945 based on the $15,000
match, or $1,260 based on the $20,000 match. -- Discussion concluded upon motion by
Vice Mayor Eck, seconded by Councilman Reilly, authorization of the above - reviewed
request from SCTA, was unanimously approved.
COMWNICATIONS: Communications per the attached outline were brought to the attention of
the City Council. No action was taken unless specifically noted in these minutes

MA TTF. R,S FROM/FOR COUNCIL:
1. Mayors' & Councilmembers' Working Group meeting, Thursday, September 26, 1996 at 7:00 p.m.,
Santa Rosa City Manager's Conference Room -- Mayor Flores announced this meeting.
Vice Mayor Eck commented one of the agenda items for this meeting is regarding an
outside entity moving into the area that is a leader on youth issues. Updates will be
forthcoming on the whole concept police effort and reviewed in a nice article in the
City & County Western City Magazine. -- City Manager Netter advised the meeting has
been noticed and the other item on the agenda is regarding revenue sharing. Sandy
Ellis will be there and has met with the Finance Director and signified consultant
regarding possibility for designing a plan. -- Councilman Reilly commented on a brief
television news report he heard on a program in the City of Santa Clara regarding an
inter - partnership joint effort between youth and businesses to connect youth with
problems with counselors familiar with particular problems. He recommended City
staff call the City of Santa Clara to find out more about the program as it seemed like a
good means of public and private partnership working together and could be a
possibility for Rohnert Park to consider.
2. White Cane Days October 4 -5 1996 -- Councilwoman Spiro reviewed proclamation from the
Chamber of Commerce for this item and recognizing El Rancho Lions as outstanding in
the community helping needy with sight problems through the use of White Cane
donations, which also includes efforts like collecting old eye glasses. She recommended
City Council endorsing same.
EMERGENCY ITEM. A motion was made by Vice Mayor Eck, seconded by Councilwoman Spiro,
and unanimously approved, declaring this an emergency item.
Resolution No:
96 -175 PROCLAIMING OCTOBER 4-5,1996 AS "WHITE CANE DAYS"
Upon motion by Councilwoman Spiro, seconded by Councilwoman Gallagher, and
unanimously approved by title and directing staff to prepare the resolution as signified,
Resolution No. 96 -175 was adopted.
3. Preparatory proposal -- Councilwoman Spiro referenced a fax communication she received
from a friend on the Board of the selection process for a Preparatory School. Rohnert
Park has been targeted for its geographical locale. Ms. Spiro expressed support of this
worthwhile community project. According to the information she received, the project
school will be open in two years and ultimately will need 38 acres. She thought while
doing the annexation process for Creekside School, possibilities for this proposal might
be given consideration as the Creekside area could be a place to get them started.
Councilwoman Spiro advised she would be meeting with the representatives this
Thursday; was extremely interested in having another high school location available to
them; hoped to encourage them to locate in Rohnert Park; her biggest concern was
regarding the need for the 38 acres due to limited space available in Rohnert Park, but
this is an admirable project and would like very much for the City to work with them.

4. Disabled/Physically Challenged Access Improvement Program -- Councilman Reilly referred to
Councilwoman Gallagher being the current liaison for this item. With Ms. Gallagher's
decision not to run for re- election and if her schedule has become too busy to continue
including this effort, Councilman Reilly asked if she would like to consider relinquishing
the appointment, as he would be very interested in serving on this as liaison.
5. Preparatory School proposal (cont'd) -- Councilman Reilly responded to above item reviewed by
Councilwoman Spiro and commented he believed the Creekside School is built in the
County and did not think it was necessary to need 30 acres in the City or consider
moving spheres. Representatives of the Preparatory School proposal should know they
can proceed with their plans whether or not the City moves its spheres. -- Vice Mayor
Eck added there is allowance for specific plans in the City's General Plan as pointed out
and affirmed in a previous report from City Attorney Flitner.
6. Treated Reclaimed Water Systems -- Vice Mayor Eck referenced another interesting article in the
recent issue of City /County Magazine about the reclamation of treated water which is
getting tremendous press, i.e. small city makes big investment, etc. He pointed out the
successful program for this effort in Rohnert Park and recommended recognition. --
Mayor Flores responded information should be sent to the League on this, as well as
other worthwhile programs in the City. -- Council comments included encouraging a
submission of articles for publication on other successful Rohnert Park programs,
awards, etc.
7. Disabled/Physically Challenged Access Improvement Program (cont'd) -- Councilwoman Spiro also
signified her interest to be on this Council Committee. Councilwoman Gallagher
signified relinquishing as liaison and advised there are two representatives from the
Parks and Recreation Commission who also attend the meetings. Mayor Flores
designated both Councilman Reilly and Councilwoman Spiro as the new Council
Committee for this item.
8. Preparatory School proposal cont'd) -- Councilwoman Spiro clarified that representatives of this
proposal did not talk about annexation at all and had nothing to do with the previous
comments related to considering annexation possibilities.
9. Founders' Day Event, Sept. 21 -22, 1996 -- Mayor Flores congratulated Lew Kuehm, President,
and the Founders' Day Committee for the outstanding success of this recent event with
activities throughout, culminating in Sunday's talent show of quality performances.
The City officially received its new FLAG presented to the Mayor by the Founders'
Day Committee, who in turn presented it to the City Manager to be placed on
permanent display at City Hall. A separate City FLAG will also be sent to Sacramento
for display at the State Capitol. Mayor Flores and City Manager Netter displayed the
FLAG for viewing at this Council meeting.
CITY MANAGER'S REPORT.
1. FEMA grant application re. excavating Lake "C" on Mountain Shadows North Course - Update
City Manager Netter reviewed this report signifying the initial application was not
approved and that Director of Public Works /City Engineer Brust has sent a letter of
appeal dated September 12, 1996.

leaves /returns -- During review of the next item, Councilwoman Gallagher left the Chamber at
approximately 8:17 p.m. and returned at approximately 8:20 p.m.
2. 49ers' interest in North Bay Training Camp -- City Manager referenced article on this item in the
San Francisco Chronicle of August 26, 1996 provided of Council's information, and
confirmed communications with Lyn Deleaux, City of Santa Rosa, on discussion to
attract the 49ers to Sonoma State University. Santa Rosa would like to work closely
with Rohnert Park to make this happen for the region. -- Discussion included Council
agreement that Rohnert Park should be actively involved in this effort, concluding in
the appointments of Mayor Flores and Councilman Reilly as Council Committee for
same, to proceed on the basis of a partnership with Santa Rosa toward possibilities
with SSU facilities.
3. Physically challenged access improvements/program s -- City Manager Netter updated Council on
recent meeting held for this item signifying the importance of the need for automatic
doors at public buildings. He expressed appreciation for Sabrina Snider being present
at this Council meeting to further review the needs and respond to Council questions.
Ms. Snider gave various examples of continued needs for the physically challenged,
emphasizing the need previously reviewed for automatic doors to provide access to
public buildings to enable participation in scheduled events, with the first priority being
City Hall for attendance at public meetings. -- Discussion included Council agreement

goal. -- A motion was made by Mayor Flores, seconded by Councilwoman Spiro, and
unanimously approved, to proceed as signified herein designating City Hall as first
priority for automatic doors, followed by the Community Center, Performing Arts
Center, Burton Avenue Recreation Center, and adding the Senior Center, with friendly
amendment by Vice Mayor Eck for the Committee and staff to meet and report back to
Council with priority recommendations, estimated costs and funding possibilities.

4. Life Insurance Program clarification -- City Manager Netter advised this item was explained during
this evening's closed session.
5. Management Grout)- Trainin for organization effectiveness, The Results Grout). Rick Brown Phd
City Manager Netter referenced informational material provided to Council for this
item and advised designated department heads would be attending the 2 -day seminar on
November 7 -8, 1996 with funding provided by various sources of the existing budget,
including City Manager's meeting account as he has decided to trade off the ICMA
conference for this training.

Reilly returns -- Councilman Reilly returned to the Chamber during review of the next agenda item at
approximately 8:50 p.m.
6. Report and update on Director of Public Safety Rooney's trip to Washington D C regarding '•
Grant Funding for Study on Specialized Services -- City Manager Netter advised this
report from Director Roofey was provided to Council for its information, along with a
copy of the report from the Sonoma County Law Enforcement Chiefs' Association
dated September 16, 1996 referred to as A Concept Paper for Regionalized
Community Oriented Policing: "Community Oriented Policing Services by Maintaining
a Local Identity and Providing Specialized Services on a Countywide Basis ".
7. Animal Shelter landscaping -- City Manager Netter referenced previous Council directive for staff
to ask about non -profit groups handling this item for total expenditure of
approximately $8,000. At this time, the City Manager recommended the City proceed
with landscaping the front lawn of the Animal Shelter to dress up the front appearance
for a cost of approximately $2,500. Council concurred.
8. REMIF matter -- For Council's information, City Manager Netter referenced an item brought up
at the last REMIF meeting pertaining to a project the City of Healdsburg is doing for a
small skateboard park in memory of a young person killed in an accident. REMIF is
considering a provision that would give all the cities an exemption from liability for
skateboard parks that would provide some insurance to a limit. REMIF is pursuing the
possibility and will have a more complete report at its October meeting.
9. Pre - zoning matter -- City Manager Netter referenced a Planning Commission public hearing notice,
provided to Council for its information, which is scheduled during the Planning
Commission meeting of Thursday, October 10, 1996 to consider the pre - zoning of 8
parcels of property totaling 22.3 acres. The designated location represents the entire
unincorporated area of the County between Willis, Dowdell and Wilfred Avenues and
Business Park Drive and related Rohnert Park City Limits to the east and south. If the
Planning Commission takes action on this, consideration by the City Council with
public hearing will be scheduled during the Council meeting of October 22, 1996.
As Council is aware from previous General Plan reviews, the specific plan ordinance
has not been finaled and, therefore, annexation fees are currently in abeyance.
City Manager Netter recommended this be initiated as soon as possible in the event it
needs to consider the above - referenced application, and could be agendized on the
October 8, 1996 Council agenda. Council concurred.
10. Santa Rosa Subregional Long Term Wastewater System proposal -- City Manager Netter advised
comments have been requested for this item by October 7, 1996, and asked if Council
wanted to take a position. Since the next Council meeting is October 8th, responses
could probably be deferred until then. -- Council agreed for staff to extend an
invitation to Ed Braunner, Assistant City Manager, City of Santa Rosa, to make a
presentation on this proposal at the Rohnert Park Council meeting of October 8th,
rather than waiting until the October 22nd Council meeting, as previously requested.

1. Any items from closed session -- City Attorney Flitner advised the Mayor's report on this item
was sufficient.
2. Santa Rosa Graffiti Policy -- City Attorney Flitner reviewed contents of his memorandum for this
item dated September 13, 1996, and responded to Council questions.
