The Council of the City of Rohnert Park met this date in regular session
commencing at 6:00 p.m. in the City Offices, 6750 Commerce Boulevard, Rohnert Park,
with Mayor Flores presiding.
CALL TO ORDER: Mayor Flores called the regular session to order at approximately 6:07 p.m. and
led the pledge of allegiance. Mayor Flores explained that Councilwoman Spiro previously
advised she would be tending family visitors during the first part of this meeting but would
be present for the ceremonial portion scheduled to begin at 7:00 p.m.
ROLL CALL: Present: (3) Councilmembers Eck, Reilly and Mayor Flores
Late: (2) Councilmembers Gallagher and Spiro
(arrival time signified in these minutes)
Absent: (0) None
Staff present for all or part of the regular business portion of this meeting: City Manager
Netter, City Attorney Flitner, Assistant City Manager Leivo and Finance Director Harrow.
MUTH REPRESENTATIVE to the CITY COUNCIL from 1996 -97 Youth of the Year Program
Mayor Flores introduced Youth Representative Sarah Campbell, who reported on student
efforts in progress for their clothes drive, picking the teacher of the month, and a combined
dance with other schools on the 20th of December.
APPROVAL OFMINUTES: Upon motion by Vice Mayor Eck, seconded by Councilman Reilly, the
City Council and Community Development Commission minutes of November 26, 1996
were unanimously approved as submitted.
APPROVAL OF BILLS: Upon motion by Councilman Reilly, seconded by Vice Mayor Eck, bills
presented per attached lists for the City in the amount of $1,360,251.80 and the Community
Development Commission in the amount of $14,751.09, were unanimously approved.

Gallagher arrives - Councilwoman Gallagher arrived at approximately 6:10 p.m.
NON- AGENDAED MATTERS: Mayor Flores asked Councilmembers if there were any non-
agendaed items to add to the agenda. None were signified.
UNSCHEDULED PUBLIC APPEARANCES:
Mayor Flores stated that in compliance. with State Law (The Brown Act), citizens wishing
to make a comment may do so at this time. No one responded.

GARBAGE & RUBBISH DISPOSAL RATES INCREASE and DEBRIS BOX RATE INCREASE
City Manager Netter explained the staff reports provided for this item and advised a public
hearing had been duly noticed and scheduled at this time.
PUBLIC HEARING: Mayor Flores opened the public hearing at approximately 6:14 p.m. There
being no one desiring to speak, the Mayor closed the public hearing.
City Manager Netter responded to Council questions pertaining to above - reviewed staff
report and introduced Jim Landers, General Manager/President of Empire Waste Manage-
ment, who also responded to Council questions related to complexities of recycling efforts.

96 -206 SETTING SOLID WASTE DISPOSAL AND RUBBISH OR REFUSE COLLECTION
RATES
Discussion concluded upon motion by Councilmember Reilly, seconded by Vice Mayor Eck,
and approved, with Councilwoman Spiro absent and Councilwoman Gallagher dissenting for
consistency with previous concern of this contract being only with Empire Waste Manage-
ment, reading of Resolution No. 96 -206 was waived and said resolution was adopted.
RECESS Mayor Flores declared a recess at approximately 6:20 p.m. until 7:00 p.m. for the
ceremonial portion of to^.ight's meeting.
RECONVENE Mayor Flores reconvened the Council meeting at approximately 7:00 p.m. with all
Councilmembers present.
Mayor Flores extended a welcome to everyone attending this ceremonial meeting signifying
the last meeting of the current City Council and the first meeting of the new City Council.
The Mayor recognized those present as follows: former Councilmembers and spouses;
Directors of City Departments and spouses expressing appreciation for the efforts and
support of City staff, numerous representatives of City Commissions, Committees and
Boards; and Youth of the Year Program representatives.

Mayor Flores asked if anyone had any questions regarding the matters on the Consent
Calendar as explained by the City Manager.

Upon motion by Vice Mayor Eck, seconded by Councilwoman Gallagher, *with
Cetineilwoman Spiro absent, the Consent Calendar as outlined on the meeting's agenda, was
unanimously approved.

REFLECTIONS: Councilmembers individually shared reflections of various memories and expressed
appreciation for the privilege of serving the community and working together on the Council.
Compliments and appreciation were extended to City staff for assistance to Council. Best
wishes were extended to Councilmembers Dawna Gallagher and Dave Eck upon departure
from the City Council. -- Mayor Flores reviewed accomplishments of the past year listing
numerous projects and a variety of efforts that have contributed toward progressive
enhancements of the City.
PRESENTATION of CERTIFICATE from MAYORS' & COUNCILMEMBERS' ASSOCIATION to
COUNCILMEMBER DAWNA GALLAGHER
Mayor Flores made this presentation to Councilwoman Gallagher in recognition of her
efforts as a member of the City Council and also as a member of the Mayors' and
Councilmembers' Association of Sonoma County.
EXPRESSING APPRECIATION to OUTGOING COUNCILMEMBER DAVE ECK
Councilmembers individually expressed appreciation to outgoing Councilmember Eck for
his many years of dedicated service on the City Council and that he would be greatly missed.
Mayor Flores explained the consistent background enthusiasm of Councilmember Eck in
support of efforts for bicycle paths throughout the City, resulting in the decision to dedicate
the Commerce Boulevard Bicycle Bridge to Dave Eck. The Mayor invited everyone
interested to walk across the street to view the plaque prepared for this dedication and to
enable appropriate pictures to be taken.
RECESS Mayor Flores declared a recess at approximately 7:34 p.m. for above - signified purpose.
RECONVENE Mayor Flores reconvened the Council meeting at approximately 7:41 p.m. with all
Councilmembers present.
Mayor Flores shared contents of Resolution No. 96 -208 declaring the Commerce Boulevard
Bicycle Bridge as the "DAVID L. ECK BICYCLE BRIDGE" prepared for presentation
to Councilmember Eck as evidence of the affection, appreciation and high esteem in which
he is held.
OATH of OFFICE: Deputy City Clerk Judy Hauff administered the Oath of Office to
Councilmembers Elect Jake Mackenzie, Linda Spiro and Vicki Vidak- Martinez and
distributed Certificates of Election to each from City Clerk/City Manager Netter.
ELECTION of MAYOR: Upon motion by Councilmember Flores, seconded by Councilmember
Vidak- Martinez, and unanimously approved, Councilwoman Spiro was elected as Mayor.
ELECTION of MAYOR PRO - TEMPORE (ice Mayor): Upon motion by Councilmember Spiro,
seconded by Councilmember Flores, and unanimously approved, Councilmember Vidak-
Martinez was elected as Vice Mayor.
Former Mayor Armando Flores turned the gavel over to Mayor Linda Spiro.
Mayor Spiro signified the seating order of the new City Council and welcomed the new
Councilmembers.

EXPRESSING APPRECIATION TO OUTGOING AM YOR ARIUTANDO FLORES
Mayor Spiro expressed appreciation to outgoing Mayor Flores and presented him with an
engraved barometer /thermometer /clock as an expression of appreciation from the City for
his service as Mayor during the past year.
INTRODUCTIONS & PERSPECTIVES FOR 1997
Councilmembers introduced family members present at this meeting and expressed
appreciation for their support, as well as the support of others involved in campaign efforts
and to the voters for election results. Each Councilmember shared various perspectives
anticipated for 1997.
PROCLAMATION COMMENDING RALPH RALSTON RARKEY on the occasion of his retirement
Mayor Linda Spiro recognized Ralph Barkey present at this City Council meeting and
shared contents of proclamation prepared for presentation to Mr. Barkey commending him
on the occasion of his retirement. Mayor Spiro advised that Ralph Barkey has been
productively involved in college athletics for thirty -eight years and is retiring after fifteen
invaluable years as the Athletic Director at Sonoma State University. With the added
benefit of Council meetings being televised, Mayor Spiro took this opportunity to express
appreciation to Ralph Barkey for his positive impact on our youth and our community, and
to present this proclamation to Mr. Barkey as evidence of the high esteem in which he is
held by the Council and the citizens of the City of Rohnert Park.
MATTERS from COUNCIL: Councilmember Mackenzie referred to openings on Commissions,
Committees and Boards of the City. He encouraged citizens interested in serving on any of
these to signify their interest and submit applications for Council's consideration of
nominations as these are extremely important activities.
ADJOURNMENT.• There being no further business, Mayor Linda Spiro adjourned the meeting at
approximately 8:27 p.m. to refreshments.
