The Council of the City of Rohnert Park met this date in regular session
commencing at 6:00 p.m. in the City Offices, 6750 Commerce Boulevard, Rohnert Park,
with Mayor Pro Tempore Vicki Vidak - Martinez presiding.
CALL TO ORDER: Mayor Pro Tempore Vicki Vidak- Martinez called the regular session to order at
approximately 6:37 p.m. and led the pledge of allegiance.
ROLL CALL: Present: (3) Councilmembers Flores, Reilly,
and Mayor Pro Tempore Vidak - Martinez
Absent: (2) Councilmember Mackenzie (out of town on personal business) and
Mayor Linda Spiro (out or town, returning from National League of
Cities - Congressional Cities Conference in Washington, D.C.)
Staff present for all or part of the meeting: City Manager Netter, City Attorney Flitner,
Assistant City Manager Leivo, Director of Public Works/City Engineer Brust, Planning
Director Skanchy and Recreation Director Pekkain.
1. CLOSED SESSION. Mayor Pro Tempore Vicki Vidak - Martinez advised the closed session
commenced this evening at 6:00 to discuss matters listed on the agenda attachment,
representing an update, with no action taken at this time.
Z APPROVAL OF MINUTES.
Corrections to the previous meeting minutes were made by Council and signified on original
set of minutes. -- Upon motion by Councilmember Flores, seconded by Councilmember
Reilly, minutes of February 25, 1997 were unanimously approved as amended.
3. APPROVAL OF BILLS: Upon motion by Councilmember Flores, seconded by Councilmember
Reilly, City bills presented per the attached list in the amount of $626,356.89 were
unanimously approved.
4. NON- AGENDAED MATTERS: Mayor Pro Tempore Vidak- Martinez asked if Councilmembers
or staff had any non - agendaed items to add to the agenda, and signified as follows:
One by Councilmember Flores re. Valley Village Mobile Home Park; and several by Mayor
Pro Tempore Vidak - Martinez regarding Trustee Awards, SARB, Youth Summit on Youth
Violence, and deferral of items 10 & 11 from this agenda to the next one to enable review
by the full Council.
S. YOUTH CITY COUNCIL REPRESENTATIVE from 1996-97 Youth of the Year Program
Mayor Pro Tempore Vidak - Martinez recognized Youth Representative Celina Yong.
Miss Yong reported on recent Teen Survey results and responded to Council questions.
Council expressed appreciation for this effort; requested Youth Representatives to keep
Council posted; and, due to the low percentage results shown on the Teen Survey,
Council concurred for staff to work with the School District on ways to let students
know how to contact the Rohnert Park Youth Services Department, such as notice in the
Student Handbook.

6. SCHEDULED PUBLICAPPEARANCES:
1) Jonnie Perrot, 5 -Park Committee, introduced Marty Grindal, resident and Operations
Manager of Emergency Services at Rancho Grande Mobile Home Park, who summarized
informational material recommending seismic gas shutoff valves at the entry level to
mobilehome parks. Ms. Perrot and Ms. Grindal responded to Council questions.
Discussion concluded upon motion by Councilmember Flores, seconded by Councilmember
Reilly, and unanimously approved, directing staff to work toward possible implementation
of an ordinance for above - reviewed item with City Attorney research of several items
referenced in the proposed ordinance including special utility assessment procedures and
possibilities for streamlining the Capital Improvements signified pass - through procedures,
for Council review and consideration.
2) Jessica Klonsky of Rancho Cotate Student Body, reviewed contents of letter dated
March 4, 1997, proposing fee reduction for use of Spreckles Performing Arts Center for
their Talent Show on May 2, 1997. -- City Manager Netter referenced previous policy not
to waive toes, as reviewed iri the Council Meeting Memo, and confirmed Lew Kuehrn of the
Association of the Arts, has advised AFTA is going to contribute the $500 for this request.
-- Ms. Klonsky responded to Council questions regarding use of proceeds from the
Talent Show for signified student activities. -- City Manager Netter responded to Council
questions regarding available funding possibilities, such as Community Promotional.
City Attorney Flitner advised the legality of payments requiring three Council votes.
Discussion concluded upon motion by Councilmember Flores, seconded by Councilmember
Reilly, and unanimously approved, for the City to also contribute $500 toward above -
reviewed event, with acknowledgment of this worthwhile effort for the benefit of students.
7 UNSCHEDULED PUBLIC APPEARANCES: Mayor Pro Tempore Vidak - Martinez acknow-
ledged that in compliance with State Law (The Brown Act), citizens wishing to make a
comment may do so at this time. -- The citizen desiring to speak deferred comments to
signified agenda item regarding speeding issue at Rancho Feliz Mobile Home Park.
8. CONSENT CALENDAR
Mayor Pro Tempore Vicki Vidak - Martinez asked if anyone had any comments or questions
regarding the matters on the Consent Calendar which were explained in the City Manager's
Council Meeting Memo.
Councilmember Flores referred to Resolution No. 97-48 and recommended obtaining a
rendition of the POW/MIA flag for Council's view. Council agreed.

Upon motion by Councilmember Flores, seconded by Councilmember Reilly, the Consent
Calendar as outlined on the meeting's agenda, was unanimously approved.

9. PARKS AND RECREATION MATTERS:
*Council ratification of Parks and Recreation recommendations
City Manager Netter consecutively and separately reviewed staff reports and responded to
Council questions on the following four Parks and Recreation items listed on the agenda
prior to the separate Council actions signified herein.
1) Rancho Cotate Spirit Leaders request for funds -- Representatives for this item shared
team photographs with Council, commented on success of previous participation in the
Nationals, and reviewed the request for funds. -- Council complimented the efforts of
this team and confirmed interest to view a video tape of its participation in the 1997
Nationals Competition.
A motion was made by Councilmember Flores, seconded by Councilmember Reilly, and
unanimously approved, to ratify the Parks and Recreation Commission recommendation
to contribute $300 to Rancho Cotate High School Spiritleaders for its trip to the USA
Nationals Competition in Anaheim during March 20 -24, 1997.

2) Bambino Baseball request to improve fencing at several City fields (A -1, D & M)
A motion was made by Councilmember Flores, seconded by Councilmember Reilly, and
unanimously approved, to ratify the Parks and Recreation Commission approval to allow
the Rohnert Park Bambino Baseball League to make improvements at A -1, D & M Park
fields, as signified in March 11, 1997 staff report with related attachments for this item.
3) Rohnert Park Girls' Softball Association request to change name
of the Eagle Park Softball Diamond to Geister Softball Diamond
A motion was made by Councilmember Reilly, seconded by Councilmember Flores, and
unanimously approved, to ratify the Parks and Recreation Commission recommendation
to allow the above - requested name change of the Eagle Park Softball Diamond to
" Geister Softball Diamond ".
4) Proposed 1997 -98 Pool Rates & Aquatic Schedule
Discussion concluded upon motion by Councilmember Flores, seconded by Councilmember
Reilly, and unanimously approved, to ratify the Parks and Recreation Commission
recommendation to accept the 1997 -98 Swimming Pool Schedule and Fees along with
changes in the senior admission price and the price for Individual Pool Season passes, with
the exceptions of signifying the General Admission rate for Senior Citizens and Disabled at
$1.25 instead of $1.50, and Discount Swim Passes for Seniors at $9.00 instead of $12.00.
5) Intern Student introduction -- Recreation Director Pekkain introduced Sarah Connelly,
Intern Student from San Francisco State, who plans to be here until mid -May.
10. PROPOSITION 218 re City of Rohnert Park impacts - City Manager /Finance Director report
This item was deferred to the next Council meeting to enable review with the full Council.
11. ROHNERT PARK SALES TAX REVIEW - Decline last two quarters
This item was deferred to the next Council meeting to enable review with the full Council.
12. 1996 -97 BUDGET REALLOCATION
City Manager Netter explained the staff report provided for this item from Finance
Director /City Treasurer Michael Harrow and responded to Council questions.

97 -53 AUTHORIZING AUGMENTATION TO THE 1996 -97 APPROVED BUDGET
Discussion concluded upon motion by Councilmember Flores, seconded by Councilmember
Reilly, and unanimously approved, reading of Resolution No. 97 -53 was waived and said
resolution was adopted.

13. MOBILE HOME PARK matter re. Rancho Feliz speeding issue:
City Attorney Flitner reviewed his analysis for this item provided to Council by memorandum
of March 7, 1997 regarding enforcement of speed limits on private property (mobilehome
parks). Mr. Flitner advised that in view of his reexamination of the Vehicle Code, he has
revised his original opinion to state that private enforcement rights are available, as the City
Council may adopt rules and regulations by ordinance or resolution, so the Council has
sufficient alternatives to determine how best to proceed. He expressed agreement with
communications with the City Manager that the first and least expensive step Council may
want to consider would be to adopt a signage program with speed bumps, etc. and review it
later to see how well it performs. It was also noted that the Rohnert Park Housing Financing
Authority (owners of Rancho Feliz) is considering gating the front entrance of Rancho Feliz
for security purposes, which may also deter speeding within the park. City Attorney Flitner
responded to Council questions.
Laurie Heanue, 35 Madrigal Street, Rancho Feliz, urged Council to proceed with authorization of
speed limit enforcement at Rancho Feliz as extensive efforts have been made in the past with
signage, speed bumps, etc., without effective results due to the lengthy straight streets within
the park. She responded to Council questions including confirmation that the limited
availability of officers is understood, but there would be beneficial results from knowing a
speeder could be ticketed when an officer is available.
Discussion concluded upon motion by Councilmember Flores, seconded by Councilmember
Reilly, and unanimously approved, directing staff to prepare a resolution for consideration
on the next Council agenda authorizing above - reviewed speed limit enforcements, including
further review with City Attorney and Director of Public Safety for appropriate procedural
and legal content. Mayor Pro Tempore Vidak - Martinez commented on traffic enforcement
and staffing informing the mobile home park residents that public safety enforcement will be
established on a priority basis with the needs throughout the community.
14. BICYCLE ADVISORY COMMITTEE APPOINTMENT - two year term expired 12131196
Appointment to fill vacancy of Jake Mackenzie (AF nomination)
John Monaghan was newly appointed to the Bicycle Advisory Committee for a two -year term
to expire December 31, 1998, by unanimous approval of nomination motion by
Councilmember Flores, seconded by Councilmember Reilly.
15. PLANNING AND ZONING MATTERS:
1) File No. 1731- Creekside Middle School/City of Rohnert Park
Re. prezoning a 66.8 acre + parcel of property as a prerequisite to filing an annexation
application with LAFCO. Subject property is located within the unincorporated area of the
County on the east side of Snyder Lane east of the Rancho Grande Mobile Home Park;
south of and contiguous to Keiser Avenue; north of and contiguous to Hinebaugh Creek
and the Redwood Estate town houses.

Ordinance for Adoption:
No. 627Amending Title 17 of the Rohnert Park Municipal Code Prezoning Map Change -
City of Rohnert Park (File No. 1731 - Creekside Middle School) -- City Manager Netter
explained this ordinance, which was introduced at the previous Council meeting of
February 25, 1997, and is now up for final adoption.
A motion was made by Councilmember Flores, seconded by Mayor Pro Tempore
Vidak - Martinez for discussion, to waive the reading and adopt Ordinance No. 627.
-- Discussion of the motion included Councilmember Reilly referencing previous reasons for
signifying the need to separate the school use portion of the site from the undeveloped
back parcel of approximately 37 acres, and shared further that he did not agree with the
reasons behind the request being due to safety concerns for children attending Creekside
since the City provides the initial public safety responses to emergencies in the County.
Councilmember Reilly confirmed he would vote in favor of annexation of the actual school
site but still disagreed with inclusion of the undeveloped back parcel.
City Attorney Flitner responded to Council questions regarding procedures confirming that
if the desire is for this item to be considered by the full Council, a motion could be made to
reconsider the action at this time by any Councilmember.
A motion was made by Councilmember Flores, seconded by Mayor Pro Tempore Vidak-
Martinez, and approved 2 -1 with Councilmember Reilly dissenting, to reconsider the above
action for this item and reschedule it on the next agenda for full Council consideration.
2) File No. 1691 - Rohnert Park Show Place (called up by Councilmember Reilly)
Re. one year extension of the Site Plan and Architectural Review for a 55,140 sq. ft. /16
screen/3,000 seat movie theater complex. Subject property is an 8.5 acre parcel located on
the south side of Golf Course Drive, south of & opposite the Red Lion Hotel (now the
Doubletree Hotel); east of the NW Pacific Railroad tracks, and north of Mountain
Shadows Golf Course. -- City Manager Netter referenced staff report for this item from
Planning Director Skanchy including Planning Commission minutes of February 13, 1997.
Councilmember Reilly reviewed reasons for calling up this item due to possible
consideration of another location on the west side of the highway, maybe next to Burger
King, and to consider whether a train station would fit in the vicinity which would be a
better provision toward bringing people from Sonoma County to the theater, as well as
being better for youth versus needing parents to drive them to the theater.
Discussion included Councilmember Flores and Vice Mayor Vidak - Martinez expressing
appreciation for above concerns including agreement of needing a rail station at the north
end of the City, however, considering the lengthy process and extensive background efforts
of this item with public hearings by both the Planning Commission and the City Council,
agreed with the signified location for the Rohnert Park Show Place.
Upon motion by Councilmember Flores, seconded by. Vice Mayor Vidak- Martinez, and
approved 2 -1 with Councilmember Reilly dissenting, to reaffirm the action of the Planning
Commission to grant the one year extension of the Architectural Review for above -
referenced movie theater complex of File No. 1691 - Rohnert Park Show Place.

16. CENTURY CABLE TV MATTERS: - Informational -
City Manager Netter explained the staff report, as reviewed in the Council Meeting Memo,
provided to Council for informational purposes regarding items on the agenda as follows:
1) Cable System Rebuild
2) Application to the "Telecommunications JPA" for rate increase effective 6/1/97
City Manager Netter responded to Council questions. Discussion included Council directive
for staff to inquire about the possibility of an alternative channel selection, i.e. trading the
Disney Channel for HBO, movie channel, etc., with acknowledgment that these cable TV
decisions also apply to other cities in the county.
17. WASTE MANAGEMENT ISSUES:
1) Storm Drain Decal Program -- City Manager Netter referred to the decal on display and
staff report for this item, as reviewed in the Council Meeting Memo. Angela Fogle,
Accountant/Auditor, explained the referenced staff report and responded to Council
questions. Ms. Fogle introduced Mike Frey of the Surf Riders Foundation, who reviewed
reasons supporting the importance of this program.
Discussion included a motion by Councilmember Reilly, seconded by Councilmember
Flores, and unanimously approved, to signify endorsement of the above - reviewed Storm
Drain Decal Program with acknowledgment that all costs thereof are being borne by
designated grants.
2) Used Oil Recycling Grant - MOU with Sonoma County Waste Management Agency
(SCWMA) for Educational Mailing -- City Manager Netter referenced staff report for
this item, as reviewed in the Council Meeting Memo, and signified relating to above -
reviewed concerns. Staff recommends approval of the resolution for consideration which
will authorize the disbursement of funds to the City of Rohnert Park from the Waste
Management Agency for the designated purpose.

18. DEPARTMENT OF PUBLIC SAFETY matter re. Six Month Review of Curfew Ordinance
City Manager Netter explained the staff report provided for this item as reviewed in the
Council Meeting Memo. He and City Attorney Flitner responded to Council questions.

MUNICIPAL CODE (Curfew)
Discussion concluded upon motion by Councilmember Flores, seconded by
Councilmember Reilly, and unanimously approved, reading of Ordinance No. 628 was
waived and said ordinance was introduced.
19. STRATEGIC PLAN, MISSION STATEMENT, CITY GOALS & OBJECTIVES, etc.
for Workshop with The Results Group, Consultant Rick Brown
City Manager Netter explained this item was placed on the agenda for Council to choose a
date, time and location for the next workshop. He referenced the list of available dates
provided from Consultant Rick Brown of The Results Group.
Discussion concluded upon motion by Councilmember Flores, seconded by
Councilmember Reilly, and unanimously approved, to schedule this workshop Thursday,
March 27, 1997 from 3:00 -6:00 p.m. in the Conference Room at City Hall.
20. COUNCIL COMMITTEE COMPROMISE TEAM (Flores/Reilly)
re. Develoaine a Planning Studv Area for General Plan Technical Update - Status resort
Councilmembers Flores and Reilly confirmed meeting during the past week to review
this item. Councilmember Flores referenced map on display and shared contents of status
report dated March 4, 1997 (copy attached to original set of these minutes) representing a
spirit of compromise including reductions as follows:
Northeast - Keiser Lane, South - reduction of 460 acres
(above figure corrected from the 260 acres signified on the written report);
Southeast - Extending to Valley House Drive - reduction of 160 acres; and
West - Extending to Gossage Channel - reduction of 140 acres.
Comments included the recommendation that the above - reviewed compromise planning
areas be designated as the 20 year long range urban growth boundaries. Responding to
Mayor Pro Tempore Vidak - Martinez inquiry, Councilmembers Flores and Reilly confirmed
the Compromise Team would have one more meeting for further review of the proposed
planning study area for the General Plan Technical Update.
21. COUNCIL COMMITTEE REPORTS. Mayor Pro Tempore Vidak - Martinez advised deferral of
the following Council Committee reports to the next Council meeting.
1) City Selection Committee (Mayor Spiro)
2) National League of Cities - Congressional Cities Conference (Mayor Spiro)

22. COMMUNICATIONS: Communications per the attached outline were brought to the attention
of the City Council. No action was taken unless specifically noted in these minutes.
1) Councilmember Reilly referenced item #7 on Communications from citizen regarding
concerns on emergency preparedness. Mr. Reilly recommended placing this item on
a Council agenda in the near future to review procedures for emergency preparedness.
- -City Manager Netter responded that the Department of Public Safety is preparing a
presentation with the Office of Emergency Services (OES) for a future agenda.
2) Mayor Pro Tempore Vidak - Martinez referenced item #17 on Communications from
residents Mr. and Mrs. Leonhardt announcing the event for James F. Leonhardt as Scout
.Eagle Court of Honor, Saturday, March 22, 1997, 2:00 p.m., Hahn Elementary School.
Ms. Vidak - Martinez signified the importance of acknowledging this to the community.
3) City Manager Netter referenced item #21 on Communications from Assistant City
Manager Leivo regarding possible General Plan Amendments for informational purposes.
4) Councilmember Reilly referenced item #4 on Communications from Fire Services
Commander Cassel regarding renaming Red Lion Drive and, responding to concerns
expressed during the previous Council meeting, confirms in this communication that he is
comfortable with the street name change to Doubletree Drive.
23. MATTERS FROM/FOR COUNCIL:
1) Nomination to the Golden Gate Bridge, Highway and Transportation District (for
appointment to be made by Cities' Selection Committee) -- City Manager Netter
confirmed the special meeting for this item is scheduled to be held on March 13, 1997, just
prior to the next Mayors' & Councilmembers' meeting. Mayor Spiro has advised she will
be attending the meeting and will be taking the previously signified direction of supporting
the re- appointment of City of Petaluma Councilmember Nancy Read to the Golden Gate
Bridge, Highway & Transportation District Board, and will also be recommending
Councilmember Jake Mackenzie for the Agricultural & Opens Space District opening.
2) Items for Joint Meeting with City of Cotati. Wednesday, March 19, 1997 -- City
Manager Netter requested Council to let him know if they have items for this joint meeting.
Notice has been received from Cotati that this meeting will be held at the Las Guitarras
Restaurant to begin at 6:30 p.m. to allow time for photo session and information from Ann
Daniels on the trolley that will be running on Sundays.
3) Sign Ordinance (Spiro) -- This item was DEFERRED to the next Council meeting.
4) Mayors' & Councilmembers' Assoc. General Meeting, City of Healdsburg, Thrs.,
March 13, 1997, Simi Winery (Special Board Meeting @ 6:15 p.m.) -- This item was
provided for informational purposes. Councilmembers present at this meeting signified
conflicting schedules and inability to attend this meeting.

5) Mobile Home Park Rent Appeals Board item -- Councilmember Flores acknowledged
Rent Appeals Board reference to deterioration of Valley Village mobile home park streets
and concerns of resident Malcolm Kolms, to which City Attorney Flitner confirmed the
item has been referred to him. Councilmember Flores asked if the City Attorney could
provide some information regarding possible alternatives to assist with getting those roads
up to reasonable standards as he would like to see the City take some steps to assist the
community in that direction.
6) Dept.of Public Safety Partnership Award nomination by School District -- Mayor Pro
Tempore Vicki Vidak - Martinez referenced recent School Board meeting which included
making the nomination of the Rohnert Park Public Safety Department for the Partnership
Award. Ms. Vidak- Martinez shared contents of written statement by Kimberly K. Butler
(copy attached to original set of these minutes) explaining the merits of this award and
numerous reasons the Rohnert Park Public Safety Department has proven to be a great
resource to the School District and an exemplary partner.
7) Youth Summit on Youth Violence Proposal (by Santa Rosa Vice Mayor Janet Condron)
Mayor Pro Tempore Vidak - Martinez advised she met with Councilmember Janet Condron
regarding this proposal, as requested by Mayor Spiro at the previous Council meeting, and
reported there are about 40 people from community based organizations interested in
coming together to consider solutions for this community wide effort. Ms. Vidak - Martinez
advised this Youth Summit is expected to be held on May 29th, afterwhich she would
report back to Council.
8) Teen Survey results -- Councilmember Reilly referenced this item reviewed earlier this
evening and recommended referral of the interest in the teen hot line to Youth and Family
Services, and referral of the interest in students needing jobs to the Chamber of Commerce.
9) CPR Training at Hewlett Packard, 2 :00 p.m., Saturday, March 15, 1997
Councilmember Reilly announced this worthwhile training to be held free of charge.
10) Snyder Lane/Keiser traffic safety for Creekside Middle School -- Councilmember Reilly
expressed concern for this item and asked what might be done to make street crossings safer
for students in this vicinity. -- City Manager Netter and Director of Public Works/City
Engineer Brust reviewed efforts in process to provide these safety factors including
temporary striping, as needed, and long term solutions through ISTEA funds for an 8 ft.
wide asphalt bike path/sidewalk that can be used by bicycle riders and pedestrians in both
directions. Preliminary efforts for this project will require some retaining walls, drainage
improvement, etc., with hopes to get out to bid before next school season.
11) Girl Scouts' event re. donation of redwood saplings -- Councilmember Reilly inquired
about the success of this recent event. -- City Manager Netter and Director of Public
Works/City Engineer Brust confirmed this event was very successful, and was held this past
Saturday, March 8th, with an estimated 250 citizens attending including the Girl Scouts/
Brownies and their parents. Approximately 150 redwood saplings were planted in the seed
farm type location at Roberts Lake Park. Councilmember Mackenzie represented the
Council and participated in the project.

24. CITYMANAGER'S REPORT.•
1) Proposed Workshops -- DEFERRED to enable full Council review.
2) K -Mart action plan- update -- City Manager Netter referenced staff report on this item
dated March 4, 1997 from Planning Director Skanchy and shared contents therein
reviewing the plan of action to alleviate the unsightly condition of the parking lot and
landscaping at the K -Mart location, which includes continued letters from City staff and
City Attorney to representatives of K -Mart Corporation requesting proper maintenance of
the area, or billing procedures for reimbursement of costs incurred if the City does the
necessary maintenance. -- City Manager Netter added that one of the main focuses of the
Economic Development Summit will be toward revitalizing the west side, which will
include consideration of this location. -- Discussion followed.
3) Provisions for disabled (installation of doors) - status report -- City Manager Netter
reported that Councilmember Reilly had inquired about this item and whether another
sub - committee meeting should be held. Mr. Netter advised he did receive some
information today on the bids which were re -written to itemize individual doors, which will
be on the next Council agenda for consideration and re- evaluation. He suggested the sub-
committee of Councilmember Reilly and Mayor Spiro meet and review this item prior to
the next Council meeting. Council signified agreement.
4) Policy on invitations to City events -- DEFERRED to next Council agenda as this item
was requested by Mayor Spiro.
5) Urban Boundaries Planning Process -- Councilmember Flores referred to the extensive
amount of research and planning reviews signified for this item including the 22 acres being
considered by LAFCO, and wanted to be sure that Assistant City Manager Leivo is totally
involved with the process.
25. CITYATTORNEY'S REPORT.-
Closed session items: -- City Attorney Flitner reported on the following items discussed during
this evening's closed session and responded to additional Council questions.
1) City of Rohnert Park vs. Paul Golis (Quiet Title Action -Sewer Plant land)- update
This case is set for trial a week from Friday.
2) Hillsboro vs. City of Rohnert Park - update -- This case is still pending. The appeal has
been filed and awaiting court ruling
3) SIME vs. City of Rohnert Park -- This case is regarding efforts for reimbursement of
attorney fees. This case is expected to be argued in April.
4) Fire Services Assessment - Validation Action - update -- The public opportunity to
raise questions or express objections on this item concludes on the 26th of this month, with
time provided for responding comments for 15 days after the 26th. If none, then this item
is eligible for validation.

that their new City Council
would be less contentious than
the old. During the campaign,
council candidates invariably talked of

That talk seemed empty when deep
fissures developed on the new council
along familiar pro- growth vs. slow -
growth lines.
But this week, there was an encourag-
ing development. Councilwoman Vicki

of a new committee to study growth

The pro - growth 'faction in Rohnert
Park makes 'a legitimate point that the
city 'lacks adequate areas for even
modest growth. The slow- growthers
raise realistic arguments about the
city's lack of sewer capacity and voter
support of urban boundaries.
But there is room for compromise. A
long -range growth plan backed by the
entire council is far more likely to win
approval.
If the new committee is a real step
toward building that consensus. it will
be good news for the city's future.'

NOMT_NATION FOR PARTNERSHIP AWARD
I would like to nominate the Rohnert Park Public Safety
Department for the Partnership Award. The Rohnert Park Public
Safety Department has proven to be -a great resource to our
school district as well as an exemplary partner.
The R.PPSD embodies the district's core value We Work As
A Team. The public safety department has been instrumental
in educating our staff and the community on drug and alcohol
awareness, and gang prevention strategies. They have conducted
informational meetings on gang prevention efforts. They have
trained our administrators on drug and alcohol awareness
techniques and they were one of the original partners who
developed the Free Fridays Program, a drug, alcohol, and
tobacco free recreational evening for middle and high school
aged students.
The RPPSD also exemplifies the core value Our Focus Is
Learning. To promote life -long learning, the department
participates in the Building Bridges Program, a school/
community effort to build understanding and appreciation of
diversity. The department has placed resource officers at
Rancho Cotate High School and both middle schools to help
educate our students on the dangers posed by gang affiliation.
The DARE program, now in its third year has successfully
graduated over 2600 elementary students from our school
district. The officers involved in the DARE Program are
respected and loved by the students they teach.
W@ can always depend on the public safety department
to respond to our needs and treat our staff, students, and
community members with respect. The Rohnert Park Public Safety
Department has formed a valuable partnership with our school
district and they should be honored with this year's Partnership
Awa rd .
