Joint Meeting Minutes
October 16, 1995

The Council of the City of Rohnert Park and the Council of the City of Cotati met
this date in a joint meeting commencing at 7:30 a.m. at the Mountain Shadows
Restaurant, 100 Golf Course Drive, Rohnert Park, California.
CALL TO ORDER: Mayor Eck and Mayor Berkemeier called the joint meeting to order at
approximately 7:30 a.m..

Present: (5) Councilmembers Flores, Gallagher, Reilly, Spiro and Mayor Eck
Absent: (0) None
Cotati Councilmembers
Present: (3) Councilmembers Cullinen, Elles and Mayor Berkemeier
Absent: (2) Councilmembers Dell'osso and Miller
Staff present for all or part of the meeting: Rohnert Park City Manager Joe Netter,
Cotati City Manager Bonnie Long, and Cotati Planning Director Dennis Dorch.
PUBLIC COMMENTS: Mayor Eck inquired if any public desired to speak at this time under the
public comments section of the agenda. There being none, Mayor Eck proceeded
with items for discussion.
1. Bike Path -- Mayor Eck and City Manager Netter gave a brief report of the Rohnert Park Bike Path
program. Discussion included the possibility of a joint project to tie in the
Commerce Blvd. Bike Path at the creek adjacent to the city limits behind the
veterinarian building on Commerce Blvd.
Planning Director Dennis Dorch informed the Councils that Cotati had applied for a
grant for traffic controls across Commerce Blvd. in this vicinity. The grant should
be due this fall.
2. Redwood Drive -- Mayor Eck complimented City of Cotati for over - laying portions of Redwood
Drive adjacent to the Rohnert Park City Limits. City Manager Netter indicated
that as soon as Cotati is able to repair its half of the Redwood Drive bridge over
Copeland Creek, the City of Rohnert Park would reallocate funds for this project.

3. Status of Outlet Mall -- Mayor Eck inquired of the City of Cotati of the status of the Outlet Mall in
Cotati. Cotati Councilmembers and Cotati City Manager indicated the Outlet Mall
is basically a dead project. Cotati was basically in the process of approving an
assessment district for this property, and Cotati continues to research proposals for
this parcel.
Sandy Elles of the Cotati Council brought up the idea of sales tax sharing. City
Manager Netter indicated Valerie Brown's Bill withdrawn last year, but she
indicates she may attempt to reintroduce it this next year.
City of Cotati also updated the Rohnert Park Council on its downtown hotel, which
includes a 26 room, 3 -story building with retail space.
4. Wastewater Irrigation Project -- Mayor Eck gave a summary of the City's Wastewater Pipeline
Project to irrigate all the parks and landscaping areas throughout the City of
Rohnert Park. This project will be completed by year end.
5. Sharing services/Dispatch, Animal Control and other services -- There was general discussion by
both City Councils on the possibility of these joint projects. Mayor Berkemeier
indicated he would like to see a consolidation of police and, as Cotati's budgets
become more tenuous, consolidation of police or dispatch services will need to be
considered more seriously.
6. General Plan Updates -- Mayor Eck and City Manager Netter updated the Cotati City Council on
the 300 homes in the Hewlett Packard area that were recently approved for Lyon
Home Builders. Cotati Councilwoman Sandy Elles inquired about the impacts and
asked if there was any retail/commercial space. City Manager Netter indicated
"no" that it was strictly residential. Rohnert Park Councilwoman Gallagher
commented on commercial space along East Cotati Avenue and Snyder Lane where
there are many vacancies and small commercial projects really do not seem viable.
7. Urban Growth Boundaries (UGB's) -- Cotati Councilwoman Sandy Elles commented on UGB's
and indicated Cotati is in the process of pulling its sphere back to match its designa-
tion of UGB's. UGB's were discussed in general. Mayor Eck indicated the
Mayors' and Councilmembers' Working Group are working with the Planning
Directors and ABAG Study which discussed ULL's (Urban Limit Lines). There
was general discussion regarding this concept.
8. Fluoridation of Water -- Cotati Councilwoman Sandy Elles commented on fluoridation and was
opposed to Jackie Speier's Bill. She indicated there are better ways to provided
protection for dental in use without fluoridation of water. She indicated that all
cities should oppose mandatory fluoridation.

9. Other matters -- Rohnert Park Councilwoman Gallagher commented on the annexation of Creekside
School issue. Mayor Eck commented on the Housing Element and self certification
process. He indicated that staff may be approaching bureaucrats in Sacramento to
push for an approval of the City's Housing Element. Other issues on jobs and
housing balance were discussed, including density bonus plans, etc.
ADJOURNMENT. • There being no further items signified for discussion, the meeting was adjourned
at approximately 8:35 a.m.
