The Council of the City of Rohnert Park met this date in regular session
commencing at 6:00 p.m. in the City Offices, 6750 Commerce Boulevard, Rohnert
Park, with Mayor Eck presiding.
CALL TO ORDER: Mayor Eck called the regular session to order at approximately 7:15 p.m. and
led the pledge of allegiance.
STANDARD EMERGENCY MANA GEMENT SYSTEM (SEMS) EXECUTIVE COURSE:
Mayor Eck advised this one hour training course, instructed by Ms. Sandy Covall
of the Sonoma County Office of Emergency Services, was held in the City Hall
Conference Room this evening from 6:00 to 7:00 p.m.
CLOSED SESSION. • Mayor Eck advised that a closed session commenced this evening at 7:00 to
discuss litigation matters, real estate negotiations and personnel matters as listed on
the agenda attachment.
ROLL CALL Present: (4) Councilmembers Flores, Gallagher, Reilly and Mayor Eck
Absent: (1) Vice Mayor Linda Spiro (out of town on vacation)
Staff present for all or part of the meeting:
City Manager Netter, City Attorney Flitner, Assistant City Manager Leivo and
Director of Public Works /City Engineer Brust.
MOMENT OF SILENCE: Mayor Eck advised a moment of silence would be held at this time in
memory of William Jacobi, who passed away recently and will be sorely missed.
Mr. Jacobi served the City for many years on the Parks & Recreation Commission
and also served on the Planning Commission.
APPROVAL OF MINUTES: Corrections to the minutes were signified as follows:
Mayor Eck referenced October 10th minutes, page 2, to insert "edited" tape
recording as the signified radio talk show was not played in full; and include the
Mayor's reason for declining the invitation to debate on the radio talk show was
"because Mr. Hallock was in the midst of litigation with the City, otherwise, the
Mayor would be willing ".
Upon motion by Councilman Flores, seconded by Councilwoman Gallagher,
minutes of October 10, 1995, were unanimously approved as amended.

APPROVAL OF BILLS: City Manager Netter responded to Council questions related to the bills
presented for approval.
Upon motion by Councilwoman Gallagher, seconded by Mayor Eck, City bills
presented per the attached list in the amount of $968,739.96 were unanimously
approved.
NON- AGENDAED MATTERS: Mayor Eck asked if Councilmembers or staff had any non - agendaed
items to add to the agenda. Adding miscellaneous items under Matters from
Council were signified as follows: three by Councilwoman Gallagher; and one by
Councilman Reilly. City Manager Netter signified adding two miscellaneous items
under City Manager's Report.
INTRODUCTIONS: City Manager Netter made introductions listed herein. Background qualifications
and responses to Council questions were shared respectively by:
1) Personnel Assistant II, Pamala Robbins
2) L B Hayhurst & Associates - Lonnie Hayhurst, Sue Kramer & Lew Willson
for the City Salary Classification & Labor Market Study
SCHEDULED PUBLIC APPEARANCES:
1. Beth Jeffcoat, President of the Rohnert Park Chamber of Commerce, referenced her letter of
resignation from the Chamber effective November 21, 1995, advising that she has
accepted a marketing/investment position in Santa Rosa. She expressed appre-
ciation to the Council and City staff for supporting the Chamber and for the spirit
of cooperation that has developed over the past few years.
2. Paul Stutrud, 712 Hudis Street, reviewed his letter of October 13, 1995, expressing concerns
related to recent independent construction/building inspections in Rohnert Park
contracted by the City. Mr. Stutrud distributed to Council a list of questions
regarding construction matters. Discussion included Council confirmation that this
item was scheduled for review later on tonight's agenda.
UNSCHEDULED PUBLIC APPEARANCES: Mayor Eck stated that in compliance with State Law
(The Brown Act), citizens wishing to make a comment may do so at this time.
Under legislation of the Brown Act, in most cases, the Council cannot handle an
item without agendizing. To ensure accurate recording, "Speaker Cards" are
provided at the entrance of the Chamber and persons speaking under unscheduled
public appearances are requested to submit completed cards to the recording clerk.
1. Rita Comstock, 4575 Hillview Court, commented on being an experienced realtor, but was
speaking tonight as a Rohnert Park citizen, home and business owner. She urged
the Council to consider ramifications of the negative approach and publicity
generated from the call for construction/building inspections, including the adverse
affect on already declining real estate values. The majority of homeowners in the
community share appreciation for the developers that have provided affordable

housing to residents, including satisfaction with her own home built by Condiotti.
Ms. Comstock agreed proper inspections and investigations are necessary but this
approach is wrong. Rather than solving problems, it creates larger ones. She also
wanted to know about emergency service provisions for the new Creekside Middle
School. Ms. Comstock urged Council to be ambassadors of good will and to
proceed in a positive manner.
Council confirmed it is still waiting to review the building inspection report and
neither the Council nor the Council Committee has made a judgment on this issue.
The Council has no control over what is written in the newspapers or released in
the news media. Mayor Eck advised that when the Council receives the building
inspection report, it will be able to take some positive action toward solutions.
2. Cindy Walsh, 4409 Glacier Court, referred to construction defects of their home reviewed at
previous Council meetings and described extensive efforts and frustrations over the
past 16 months toward solutions. She expressed appreciation that the Council is
trying to do something to help families in situations like theirs.
Councilwoman Gallagher responded that this effort is not centering on a specific
developer. Her home and two of her neighbors' homes that she is aware of, which
were built by another developer, also have defective construction problems and
need to be on the list.
3. Mrs. Nancy Crawford, 394 Circulo LaCruz, congratulated Beth Jeffcoat on her successful efforts as
President of the Chamber of Commerce and expressed appreciation for the good
relationship with the City Council. She reviewed concerns related to the fair rent
1996 ballot measure by the mobile home park owners that is misleading and
mislabeled, with the purpose being to eliminate any rent control. Mrs. Crawford
distributed GSMOL letter to Council requesting the local Chamber President to
write to the State Chamber repudiating endorsement of this item. Mrs. Crawford
also expressed appreciation to the City Council for awareness of their situation as
seniors on fixed incomes as they would be hostage to ever spiraling costs without
such help and support.
Council confirmed previously sending two letters supporting GSMOL concerns
pertaining to this matter. Mayor Eck advised a copy of the Council's support letter
would be sent to the local Chamber of Commerce. Beth Jeffcoat, President of
Rohnert Park Chamber of Commerce, advised the above - referenced GSMOL letter
has come before the Chamber's Government Advisory Board. It is currently before
the Government Relations Committee, which will be making recommendations to
the full Chamber in the near future.

3. Jim Redding, 450 Horn Avenue, Santa Rosa, referred to as Unincorporated Rohnert Park, as a
Board Member of Face to Face, expressed appreciation to the Council and City
staff for the recent budget recommendation and approval of a contribution to Face
to Face, which is perhaps the largest volunteer agency of the county.
4. Roy McDaniel, 7224 Roxanne Lane, questioned why R Section residents were not notified about
meetings on building defects which were previously reviewed with Director of
Public Works /City Engineer Brust. Mr. McDaniel described the problem they have
been experiencing for two years related to standing water under their home.
Mayor Eck responded residents should send letters regarding these concerns to the
Council Committee to be included in its review and recommendations. The Mayor
pointed out that there are also drainage problems along the drainage ditch in the
vicinity of SSU.
CONSENT CALENDAR
Mayor Eck asked if Councilmembers had any questions regarding the matters on
the Consent Calendar which were explained in the City Manager's Council Meeting
Memo. Councilman Flores requested removal of Resolution No. 95 -160 from the
Consent Calendar for discussion. Councilwoman Gallagher requested removal of
Resolution No. 95 -164 from the Consent Calendar for discussion. Council agreed.
Acknowledging the City Manager /Clerk's report on the posting of the agenda.

Upon motion by Councilman Reilly, seconded by Councilman Flores, with the
exception of Resolution Nos. 95 -160 and 95 -164 and the absence of Vice Mayor
Spiro, the Consent Calendar as outlined on the meeting's agenda, was otherwise
unanimously approved.

Councilman Flores recommended the Mayor personally present the resolution of
respect for William Jacobi, or if not possible, Mr. Flores volunteered to do so.
Council agreed.
Upon motion by Councilman Reilly, seconded by Councilman Flores, and unani-
mously approved with the absence of Vice Mayor Spiro, Resolution No. 95 -160
was adopted.

95 -164 AWARD OF CONTRACT FOR MISCELLANEOUS CITY VEHICLES
City Manager Netter responded to Councilwoman Gallagher's inquiry that eleven
bid proposals were mailed for this item and three responded, as outlined in the staff
report provided to Council. In response to further inquiry by Ms. Gallagher, Mayor
Eck explained background of former Council conclusions regarding the beneficial
logic supporting Public Safety Officers taking City vehicles home. This included
twenty -four hour availability (on -call) of officers and community visibility of patrol
cars throughout neighborhoods. The matter will be reviewed next budget cycle.
Upon motion by Councilwoman Gallagher, seconded by Councilman Reilly, and
unanimously approved with the absence of Vice Mayor Spiro, Resolution No.
95 -164 was adopted.
1995 -96 CITY BUDGET - PROPOSED FEE INCREASES -- City Manager Netter explained the
staff report for this item, as reviewed in the Council Meeting Memo, and responded
to Council questions. A public hearing was duly noticed and scheduled at this time.
PUBLIC HEARING: Mayor Eck opened the public hearing at approximately 8:23 p.m. There being
no one desiring to speak, the Mayor closed the public hearing.
Councilwoman Gallagher requested further discussion of the resolution for
consideration regarding traffic signals, to be numbered Resolution No. 95 -168.

City Manager Netter and Director of Public Works /City Engineer Brust responded
to further inquiry by Councilwoman Gallagher that the figures for this item were
approximately one -third of the costs of projects in progress. These were previously
compiled and certified by Council.
Upon motion by Councilwoman Gallagher, seconded by Councilman Reilly, and
unanimously approved with Vice Mayor Spiro absent, reading of Resolution No.
95 -168 was waived and said resolution was adopted.

WEED ABATEMENT— City Manager Netter explained the staff report on this item as reviewed in

certify fees, per above - reviewed staff report for same.

LETTER FROM CHAMBER OF COMMERCE re Economic Development -- In the absence of
Councilwoman Gallagher, Mayor Eck moved this item forward on the agenda to
allow time for Ms.Gallagher's return for the Hospital Site item.
Mayor Eck referenced the letter dated October 17, 1995, from the Chairman of the
Economic Development Retention Committee of the Rohnert Park Chamber of
Commerce requesting Council's reconsideration of a third Councilmember on the
Economic Development Committee. Concerns are due to Brown Act requirements.
Councilman Reilly reviewed his necessity to decline the Chamber's invitation to be
on the Economic Development Committee because of schedule limitations, which
led to Councilwoman Gallagher signifying her interest to be on the Committee.

Gallagher returns - Councilwoman Gallagher returned to the Chamber at approximately 8:33 p.m. at
the conclusion of Council discussion for this item.
Discussion concluded upon motion by Councilman Flores, seconded by Councilman
Reilly, and unanimously approved with abstention by Councilwoman Gallagher and
absence of Vice Mayor Spiro, to rescind prior action for a third member (namely,
Councilwoman Gallagher) to the Economic Development Committee of the
Chamber of Commerce.
HOSPITAL SITE PROPOSAL -- City Manager Netter referenced City Attorney Flitner's letter
dated October 17, 1995 explaining the Eighth Draft of the Hospital Site (Wellness
Center) Agreement, as reviewed in the Council Meeting Memo. Mr. Netter advised
a public hearing was duly noticed and scheduled at this time. City Manager Netter
and City Attorney Flitner responded to Council questions.
David Walker, Real Estate Developer representing Rohnert Park Wellness Center (RPWC), further
reviewed changes in the proposal and responded to additional Council questions.
PUBLIC HEARING: Mayor Eck opened the public hearing at approximately 8:40 p.m.
Public comments were submitted on speaker cards or other written and/or verbal
communications expressing support or opposition to this item as follows:
Linda Branscomb, 6585 Commerce Blvd.- SUPPORT - Ms. Branscomb complimented the positive
effort and emphasized the community need for this new form of health care that
provides preventive medical care before needing critical care.
There being no one further desiring to speak, at approximately 8:41 p.m., due to
the absence of Vice Mayor Spiro and her desire to participate in Council action for
this item, Mayor Eck continued the public hearing to the next Council meeting of
November 14, 1995.

BUILDING /CONSTRUCTION REVIEW COMMITTEE (Reilly /Gallagher)
1. Staff update/Review of Schedule -- City Manager Netter referenced the updated list of October
13, 1995, as reviewed in the Council Meeting Memo, on the inspection progress.
City Manager Netter and Director of Public Works /City Engineer Brust responded
to Council questions. Council agreed the homes signified during tonight's
unscheduled public appearances, as well as 1367 Mattice Lane per resident letter
dated October 15, 1995 to Council Committee, should be added to the inspection
list. This will be the cut off for further additions at this time, to enable preparation
of the inspector's report to date for Council's review and further direction.
2. Proposed letter to residents -- City Manager Netter referenced the draft letter, prepared for
Council's review and direction, providing progress and procedural information to
the homeowners on the constructionibuilding inspection lists.
Upon motion by Councilman Reilly, seconded by Councilman Flores, with Vice
Mayor Spiro absent, to send the above- reviewed letter to designated residents, was
unanimously approved.
SPORTHAUS PROPOSAL -- City Attorney Flitner referenced his letter dated October 17, 1995 to
Martin G. McOmber, Attorney representing Sporthaus Rohnert Park, outlining
concerns previously expressed by Council on this proposal. Mr. Flitner explained
the draft resolution of intention prepared for Council's consideration. City Attorney
Flitner and Council Committee Member Flores responded to Council questions.

95 -171 OF INTENTION TO EXECUTE AN OPTION AGREEMENT WITH
SPORTHAUS ROHNERT PARK, A LIMITED PARTNERSHIP, TO EXPLORE
THE POSSIBILITY OF DEVELOPING CITY PROPERTY AS A MULTI-
PURPOSE SPORTS COMPLEX
Discussion concluded upon motion by Councilman Flores, seconded by Council-
woman Gallagher, and unanimously approved with Vice Mayor Linda Spiro absent,
and friendly amendment by Mayor Eck for the designated preliminary report from
Sporthaus to be within four (4) months, instead of six (6) months, reading of
Resolution No. 95 -171 was waived and said resolution was adopted.
MOBILE HOME PARK MATTERS:
1. Accepting Michael D. Bethke resignation from Rent Appeals Board with term to expire on
December 31, 1995 (Vice Mayor Linda Spiro's nomination) -- City Manager Netter
reviewed this letter resignation dated October 10, 1995.
Upon motion by Councilwoman Gallagher, seconded by Councilman Reilly, and
unanimously approved with Vice Mayor Spiro absent, the above - referenced
resignation was accepted.
Possible appointment to fill the vacancy was deferred to the next Council meeting.

2. Mobile Home Purchase Program -- City Manager Netter updated Council on the status of the
Rancho Feliz Mobile Home Park purchase, including comments reviewed in the
Council Meeting Memo. There were positive results from the meeting with repre-
sentatives of Standard & Poors, the rating agency, and report from Mr. Hoon of
Sutro & Company on credit rating and the possibility of receiving credit enhance-
ments on the bond issue. City Manager Netter, Assistant City Manager Leivo, and
Council Committee Member Flores responded to various Council questions.
Discussion concluded upon motion by Councilman Flores, seconded by Councilman
Reilly, and unanimously approved with Vice Mayor Linda Spiro absent, for Mr.
Hoon of Sutro and Company to proceed with efforts pursuing the credit rating and
credit enhancements, an insured issue with FSA.
3. Ordinance 494 amendments request by Five Parks Committee -- Lorna Blanc, Chairperson of Five
Parks Committee, referenced letter of October 9, 1995, and report provided to
Mayor pertaining to this proposal to modernize Ordinance 494 related to mobile
home rent stabilization.
Discussion concluded upon motion by Councilman Reilly, seconded by Councilman
Flores, and unanimously approved with Vice Mayor Spiro absent, to refer above
request to City Attorney Flitner and Rent Appeals Board for review and report
back to City Council for any recommendations.
HEWLETT- PACKARD LETTER AGREEMENT re. transferring of building /construction fees to
new building -- City Manager Netter referenced letter dated September 8, 1995,
from Hewlett- Packard Company and staff report showing comparative figures on
original versus new building development fees. Mr. Netter explained this item, as
reviewed in the Council Meeting Memo, and responded to Council questions.
-- Discussion concluded upon motion by Councilman Flores, seconded by Council-
woman Gallagher, and unanimously approved with Vice Mayor Spiro absent,
authorizing the City Manager to execute the above - reviewed letter agreement with
Hewlett - Packard ratifying the transfer of development fees, without the previous
sales office condition, but with retention of the one year time frame for issuance of
the building permit and efforts of local Hewlett- Packard Management to support a
local sales tax office or legislation to assist cities with manufacturing facilities for
increased sales tax revenues.
BOYS & GIRLS CLUB/COMMUNITYSCHOOL- Facility Use -- City Manager Netter reported on
results of the October 17, 1995 meeting with Community School Representatives
regarding compatibility concerns of this joint facility use, as reviewed in the Council
Meeting Memo. -- Discussion concluded upon motion by Councilman Flores,
seconded by Councilman Reilly, and unanimously approved with Vice Mayor Spiro
absent, for the Council Committee (Flores/Reilly), to meet with the County Board
of Education to proceed in a positive manner with efforts toward locating an
alternative site for the Community School.

CREEKSIDE MIDDLE SCHOOL ANNEXATION REQUEST
1. Staff report on School Board Meeting of October 17, 1995 -- City Manager Netter and Council-
woman Gallagher reported on results of this meeting which included Mr. Netter's
review of community emergency provisions, i.e. DARE program and other Public
Safety services provided to Creekside Middle School, etc. Comments from School
Board representatives signified there was no interest in proceeding with a lot split
for annexation purposes and the desire was expressed for annexation consideration
sooner than the planning scope proposed for the General Plan sometime in January
or February.
2. Select time and date for 2 x 2 meeting with School District (Gallagher/Interim Flores)
Council agreed this meeting should be scheduled sometime next week including
invitation extended to Karen Schubert, PTSO President /Creekside Middle School.
3. Traffic congestion at left turn signal/southbound -- Councilman Reilly reported there is a problem
with cars stacking at the referenced location at Creekside Middle School. City
Manager Netter responded staff would check into it.
TRANSPORTATION MATTER: Sonoma County Transit letter response to increase service to
Rancho Verde and Rancho Feliz Mobile Home Parks -- City Manager Netter
explained the two alternatives offered in the letter response for this item as follows:
(1) at no cost by reducing general route service between 8:20 a.m. and 1:55 p.m.;
or (2) at a cost of $33,000 without reducing general route service. Director of
Public Works /City Engineer Brust responded to Council questions that TDA funds,
which are currently going to ISTEA, could be considered for additional
expenditure. Council agreed to revisit this item during the next budget reviews.
COUNCIL COMMITTEE REPORT. • Mayors'& Councilmembers' Working Group meeting - -Mayor
Eck reported that the Working Group is in the process of reviewing the ABAG
surveys previously filled out by Councilmembers. There was a 60% response rate
and the amount of agreement appears to be very high. Efforts are in progress
toward agreeable language for presentation to the full membership. Council should
mark calendars for the November Mayors' & Councilmembers' meeting and the
Planning Director should also attend as this will be the entire meeting agenda item.
Mayor Eck also recommended sending a copy of the survey to Planning Consultant
Donna Oldford as he would like to see the General Plan Committee consider it.
COMMUNICATIONS: Communications per the attached outline were brought to the attention of
the City Council. No action was taken unless specifically noted in these minutes.
Councilman Reilly referenced letter response to Marie White offering information in
Santa Rosa and Petaluma on dances for people with disabilities. A motion was
made by Councilman Reilly, seconded by Councilman Flores, and unanimously
approved, for staff to check with Santa Rosa and Petaluma regarding possibilities
for similar provisions in Rohnert Park.

COMMUNICATIONS: (cont'd)
Mayor Reilly referenced letter from resident Steve Weis dated October 24, 1995,
which was distributed at the City Council meeting, expressing concern about a
soccer team coach at Waldo East being in full uniform. City Manager Netter
responded he was at the particular soccer game and attributed the incident to
recently converting to the 24 hour schedules which will cause some conflicts of
prior schedules of some of the Public Safety Officers until the new routines level
off. Also, it will be necessary for staff to start developing policies appropriate for
the new 24 hour coverage requirements.
MATTERS FROMIFOR coUNCIL:
1. City of Redding re. local economics/development (Spiro) -- In the absence of Vice Mayor Spiro,
this item was deferred to the next Council meeting.
2. Council meeting procedures:
a) Length of Council meeting minutes -- Mayor Eck referenced bringing this item up at the
previous Council meeting and resulting staff report providing comparatives for
action versus content minutes. With video tapes now available for extended lengths
of time, the Mayor recommended going back to action minutes to allow more
efficient use of staff time. City Manager Netter and Recording Clerk Hauff
responded to related Council questions.
Discussion concluded upon motion by Mayor Eck, seconded by Councilman Reilly,
with the absence of Vice Mayor Spiro, to return to action minutes with expanded
comments only when appropriate for clarity, was unanimously approved.
b) Live broadcasting of City Council meetings -- City Manager Netter updated Council on the
progress of this item advising that necessary equipment will be installed soon, with
the probability of enabling live broadcasting sometime in late November 1995.
3. Dedication of new space at KRCB, 4:30 p.m., Thursday, October 26, 1995 -- City Manager Netter
advised this item was provided for Council's information.
4. Joint meeting with Chamber of Commerce, Red Lion Inn, 7:30 a.m., Friday, October 27, 1995 --
City Manager Netter confirmed the scheduling of this meeting.
5. Golf Course Committee meeting, 7:00 p.m., Tuesday, November 7th, 1995 -- City Manager Netter
also confirmed the scheduling of this meeting.
6. League of California Cities' Conference -- Councilman Flores confirmed he recently attended this
annual conference and reported on revenue resource issues shared by League
Representative /Controller Katherine Connel. Cities are going to have to do more
with less and can anticipate additional burdens. Councilman Flores advised Council
was provided with copies of related material.

i. Employee gender balance -- Councilwoman Gallagher referenced resolution previously adopted
by Council regarding Rohnert Park taking an active leadership role toward hiring
more women. She asked if this consideration has been given for current recruitment
of new hires in the Department of Public Safety. Ms. Gallagher also referred to the
example of rape victims and the need of investigations by a female officer with
Spanish speaking ability. She requested agendizing a recruitment report for the next
Council meeting.
8. Hacienda Neighborhood/Haun School walkway -- Councilwoman Gallagher advised citizens have
called her attention to the need for the removal of weeds at the referenced location.
9. Friends of the Library storage space -- Councilman Reilly advised Friends of the Library represen-
tatives have asked about storage space provisions since recent removal of signified
modular. City Manager Netter responded he would let them know about the new
storage provisions.
10. Parking spaces between Library & Longs Drug Store -- Councilman Reilly reviewed the awkward-
ness of two specific parking spaces at the referenced location and asked if they
could be eliminated. City Manager Netter responded staff will check into it.
11. Little League provisions -- Councilman Reilly reported that the Shirley Field location in the City of
Cotati will no longer be available for Little Leagues as commercial development of
this area is currently underway. He understood the City of Cotati will be charging
Little Leagues to play on their fields which the Little Leagues cannot afford. This
could increase the number of Rohnert Park Little Leaguers by approximately 500.
Council agreed a sub - committee of the Parks and Recreation Commission should
be requested to review this item with Cotati.
12. ABAG Constitution questionnaire -- Mayor Eck reviewed the importance of taking the time to fill
out this questionnaire previously provided to Council as there are some major
changes initiated by the Constitutional Commission.
13. Raley's Shopping Center space -- Mayor Eck referenced available space at this location and
questioned whether it would be worth meeting with the Post Master again to
consider moving the Post Office. He has heard Raley's would like to expand. City
Manager Netter recommended checking with Mr. Codding first. Council agreed.

City Manager Netter referenced item #1 on Communications proclaiming Red
Ribbon Week/Drug Abuse Prevention from October 23 - 31, 1995. Copies of the
proclamation with red ribbons were provided to Council prior to tonight's meeting.
City Manager Netter referenced item # 13 on Communications from Association of
Bay Area Governments (ABAG) regarding annual meeting held at the MetroCenter
in Oakland, 7:30 p.m., Thursday, October 19, 1995.
City Manager Netter advised letter response was provided for recent inquiry
regarding video concerns.
CITY MANAGER'S REPORT.•
1. Child I.D. Program update -- City Manager Netter reviewed this staff report provided to Council
pertaining to locating a program with the Department of Motor Vehicles for a
nominal fee of $6.00 per entry. Council concurred to proceed.
2. AB 939 re. Nondisposal Facility Element -- City Manager Netter referenced letter dated October
13, 1995 from California Integrated Waste Management Board signifying approval
of the City of Rohnert Park's Nondisposal Facility Element (NDFE). City Manager
reviewed contents therein and responded to Council questions.
Adrian Drive underground project update -- Director of Public Works /City Engineer Brust updated
Council on the progress of this project for a portion of Adrian Drive from College
View Drive down to Santa Barbara Drive. This project was previously authorized
by Council. Bid openings were today so the award of contract should be very soon
and construction should begin within 30 days with completion dependent upon the
upcoming rainy season.
4. Results on meeting with Caltrans on Interchange Project - -City Manager Netter reported on positive
communications from this meeting with Congresswoman Lynn Woolsey's and
Assemblywoman Mazzoni's Office. Caltrans had signified not taking on any new
cooperative agreement projects. Resulting from this recent meeting, efforts will be
made toward obtaining a waiver and combining the phases to be one project to
overcome the regulations.
5. Sports Center Membership gift to former employee - -City Manager Netter recommended approving
a three year Sports Center Family Membership to Troy Dettling, former Personnel
Assistant, in appreciation of her many years of employment with the City.
Upon motion by Councilwoman Gallagher, seconded by Councilman Flores, with
Vice Mayor Spiro absent, the gift of a three year Family Membership to the Sports
Center to Troy Dettling, was unanimously approved.

Any items from closed session -- City Attorney Flitner advised all his reports were handled earlier
during this Council meeting under relative agenda items.
UNSCHEDULED PUBLIC APPEARANCES: Mayor Eck asked if there were any additional
unscheduled public appearances at this time. No one responded.
