The Council of the City of Rohnert Park and the Rohnert Park Chamber of Commerce met this date in a joint meeting commencing at 7:30 a.m. at the Red Lion Inn, One Red Lion Drive, Rohnert Park, California. CALL TO ORDER: Mayor Eck called the joint meeting to order at approximately 7:30 a.m.. ROLL CALL City of Rohnert Park Present: (5) Councilman Flores, Councilwoman Gallagher (arrived at 7:45 a.m.) and Mayor Eck Absent: (2) Councilwoman Spiro (out of town on vacation) and Councilman Reilly Staff present for all or part of the meeting: City Manager Joe Netter and Assistant City Manager Leivo Rohnert Park Chamber of Commerce Present: (11) President Beth Jeffcoat, Jim Meyer, Joe Topper, Doug Murray, Jeff Sommers, Flo Gresty, Jim Henley, Mike Rosen, Louis Beary,Jr., Craig Davis and Betty Ritter Smith (arrived 8:10 a.m.) Public present: Keith Hallock, Jake MacKenzie and Joyce Rogers INTRODUCTIONS: Mayor Eck requested introductions. Self - introductions were announced by each representative in attendance. PUBLIC COMMENTS: Mayor Eck inquired if any public desired to speak at this time. There were none. PRESENTATION re Economic Development -- Beth Jeffcoat, President of the Chamber of Commerce, introduced speaker Bob Linchide to discuss Economic Development. Mr. Linchide has worked extensively on the City of Chico's Economic Development Plan and provided information regarding the partnership between the Chamber, the City and local businesses in Chico. He discussed the issue of business retention and growth and the City must support retention. Mayor Eck indicated he appreciated the speaker and was glad to see the Chamber is being pro- active. He also indicated on the issue of growth that the city's and county's infrastructure system has become a major stumbling block. The sewer capacity, transportation and other constraints will be major challenges in the future. Open discussion followed between Chamber Members, City Hall representatives and members of the public present at the meeting. Rohnert Park Citv Council Minutes ( 2) October 27, 1995 Adj. Mtg. ITEMS FOR DISCUSSION: Mayor Eck opened remaining items for discussion. 1. Sonoma County Transportation Authority's Transportation Plan -- Mayor Eck indicated the Calthorp Study had been approved and this project would be moving along. 2. ABAG Planning Grant -- Mayor Eck indicated the Mayors' and Councilmembers' Working Group, along with the Planning Directors, have distributed the ABAG Planning Grant survey which he hoped had been returned by most officials. Discussions will include such items as DLL's (Urban Limit Lines). This survey discussion is to be outlined at the next Mayors' and Councilmembers' meeting of November 9th, 1995. 3. Revenue Sharing -- Mayor Eck indicated the revenue sharing proposal is a plan that will have to be looked at more seriously in the upcoming years. City Manager Netter indicated Valerie Brown's bill was pulled last year, but Valerie indicated she may be moving this bill forward next year. The bill provided for a formula based on population. 4. Business License Tax Contribution -- Chamber Member Mike Rosen commented on the growth of the Business License Tax over the years and indicated back in the mid -70's the Chamber agreed to increase Business License Tax for the purpose of receiving this money for the direct benefit of the Chamber. There was other discussion regarding Business License Tax. City Manager Netter indicated all Business License Taxes are deposited into the General Fund to provide general services to the community including police, fire, recreational services, etc. ADJOURNMENT.
