The Council of the City of Rohnert Park met this date in regular session
commencing at 6:00 p.m. in the City Offices, 6750 Commerce Boulevard, Rohnert
Park, with Mayor Eck presiding.
CALL TO ORDER: Mayor Eck called the regular session to order at approximately 6:55 p.m. and
led the pledge of allegiance.
CLOSED SESSION.- Mayor Eck advised that a closed session commenced this evening at 6:00 to
discuss litigation matters, personnel matters and real estate negotiations as listed on
the agenda attachment.
ANNOUNCEMENTS:
1. Local Election Mayor Eck advised he would not be seeking re- election to the City Council in 1996
and wanted to provide this information to Council before reading it in the press.
2. Live Broadcast The Mayor also advised that tonight's Council meeting was being broadcast live for
the first time on Channel S. He reminded the public and the Council of the
importance of speaking directly into microphones in order to be heard by the
television viewing audience.
MOMENT OF SILENCE: A moment of silence was held for the recent loss of I. Rabin, the Prime
Minister of Israel, in honor of his contribution to the world.

Staff present for all or part of the meeting:
City Manager Netter, City Attorney Flitner, Assistant City Manager Leivo and
Director of Public Works /City Engineer Brust.
APPROVAL OF MINUTES: Upon motion by Councilman Flores, seconded by Councilwoman
Gallagher, with abstentions due to absence from all three meetings by Vice Mayor
Spiro and from October 27th meeting by Councilman Reilly, the minutes of
October 16, 24 and 27, 1995 were unanimously approved as submitted.
APPROVAL OF BILLS: City Manager Netter responded to Council questions related to the bills
presented for approval.
Upon motion by Councilwoman Gallagher, seconded by Councilman Reilly, City
bills presented per the attached list in the amount of $1,130,978.66 were
unanimously approved.

NON A(;ENDAED MATTERS: Mayor Eck asked if Councilmembers had any non- agendaed items
to add to the agenda. No one responded.
SCHEDULED PUBLIC APPEARANCES.
1. D.A.R.E. Program - RPPOA Presentation -- Mayor Eck advised the Rohnert Park Police
Officer's Association ( RPPOA) made a financial contribution to the D.A.R.E.
Program. RPPOA representatives notified the Mayor prior to the Council meeting
that it was not necessary for them to make an appearance for this presentation.
Mayor Eck recommended an appropriate letter from the Council expressing appre-
ciation for the contribution. Council concurred.
2. Copeland Creek Habitat Restoration Proposal - Presentation -- Chris Peterson of Rancho
Cotate High School referenced informational material provided to Council and
introduced students of the Biology & Beyond Class for this item. Students Shawn
Amaro, Emily Strohecker and Steven Brown gave a slide presentation on this
proposal and responded to Council questions. As part of Sonoma State University
students developing a group called "Friends of Copeland Creek", the SSU group
assisted RCHS in forming a partnership for its own habitat restoration plan for the
section of Copeland Creek bordering the high school and down stream from SSU.
They have received a second year $350 grant funding from State Regional Water
Quality Control Board and, for initial efforts, would like to request a minimum
donation of $300 from both the City of Rohnert Park and the Cotati - Rohnert Park
Unified School District.
Discussion concluded upon motion by Councilman Flores, seconded by
Councilwoman Gallagher, a contribution of $350.00 for the above - reviewed
project, with friendly amendment by Mayor Eck to relay the message of the
development of this effort to Sonoma County Water Agency which has signified
from previous contact that, if volunteers were supplied, they would help with
providing the dirt for landscaping material, was unanimously approved.
3. Sonoma County Adult Literacy Program - Presentation -- Donna Champion, Director of the
Sonoma County Adult Literacy Program, reviewed details of their fundraising
project and responded to Council questions. She distributed informational material
and invited Council to participate in the Trivia Challenge fund- raiser beginning at
6:00 p.m. on Thursday, January 25, 1996 at the St. Rose Center in Santa Rosa.
4. Wanda Nations, 4522 Fairway Dr., reviewed concerns related to efforts to sell her home and the
adverse effect of declining property values on Rohnert Park homes because of the
recent housing construction defect issue.. Ms. Nations responded to Mayor Eck's
request that a copy of her comments would be provided to Council.

5. Beth Robertson, Director of Sonoma County Realtors Association, speaking on behalf of this
organization as well as the Rohnert Park/Cotati Board of Realtors' branch of the
Sonoma County Association of Realtors. She advised that after November 6, in
order to regionalize efforts, the Sonoma County Association of Realtors has joined
efforts to be part of the larger regional association known a NORBART. She
confirmed comments of the previous speaker and shared examples from her own
experience. She reviewed related factors that have resulted in the adverse effect of
property devaluation for Rohnert Park. The State Licensing Board is the agency
appointed to deal with construction defects. It has the agency power and charter to
do so, with a $300 minimum cost and a toll free number. If their contact with the
builder brings insufficient results, there are a number of legal aid agencies qualified
to proceed with the concerns. The City Council is not prepared to handle such
complaints and is not the agency to do so. The damage to the market is already
done but the Council does not have to continue spending the funds for further
inspections. Therefore, the Realtors Board Agencies respectfully ask the Council
not to continue with these inspections and let the State Board do its work.
Mayor Eck reviewed background of this effort which he thought was initially for
the intention of improving future inspection procedures. Instead it has resulted in
not solving any problems and taken ten steps backwards. The Council is not the
agency to settle these disputes which could result in civil litigations, as previously
stated by the City Attorney. As it is, the initial problem of 33 homes has been
turned into a much larger issue. The Mayor shared the example of opting to make
various repairs on his home when it was placed on the market versus disclosure.
Mayor Eck concluded that he still thought the inspection report was worthwhile
and Council still needed to review it, however, the role of Council would be to refer
residents to the State Contractors Licensing Board and other proper legal channels
for their construction concerns.
Councilman Reilly reported the new inspection procedures were previously
distributed to Council and already in place. The Council Committee was
established only to quantify and qualify the complaints. This report was scheduled
later on this agenda.
Councilman Flores said the appropriate resources should be made available to the
public. The Council is not an appropriate avenue to provide assistance but can
address the concerns and direct people in an appropriate manner.
Councilwoman Gallagher said many people have quit calling the builder because it
was less painful than being treated badly by their office.
Phil Trowbridge, representative for Condiotti Enterprises, was acknowledged in the
audience and responded to Council invitation to comment that he would not do so
at this time, but maybe at the appropriate time.

UNSCHEDULED PUBLIC APPEARANCES. Mayor Eck stated that in compliance with State Law
(The Brown Act), citizens wishing to make a comment may do so at this time.
Under legislation of the Brown Act, in most cases, the Council cannot handle an
item without agendizing. To ensure accurate recording, "Speaker Cards" are
provided at the entrance of the Chamber and persons speaking under unscheduled
public appearances are requested to submit completed cards to the recording clerk.
Michael K. Ross, 1364 Mattice Lane, reviewed construction defects related to his property and said

enorts to communicate with the builder have not been successful.
Kelly and Tim Townsend, 1367 Mattice Lane, expressed appreciation to Council for including their
home on the inspection list. They reviewed additional construction problems of
which they were not previously aware and were revealed by the inspection. They
questioned the thoroughness of the initial inspection of their seven year old home.
Linda Branscomb, 6585 Commerce Blvd., reviewed reasons for believing it is the Council's job,
though not financially responsible, to look into concerns of the City, including these
construction problems.
Keith Hallock asked if the Construction Committee Report would be brought up later. Councilman
Reilly responded he would repeat the report at the signified time on the agenda.

Mayor Eck asked if Councilmembers had any questions regarding the matters on
the Consent Calendar as explained in the City Manager's Council Meeting Memo.

Upon motion by Vice Mayor Linda Spiro, seconded by Councilman Reilly, the
Consent Calendar as outlined on the meeting's agenda, was unanimously approved.
Ordinance for introduction:
No. 610 AMENDING CHAPTER 5.20.104 OF CHAPTER 5.20 OF TITLE 5 OF THE
ROHNERT PARK MUNICIPAL CODE TO PROVIDE FOR THE LICENSING
OF TAXI CAB DRIVERS OR OTHER DRIVERS OF PUBLIC CONVEYANCE
WITHIN THE CITY OF ROHNERT PARK
City Manager Netter explained the ordinance for introduction and responded to
Council questions.
Upon motion by Councilman Flores, seconded by Councilman Reilly, and
unanimously approved, reading of Ordinance No. 610 was waived and said
ordinance was introduced.
PACIFIC GAS & ELECTRIC - 3rd Quarter Outage Report -- David LaFever, P. G. & E. repre-
sentative, explained this report and responded to Council questions.
HOSPITAL SITE PROPOSAL -- City Manager Netter explained this item as reviewed in the
Council Meeting Memo. A public hearing was scheduled for this item at the
previous Council meeting and continued to this meeting to enable Vice Mayor
Linda Spiro's participation in the discussion. She was instrumental in this effort
and was out of town on vacation during the previous Council meeting.
Council Committee Member /Vice Mayor Spiro expressed agreement with changes
in the 8th draft of the agreement for this item as outlined in letter from City
Attorney Flitner dated October 17, 1995. She referenced an extensive recent news
article regarding the lack of a trauma center in Sonoma County and did not think
there was any question that this facility, the Rohnert Park Wellness Center
(RPWC), could fill a very large need in the community.

PUBLIC HEARING: Mayor Eck continued the public hearing at approximately 7:59 p.m.
Bob Niklewizc of Rohnert Park Wellness Center, responding to Council invitation, reviewed the
RPWC proposal which responds to concerns expressed and was prepared to
address the needs of this community.
There being no one further desiring to speak, Mayor Eck closed the public hearing
at approximately 9:02 p.m.
Resolution No.
95 -179 AUTHORIZING AND APPROVING AN OPTION AGREEMENT TO LEASE
CITY PROPERTY WITH RPWC, A CALIFORNIA LIMITED LIABILITY
CORPORATION (RE. HOSPITAL SITE)
Upon motion by Vice Mayor Linda Spiro, seconded by Councilwoman Gallagher,
and unanimously approved, reading of Resolution No. 95 -179 was waived and said
resolution was adopted.
BUILDING /CONSTRUCTION REVIEW COMMITTEE (Reilly /Gallagher) -- City Manager Netter
said the report from Morton/Phillips Company was not yet completed. Mr. Phillips
advised the City Manager that the inspection report for the sampling of homes was
about half done and he did not want to release it without completion including the
findings to ensure correct interpretation. City Manager Netter also signified he
would like to inquire of Council Committee Member Gallagher if there was to be a
direction change in the focus of this Committee as it will be necessary for the full
Council to direct staff accordingly. If so, there should be a recommendation given
and voted upon.
Councilwoman Gallagher referenced the inspection report anticipated to come back
to the Committee when completed and will be provided to Council. She expressed
concern about the editing of the report by someone who was not involved in the
inspections and the discrepancies regarding initial inspections of the `80's when the
City Engineer previously signified the construction was being done so fast they
could not inspect them all compared to the recent response that they did fifty
inspections a day.
Councilman Reilly repeated the Committee report given earlier during this meeting
signifying the unanimous direction of the full Council for the purpose of the
Committee which was to quantify and qualify the construction complaints.
Councilman Reilly said he was in favor of not being on the Committee if the
Council does not want to finish the job but, even though some money may be saved
if the effort is stopped now, he thought they should finish the job and review the
inspection reports.Again,the report is strictly to quantify and qualify the complaints.

Discussion proceeded involving varied Council opinions on whether or not this
Council Committee should be disbanded, concerns related to staff criticism with
confidence in staff competency signified by the majority of the Council, and request
by Vice Mayor Spiro for the City Attorney to provide a report on libel conditions at
the next Council meeting. Additional comments included Councilman Flores
expressing the need to look at realism when people buy homes with the opportunity
to take advantage of the free enterprise market at reduced prices, and the unreason-
ableness of believing that every phase of any construction effort can be personally
inspected by city staff as that would require private resources to accomplish such a
job. Councilwoman Gallagher said one of the things that should certainly come out
of this effort would be to recognize specified partnerships and numerous
construction problems that have existed for nearly 17 years. City Manager Netter
asked Council to make it very clear if there is to be any change in procedure.
RECESS Mayor Eck declared a recess at approximately 8:15 p.m.
RECONVENE Mayor Eck reconvened the Council meeting at approximately 8:25 p.m. with all
Councilmembers present.
BUILDING /CONSTRUCTION REVIEW (cont'd) -- Council Committee Member Reilly referenced
question raised before the recess as to whether the Council wants the Committee to
review the inspection report prior to distribution to Council because of standard
procedures for committees to do so, or disband the Committee. New inspection
procedures were previously distributed and are being done.
Discussion continued with varied Council opinions on this matter and the purpose
and procedure of grand juries including comment by Councilwoman Gallagher that
this thing has a life of its own with the Grand Jury and State Legislatures
(specifically, Jackie Speier) working on it. Councilman Flores addressed the
purpose of grand juries which is to observe municipal governments for both cities
and counties, and to review problems and make recommendations for solving
problems. People use it continually as a method of getting attention in the negative
and it needs to be considered in positive terms of getting solutions. If the intention
is that the Council is supposed to be intimidated, it needs to be clarified that the
grand jury procedure is not a negative aspect and Council is not intimidated but is
reliable and not going to lay back or not handle its responsibilities. It's part of what
makes our country great. Mayor Eck recalled being on another committee that did
not make progress toward agreement and compared this item. It seems the
Committee report is not going to be particularly useful so he will have to form his
own judgment, but Council is supposed to listen to debates and opposite debates.
If the Committee chooses not to meet further, it is their choice. City Manager
Netter cautioned Council on the possibility of lawsuits and grand jury investigations
urging not to get too involved and leave the matter to the homeowners and specific
builder (a civil matter).

Discussion concluded upon motion by Councilwoman Spiro, seconded by
Councilman Flores, for the construction inspection report to come before the
Council for its review but to disband the Council Committee, for this item, was
approved by the following vote:

RECESS Mayor Eck declared a recess at approximately 8:36 p.m. in order to convene the
Community Development Commission meeting scheduled on the agenda.
RECONVENE Mayor Eck reconvened the Council meeting at approximately 8:46 p.m. with all
Councilmembers present.
FIRE SERVICES /Funding options and time line -- City Manager Netter referenced staff report
provided to Council, as reviewed in the Council Meeting Memo, providing details
for both the Benefit Assessment procedures and the Special Tax procedures.
Assistant City Manager Leivo reviewed contents of staff report via slide
presentation. Staff's recommendation is to proceed with the Benefit Assessment
procedure, hire a consultant to begin the process in December 1995 in order for
new revenues to be received in January 1997. City Manager Netter and Assistant
City Manager Leivo responded to Council questions.
A motion was made by Councilman Flores, seconded by Vice Mayor Linda Spiro,
to proceed with the Benefit Assessment District, and withdrawn during discussion
in order to schedule a Work Session for further review of the Fire Services funding
options on Wednesday, November 22nd, 1995 at 7:30 a.m. at the City Offices.
PARKS AND RECREATION MATTER: Status of Swimming Pool Committee -- City Manager
Netter advised this status report was requested by Councilman Reilly. Mr. Netter
referenced background information provided to Council, as reviewed in the Council
Meeting Memo, confirming the previous recommendation of the Parks and
Recreation Commission to retain a consultant to proceed with a feasibility study for
a community swim center. At its meeting of April 25, 1995, the Council referred
this item to the 1995 -96 budget reviews, but due to other pressing issues during
those reviews, Council inadvertently did not discuss the swimming pool item.
Discussion concluded with Council concurrence of recommendation for the Parks
and Recreation Sub - Committee to proceed with working on ideas and options for a
community swim center with emphasis on how it could be funded.

MOBILE HOME PARK MATTERS:
L Appointment to fill vacancy left by Michael D. Bethke resignation from Rent Appeals Board with
Term to expire December 31,1995 -- Vice Mayor Spiro referenced Fact Sheet
application provided to Council and introduced Jenny Huff as her nomination for
this opening. Council concurred, unanimously approving this appointment.
2. City Attorney report on Rent Appeals Board response to Five Parks Committee letter requesting
Ordinance 494 amendments -- City Attorney Flitner reported it was premature for
Council action on this item. The Rent Appeals Board is in the review process and
may have a recommendation to Council at its meeting of December 12, 1995.
BICYCLE ADVISORY COMMITTEE MATTER:
1. Accepting resignation of Vernon Schuck from the Bicycle Advisory Committee with term to expire
on December 31, 1996 -- Upon motion by Councilwoman Gallagher, seconded by
Mayor Eck, and unanimously approved, this resignation referenced herein was
accepted with direction for letter expressing regrets over the Mayor's signature.
2. Possible appointment to fill above vacancy -- Councilwoman Gallagher requested publication of a
notice for this opening with responses to be considered for her nomination at the
next Council meeting.
SISTER CITY(S) RELATIONS COMMITTEE MATTER:
1. Accepting resignations of David Santori and Pamela Santori with both terms to expire on December
31, 1995 (Appointments at large) -- Upon motion by Vice Mayor Linda Spiro,
seconded by Councilman Reilly, and unanimously approved, these resignations
referenced herein were accepted with direction for letters expressing regrets over
the Mayor's signature.
EMPIRE WASTE MANAGEMENT re CPI disposal rate adjustment -- City Manager Netter
advised this item has been scheduled for a formal public hearing at the next Council
meeting. The reports have been provided to Council for its review and information
prior to the public hearing and to provide an opportunity for staff to respond to
Council questions regarding this matter.
COMMISSIONICOMMITTEEIBOARD TERMS - Review list of expiring terms -- City Manager
Netter referenced list of terms scheduled to expire December 31 st, 1995 provided
to Council for its review and information. Councilmembers each signified intent to
re- nominate these appointments. City Manager confirmed this item would be
placed on the next Council agenda for formal Council action.

COUNCIL COMMITTEE REPORTS:
1. Creekside Middle School annexation request (Gallagher/Interim Flores) -- Councilman Flores, as
Interim City /School District Sub - Committee Member, referenced outline provided
to Council of November 8, 1995 Committee Meeting which focused on this
annexation request, also as reviewed in the Council Meeting Memo. The School
District prefers annexation of the entire parcel versus a lot split. Discussion
included varied Council opinions on this item, as signified during previous meeting
discussions, and proceeded to consideration of other compromising possibilities.
Discussion concluded upon motion by Councilman Flores, seconded by Councilman
Reilly, for Council's position to be reflected by Mayor Eck's comments for the
Council to formally act making the proposal of annexation if the parcel is divided
with the back half of the referenced school property to be considered as part of the
normal General Plan process with no additional advantages not offered to others,
and including, in the interim, working on the public safety agreement with the
Sheriffs Department, was unanimously approved.
2. Golf Course Committee (Spiro /Gallagher) -- Vice Mayor Linda Spiro reported on presentation of
the new management structure presentation by the Golf Course Management of
David Pillsbury and Dan Ross at the recent Golf Course Committee meeting held
on Tuesday, November 7th, 1995. Those attending the meeting felt it was a good
presentation for the proposed thirty, sixty, ninety day plan for extensive
improvements at the golf course and were encouraged by the new management.
Another meeting has been tentatively set for 60 days, sometime in January of 1996.
TRANSPORTATION MATTERS:
1. Draft 1995 Update of Sonoma County Congestion Management Plan (CMP) for Sonoma County
Transportation Authority (SCTA) PUBLIC HEARING, 3:30 p.m., Mon., Dec. 18,
1995 at 2555 Ventura Ave., Santa Rosa -- City Manager Netter advised this item
was provided for Council's information. Mayor Eck reported the state has basically
removed a lot of jurisdiction and local jurisdiction is strongly encouraged. The state
has decided PRO's are no longer going to happen so volunteers are encouraged to
step forward.
2. SCTA meeting of November 6, 1995 -- Mayor Eck referenced results signified on this meeting
agenda provided for Council's information.
SONOMA COUNTY SUBREGION ISSUES AND POLICIES
(Mayors' & Councilmembers' Association action of Nov 9, 1995 meeting) -- Due to extensiveness
of this item, Council concurred to schedule a separate work session to enable more
adequate time for review on Tuesday, November 28, 1995, 8:30 a.m., at City Hall.

COMMUNICATIONS: Communications per the attached outline were brought to the attention of
the City Council. No action was taken unless specifically noted in these minutes.
Mayor Eck referenced Communications item #42 from Senator Milton Marks
urging Council to submit ideas for priorities for the 1996 legislative session. The
Mayor said a responding recommendation to Senator Marks would be to get to
work on Caltrans regarding highway interchange improvements. Council agreed.
EXTEND COUNCIL MEETING: A motion was made by Vice Mayor Linda Spiro, seconded by
Councilman Flores, and unanimously approved, to extend the Council meeting
beyond the 10:00 p.m. adjournment time to sufficiently complete agenda items. .
MATTERS FROM/FOR COUNCIL:
1. Status of F.B.I. Investigation -- Mayor Eck reviewed contents of his memo dated November 13,
1995 provided to Council referencing allegations in a tape of the Alan Stock radio
show played by Keith Hallock at a recent Council meeting. The Mayor explained
the draft letters included in his memo request a report on the status of the FBI
investigation be issued, and further request at some point, if charges are to be
made, that full and complete disclosure of all charges being considered be given to
the public. The current lack of information only fuels rumors, innuendoes, and false
accusations. He recommended sending the four letters as drafted, with a tape of the
Alan Stock show for October 10, 1995 enclosed, to Congresswoman Lynn
Woolsey, District Attorney Mike Mullins, Sheriff Mark Ihde, and the Regional
Director of the FBI.
Discussion concluded upon motion by Councilman Flores, seconded by Vice Mayor
Linda Spiro, and unanimously approved, to write the above - reviewed letters over
the Mayor's signature, as recommended by Mayor Eck.
2. Selection of Council Officers (Mayor & Vice Mayor) -- Mayor Eck referred to his memo provided
to Council for this item to be considered in order for a smooth transition to be
made at the December 5, 1995 Special City Council meeting for changing of
Council officers. Councilman Flores shared contents of his recommendations
provided to Council that he thought would establish a respectful and responsible
manner for the Mayor and Vice Mayor rotation. Discussion included differing
Council opinions on the logic of the rotation recommendations. Council agreed
with Vice Mayor Spiro's recommendation to place selection of the Council Officers
on the next agenda to allow proper preparation time for the December 5 Special
City Council meeting for changing of Council Officers.
3. City of Redding regarding local economics /development -- Vice Mayor Linda Spiro referenced
this report provided to Council for its information. She passed it on to the
Chamber of Commerce and thought it represented some good ideas.

4. Agenda Format for Unscheduled Public Appearances -- Mayor Eck acknowledged placement of
this item on the agenda. He recommended moving the ministerial acts prior to
unscheduled public appearances as a courtesy to citizens present for specified
agenda items and have the unscheduled appearances, not to exceed five minutes
each, prior to the more extensive Council items on the agenda. This would allow
the Council to honor the scheduled times for the scheduled agenda items.
5. Parks & Recreation Commission regarding joint dinner meeting -- City Manager Netter referenced
letter from the Parks & Recreation Commission requesting a joint dinner meeting
with the City Council and reviewed the suggested dates listed on the agenda.
Council concurred to Monday, February 5, 1996.
CITY MANAGER'S REPORT.•
1. Department of Public Safety recruitment report -- City Manager Netter referenced this report
provided to Council from the Personnel Department explaining recruitment
procedures for all City Departments ensuring equal opportunity for all applicants,
and responded to Council questions.
2. PAL Bingo licensing renewal -- City Manager Netter referred to background communications
provided to Council on this item, as well as responding letter from PAL dated
November 8, 1995, agreeing to audit procedures for the bingo license renewal.
City Manager responded to Council questions and recommended an extension of
the current bingo license through December to enable the process.
A motion was made by Councilwoman Gallagher, seconded by Councilman Reilly,
extending the PAL bingo license through December 1995, as recommended by the
City Manager, was unanimously approved.
3. City Annual Appreciation Affair, Friday evening, January 19, 1996 -- City Manager Netter
announced the scheduling of this annual event.
4. Golf Cards to Sports Center -- City Manager Netter advised with the retirement of Norma Adams,
Receptionist at City Hall, at the end of November 1995, the City's Resident /Golf
Cards would be handled at the Sports Center. He responded to Council questions
related to provisions the cards provide to residents including a reduction of fees at
City facilities. Mr. Netter also advised an employee farewell luncheon has been
planned for Norma Adams from 11:00 a.m. to 1 :00 p.m. on November 27 and that
a retirement dinner is being considered in February at the Community Center.

5. Thanksgiving dinner by T's Academy, Rev. Tharpe -- City Manager Netter referred to Council's
recent waiver of fees for use of the Burton Avenue Recreation Center for this
annual event. The $500 contribution the Council usually approves for this occasion
was not considered or approved at the time. Due to the short time frame, City
Manager recommended declaring an emergency item and considering the contribu-
tion at this time.
Upon motion by Councilman Reilly, seconded by Councilwoman Gallagher, and
unanimously approved, an emergency item was declared for consideration of a
contribution to T's Academy for the Thanksgiving dinner.
Upon motion by Councilwoman Gallagher, seconded by Councilman Reilly, to
contribute $500 to T's Academy for the annual Thanksgiving dinner, was
unanimously approved.
CITYATTORNEY'S REPORT.•
1. Items from closed session - -City Attorney Flitner advised the Hillsboro case has been set for Nov-
ember 16, 1995, afterwhich, he would proceed with efforts to recover legal costs.
UNSCHEDULED PUBLIC APPEARANCES: Mayor Eck asked if there were any additional
unscheduled public appearances at this time.
Keith Hallock, Snyder Lane, Santa Rosa, expressed construction concerns related to houses built in
the G & H sections of Rohnert Park.
