STATE UNIVERSITY PRESIDENT'S CABINET JOINT NESTING MINUTES July 7, 1993 - Joint Meeting - The Council of the City of Rohnert Park and the President's Cabinet of Sonoma State University met this date in joint session at the Red Lion Hotel, 100 Red Lion Drive, Bodega Room, Rohnert Park, California. Call to Order - Mayor Hollingsworth called the joint session to order at approxi- mately 7:10 p.m. Roll Call City Counc-i lmemberq Present: (4) Councilmembers Eck, Gallagher, Spiro and Mayor Hollingsworth Absent: (1) Councilmember Reilly = Cabinet Members Present: (6) Diane Abbey, Assistant to the President; Jim Meyer, Director of Development; Larry Schlereth, Vice President /AcbAnistration & Finance; Rand Link, Dean of Student Affairs; Don Farish, Vice President /Academic Affairs; and Reuben Arminana, President City staff present: City Manager Netter, Assistant to the City Manager Leivo, and Planning Director Skanchy. Items for discussion: 1. SSU Nester Plan a) Student /Faculty Housing - President Arminana discussed the University's Master Plan which provided for a ceiling of student population of 10,000 equivalent students, which would equal 12,000 to 13,000 on- campus students. He indicated the University currently has about 1,200 employees which included 234 faculty members. There was general discussion on student /teacher housing with President Arminana indicating he would like to see the University and the City work out a program to provide for additional faculty housing. He indicated that recently Condiotti Enterprises worked out arrangements whereby 2 units were provided for faculty housing from a 61 unit complex proposed off of East Cotati Avenue. b) North Access Road - There was extensive discussion of lands around the Sonoma State University, especially lands to the north and from President Armi.nana's perspective, indicated that the desire of the University would be to set aside some of that land for student /faculty housing. President Arminana also indicated that the Sonoma State University has hired a consulting firm (NPC & Associates) to review student /faculty housing with the goal of developing some proposals to help address this issue. He indicated there is hope that the University would have the ability to subsidize faculty housing along with city /developers in order to create a spirit of community and provide for those faculty members who would be working at Sonoma State University and possibly coming from a housing market that is much less costly than Sonoma County. In order to recruit and retain good faculty, something must be addressed regarding the housing costs in Sonoma County. City of Rohnert Park a) General Plan update - Mayor Hollingsworth discussed the General Plan update and indicated that, over the next few years, Rohnert Park will see little, if any, growth. He indicated that the Council would be reviewing the Citizen's Committee recommendation regarding the General Plan update, but also indicated that in the near future there is a good possibility that a new General Plan Committee will be formed and indicated that someone from the University should be considered as a representative on the new General Plan Committee. b) Wastewater Irrigation Plan - Councilman Eck discussed the wastewater irriga- tion plan with a 24 inch pipe along Copeland Creek and indicated the University could benefit greatly by the use of reclaimed water to irrigate its turfed areas and other areas needing irrigation. There was extensive discussion on Quaker Hills proposal with a pond located in Sonoma Mountains to assist with this program, but Mayor Hollingsworth mentioned there are several citizens in the community who do not like the idea of having a wastewater pond above them in the Sonoma Mountains. c) Transportation Authority/Bicycle Plan - Councilman Eck also discussed the Transportation Authority and alternative transportation was included in the Congestion Management Plan. He indicated that cities, counties and state agencies are exempt. He indicated that the City of Rohnert Park is in the process of meeting the same goals as other private businesses and hoped that the University would step forward and become a leader and also meet the same conditions as other local businesses regarding the Congestion Management Plan. There was general discussion of the TRIP Reduction Program and how the University and other businesses could do much more in regards to this matter. City Manager Netter referenced the City's bicycle plan and indicated that the City was considering striping a north /south bicycle route down Snyder Lane that would also benefit the University. He indicated that $350,000 was budgeted for road improvements and striping, but the City is in the process of awaiting word on ISTEA funding. In the event ISTEA funding does not come down the pipe, then there is approximately $70,000 set aside out of gas tax funds that could do a good portion of the bicycle lane striping along this roadway. He indicated that the Rohnert Park Citizen's Bicycle Advisory Committee has recommended this project as the City's #1 priority. 3. Possible Library Facilities There was some general discussion on the possibility of a joint program with the Cotati- Rohnert Park Unified School District and the County Library System regarding a 35,000 sq. ft. Public /School District library on the site off of Snyder Lane. The Library System would like to tie into the University's computer system. Other matters of mxtual interest - Discussion included lighting along Copeland Creek and sharing of the costs, as well as the possibility of the Cotati - Rohnert Park School District moving its corp yard facilities onto the Sonoma State Lhiversity's campus. Councilman Eck brought up the matter of Tom Gown with recommendation that he would like to see a program develop between the City and the Lhiversity in attempting to control parties within the community. President Arminana was not too excited getting involved with students who live in the community as he felt they are regular citizens and they should not have any additional constraints imposed on them. He indicated that that it is difficult to develop University disciplinary codes when the students are not on state property. There was other general discussion regarding items involving both the Lhiversity and the City. It was recommended that the Sonoma State Lhiversity President's Cabinet host another meeting in approximately six months with the City Council.
