1994/10/18 City Council MinutesPOHNFRT PARK CTTY COIINCTr, MTNU TF.S General Plan Update Work Session October 18, 1994 The Council of the City of Rohnert Park met this date in special session commencing at 5:40 p.m. in the Hewlett Packard Facility, Building No. 1 Auditorium, 1212 Valley House Drive, Rohnert Park, with Mayor Reilly presiding. CALL TO ORDER Mayor Reilly called the General Plan Update Work Session to order at approximately 5:40 p.m. ROLL CALL PRESENT: (5) Councilmembers Eck, Gallagher, Spiro Hollingsworth, and Mayor Reilly ABSENT: (0) None Staff present for all or part of the meeting: City Manager Netter and Assistant City Manaqer Leivo. Acknowledge Posting of Agenda The City Manager /Clerk reported that the meeting agenda was properly posted. Non - Agendaed Items Councilmembers did not have any items to add to the agenda. Public Hearing Mayor Reilly opened the public hearing and asked if any members of the public would like to make comments regarding the Draft General Plan Update. Debra Hales, 825 Liana Ct., stated that the City Council should not change the wording proposed by citizens. Linda Branscomb, 21 Anne, stated that, on page 4.23, the General Plan should not include a discussion of the state of plumbing facilities in specific area. Continue Public Hearing There being no one further indicating a desire to speak, Mayor Reilly continued the Public Hearing to the next regular City Council meeting. Total Population Councilmembers discussed the current City population and listing this number in the General Plan. Motion Councilwoman Spiro made a motion, seconded by Councilwoman Gallagher, to include the population total of 39,017 as of January 1, 1994 according to the State Department of Revenue (SB 90) in the General Principle, Chapter 1. Motion Councilman Eck made a motion, seconded by Councilwoman Spiro, to add a total population between 40,000 and 45,000 and include the population total of 39,017 as of January 1, 1994 according to the State Department of Revenue (SB an. ±r,® r -o..o, 1 nri nri nl P _ Chanter 1 _ The motion was approved by a vote of four in favor and one opposed (Gallagher). Five Year Budget Councilmembers discussed whether to include a five year municipal budget in the General Plan. Definitions It was a consensus of the Council to include definitions in an appendix for "the village concept" and "quasi - public uses." Businesses It was a consensus of the Council to instruct staff to review and correct the list of businesses in the center column, page 2:2. Population Total It was a consensus of the Council that references to total population throughout the General Plan and specifically on page 2:3 should be consistent wits the motion approved previously during the meeting. "Full Build -Out" It was a consensus of the Council that the term "full build -out" may not be understood by all citizens. The term should be replaced throughout the General Plan and specifically on page 2:3 with the phrase "when all that is built within the City limits." ABAG Forecasts Councilmembers discussed the ABAG forecasts (pp. 2:4 -2:6). It was a consensus of the Council to retain the discussion of the ABAG forecasts but to indicate that the City may prefer other forecasts, believes that the ABAG forecasts are too high, and that the City is challenging the ABAG forecasts. Wastewater Treatment Capacity Councilmembers discussed when additional wastewater treatment capacity may be available and incorporating flexible wording in the section (p. 2:4). Mobile Home Parks It was a consensus of the Council to delete the entire section regarding Mobile Home Parks after the first paragraph in that section. Businesses It was a consensus of the Council to instruct staff to review and correct the list of businesses in the third column, page 2:8. Planning Area Councilmembers discussed the sphere of influence, community separators, and the planning area (p. 2:9). It was a consensus of the Council to create a separate section that discusses the planning area, that the definition of planning area should be clarified, and to add language regarding entering into an agreement with the City of Santa Rosa regarding the community separator. Finalizing a community separator agreement with the City of Santa Rosa should be added as an implementation measure. Specific Plan Ordinance Councilmembers discussed the Specific Plan Ordinance and how it might be implemented. It was a consensus of the Council to amend the language in the last sentence of the section (p. 2:13) and to add an Implementation Measure that, By July, 1995, the Council will designate a long term specific plan area. Canon Manor It was a consensus of the Council to add a sentence explaining that LAFCO retained Canon Manor in the City's sphere of influence and will require that the City help address infrastructure issues in this area and that property owners shall pay the entire cost of required public improvements and other commonly required payments (p. 2:15). Community Center Complex Councilmembers discussed the section describing the Community Center Complex (p. 2:17). It was a consensus of the Council to include a diagram of the complex. Pools It was a consensus of the Council to incorporate a separate discussion of pools, including the proposed Sports Center pool, in Section 2.14, Community Facilities. Continue Review Mayor Reilly noted that the Council scheduled a Town Meeting and thus there was no more time to review the General Plan. He suggested that the Council continue its review at its next meeting and address the New Civic Center (p. 2:17). Rohnert Park City Council "M" Section Neighborhood Meeting Minutes October 18, 1994 The Council of the City of Rohnert Park met this date in adjourned regular session for a Town Hall Meeting at 7:00 p.m. at the Hewlett Packard facility, Building No. 1, Auditorium, 1212 Valley House Drive, Rohnert Park, CA following a General Plan Update work session. Mayor Reilly presided over the meeting. Call to Order Mayor Reilly c approximately allegiance due Roll Call Present: (5) Absent: (0) alled the adjourned regular session to order at 7:00 p.m. and dispensed with the pledge of to the lack of a flag on the premises. Councilmembers Eck, Gallagher, Hollingsworth, Spiro, and Mayor Reilly None Staff present for all or part of the meeting: City Manager Netter, Assistant City Manager Leivo, and Director of Public Safety Rooney. Mayor Reilly acknowledged the City Manager /Clerk's report on the posting of the meeting's agenda. He introduced Council members and staff present at the meeting. Mayor Reilly explained the purpose of the "M" section neighborhood meeting is to provide an opportunity for citizens to meet and communicate directly with the City Council and staff. This meeting was designed for the Council to listen to public comments and to give citizens the opportunity to express community related concerns to the Council. Approximately 20 -25 citizens attended this Town Hall meeting, out of which only a handful shared comments and various community related concerns. Lois Gray, a resident of "M" section, requested information on what lies in the future for building in the "M" section. Mayor Reilly pointed to an aerial map showing two sites that Hewlett Packard has proposed to sell to Kaufman & Broad. He indicated that Kaufman b Broad is currently considering a proposal for single family homes that has not been submitted to the City Council at this point. However, this was only speculation as the precise development plans have not been submitted to the City Planning Commission or City Council for review. Mayor Reilly indicated the other land around Hewlett Packard is currently designated for industrial uses. 1 Rohnert Park City Council "M" Section Meeting October 18, 1994 Linda Branscomb requested information on the 24 hour coverage for fire services. Director of Public Safety Rooney indicated that currently the Department has 22 hour coverage with only one hour between the hours of 6:00 a.m. and 7:00 a.m. and one hour in the early evening between the hours of 5:00 p.m. and 6:00 p.m. that an engine is not totally staffed. He indicated that within three to four months, upon the hiring of the new Public Safety personnel, the 24 hour coverage will be completed. In addition, he indicated that one full engine will be staffed 24 hours a day as well as an additional engine staffed eight to ten hours. Director Rooney also indicated that the City's long term plan is to have two stations staffed 24 hours per day. Councilwoman Gallagher asked what station would have the 24 hour staffing. Director Rooney indicated headquarters in combination with the Maurice Avenue station depending on calls for service. He also indicated once we have the 24 hour staffing along with the other engine eight to ten hours per day, it would most likely be the headquarters at 24 hours per day and at the "M" section station eight to ten hours per day, but, again, this would be evaluated on a calls for service type approach. There was some general discussion on ambulance service and the support from Sonoma Life Support which is the franchise ambulance operator in the central Sonoma County area. Director Rooney indicated that several changes have been made over the past several months, including oxygen bottles being provided for the Public Safety Officers, which are included with their personalized patrol vehicles. Hal Wood, an "M" section resident, asked about a fire phone at the Maurice Avenue station when it is not staffed. He explained an incident when he was taking his wife to the hospital in an emergency situation and had to pull over at the "M" section station for assistance and no one came to the door. Upon further discussion, the Council directed staff to check into the possibility of providing an outside emergency phone and also providing a sign indicating that the station is not staffed 24 hours and to call 911. There was some general discussion regarding Kaufman & Broad's proposal concerning the size of homes and how they would phase their project. It was indicated that a resident had heard they had been approved for 45 homes. The Council reiterated that the project site plan and development plans have not yet been submitted to the Planning Commission or the City Council, so these are just rumors. Rohnert Park City Council "M" Section Meeting October 18, 1994 Councilwoman Spiro shared with the Council a possible false advertising on a zero down payment program, but then heard that the sales prices were being increased. The Council indicated that this is not something the Council can control but that there are State regulatory bodies which control such actions if this is found to be true. Bob Allen, a resident of "M" section living on Madison Avenue, asked about the weeds in "M" Park and what are the plans for Phase 2 of the park. In addition, he commented on the trees and size of trees, especially when the park is phased, there may be areas that look quite a bit different because of the maturity of the trees. City Manager Netter pointed out the improvements to "M" Park, showing the completed Phase 1 and the proposed Phases 2 and 3. He indicated he would talk to the Recreation Director and suggest that the Parks and Recreation Commission revisit "M" Park phasing to possibly include some additional tree planting and landscaped areas. Councilmember Eck suggested the possibility of using some of the allocation set aside for "H" Park lights as that project was recently deleted. Mr. Allen also discussed the traffic conditions around "M" Park on Madison Avenue, especially during baseball day games. He requested information on procedures for having a stop sign installed on Madison Avenue at the exit to the parking lot of "M" Park. The Council briefly outlined the procedures for stop sign requests. Staff indicated that two speed control trailers are being purchased to assist in traffic controls around several of the Rohnert Park neighborhoods. This should be implemented the first part of November 1994. This street will be a high priority for use of the speed trailers. Linda Branscomb, 21 Anne, Rohnert Park, commented about trees and suggested the City check with the Soroptimists or PG &E Releaf Program for the possibility of obtaining some trees to be installed at "M" Park. Juli Wood, 7292 Calcutta Court, Rohnert Park, requested information on the recent grant and how long it will take to get the three officers hired, as she feels the gang activity in "C'° section is increasing. Director of Public Safety Rooney indicated that the actual paperwork on the grant has not been received yet and that the City, hopefully, will have it within the next couple of weeks. It would take approximately three to six months before the officers would be totally effective in certain areas as there is a substantial amount of training involved once the officers are appointed. 3 Adjournment 7 i C, y nager /Clerk JDN:Ir Margaret McIssac, 838 Lunar Court, thought that the time period for hiring the officers seemed extremely long. Director Rooney again re- emphasized the amount of training involved after an officer gets hired. There was further discussion about manning the fire station 22 hours per day and that within approximately three months one station would be manned 24 hours per day. Director Rooney also answered questions about the new plan implemented by the Department of Public Safety on holidays, whereby on holidays the Department has mandatory standby as well as having Fire Service cnpr_inlictc ctaffinn an ermine to make sure that Rohnert Park has sufficient fire personnel in the event of an emergency.
