1994/12/06 City Council MinutesROHNERT PARK CITY COUNCIL MINUTES December 6, 1994 The Council of the City of Rohnert Park met this date in adjourned special session in the City Offices, 6750 Commerce Blvd., Rohnert Park, California with Mayor Reilly presiding. Call to Order -Mayor Reilly called the adjourned regular session to order at approximately 7:00 p.m. and led the pledge of allegiance. Roll Call Present: (5) Councilmembers Eck, Gallagher, Hollingsworth, Spiro and Mayor Reilly Absent: (0) None Staff present for all or part of the meeting: City Manager Netter, City Attorney Flitner, Assistant City Manager Leivo, Director of Public Works /City Engineer Brust. Acknowledging City Manager/ The City Manager /Clerk's report on the posting of the agenda was Clerk Report acknowledged. Unscheduled Mayor Reilly stated that in compliance with State Law, (The Brown Public Act), anyone in the audience who wished to make a comrent may do so at Appearances this time. Iry Sutley, County Chairman of the Peace and Freedom Party, P. O. Box 174, Glen Ellen, CA 95442, asked about the official City policy on the annual religious service of a government meeting. He said that invocations at City Council meetings are in violation of Article XIII of the California Constitution. He requested a copy of the City's written policy. In (correction- response, Mayor Reilly said it would be in the discretion of the newly Spiro) seated Mayor. RECESS Mayor Reilly declared a recess at approximately 7:02 p.m. in order to proceed with the Community Development AGency meeting as scheduled. RECONVENE Mayor Reilly reconvened the Council meeting at approximately 7:04 p.m. with all Councilmembers present. Resolution A RESOLUTION DECLARING RESULTS OF CONSOLIDATED GENERAL ELECTION No. 94 -189 AND M- VICIPAL ELECTION HELD IN THE CITY OF ROHNERT PARK ON NOVEMBER 8, 1994 City Manager Netter explained the resolution. Upon motion by Councilman Hollingsworth, seconded by Councilwoman Spiro, and unanimously approved, reading of resolution No. 94 -189 was waived and said resolution was adopted. 1 Rohnert Park City Council Minutes December 6, 1994 Resolution A RESOLUTION CO"E'.NDING ARTHUR F. HOLLINGSWORTH, JR. ON THE OCCASION No. 94 -190 OF HIS PETIRE T FROM CITE' SERVICE. Mayor Reilly read the resolution. Upon motion by Councilwoman Spiro, seconded by Councilwoman Gallagher, and unanimously approved with abstention by Councilman Hollingsworth, Resolution No. 94 -190 was adopted with regrets. Reflections Councilmembers each shared various reflections of individual memories expressing appreciation for the opportunity of working with Councilman Hollingsworth, that he will be missed and wishing him the best in his retirement from City service. Councilman Hollingsworth also expressed appreciation for the opportunity of working together over the years pointing out that having differences of opinions is what makes a Council. He introduced his wife and family and shared comments on his years of service with the City. Councilman Hollingsworth concluded by sharing contents of Athenian's Oath which expressed his thoughts and recommendation to leave with the City. Oath Deputy City Clerk Judy Hauff administered the Oath of Office to of Office Councilman Elect James J. Reilly, Jr. and Armando Flores. City Manager Netter distributed Certificates of Election to each Councilmember accordingly. Councilman Flores expressed appreciation for being elected and for the trust placed by the people that involves a commitment of Councilmembers working together successfully. He shared that it has been fourteen years since he has sat on the City Council and he looked forward to the next four years. Comments of Mayor Reilly also expressed appreciation for being re- elected and for Outgoing the support of his family and campaign participants. He introduced Mayor his wife, Ann, their children, and other guests. Mayor Reilly said he looked forward to the next four years and did not consider this winning or losing, but offering his time for service to the conmmity, if wanted. Mayor Reilly referred to various accomplishments of the past year and shared thoughts for future goals. He also expressed appreciation to the City Council, Commissions, Boards and City staff. Election of Upon motion by Councilwoman Spiro, seconded by Councilwoman Gallagher, of Mayor and unanimously approved, Councilman Eck was elected as Mayor. 2 Rohnert Park City Council Minutes December 6, 1994 Election of Councilwoman Gallagher made a motion nominating herself as Vice Mayor Mayor and shared reasons for feeling it was her turn in the normal rotation Pro Tenpore process. Said motion died for lack of a second. (Vice Mayor) Mayor Reilly explained that if it was a strict rotation procedure, Councilwoman. Gallagher would fall into this rotation timing. However, the problem he had was that he was not convinced her selection would be in the best interest of the City. Upon motion by Councilman Flores, seconded by Councilman. Eck, with Councilwoman Gallagher dissenting, Councilwoman Spiro was elected as Mayer:- Vice Mayor. (correction - Spiro) Former Mayor Reilly turned the gavel over to,, Mayor Eck. Mayor Eck welcomed Councilman Flores and said it was a pleasure to have him back on the City Council. He expressed appreciation to outgoing Mayor Reilly and presented him with an engraved pen set /clock as an expression of appreciation from the City for his service as Mayor during the past year. Mayor Eck recognized former Councilm n-bers present at the meeting, as well as numerous representatives of other City Commissions, Committees and Boards. He expressed appreciation for the efforts of City staff and acknowledged staff members present at the meeting. Mayor Eck introduced candidates present in the audience and expressed appreciation for the participation in the recent campaign. Mayor Eck also introduced his wife, Kristen Swanson, and other family members present and expressed appreciation for their continued support. Mayor Eck reviewed desires and goals for the upcoming year. Councilmembers expressed various appreciations to the voters, all the candidates, can sign participants and City staff. Each Councilmember introduced family members present in the audience. Adjourrunent There being no further business, Mayor Eck adjourned the meeting at approximately 7:45 p.m. to refreshments.
