A RESOLUTION OF THE ROHNERT PARK RENT APPEALS BOARD
DETERMINING THE ANNUAL GENERAL ADJUSTMENT OF THE MAXIMUM
ALLOWABLE SPACE RENT EFFECTIVE ON OR AFTER FEBRUARY 1, 2003.
WHEREAS, Section 9.70.050 of the Rohnert Park Municipal Code and Section
4.01 of the Rules and Regulations provides that the Rohnert Park Rent Appeals Board
shall determine and announce the Annual General Adjustment of the Maximum
Allowable Rent for a mobile home space on or before November 1, of each year; and
WHEREAS, the Section 9.70.050 of the Rohnert Park Municipal Code provides
that the Annual General Adjustment shall not exceed one half of one percent (1/2 %)
less than one hundred percent (100%) of the increase in the Consumer Price Index,
Urban Wage Earners and Clerical Workers in the United States (CPI), rounded to the
nearest one -tenth of one percent, not to exceed four percent (4 %); and
WHEREAS, the Bureau of Labor Statistics publishes the CPI and last reported the CPI
for the month of August and the CPI was 176.6 in August 2002, compared to a CPI of
173.8 in August 2001, an increase of 2.8 points or 1.6 percent; and
WHEREAS, the anniversary date for Rancho Feliz Mobile Home Park is
February 1, the anniversary date for Rancho Grande Mobile Home Park is February 1,
the anniversary date for Las Casitas Mobile Home Park is March 1, the anniversary
date for Rancho Verde Mobile Home Park is April 1, and the anniversary date for
Valley Village Mobile Home Park is April 1.
NOW, THEREFORE, BE IT HEREBY RESOLVED by the Rohnert Park Rent
Appeals Board that mobile home park owners in Rohnert Park are authorized to
increase the space rental amount on February 1, 2003 or their park's anniversary date,
whichever is later, provided they give proper notice, in an amount not greater than one
and one tenths percent (1.1 %) of the base rent prior to such increase.

SUBJECT: Annual General Adjustment
The Mobile Home Ordinance and Rules & Regulations obligate the Rent Appeals Board to consider
and announce an Annual General Adjustment in mobile home space rents prior to November 1,
2002. The City Council amended the Mobile Home Ordinance (Chapter 9.70 of the Municipal
Code) during the year 2000 to change the index used to calculate the Annual General Adjustment
(AGA). The AGA is based on the change in the Consumer Price Index (CPI), Urban Wage Earners
and Clerical Workers, U.S. City average. The Bureau of Labor Statistics publishes the CPI
statistics every month and the latest statistics are available for August (attached). The change in the
CPI from August 2001 to August 2002 was 1.6 percent. The amendment to the Mobile Home
Ordinance provides that the AGA should be 0.5 percent less than the percentage change in the CPI
and, as such, Resolution 2002 -01 (attached) approves a 1.1 percent (1.6% minus .5 %= 1.1 %) AGA.
For reference, the AGAs for 1999, 2000, 2001 and 2002 are listed in the following table.

'Section 9.70.050 of the Mobile Home Ordinance stated that the Annual General Adjustment shall
not exceed four percent (4 %).
2The CPI reporting month was changed from October to September on 9/21/95.
2The Ordinance was amended and the percentage amount of the CPI was changed to 100 percent
(100 %) on 6/6/96.
3The Ordinance was amended on 8/22/2000. The CPI index was changed to the Consumer Price
Index - Urban Wage Earners and Clerical Workers, U.S. city average instead of the index for the
San Francisco Bay Area. The annual general adjustment was set at 0.5 percent below the
percentage change in the CPI.
