A RESOLUTION OF THE ROHNERT PARK RENT APPEALS BOARD
APPROVING AND ADOPTING A BUDGET AND
ESTABLISHING REGISTRATION FEES FOR MOBILE HOME SPACES
FOR CALENDAR YEAR 2005.
WHEREAS, paragraph N of Section 9.70.030 of the Rohnert Park Municipal
Code authorizes the Rohnert Park Rent Appeals Board to finance its reasonable and
necessary expenses by charging mobile home park owners an annual registration fee
to cover administrative costs which can be passed through to residents on rent control
in the form of rent increases prorated over the year; and
WHEREAS, the Rent Appeals board has received and reviewed the estimated
costs of the Rent Appeals Board for the eight (8) months of operation in 2004, with
estimated amounts for September, October, November, and December 2004; and
WHEREAS, the Rent Appeals Board has considered a proposed budget
prepared by staff and has made corrections, deletions, and additions; and
WHEREAS, it has been determined that there are approximately 1071 rent
controlled mobile home spaces within the five mobile home parks located within the
City of Rohnert Park as of September 13, 2004; and
WHEREAS, the anniversary date for Rancho Feliz Mobile Home Park and for
Rancho Grande Mobile Home Park is February 1; the anniversary date for Las Casitas
Mobile Home Park is March 1; the anniversary date for Rancho Verde Mobile Home
Park and for Valley Village Mobile Home Park is April 1.
NOW, THEREFORE, BE IT HEREBY RESOLVED by the Rohnert Park Rent
Appeals Board that the Adopted Budget for calendar year 2005, a copy of which is
attached hereto and is made a part of this Resolution, is hereby approved and
adopted.
BE IT FURTHER RESOLVED by the Rohnert Park Rent Appeals Board that, in
calendar year 2005, the re- occurring and other costs to administer mobile home rent
control in accordance with the Mobile Home Ordinance and its Rules and Regulations
is estimated at $ 44,695 annually.
BE IT FURTHER RESOLVED by the Rohnert Park Rent Appeals Board that
excess funds from calendar year 2004 in the amount of $ 37,302 shall be used to pay
for expenses in calendar year 2005.

BE IT FURTHER RESOLVED by the Rohnert Park Rent Appeals Board that the
registration fee shall be $ 20.91 per rent controlled mobile home space in calendar
year 2005 ($1.74 per month for a 12 -month period).
BE IT FURTHER RESOLVED that such registration fee shall take effect on
February 1, 2005, or the mobile home park's anniversary date, whichever is later.
BE IT FURTHER RESOLVED that any surplus or deficit balances on account at
the end of calendar year 2005 will be taken into consideration when calendar year
2006 registration fees are established.
DULY AND REGULARLY ADOPTED by the Rohnert Park Rent Appeals
Board this 7th day of October , 2004.
