Schools
The financially pressed prcDblems of our local school districts can
not longer be viewed by city government as the school boards
responsibility. , That board does not approve the subdivisions
that bring the children, b-ut it is expected to make room for the
children, and without double sessions, reduced instructional area!

City councils are creating these school problems by approving
subdivisions without the availability of sufficient school
facilities. ' Your children and mine are the pawns 11 involved.
Those children yet to arrive, and their parents, are the victims
of an incredible deceit c1cDaked in the vestment of merchant
builders and uncontrolled growth.
School districts are out of money ,for capital expansion. Our
school tax rate is among -the highest in the bay area. The next
step,is for the builder, the -one who creates the problem, to

should ,not ,sell homes when there is no school space. To insure his
cooperation, he should not. get zoning. In order to get zoning he
should provide what the school district needs. Those needs are land
and 'permanent buildings Some twelve states, including California,
have laws or constituti-ona I provisions that specifically permit certain
levies on builders C our t- _is I have I upheld mandatory dedication of land.
In.so,me,statps builders are donating land and paying $50 to $200
per new house to the schoa2 district. In SanDiego temporary
classrooms are required of builders, absolutely free, as is bus
service, when existing schcols are inadequate to accommodate
additional children result dng from new subdivisions.
In some cases the town and builders can find school land by agreeing
on a variance that reduces the size of each house lot. The builder
puts up the same number of homes - on cheaper, undersized lots - and
donates the left-over land for school use.
Gentlemen, we are in a pos ition to see that our children are not
forced into double Bess ioris, year-round schools and 45-15 plans that
are unacceptable to the ma jority. our bargaining position is good.
We control the zoning.
