July 11, 1972
The Council of the City of Rohnert Park met this date in
adjourned regular session commencing at 7:00 p.m. in the
City Offices, 435 Southwest Blvd., Rohnert Park, with Mayor
Roberts presiding.
Call to Order Mayor Roberts balled the meeting to order at approximately
7:00 p.m.
Present: (5) Councilmen Beary, Flores, Hopkins, Smith
and Roberts
Absent- (0) None
Staff Present for all or part of the meeting:
City Manager Callinan, Assistant to the City Manager
Albright, Supt. of Public Works Wiggins, Director of
Public Safety Dennett, Parks and Recreation Director
Pekkain, and Mrs. Nancy Mettert, member of the Parks
and Recreation Commission.
Roberts Leaves Mayor Roberts indicated that he is going to be in Acapulco
from August 1-3 on a business trip and requested Council
Permission to be out of the state and country.
Upon motion of Councilman Beary, seconded by Councilman
Flores, and unanimously approved, permission was granted
to Mayor Roberts to leave the country as indicated.
League Conference A brief discussion was held concerning the annual League
of California Cities conference to be held in October. City
Manager Callinan solicited an indication from the Council
of those who planned to attend the conference. All Council-
men indicated they intended to attend. City Manager Callinar
indicated reservations would be made accordingly.
Fair Day A letter received from James F. Lyttle,Manager, Sonoma
County Fair, extending an invitation to participate in
Rohnert Park Day at the fair on July 19th was discussed.
All Councilmen indicated they intended to participate in
the day and reviewed with Mr. Callinan the other officials
or citizens who should be invited to participate in the
event.
1972-73 Budget A work session was commenced on the 1972-73 Budget. City
Manager Callinan reviewed the budget generally and commented
on specific items contained therein and the overall fin-
ancial condition of the city and major items contained
in the proposed budget which were not in previous budgets.
Councilman Flores Councilman Flores left the meeting at approximately 7:25
p.m. to go to the meeting of the Citizens Advisory Committee
for Updating the General Plan. Ile returned at approximately
8:05 p.m. He was gone for the discussion of a general
nature and the review of the General Government section
of the proposed budget.

City Manager Callinan then reviewed the Revenues portion
of the budget, explaining sources of significant increases
in revenues and new revenues expected.
A review was made of the General Government Expenditures
portion of the budget. Discussion was held on the various
items contained therein.
City Manager Callinan reviewed the Police Protection portion
of the Department of Public Safety budget. Discussion was
.held with Director of Public Safety Dennett concerning the
budget, his request for full -time dispatchers, the use of
Reserve Officers, the need for additional police vehicles,
the advisability of using unmarked cars as opposed to marked
cars, and the use of radar in the community. General
discussion was held concerning various methods that might
be attempted to crack down on traffic violators in the
community.
The work session on the budget was concluded with the under-
standing that the next work session would be held on Tuesday
July 18th and it would commence at the Fire Protection sec-
tion of the budget.
Public Works Trucks City Manager Callinan indicated to the Council the desire
of staff to call for bids on the trucks included in the
Public Works proposed budget for 1972 -73.
Upon motion of Councilman Hopkins, seconded by Councilman
Beary, and unanimously approved, staff was given the author -
ization to call for bids on the trucks included in the
Public Works proposed budget for 1972 -73;
Other miscellaneous items discussed during the adjourned
session were bedroom tax recreation fees lost as a result
of a rush of payments by developers, suggestions for
recommended changes in planning and zoning fees, report on
the water meters placed in a few residences for demonstra-
tion purposes, and setting up a conference with Golf Pro
Bill Ross, and resurrection of the sign on the future
Civic Center.
Adjournment The meeting was adjourned at 9:45 p.m. to Wednesday,
July 12, 1972 at 7:30 p.m..��
