1972/07/18 City Council MinutesROHNERT PARK CITY COUNCIL MINUTES July 18, 1972 The Council of the City of Rohnert Park met this date in adjourned regular session in the City Offices, 435 South- west Boulevard,, Rohnert Park with Mayor Roberts presiding. Call,t8 Order'., Mayor Roberts called the 'adjourned regular session to order at 8:05 p.m. Ibll.'Call Present: (5)- Councilmen Beary, Flores, HOpkins, Smith 1972-73 Budget Review and, Roberts Absent: (0) None Staff Present., City Manager Callinan, Supt. of Public Works Wiggins, Assistant to the City Manager Albright, Director of Public Safety Dennett, Parks and Recreation . :'. Director Pekkain, and Golf Course Superintendent Sam Singh. A review of the Public Safety budget was made during which parts of the budget and operations were discussed. Council- man Smith suggested, and the other members concurred, that an appreciation dinner or event should be established for members of the Volunteer Fire and Police Auxiliaries. City Manager Callinan indicated he would work on the matter. Upon motion by Councilman Flores, seconded by Councilman Beary, and unanimously approved, tentative approval was given to the Public Safety Budget for 1972-73. Upon motion of Councilman Smith, seconded by Councilman Beary, and unanimously approved,, tentative approval was given to the proposed General Government budget for 1972 - 7-3 which section was reviewed at the last budget work session. A review was made of the Building Inspection section of the budget. Upon motion by Councilman Flores, seconded by Councilman Smith, and unanimously approved, tentative approval was given to the proposed Building Insepction Budget for 1972 - 73. The Public Works proposed budget for 1972-73 was reviewed. Upon motion by Councilman Beary, seconded by Councilman -Smith,.and unanimously approved, tentative approval was given to the proposed-Public Works budget for 1972-73. A review was made of thePublic Health, Library, and Cultural Arts Commission budget. 'Councilman Flores suggested, and the'other members of the Council agreed, that the Cultural Arts Commission should be requeted to conduct an appropriate Founder's Day program in recognition of the city9s 10th Page -2- July 18, 1972 anniversary even though it might mean that the commission would have to come back to the Council and request funds for other.programs which might be lacking funds due to the amount spent on Founders Day. Upon motion by Councilman Hopkins; seconded by Councilman Smith, and unanimously approved, tentative approval was. given to the Public Health, Library, and Cultural Arts Commission sections of the 1972 -73 budget. A review was made of the Parks and Recreation proposed budget for 1972 -73. Upon motion by Councilman Flores, seconded by Councilman Beary, and unanimously approved, tentative approval was given to the Parks and Recreation proposed budget for 1972 -73. City Manager Callinan indicated staff's intention to order the Park Maintenance equipment included in the budget with the Councils tentative approval. The Council.indicated no objections. A review was made of the proposed Golf Course budget for 1972 -73. During the discussion on same a proposal from Rapp Construction for guniting the bank of the putting green to prevent its erosion was discussed. Councilman Beary indicated that he had equipment that he could loan to the city for gunite purposes. Discussion was held on the advantages or disadvantages of the city doing the job as opposed to having it done by Rapp Construction. Upon motion by Councilman Flores, seconded by Councilman .Hopkins, and unanimously approved,staff was authorized to have the guniting of the sides of theputting green bank gunited by either having it done by Rapp Construction or by city forces with the project to be coordinated with Councilman Beary who has experience in the gunite field. Upon motion by Councilman Hopkins, seconded by Councilman Smith, and unanimously approved, tentative approval was given to the proposed Golf Course budget for 1972 -73. City Manager Callinan reviewed the proposed General Refund Charge to the water and Sewer Funds. Upon motion by Councilman Flores, seconded by Councilman Smith, and.,unanimously approved, tentative approval was given to the proposed General Fund Recharge to Utility Funds section of,:the 1972 -73 budget. The Council then convened to an executive session with all members of the.Council present and the other staff members ,indicated above also present,to discuss the salary and benefit request,.received,from the Sonoma County Qrganiza- 'tion of Public Employees , Mr..Callinan discussed the Page -3- July 18, 1972 various requests with the Council and solicited and received guidelines from the Council on each of the items contained in the request.
