July 24, 1972
The Council of the City of Rohnert Park met this date in
adjourned regular session, commencing at 7 :00 p.m. in
the City Offices, 435 Southwest Boulevard, Rohnert Park,
California, with Mayor Roberts presiding.
Call to Order The meeting was called to order at approximately 7 :05 p.m.
by Mayor Roberts.
Roll Call Present: (5) Councilmen Beary, Flores, Hopkins, Smith,
and Roberts
Absent: (0) None
Staff Present: City Manager Callinan
Other Present: Lane Wallace, Press Correspondent for The
Clarion
Salary and Wages City Manager Callinan reviewed in detail the Memorandum of
Agreement executed on July 24, 1972 by Mr. George Pavlick,
General Manager of the Sonoma County Organization of Public
Employees and by City Manager Callinan for the City of
Rohnert Park. He also reviewed his memo dated July 21,
1972 to the City Council concerning the proposed salary
schedule for 1972 -73. A lengthy discussion followed.
Councilman Hopkins made a motion which was seconded by
Councilman Flores that the Council. accept the Classifica-
tion and Salary Survey as prepared by the State Personnel
Board but excluding department heads and that the city
adjustment reflect a minimum 4% increase for all classes.
After discussion Councilman Flores withdrew his second
to the motion and said motion died for lack of a second.
Further discussion followed.
Councilman Beary made a motion which was seconded by Coun-
cilman Flores that the Council approve the Memorandum of
Agreement executed with the Organization of Public Employees
and that the Council authorize the necessary changes in
the Personnel Rules and Regulations to make all the agreed
to recommendations in the Memorandwn of Ag pee -inert apylie_
able to all city employees.
Prior to voting on the motion, Councilman Hopkins requested
that the record indicate that he is disappointed that some
of the employees seemed to be'losing out in the salary
survey,; that he feels all employees should receive at least
a minimum cost of living increase; and that he thinks
that some are receiving this but some are being neglected.
Councilman 'Beary's motion was approved by a unanimous voice
:.vote.
Upon motion by Councilman Flores, seconded by Councilman
Beary, and unanimously approved, the Council adopted the

City Manager's recommendations concerning salaries for
1972 -73 as outlined in his July 21, 1972 memorandum with
the adjustments to be effective August 1st.
With the salary and wage program finalized, the Council
agreed that the necessary changes be made in the proposed
budget for 1972 -73 as reviewed and that the budget be
scheduled for formal adoption on August 7th.
Federal Revenue A brief discussion was held concerning what uses the city
Sharing might make of the funds that will be received if Federal
Revenue Sharing becomes a reality.
Congressman Clausen The Council agreed that Congressman Clausen should be invited
to the groundbreaking for the overpass project and should
also be invited to be the keynote speaker at the dedication
of the new City Office building.
The Council indicated that the dedication of the new build-
ing could be held at the latter part of August or during
Founders' Days depending upon Congressman Clausen's schedule
Although it was indicated that dedication during Founders'
Days might be more appropriate.
Sewer Plant Upon motion by Councilman Hopkins, seconded by Councilman
Flores, and unanimously approved, City Manager Callinan
was authorized to allow Blasi Construction Company, the
contractor for the freeway overpass project, to remove from
the city's sewer plant lands any surplus dirt that it is
determined by City Manager Callinan and Superintendent of
Public Works Wiggins is not needed and which might be in
the best interests of the city to have removed at no cost.
Councilman Beary, in voting for the motion, indicated that
city staff should try and receive some funds for the dirt
from the contractor.
Off- street Parking City Manager Callinan advised that the city's overnight
parking prohibition on city streets was going to be placed
in effect in multi - family districts. Discussion was held
concerning putting the program into effect city -wide. It
was suggested that before implementing it in the single -
family districts that a program of seeking public coopera-
tion would be the best way to approach it in the single
family districts.
City Manager Upon motion duly made and seconded, and unanimously approved,
Vacation. City Mapager Callinan was authorized to take a week's vaca-
tion during the latter part of July and first week of August
and his appointment of Bob Albright to serve as City Man-
ager Pro -Tem during his absence was approved.
City Planner Discussion was held concerning the need for a city planner
and the probable delay that will be incurred by the county
in' providing a planner on a fixed time basis under the
contract recently approved for said services. Upon conclu-

lion of the discussion, City Manager Callinan was authorized
to engage, on an interim basis, a planner to provide the
services needed until such time as the County of Sonoma
is in a position to provide the service under the contract.
Bank of America A brief discussion was held concerning the Bank of America's
File No. 0197 proposed facility on the corner of Commerce Boulevard and
the Rohnert Park Expressway and the Planning Commission's
action concerning site plan and architectural approval. The
application, site plan, and commission's action were explain-
ed to the Council but no action was taken by the Council.
Regional Park Councilman Flores initiated a brief discussion concerning
the efforts that should be made to determine if a 100 acre
regional park is to be established within the community's
periphery. He suggested that staff give this item some
priority so the matter can be resolved at an early date.
