1972/08/14 City Council MinutesROHNERT PARK CITY COUNCIL MINUTES August 14, 1972 The Council of the City of Rohnert Park met this date. in adjourned regular session com- mencing at 7:00 p.m. in the City Offices, 6750 Commerce Boulevard, Rohnert Park, with Mayor Roberts presiding. Call to Order Mayor Roberts called the meeting of the adjourned regular session to order at approxi- mately 7:00 p.m. Roll Call Present: (5) Councilmen Be-ary, Flores, Hopkins, Smith, and Roberts Absent: (0) None City Manager Callinan explained the resolu- tion. Upon motion of Councilman Beary, seconded by Councilman Smith, and unanimously approved, the reading of Resolution No. 72-112 was waived and said resolution was adopted. Planning Services City Manager Callinan advised the Council that 'the County will probably not be able to fill the position of planner to provide Staff Present for all or part of the meeting-,, City Manager Callinan, City Attorney Maxwell, County Planner Mel Pederson, and Planning Consultant F. G. Lehmann H Slobodnik A moment of silent prayer was observed for Martin "Speed" Slobodnik who was seriously injured while working. Project No. 1971.2 City Manager Callinan explained the Sonoma. Snyder Lane County Water Agency wanted replacement of the rip rap in Copeland Creek since Argonaut Constructors did not get permission to remove same. City Attorney Maxwell opinioned that since Argonaut Constructors had completec' the project, in accordance with the specifi- cations, it would be in order to accept the project and that any dispute over the rip rap was between Argonaut Constructors and the Sonoma County Water Agency. City Manager Callinan advised that Engineer Hudis was of the opinion that the rip rap was not needed. Upon motion of Councilman Beary, seconded by Councilman Smith, and unanimously approved, the reading of Resolution No. 72-112 was waived and said resolution was adopted. August 14, 1972 planning services to cities for several months according to Mr. Kovathc, Planning Director, and requested an executive session to discuss filling the position on an interim basis from the applications received in response to an advertisement in Western Cities Magazine. Executive Session Mayor Roberts adjourned the meeting to an executive session at approximately 7:15 p.m. Reconvene Mayor Roberts reconvened the meeting at approximately 7:47 p.m. Mayor Roberts announced that it had been decided, during the executive session, to employ a planner on an interim basis and the City Manager and City Attorney were instruct- ed to prepare the proposed contract for Mr. Tom Cordill. File No. 0223 City Manager Callinan read a letter from Sonoma State College Lynn Mullins which expressed opposition to Environs Study the Environs Plan and recommended adoption of one of the several alternatives being con - sidered. The work session opened with questions being asked of Mel Pederson, Sonoma County Planning Department, to clarify some of the map desig- nations and text references. General discus- sion followed. Mr. Pederson, at the request of Council, colored in red the parcels already zoned by the County in the area south of the college and outside the city limits. Discussion followed during which it was suggested that the area south of the college and outside the city limits be designated agricultural since the city had no intention of providing municipal services to said areas in the forseeable future. Mr. F. G. Lehmann explained that plans were approved by the County for a residential development in thl area south of the college but actual rezoning was not done because it was not necessary under county regulations in effect at the time theplans were approved. Councilman Flores initiated a discussion regarding the Benson property on Snyder Lane during which it was suggested that the proper state agency be requested to acquire the Benson property as part of the college campus. City Manager Callinan discussed with the Council the areas inside the Rohnert Park city limits reflected in the Environs Plan and the conflict with the Rohnert Park General Plan. The Council indicated it would like said land uses to remain as shown on the City's General Plan. Mrs. Vida Jones questioned the alignment of Roberts Road in relation to the development of Holiday Park. Mayor Roberts responded that the road alignment could be adjusted as necessary. County Planner Mel Pederson concurred. County Planner Mel Pederson requested that the Council endorse the road patterns in the Environs Plan. Discussion followed. The Council indicated it would like only the existing roads to be included in its recom- mended plan. The Council also indicated it would honor any commitments made by the County whether or not actual zoning had been enacted. In summary, the Council, indicated it wanted the areas outside the Rohnert Park city limits included in the study to be designated agricultural with 10 acre minimum parcels and all the area within the city limits to have the land uses designated as reflected in the Rohnert Park General Plan. Nore Thiesfeld questioned if Mr. Kovatch would be presenting the original plan to the County Board of Supervisors. Mr. Callinan suggested that a special meeting of the Sonoma State College Environs Study Committee be called after the city's plan is formally Page 4. August 14, 1972 adopted to see if the committee would ndorse the city's concept. The Council indicated agreement with the suggestion. Discussion followed regarding amending the text of the Environs Plan to conform to the Council's recommendations. County Planner Mel Pederson indicated he would need approxi•- mately two weeks to prepare a plan reflecting the Council's recommendations and amend the text to conform to said plan. College Name Change Councilman Peary initiated a brief discussion concerning the recent name change for the college. Staff was requested to write to the Chancellor advising that the Council was awaiting a response to its previous letter protesting the name change. Citizen's Advisory A brief discussion was held concerning the Committee possible need for an extension of time for the Citizen's Advisory Committee recommenda- tions. Planning Consultant Lehmann and Com- mittee member Carbone indicated work was on schedule and no extension of time would be necessary.
