I . regula.r.session to order at approximately 7:30 p.m. Roll Call Present: (4) Councilmen Beary, Flores, Hopkins, Smith, and Roberts Absent: (0) None Staff Present for all or part of the meeting: City Manager Callinan) Deputy City Attorney Copper, Engineer Hudis, Acting Planning Director Cordill, and Director of Parks and Recreation Pekkain Presentation by Dr,..r red * Groverman, member Petaluma Hospital Representatives of' District Board of Trustees, was recognized. Petaluma Hospital. He. congratulated the Council for its part in District getting all of Rohnert Park into one school district. Dr. Groverman commented concerning newspaper articles appearing about a year ago regarding a hospital being needed in Rohnert Park which had sparked his interest in serving on the Petaluma Hospital District Board. He introduced -'Dr­ Hamza Munib, board member, and Mr. Joe Horn, Hospital Administrator. .Mr..Horn. gave a slide.presentation showing -the present I 57 bed Hillcrest Hospital facility which reflected overcrowded conditions; related the board's desire to build a completely new hospital in a more centralized site; and advised of the recent hospital planning board hearing at which both Petaluma General and Hillcrest applications for new hospital facilities were denied with. the recommendation that one new 100 bed facility be built. A question and answer period followed. Councilman Beary Councilman Beary left 'the Council Chambers Leaves and Returns during Mr. Horn's slide presentation, the time being approximately 8:10 p.m. He returned at approximately 8:14 p.m. Page 2 October 30, 1972 Councilman Hopkins Councilman Hopkins left during the question and 'answer Leaves and Returns period which followed Mr. Horn's slide presentation, the time being approximately 8:23 p.m. He returned at approximately 8:26 p.m. SB 325 City Manager Callinan reviewed a draft of Transportation resolution prepared by Sonoma County staff.and Development Act written comments concerning the implementation of 1971 of the Transportation Development Act of 1971 (SB 325) prepared by the County Public Works Department and reviewed the Sonoma County Board of Supervisors meeting held earlier this date with Golden Gate Bridge and Highway District representatives present. fie explained there were two alternatives for the city concerning SB 325 funds; one, to turn over a portion of the allocation of funds to the Bridge District and the other would be to submit a claim for the funds to be applied to one of the gas tax fund projects listed in the budget. He advised that all claims for the funds had to be submitted to and approved by the Metropolitan Transportation Commission. Discussion followed regardini bus service in Rohnert Park and the Council's general reluctance to turn over any of the city's SB 325 allocation to the Bridge District until the bus service is improved. Resolution RESOLUTION OF THE CITY COUNCIL OF ROHNERT PARK No. 72143 AUTHORIZING THE FILING OF A CLAIM TO THE METROPOLITAN TRANSPORTATION COMMISSION IN ACCORDANCE WITH THE REQUIREMENTS OF THE TRANSPORTATION DEVELOPM_J1-,NT ACT OF 1971 City Manager Callinan explained the resolution. Upon motion of Councilman Hopkins, seconded by Councilman Flores, and unanimously approved, the reading of Resolution No. 72-143 was waived and said resolution was adopted. Upon mot , ion of Councilman Smith, seconded by Councilman Flores, and unanimously approved, the Mayor was authorized to invite Mr. Luering of the Golden Gate Bridge District to appear before the Council to discuss bus service in Rohnert Park and include-an explanatory note to Bill Lucius that th'e,invitation was not meant to be disparaging to him in any way. Page 3 October 30, 1972 Resolution RESOLUTION OF THE CITY OF ROHNERT PARK No. 72-J44 ESTABLISHING PROCEDURES FOR COMPLIANCE WITH THE REQUIREMENTS OF THE ENVIRONMENTAL QUALITY ACT OF 1970 City Manager Callinan and Deputy City Attorney Cooper reviewed the resolution with the Council. During the review some minor changes were suggested. Upon motion of Councilman Flores, seconded by Councilman Smith, and unanimously approved, Resolution No. 72-144 was approved as amended. Stadium Fund Councilman Beary reviewed Stadium Fund Committee Committee Report activities to date and presented a resolution for consideration. Discussion followed regarding the proposed resolution and various details that must be worked out. Resolution RESOLUTION OF THE CITY COUNCIL OF ROHNERT PARK No. 72-145 CONCERNING A PROPOSED ROHNERT PARK STADIUM City Manager Callinan explained the resolution. Upon motion of Councilman Hopkins, seconded by Councilman Flores, and approved by the following voice vote, Resolution No. 72-145 was adopted: AYES: (4) Councilmen Beary, Flores, Hopkins, and Roberts NOES: (1) Councilman Smith Councilman Smith stated for the record that he voted no, not because he does not support "Che concept of a stadium, but in order to raise $100,000 requires 4,000 homes -to meet principal payments alone; the resolution is very vague and nommit.q the Oit-,7 to course of aotion 1witli no price tag attached and commits the citizens of Rohnert Park without knowing the price tag; we do not know what the stadium will cost or what the facility will be like; when more information is available he will be happy to support the stadium. Councilman Flores stated for the record that the resolution instructs staff to make specific recommendations for consideration and that there will be public hearings for citizens to make their views known in addition to the 1500 signatures received on petitions of support for the stadium. Per Acre Develop- ment Fee Wastewater Treatment Disposal Page 4 October 309 1972 Councilman Beary read a news release from College President McGrath which indicated support for cooperative efforts between the agencies involved. City Manager Callinan reviewed the per acre assessment fee and the need for increased sewer plant capacity. Engineer Hudis reviewed his September 79 1972 report which indicated there were 1423 acres in the city which were unassessed and which recommended that the per acre fee be increased to $1,750 per acre. City Manager Callinan explained -that the fee was used for sewer plant facilities, water facilities, and sewer and water mains 10 inches or larger. He commented that drainage requirements are not included but are taken care of in separate assessment districts. Mr. Callinan advised that he and Superintendent of Public Works Wiggins felt that the *19750 recommendation of Engineer Hudis was somewhat low because of its reliance on 80% grants for sewer plant facilities. Discussion followed. Staff was directed to study the matter further and present a revised estimate for the per acre fee at the next regular meeting. City Manager Callinan advised he had discussed and with Yoder-Orlob and Associates representatives that firms proposed charge of $20,000 'to prepare a project report for the connection to the City of Santa Rosais Laguna plant and had proposed that portions of the report be prepared by Engineer Hudis and city staff in order to minimize costs. He advised that the Yoder-Orlob and Associates representatives had indicated they would work on such a cooperative basis with a comparable reduction in fee. The Council indicated approval to proceed in this manner. Open Space Policy Councilman Smith inquired if his proposed open space formula was scheduled for the next regular meeting. City Manager Callinan replied in the affirmative. Bay Area Air Councilman Smith initiated a brief discussion Pollution Control regarding the Bay Area Air Pollution Control Board Board being given control over service station permits. Page 5 October 30, 1972 Water Tank No. 2 Councilman Flores inquired about the appearance of Water Tank No. 2. Engineer Hudis responded that the natural rusting process for the exterior of the tank would take approximately 3 to 4 years to reach the desired effect. Ile explained that the process could be hastened by application of an acid compound but it had been decided not to do so.
