November 20, 1972
The Council of the City of Rohnert Park met this date in
adjourned regular session commencing at 4:00 p.m. in the
City Offices, 6750 Commerce Blvd., Rohnert Park, with Mayor
Roberts presiding.
Call to Order Mayor Roberts called the meeting of the regular session to
order at approximately 4:00 p.m. and led the pledge of
allegiance.

Approval of Minutes Upon motion of Councilman Hopkins, seconded by Councilman
Smith and unanimouslyapproved, the minutes of October 30
and November 6 were approved as submitted.
Approval of Bills Upon motion of Councilman Hopkins, seconded by Councilman
Smith, and unanimously approved, -the bills presented per
the attached list in the amount of $26,196.64 were approved.
Communications Consideration of incoming communications was deferred until
later in the meeting.
Resolution.No. 72-152 RESOLUTION ACCEPTING QUITCLAIM DEED (Well No. 8)
City Manager Callinan explained the resolution.
Upon motion of Councilman Hopkins, seconded by Councilman
Smithy and unanimously approved, the reading of Resolution
No. 72-152 was waived and said resolution was adopted.
Golden Gate Bridge, Mr. Bill Lucius,. Golden Gate Bridge District Director was
Highway, and Trans- recognized. He introduced Mr. Dale,Luehring, Manager,,
portation District who gave a slide presentation of the bridge, new ferries
Representatives re and new buses, charts shoWina increases in bus and ferry
Bus Service traffic and a decrease in - automobile traffic. During his
comments he mentioned•that more buses will be added in
December giving approximately 200,more seats and six more
buses would be added in February which should.allow more
bus service. in this area,land noted that bus traffic had
increased faster than anticipated. Discussion followed.
Councilman Smith asked if seats were empty on certain buses
during the day, why not run more of those buses through
Rohnert Park in order to pick up more passengers and possi-
bly reduce some of the deficit. -Mr. Lucius and Mr. Luehring
both agreed it was a good point and would refer the sugges"
tion to Mr. White; General Manager for the transit system..

ROHNERT PARK Mrs. Dale Garatti was recognized. On behalf of the
WOMEN'S ASSOCIATION Rohnert Park Women's Association,.she presented a check
to Mayor Roberts for $50.00 for park benches.
EXTERNAL AUDIT Mr. Dan Stolson and Ray Berganti of Touche, Ross & Company
1971 -72 were recognized. They answered questions of the Council
regarding recommendations.made in the 1971 -72 annual audit
and generally discussed.the audit with the Council.
Council. action on the audit was deferred to the next
regular meeting.
File No. 0160 City Manager Callinan advised that Rev. Buerer of the
Berean Baptist Church Berean Baptist Church had requested an occupancy permit for
the new church facility at the Expressway and future Count-
ry Club Drive intersection. He advised he had discussed
with the county a temporary access from the Expressway and
that the church planned to use a generator for electrical
service and a butane tank for gas until P.G. & E. is in a
position to extend utilities down Country Club Drive. lie
explained that delay in construction of Country Club Drive
north of the Expressway was not the fault of the church.
Discussion followed with Rev. Buerer participating.
Upon motion of Councilman Hopkins, seconded by Councilman
Beary, and unanimously approved, a temporary occupancy
permit was authorized for the Berean Baptist Church until
Country Club Drive is completed subject to conditions
recommended by staff.
File No. 0210 A brief discussion was held concerning Parkway Max-ii e and
Parkway Marine remaining obligations to be fulfilled. City Manager
Callinan advised that the firm had been given an occupancy
permit with a commitment to complete remaining items in a
specified time. Council indicated the items should be
completed as soon as possible and directed staff to exert
pressure on the owner to complete same.
File No. 0124 Councilman Hopkins initiated a brief discussion concerning
Home Appliance Co. the mobile home being used as living quarters by Mr. and
Mrs. Norman Francisco and requested staff to check on the
time limit imposed by the City Council for said use.
File No. 0258 City Manager Callinan advised that consideration of
Diversified Diversified Communities application far change in zoning
Communities, had been deferred to the next regular meeting at the
request of Jimmie Rogers, representative of Diversified
Communities.
Music for New Councilman Flores initiated discussion about music for the
City Offices new City Offices, reviewed recent Council discussion and
action on same and his reluctance to approve the music
because of no picnic tables, benches, or barbecues in the
parks which should take'priority but now understood that
the equipment had been 'ordered and would be installed for
use in the spring and therefore felt in a position to act
favorably on the music.

Upon motion of Councilman Flores, seconded by Councilman
Hopkins, and approved by the -following voice vote, the
proposal by Muzak which provides for purchase of the
equipment at $506 and a 5 year service fee of $19758 or a
total of $2,264 was approved:

Trailers Behind A brief discussion was held concerning the two trailers be-

he would check on the matter.
Queen Diane Lancaster Mayor Roberts brought to the attention of the Council that
Diane Lancaster,had been chosen Queen in the Oakland:
Cosmetology Association's Annual Beauty Pageant and will
be going to the state finals to be held in Los Angeles.
He re ' quested that a letter be sent to Diane congratulating
her.
Upon motion of Councilman Flores, seconded by Councilman:
Hopkins, and unanimously approved, staff was directed to
send a congratulatory letter to Diane Lancaster.
ABAG General Assembly. Councilman Hopkins gave a brief report on the ABAG General
Assembly meeting advising that it had been voted to restr-
ict growth to 1.8% per year but that this was not binding,
only advisory, and he does not forsee any problem for
Rohnert Park.
Radar Unit Councilman Smith initiated a brief discussion concerning
the new radar unit being utilized by the Department of
Public Safety.and the lack of any signs posted at the..
entrances:to the city advising of said radar unit. 'Staff
advised that signs had been ordered and would be installed
upon receipt. Discussion was held on suggestions for
wording on the signs.
Councilman Smith also mentioned that an officer had made
a 7VI turn on Commerce Blvd. in front of him which did
not appear to be necessary and requested staff to check on
same.
Commerce Blvd. Councilman Smith initiated a brief discussion concerning
Development the ARCO service station on Commerce Blvd. in Cotati and
that he understood opening was being delayed due to
Environmental Protection Agency regulations.
Stadium Project Councilman Smith initiated a discussion concerning the
Stadium project and the suggestion that $25. per single
family unit be charged to finance same. He commented that
assuming a debt service of $20,000 per year, 800 homes
per year would be required and expressed concern that the

city would be committing itself to growth in order to main-
tain the debt service payments. He noted that the Petaluma
School District had expressed a similar concern and asked
that the matter be scheduled for the next regular meeting
after,staff had prepared some recommendations submitted
by him.
Earlier Meeting Time Councilman Hopkinsi ,initiated a discussion regarding the
4:00 p.m, meeting time, thought it was.:a good idea and
solicited Council reaction to meeting earlier occasionally.
Discussion followed but no action was taken.
Car Wash on Southwest, Mayor Roberts initiated a brief discussion regarding the
Boulevard car wash on Southwest Boulevard, advising he had heard it
had been sold. City Manager Callinan reported that a man
contacted him who had a.sale for the property if the details
could be worked out.

Discussion was held regarding when to have a joint Council-
Planning Commission meeting with Planner F. J. Lehman to
consider the reports of the Citizens Advisory Committee
for. Updating the General Plan.
It was decided to hold said meeting November 27 at 7:30
p. M.
Communications per the attached outline were brought to the
attention of the Council. No action was taken on any
communication except as noted specifically in these minutes.
A proposal from Mr. Clint Mosher to prepare news releases
and newsletters for the city was considered.
Upon motion of Councilman Flores, seconded by Councilman
Hopkins, and unanimously approved, the proposal of Clint
Mosher for services to prepare quarterly newsletters for
the-city at a cost -of $100 each or $400 per year was
approved.
Councilman Hopkins left the Council Chambers at this point
in the meeting, the time being approximately 5:47 p.m.
Councilman Flores initiated a brief discussion regarding
the October Department of Public Safety Report which
reflected 33 reports for disorderly conduct and 33 cases
cleared. He commented that this seemed like a large
number of disorderly conduct cases.
