1972/11/27 City Council MinutesRoll oal Redwood Empire Division, League of California Cities ROHNERT PARK CITY COUNCIL MINUTES NOvember 27, 1972 The, Council of the City of Rohnert Park met this date in adjourned session commencing at .,7:30 p.m. in the City Offices, 6750 Commerce Boulevard, Rol-inert Park, with Mayor Roberts presiding. Mayor Roberts called the meeting of the adjourned session to order at approximately .7030 pm. and led the pledge of allegiance. Presenta (4) Councilmen Beary, Flores, Hopkins, and Roberts Late: (1) Councilman Smith; his time of arrival if specifically noted in the minutes Planning Commissioners present: (5) Commissioners Cincera, Cronin, Grenache, Mullins, and Goff Citizens Advisory Committee members and other interested parties are indicated on the attached sheet. Staff, - present for all or part of the meeting: City Manager Callinan, Deputy City Attorney ,Cooper, Acting Planning Director Cordill, and Planning Consultant Lehmann City Manager Callinan brought�.to the attention of the Council'a letter from Mayor Norville of Corte Madera confirming that the winter meeting of the Redwood Empire Division, League of California Cities,, would be held in Rohnert Park. Councilman Hopkins volunteered to coordi- nate matters for.the meeting. By consensus of Council, Councilman Hopkins was authorized to coordinate matters for the meeting and'act on behalf of the Council as he deems proper. Councilman Hopkins initiated a brief discussion concerning the outstanding athletic programs in the.city, citizens who had approached him regarding expansion of activities to include .a musical program, and commented that he will ,either come up with a musical activity, probably choral, or,will approach the Cultural Arts Commission and /or the Parks and Recreation commission to do so. City Manager,Callinan .suggested ' that an individual active in this type of activity might be approached for leadership assistance. Councilman Smith Arrives, Stadium Project Recreation Facilities and Activities Cultural Arts Commission - Councilman 11opkins Leaves and Returns Page 2.- November 27, 1972 Councilman Smith arrived during the above dis- cussion, the time being approximately 7:36 p.m. Councilman Beary initiated a discussion regard- ing increasing the "Bedroom Tax" $25 for single family homes with the increase earmarked for the Stadium Fund and a public hearing being scheduled for same. Councilman Smith noted he intended to submit a proposal at the next regular meeting for an increase. In the '"Bedroom Tax" for all categories of dwelling units. A lengthy discussion followed. City Manager Callinan suggested a work session at the Council level on how to finance other city,facilities such as fire stations, civic center, library', and similar facilities. The .Council indicated agreement with Mr. Callinan's suggestion. Further discussion followed regarding a public hearing on increasing the "Bedroom Tax" at the next regular meeting during which it was requested that the press publicize same. Upon motion of Councilman.Beary, seconded by Councilman Hopkins, and unanimously approved, staff was instructed to prepare an ordinance reflecting an increase in the "Bedroom Tax" and schedule a public hearing concerning same at the next regular meeting. Mayor Roberts . ifiitiated'a discussion concerning recreation facilities and activities and requested Councilman Beary, ex-officio to the Parks and Recreation Commission, to relay to the Commission the Council's desire that it assume a leadership role in planning recreation facilities and activities. Councilman Flores noted-that there were two vacancies on the Cultural Arts Commission and requested the press to publicize, same. I,is--., cussion followed concerning the Cultural Arts Commission, Cultural Arts Corporation, and the desirability of continuing the corporation. Mayor Roberts, ex-officio, to the Cultural Arts Commission,. i was requested to discuss the matter with the Commission Staff pointed out some of the advantages of'having the corporation. November 279 1972 approximately 8:07 p.m. He returned at approxi- mately 8:10 p.m. Cotati Development Councilman Smith initiated a discussion con- cerning the ARCO station in Cotati on Commerce Boulevard, advising that several conflicting reasons had been given for its not opening and suggested that staff write to ARCO to ascertain ,the status of the station. A lengthy discussion followed concerning the proposed commercial , development in Cotati along Commerce Boulevard, a proposed new road in that area and the corit- mercial development planned for said new road. The condition of Commerce Boulevard in Cotati was also discussed, i.e. the widening of same with no '-striping, controls, or marking of any kind which would alert motorists that the road narrowed from four lanes to two. Cotati Sewerage Mayor, Roberts inquired as to the status of the Meter Cotati sewerage flow meter. Mr. Callinan .,...advised that it had been inoperative and scheduled to.,be repaired according to Cotati city officials. Updating the General Plan City Manager Callinan explained that the purpose of the meeting was to give Planning Consultant F. G. Lehmann some guidance so he could prepare a final updated document that could go to public ,hearing at the Planning Commission level and then to the Council. lie advised that the _Citizens Advisory Committee had submitted reports and Mr. Lehmann had submitted a memo to the Council covering points he would like to discuss with the Council. Mr. F. G. Lehmann was recognized. He reviewed his memo to the Council entitled "Updating of the General Plan and Citizens Committee Reports". ited th Present iaillllllg VJ_ L U Lii e Commissioners to comment first on the reports and the Councilmen to follow. Commissioner Cronin advised he thought generally the reports were very good and that they should be considered point by point. The other Commissioners had no specific comments. The.Council asked questions of Mr. Lehmann con - cerning size of lots, the quality of housing in Rohnert Park, the lack of employment in Rohnert Park which lends itself to a mobile population and similar items. Page 4. November 27, 19 7 2 Mayor Roberts suggested that an industrial development commission be appointed with individuals such as Hugh Codding and Jim Groom as members. Don Jones was recognized and suggested that the `city give more financial support to the existing Chamber of Commerce and encourage the Chamber to obtain the services of at least a part time manager to help advertise and attract industry. Discussion followed. Discussion was held concerning crime and the need to anticipate social problems and provide recreational or other appropriate facilities to deal with same. Councilman Flores indicated he would like to have Director of Public Safety Dennett appear to discuss the matter. It was suggested.that.Mr. Lehmann give his recommendation as to where the spheres of influence should be, that he also recommend the urban service boundary for the city, and give his views in writing on 10 acre minimum parcels of the lands to the east of the city. more Thiesfeld was recognized. Iie expressed concern over several items coming before the Planning Commission in the near future and noted there were recommendations in the Citizens Committee reports on general land use that had sore bearing on same, such as the large mobile home park in.the northern area of the city, land use on the west side of Highway 101, and the large regional park reflected on the present General Plan map. Discussion followed, Mr. Don Jones was recognized. He commented that if an 80 acre park is desired on flat land in the middle of the city then the city must be prepared to pay for it,because it would be much more expensive than a park in the foothills. A lengthy general discussion followed. By consensus of Council it was decided to have Ar. Lehmann prepare a document incorporating the suggestions of the Citizens Advisory Committee and his own where different from the Committee's and submit said document to the Planning Commission for consideration at a public hearing New Year's :eve Councilman Beary, announced that the Rohnert Park Dance Stadium Fund Committee and the Rohnert Park Women's Association were jointly sponsoring a Page 5. November 27, 1972 New Year's Eve dance at the Community Center and extended a general invitation. Citizen's Advisory Councilman Smith complimented the Citizens Committee for Updating Advisory Committee for Updating the General the General Plan Plan on the fine work done. Mayor Roberts noted that each member of the Committee had received a Certificate of Appreciation. Councilman Beary initiated a brief discussion concerning the Parks and Recreation Commission implementing some of the suggestions contained in the Urban Design and Beautification Report.
