March 12, 1975
The Council of the City of Rohnert Park met this date
in adjourned regular session commencing at 7:50 p.m.
in the City Offices, 6750 Commerce Boulevard, Rohnert
Park, with Mayor Roberts presiding.
Call to Order Mayor Roberts called the meeting of the adjourned
regular session to.order at approximately 7:50 p.m.
Roll Cali Present: (5) Councilmen Beary, Flores, Hopkins,
Smith, and Roberts
Absent: (0) None
Staff Present:. City Manager Callinan and Deputy City
Attorney Cooper
Growth.Policy City Manager Callinan presented copies of exerpts from
the Livingston and Blayney report being prepared for
the City,of Santa Rosa entitled "Santa Rosa Optimum
Growth Study ".
City Manager Callinan read a letter dated March 12,
1973 from Miss Sheila-Scott to the City Council.
City Manager Callinan read a letter dated March 9 from
City Attorney Maxwell to Councilman Armando Flores.
Councilman Hopkins read a prepared statement entitled_
"Observations of Growth Policy Proposals" a copy of
which is attached to the original of these minutes.
Councilmen Beary, Smith, and Flores, in order, explained
their views of growth policy and recommended positions
for the city.
Councilman Flores made a motion that the Council
establish a growth control policy encompassing the
nine basic premises on controlled growth which were ,
contained in his February 1, 1973 "Statement on Growth"
which he presented at the February 5th meeting and a
copy of which is attached to the original of those
minutes. Said motion was seconded by Councilman Beary.
Councilman Smith proposed an amendment to tts` motion
to make it understood that all planning proposals be
evaluated by the nine basic premises referred to by
Councilman Flores. Both Councilman Flores and
Councilman Beary assented to the amendment to the
motion.
Mayor Roberts made comments concerning growth's
effect on schools, open space, and community develop-
ment.

Councilman Flores' motion, as amended by Councilman
Smith, was approved by the following roll call vote:
AYES: (5) Councilmen Beary, Flores, Hopkins,
Smith, and Roberts
NOES: (0) None
The Council requested that the motion be put in
appropriate resolution form for Council adoption at
the April 2nd,meeting. A brief discussion followed.
Public Appearances Mr. Ray Springer, resident of Rohnert Park, was
recognized and commended the Council for being pro -
gressive and also indicated he felt pleased with the
progress of the community.
Mr. Jack O'Neel of Young America Homes and President
of the Construction Industry Association of Sonoma
County appeared and indicated to the Council he felt
it was very fair and indicated his association recog-
nized the school problems and would be glad to help
on the bond issue and other efforts to solve problems
created.by development.
Mr. Ernie McCulloh was recognized and commended the
Council on the meeting and relayed his experiences on
meeting many new people coming into the community in
his real estate operation.
Adjournment'- There being no further business, the meeting was
adjourned at 8:45 p.m.

OBSERVATIONS or GROWTH POLICY PROPOSALS

Since I have been somewhat categorized as being against a growth
policy, which is certainly not the case, I want to outline for con-
by my fellow Councilmen my thoughts on the growth policy
since the Council !seems to be headed in the direction of seriously
considering enacting one.
I feerl that the City 'has had a growth policy in
that we cantt allow any more units to be constructed than we can
provide services for, principally sewer and water service. I feel

urge on single family homes. I also supported the increase

or number of units, to be permitted a year. I feel that establishing
any given number has to recognize that the number chosen is arbitrary.
I also am faced with the personal dilemma of deciding which builder
would be allowed the quota. For example, should those firms that
have done a good job to date in Rohnert Park, such as Young America
Homes, Condiotti Enterprises, and Forhim Corporation be given
priority over new builders especially when the newer builders might
do a better job than has been done to date. In short, unless a
realistic program for limiting to a specified number of units and

but by the construction industry and property owners and other
interests, I don't see how I can pledge support for it at this time';

conscientious efforts to develop a;growth policy that the community,
with all its various elements can live with. I pledge my support to
work in apositive and constructive manner on any such policy, but
felt that the above personal observations should be made available
to my; fellow Councilmen and other interested parties'.
