ROHNERT PARK CITY COUNCIL MINUTES April 29, 1974 The Council of the City of Rohnert Park met this date in adjourned regular session at 7:00 p.m, in the City Council Chambers,.6750 Commerce Boulevard, with Mayor Beary presiding. Mayor Beary called the adjourned regular session to order at approximately 7:00 p.m. Present: (4) Councilmen Eck, Flores, Hopkins, and Beary, Absent: (1) Counc . ilman Smith''' Staff Present: City Manager Callinan and Supt. of Public Works Wiggins Others-Present: Mary Lindorf of Yoder-Trotter-Orlob & Associates, Broy Riha, Santa Rosa Director of Public'Works, Cotati City Manager Bob Switzer; Cotati Council members Annette Lombardi and Allen Stansbury, John Gilligan of Murray & McCormick, Lloyd.Harwood, University of California Farm Advisor, press corre- spondents and others as shown on the list attached to the original of these minutes. Mayor Beary recognized Mr. and Mrs. Don Davis of the Rancho Cotate Music Committee. They requested a few minutes delay to allow the Rancho Cotate Marching Band to prepare for its appearance.. ,-,City Manager Callinan bi;oUght to the attention of the Council the progress reports for Mini-bus dated April 22 and 29 submitted by ABCO Cab Co. and also a letter re- ceived from Mrs. Ad R.. Barker which suggested a two month trial period'., for; the e Mini-busser vii b�. - Discussion followed. Councilman Hopkins made a motion, seconded by Councilman Flores to direct staff to.imm,ediately start a study for a dial-a-cab system. Discussion followed. Councilmen Hopkins and Flores amended their motion and second to continue the Mini-bus service for 30 days effective May 1 with the operation of the shopper route on week days and the morning high school and college routes on weekdays and directed staff to present an alternate program for operation at the end of the 30 day period. Discussion followed during which City Manager Callinan solicited guidance from the Council for an alternate program. Page 2. April 29, 1974 Councilman Hopkin's motion to continue the shopper route and morning high school and college routes on weekdays was approved by the following roll call vote: AYES: _(4) Councilmen Eck, Flores, Hopkins, and Beary NOES: (0) None Mr. and Mrs. Don Mr..and Mrs. -.Don Davis of the Rancho Cotate Music Com- Davis, Rancho Cotate mmittee were recognized. They presented Jeri Cochran, Music Committee _ President of the Rancho Cotate Band. Miss Cochran expres- sed thanks and appreciation to the Council for making it possible for all the band members to have uniforms. She then presented the Rancho Cotate High School Band which marched into the Council Chambers and played several selections. ,Mr. Wright, Band Director, appeared and expressed thanks and appreciation to the Council and the community for making the new band uniforms possible. Mr. Don Davis appeared and also expressed thanks and appreciation and presented a plaque of the United States Constitution from the band as a token of its appreciation. Mayor Beary responded with thanks and appreciation on behalf of the.Council for the plaque. Wastewater Treatment City Manager Callinan advised that the public hearing on Public Hearing the proposed watewater treatment and disposal project was being held in accordance with State grant require ments, notice of-the hearing had been given by publica- tion in local newspapers and by mailing to,groups,and individuals on a - mailing list provided by the Regional Water Quality Control Board and to others who had expres -- sed an interest to the City..:He further advised that copies of the original and supplemental reports prepared by Yoder- Trotter-Orlob & Associates had been made available for inspection by the public at several loca- tions. Mr. Mary Lindorf, Yoder - Trotter -Orlob & Associates, reviewed, explained, and answered questions on the origi- nal and supplemental reports submitted by his firm. City Manager C'allinan read into the record letters receiv- ed,from Mr Paul Golis, Mr, Hugh B. Codding, Mr. Howard Siskel and .a telephone communication from Councilman Smith. There being no one further desiring to speak, Mayor Beary declared the public hearing closed. Councilman Hopkins made a motion, seconded by Councilman .,Flores, to go on record as supporting Plan 3B (variable). Discussion followed. Councilman Hopkins motion was approve d by the following roll call vote: AYES: (4) Councilmen Eck, Flores, Hopkins, and Beary NOES: (0) None ABSENT: U) Councilman Smith Recess Mayor Beary declared a recess at this point in the meeting, the time being approximately 9:12 p.m. Reconvene Mayor Beary reconvened the meeting at. approximately 9:30 p.m. with all Councilmen except Councilman Smith present, Youth Council Jeff Roberts and Randy Robinson appeared on behalf of the Rancho Cotate High School Youth Council and solicited Council assistance in sending the Youth Council to the Youth Coalition Convention to be held in Southern California during May. Discussion followed. Upon motion of Councilman Hopkins, seconded by Councilman Flores, and unanimously approved, up to $800 was committed to send the-Youth Council members and Instructor Don Kite to the Youth Coalition Convention as requested with the under-standing that support will be solicited from other appropriate groups and agencies to share in the cost. Youth Employment City Manager Callinan reviewed his memo to the Council Service dated April 29 concerning the Youth Employment Service. Discussion followed. Upon motion of Councilman Hopkins,,seconded by Councilman Eck, and unanimously approved, staff was authorized to proceed as follows: 1. Send ­a letter.over the Mayor's signature to the Sonoma County Board,of,:S.upervisors supporting the request of the Sonoma County.-Youth Employment Council for funds. 2. Disbursal of $1,300 to the Sonoma County Youth Employment Council as Rohnert Parkts share of initiating the program in the Rohnert Park-Cotati area as soon as Page 4. April 29, 1974 possible. 3._ Formally request the City of Cotati to join in the program with a contribution of $500. Mini -bus Advertising Mayor Beary read a letter dated April 29 from Lyle Amlin Publisher of The Clarion, regarding advertising for the Mini --bus system. Discussion followed. Upon motion of Councilman Hopkins, seconded by Councilman Eck, and unanimously approved, advertising for the Mini - bus will be carried in the Clarion as outlined in Mr. Amlin's letter. Jan Kravitz Jan Kravitz was recognized, and made general philosophical comments'regarding growth and planning processes. Dis- cussion followed. Councilman Hopkins Leaves Marren Hopkins 13allock Farming Agreement Councilman Hopkins left the Council Chambers during Mr. Kravitz' comments, the time being approximately 10:00 P.M. Mr. Warren Hopkins, 7552 Bonita, was recognized and spoke as a private citizen. He commented on remarks made during the public hearing on wastewater treatment concerning the overpass. City Manager Callinan brought to the attention of the Council an'agreement with Mr. Keith Hallock to use some city property behind his home for gardening purposes and objections "now being raised by a neighbor. He advised that attempts were being made to work out any differences between the neighbors. Planning Commission - City Manager Callinan advised that the Planning Commission Council Social had regiuested a social function be scheduled for the Function Planning Commissioners and Councilmen. The Council indi- cated that such a function was agreeable and should be scheduled. Malcolm Hubley Mr. Malcolm Hubley, 135 Alma Avenue, was recognized and inquired about procedures involved if Mayor Beary should be elected to the Board.of Supervisors. City Attorney Flitner responded that the Council had 30 days within which to_fill.a vacancy by appointment under State law,`and if no•appointment,was made then an election would be held. Mr. Hubley solicited a commitment from the Council to hold an election should the subject vacancy occur. Discussion followed during which it was indicated that the request for an election was premature but could be made again after the June primary election. Willis Brock Mr. Willis Brock was recognized. He expressed thanks to to the City for cleaning up the bike path area behind his house and asked what was being planned for development of the bike path area in Holiday Park. City Manager Callinan responded that the City has tentative- ly committed $10,000 of 1974 -75 SB 325 funds for develop- ment and any further funds could not be considered before the 1974 -75 budget sessions. Mayor Beary indicated that he felt that no funds should be spent on the bike path and requested staff to send each Councilman a copy of the recent Palo Alto study concerning use of bike paths. Malcolm Hubley Mr. Hubley was again recognized. He discussed with the Council the lack of sidewalks on Commerce Blvd. near the Park Plaza Shopping Center adjacent to undeveloped property and the bike path in the area. Discussion was also held concerning the recent widening of driveways at the Park Plaza Shopping Center. April 29, 1974 Councilman Hopkins Councilman Hopkins returned to the Council Chambers Returns during the above discussion, the time being approximately 10:15 p.m. Rancho Cotate Friends Coun ilman Flores advised that there were two organiza- of Music tions supporting the music program at Rancho Cotate High School and in some aspects their goals are mutual and some are diverse. He read a letter from Lynn Niquette, Chairman, Rancho Cotate Friends of Music, which expressed thanks for Council assistance in obtaining new uniforms for the high school band. Loud Music in Cotati Councilman Flores gave a letter to Mayor Beary from Plaza Mrs. James Smith dated April 21 and requested that it be read into the record. The letter complained of the loud music being played in Cotati Plaza on Sundays. Upon motion of Councilman Flores, seconded by Councilman Hopkins, and unanimously approved, a letter will be sent over the Mayor's signature to the City of Cotati requesting that the volume be decreased for music played in Cotati Plaza on Sunday afternoons. Lyle Amlin Mr. Lyle Amlin was recognized. He asked City Attorney Flitner about citizen's rights with regard to noise; should a peace disturbance complaint be made? City Attorney Flitner responded that if Cotati had a noise ordinance that it could be used to reduce the level of volume on Sunday afternoon music. A brief discussion followed.
