The City Council of the City of Rohnert Park met

at 7:00 p.m. in the City Offices, 6750 Commerce
Boulevard, Rohnert Perk, with,Mayor Flores
presiding.
Mayor Flores called the meeting of the adjourned
regular session to.order at approximately 7:09p.m.
and led the pledge of.allegiance.
Present: (5) Councilmen Beary, Hopkins, Roberts,
Smith and Flores
Absent: (0) None
Staff and officials present for all or part of the
meeting: City Manager Callinan, Supt. of Public
Works Wiggins,.Director of Public Safety Dennett
Mayor Flores informed - ,..that the purpose of the
meeting was to consider a portion of the March 4th
agenda; which was continued to this date.
Water Main from City Manager Callinan,adv sed that the city's
Beverly Drive to engineer was. stuoying;.the feasibility of construct-
Lancaster Drive ing a water main to,c.onnect the Beverly and East
Cotati Avenue water mains.

system, booster pumps, and water main sizes in
Holiday Park area. Discussion followed.
City Manager Cal.linan; informed that correspondence
had.been received from the City of Cotati concern-
' ing.the East Cotati water mama of the,Sonoma,
County Water Agency.,,He advised that the matter
would be discussed with the Council when Engineer
Hudis was present.
Agricultural City Manager Callir'ian reported that a meeting had

Stanley Poncia use.of the City's wastewater during the summer
months for. irrigation and generally described
varioup provisions to be included in the contract.

Mrs. Gloria Mrs. Gloria Garrett, member of the Rohnert Parkin
Garrett, Rohnert Cotati Elementary School Board, was recognized and

cooperation with the City. Discussion followed
between the Council and Mrs. Garrett, with
Mr. Maurice Fredericks participating.

Councilman Hopkins commented on the booking of the
Community Center and suggested that a study be
done to determine if a policy should be adopted

Bus
Councilman Beary initiated a discussion concerning

the Council's authorization for a bus system in
Rohnert Park and its cost to the City.
City Manager Callinan advised that the Kaiser
Engineer's transportation study would be submitted
within the next week and suggested that the Council
make a final decision after reviewing the document.
Discussion followed.
Open-Space
Councilman Smith inquired if the City had met the
Plan
December 31st deadline in submitting its open space
plan to the state. City Manager Callinan responded
that the City's provisions for open space were
contained in the General Plan.
Gas Shortage:
Councilman Smith initiated a discussion concerning

a proposal which he submitted concerning special

provisions for handicapped individuals to obtain

gas during the energy shortage. He proposed that
the Rohnert Park- Cotati gas stations be required
to assure certain handicapped peoples allotments
of gas upon issuance of a sticker.
Upon motion of Councilman Smith, seconded by
Councilman Beary, and approved by the following
vote, staff was directed to advise the area's

In response to a question from the Council, City
Manager Callinan advised that the Planning
Commission would be considering at its next
meeting the Cotati Performance Center's use
permit in regards to their not complying with
originally approved signing and installation of
landscaping.
Councilman Roberts reminded that the Council's
approval of the lot split for said project and
subsequent development of the second lot was
contingent upon proper completion of the first
phase.
City Manager Callinan advised that the City
4 Engineer's proposal for . Holes 4 and 6 would be
presented at the March 18th Council meeting.
Mayor Flores apologized to Mrs. Salo, who had
attended the meeting in order to hear the report,
and advised that a copy of the report would be
made available . to her.

that the Council authorize staff to initiate
acquisition of -thevehicles. Discussion followed.
Councilman Beary moved that staff be authorized
to initiate acquisition of the three police
vehicles. Said motion was seconded by Mayor
Flores.

Faraudb Property
Councilman Smith requested that the Parks & Recrea-
tion Commission submit their reasons for not
considering the Faraudo property for a park site.
Councilman Roberts commented briefly that he
would not be voting on any items before the Counci
complimented city staff, and addressed Mr. Eck
concerning responsibilities of a Councilman.
Overlay Adrian
Mayor Flores reported that some residents on
Drive:
Adrian Drive were having difficulty going into
their driveways because the overlay was higher
than the gutter.
Supt. of Public Works Wiggins explained that when
the weather broke the matter would be corrected.
Vietnam Veterans
Mayor Flores proclaimed March 29th Vietnam., ,
Day
Veteran's Day in Rohnert Park for the American
Legion Post No. 338.
Holiday Park
Mayor Flores commented briefly on the concern

After discussion Mayor Flores withdrew his
second and the motion died for lack of a second.
Fire Services City Manager Callinan requested that staff be
Vehicle authorized to acquire an additional fire services
vehicle and described the requested vehicle and
its use.
Councilman Beary moved to authorize acquisition
of an additional fire services division vehicle.
Mayor Flores seconded the motion.
After discussion both Councilman Beary and Mayor
Flores withdrew their motion and second respect-
tively.
Ordinance No. 224 AN ORDINANCE APPROVING ISSUANCE OF REVENUE BONDS
BY ROHNERT PARK CIVIC COMMISSION
City Manager Callinan explained the ordinance.
Upon motion of Councilman Hopkins, seconded by
Councilman Beary, and approved by the following
roll call vote, reading of.Ordinance No. 224 was
waived and said ordinance introduced.

ABSTAIN: (1) Councilman Roberts
Recess Mayor. Flores declared a recess at this point in
the meeting, the time. being approximately 9:02p.m.
Reconvene Mayor Flores reconvened the meeting at approxi-
mately 9:14 p.m.
State Disclosure City Attorney Flitner explained that the disclo-
Laws sure law provided that a local agency could
designate persons required to file a disclosure
statement, i.e. department heads, etc.
After discussion between the Council, City Manager
and City Attorney the following positions will be
designated to file a disclosure statement in the
policy resolution being drafted for Council
consideration:

Discussion followed concerning necessity of the
City's consulting engineer filing a disclosure
statement.
Environmental
City Attorney.Flitner.advised that the City's

environmental quality guidelines were adequate

Mrs. Salo, 367 Bernice Avenue, was recognized and

Discussion was Initiated concerning entrances to
Plaza Shopping

Upon motion of Councilman Smith, seconded by
Councilman Beary, and approved by the following
vote, the Council officially requested Mr. Garriscn
to take whatever action is necessary to alter
the Park Plaza Shopping Center's driveways to
make them less hazardous.

Mrs. Salo
ABSTAIN: (l) Councilman Roberts
Mrs Salo was again recognized and inquired if a
golf course engineer was.preparing the report for
the City and described-at length scheduled
tournaments and golf course facilities. Discus-
sion followed.
March 18th Councilman Beary moved that the Council's
Council Meeting March 18th meeting be rescheduled from 4:00 p.m.
to 7:00 p.m. Councilman Smith seconded the motion

Councilman Beary, and approved by the following
vote, any controversial items would be deferred

Mr. Bryce Sunderow inquired if the Council intended
to meet twice on March 16th. Mayor Flores
responded that the Council would meet at 4:00 and
again at 7:00 p.m.
Mr. Gary Sterner - Mr. Gary Sterner was recognized and discussed at
Transportation length with the Council members and staff the
Service to Rohnert ''possibility of "Dial --a -Cab " service, permits,
Park Residents routes, cost and days the city's transportation
service would be offered.
Upon motion of Councilman Beary, seconded by
Councilman Hopkins, and approved by the following
vote, "Dial -a -Cab" service was to be initiated
with Mr. Gary Sterner charging 25t per passenger
and no charge for senior citizens 62 or over.

Adjournment There being no further business, Mayor Flores
adjourned the adjourned regular session to
March 12th at 6:00 p.m. and then adjourned to
executive session at approximately 10:23 p.m.

Council met in executive session commencing at
approximately 10:25 p.m. with Mayor Flores and
Councilmen Beary, Hopkins and Smith and Council
Elect Eck and City Manager Callinan present.
Discussion was held concerning a personnel matter.
The executive session was adjourned at approxi-
mately 10:30 p.m.
