The Council of the City of Rohnert Park met
this date in regular session commencing at
7:25 p.m. in the City Offices, 6750 Commerce
Boulevard, Rohnerr Park, with Mayor Flores
Presiding. The regular session was preceded
by an executive session which commenced at
7:00 p.m. and at which all Councilmen except
Councilman Roberts, and City Manager Callinan
were present, and which was held to discuss
personnel matters.
Call to Order
Mayor 'Flores called the meeting of the regular
session to order at approximately 7025 p.m.
and led the pledge of allegiance.

had been held prior to the regular meeting to

Approval of Minutes
Councilman Smith stated he would like the
February 19th minutes, Page 9, concerning
File 0254D, Country Club Estates, Sub. No. 5,
Units A & B, changed to reflect that the 41final
maps will he referred back to the school
districts for - specific comment by.the school
districtq on whether, in the opinion of the
school districts, that this specific subdivi-
sion would have a detrimental effect on the
quality of education in the Petaluma High
School or Cotati- •.Rohnert Park Elementary
School Districts.'
Upon motion of Councilman Smith, seconded by
Councilman Beary, and unanimously approved,
the minutes of February 19th were approved as
corrected.
Approval of Bills
Upon motion of Councilman Hopkins, seconded by
Councilman Beary, and unanimously approved, the
bills presented per the attached list in the
Communications
Page 2.

amount of $41,475.28 were approved.
Communications per the attached outline were
brought to the attention of the Council. No
..'action was taken on any communication except
as specifically noted in these minutes.
Parks and Recreation, Mayor Flores noted the communication from
Commission several of the Parks and Recreation Commis-
sioners expressing appreciation for being
able to attend the California Parks and Rec-
reation Society Conference and advised he
would like.to send a letter back to those
commissioners expressing appreciation for
their taking the time to attend said confer-
ence. The Council indicated no objection.
Bus Service At the request of Councilman Smith, City
Manager Callinan read correspondence exchanged
between Councilman Smith and staff of the
Golden Gate Bridge, Highway, and Transporta-
tion District concerning improved bus service.

City Manager Callinan explained the resolution.
Upon motion of Councilman Hopkins, seconded by
Councilman Beary, and unanimously approved,

the reading of Resolution No. 74 -28 was

Open Space Bond
Measure
Discussion was held concerning the open space
bond measure and whether or not to place it
on the'June ballot.
Upon motion of Councilman Hopkins, seconded
by Councilman Smith, and unanimously approved,
further consideration of the matter was defer-
red to the March 18th meeting.

matter had been referred to both school dis-
tricts (Petaluma High School and Cotati-
Rohnert Park Elementary) and read the respon-
ses from both districts which reflected that
alternate school schedules would be required
to accommodate the estimated students to be
generated in the subject subdivision.
City Manager Callinan advised that Councilman
Beary had requested him to advise how many
lots had been approved for the northern area
He reported there were recorded maps for 3671
lots and approved, but not yet recorded, maps
for 206 lots. A lengthy discussion followed.
Councilman Smith made a motion, seconded by
Councilman Beary, to deny approval of the
final maps for Country Club Estates, Sub.
No. 5, Units A 8 B for the following reasons:
1. The City had already approved adequate
housing for the foreseeable future.
2. The City had already approved suffici-
ent housing to pose an immediate prob-
lem in the schools which would have 'a
detrimental effect on education.
3. Should this subdivision be developed
there would be a continuing detrimental
effect on the quality of education.
A lengthy discussion followed concerning cap-
acity of schools, sewer facilities, and other
municipal services.

Mr„ Jimmie Rogers requested and received per-
mission to speak. He commented that the u nits
already approved for the northern area would
make the area one to be.proud of; but that
buyers would have to .earn in excess of $24,000
per year to qualify and he hoped to get a pro-
gram going on some less expensive homes. He
asked if it would be possible to cover the
discussion again which had been missed by
Councilman Roberts.
Mayor Flores..stated that a considerable amount
of.time had already been spent an the matter
and.the Council must move along to the rest
of the. agenda items but that it would be
rescheduled for the next regular meeting.

the city will pay for said system on the park
grounds and will provide the water.
City Manager Callinan advised that the Parks
and Recreation Commission had approved the com-
bined concession stand and restroom facility
proposed for construction in Colegio Vista
Park by City forces and work on same will be
proceeding.
Mayor Flores declared a recess at this point
in the meeting, the time being approximately
8:40 p.m.
Mayor Flores reconvened the meeting at approxi-
mately 8:52 p.m. with all Councilmen present.
City Manager Callinan read the letter of appeal
dated February 22, received February 25, sub-
mitted by Hilda Polak Haselwood.
Mrs. Haselwood was recognized. She commented
that it had been interesting to note that a
negative declaration had been filed for the
subject project since there was a sizable num-
ber of residents who had objected, that there
was a water problem in the area around Rohnert
Park which had become more acute the past year,
.but no one can say it is due to Rohnert Park
development because no report has been done.
She pointed out that the city had the option
of hooking into the Sonoma County Water Agency
aqueduct but had not done so since this was
more expensive than drilling wells. She
stated there was no way of getting all the `
answers to water questions without an extens-
ive study,,that Engineer Hudis' report recom-
mended that such a study be done, so why not
have the study before drilli g any more wells.
..She quoted Engineer Hudis as stating there
was no significant decline in the water table
but the.-graph on display reflects that it is.
declining. She noted that the Planning Com-
mission had ruled that no Environmental Impact
Report was required, but not that wells could
be drilled. She stated she felt there was a
very real question of depleting a natural
resource.
In response to a question from the Council,
Mrs. Haselwood commented she did not feel that
it was the responsibility of the group she rep-
resented to participate in the cost of an in
depth study.
City Manager Callinan read a letter from the
Bennett Valley Grange dated March 2 which ex--

pressed opposition to drilling wells in the
Rohnert Park area and a letter from the State
Department:of Water Resources dated March 1,
1974 with an outline of work attached which
would be performed in an in cle p t "h

would take approxima.t4:ly three years to complete
Planning Director Skanchy read the Notice of
Determination for a,regative declaration for
the subject project.. ,
City Attorney Flitner advised the Council
that it could question the staff findings to
support a negative declaration; that Mass
Haselwood had challengd the Council but had
presented no specific findings, but merely
objected to the project.
General discussion followed during which sev-tl
era? portions of Engineer. Hudis' report were
questioned such as the relevancy of the Card-
well report since it,was done in 1954; that
Rohnert Park wells can produce 1,000 gallons
per minute, but:are held to 300 due to sand,
why such is the case, and like matters.
Councilman Hopkins made a motion, seconded by
Councilman Roberts, to set the matter for pub-
lic hearing ova March 11. at 7:00 p.m, at which
only this matter would be considered plus the
review of construction bids and possible award

City Manager Callinan advised that the Council
should hear discussion on the matter with an
open mind, and for that reason he had purpose-
ly not discussed it with any of the Council®
Councilman Roberts stated for the record that
he had seconded Councilman Hopkins' motion be-
cause hes_had.had a, very busy day in his busi-
ness, had,received. word of a death in the fami-
ly, and,had been.approached by a local attor-
ney earlier in the day about the subject
matter;,-hat he had advised the man he did
not wish;. to discuss it prior to this meeting,
but the titorney persisted and now he felt
that he should do some checking before voting,
and would prefer to make a decision when his
mind was clearer.

Upon motion of Councilman Hopkins, seconded
by Councilman Smith; and unanimously approved,
the majority of the remaining agenda items
were deferred to March 11.
The hearing of Mrs. Haselwood's appeal then
continued:
Engineer Hudis was recognized. He clarified
that the study he had recommended in his re-
port should be an in depth study of the water
basin, not a full blown EIR; that the aquifers
in the basin can produce 1,000 gallons per
minute and the water so produced is accept -
able for agricultural use; that it is not
only his opinion, but also the opinion of
Mr. Robert Ford of the State Department of
Water Resources, that the water table had not
dropped since increased pumping was begun in
1957. A lengthy discussion followed with
Engineer Hudis participating.
Engineer Hudis stated that he was positive
that two more wells would not affect the
ground water any more than the nine wells
already here. He also commented that if
Rohnert Park does not drill wells prior to
preparation of''a study that new wells should
not be drilled in the rural areas either. He
also commented that Mr. Bartley of Bartley
Pump, had estimated that 30 million gallons
of water were pumped from the basin each year
which was about 11100 of to of the supply.
City'Manager Callinan advised that the U.S.
Geological Service, based on the Cardwell
report, believed there was plenty of water
here; that Mr. Ford of the State Department
of Water Resources had stated there is evi-
dence based on information from the State
monitoring of two wells that there has been
only an insignificant drop in the water table
over the last 20 years; that all information
from a technical standpoint confirms that
there is plenty of water here; that staff
would not recommend drilling of two more
wells if such were not the case; that staff
only entertained the thought of providing
water to Petaluma because Rohnert Park is
over a large water basin; and that the re-
charge basin is from the area to the west.
Mr. Callinan explained the map displayed
showing the locations of the wells in the
area belonging to those who spoke at the
Planning Commission hearing or submitted

letters, pointed out the line on the map
showing the boundary between water basins,
and,revaewed.his memo to the Council dated
February 28 concerning the project.
Mr. Callinan,"responding to a question from
Mrs. Haselwood, advised that the State did
not consider a 15.20 .foot drop in the water
table significant.
Engineer Hudis explained the water table
chart on display and stated that Mr. Ford
had advised-there was a sufficient water
supply.and that the Sonoma County Water Agency
agreed o
Miss Haselwood commented that Gordon Miller
of the�S:gnoma County Water Agency had stated
that no city,should grow to this size relying
on ground water but should obtain water from
the aqueduct
Mr. Glenn Durden, 872 Santa Alicia Drive, was
recognized. He'commented that the 14 names
of well owners shown on the map displayed and
the size of the audience would seem to justify
the need for a study."
Mr. Jan Kravitz of.Cotati was recognized. He
commented that an EIR should be demanded for
the project; that the group of well drillers
should not be asked to participate in the cost

to help, specifically'referring to the Shappel
area; that city staff had stated there was a
limitless supply of water here, but an EIR
should" be obtained to verify this; that the
Sha.ppel area_,development should have had an
in depth study but the 'city approved the 680
acres for development with only city staff
reports.
Mr. David Eck, 7075 Adele, was recognized.
He commented he felt the engineer's report
was incomplete; that it"should include the
test wells to show the downhill elevation;
the pumping rate of the'two test wells moni.-
tored,by the State should be shown; and what
effect,pumping has on the lateral recharge
rate"..
Engineer Hudis advised that the two test wells
monitored by the State` were static wells and
not pumped.
Mr. Eck continued that there seeemd to be many
wells with problems in the Myrtle Avenue area;

that there was nothing in the report refer-
ring to land subsidence which had occurred in
the Long Beaoh area as a result of oil well
pumping.
Mr.. Paul Golis of Rohnert Park was recognized.
He commented that there was the same amount of
water in the world today as one million years
ago; that the Cardwell report was made over
many, many years; that the report was fin -
ished in 1954 but not published until 1958;
that the U.S.G.S. had been continuing the
water study ever since; this report should
be made a part of the city records and could
be obtained,from the State; that Rohnert Park
had already committed to the wells but what
we should be worried about is the effect of
drilling; should always have a couple of wells
in advance but there may be economic reasons
for not doing that; if the people who have
complaints.would give specific allegations
then well drillers could probably offer solu-
tions; that the underground water here is a
resource and there is no reason why it should
not be used; the Cardwell report says there
is a million acre feet of water in the Santa
Rosa plains with 160,000 acre feet below
Rohnert Park and as it replenishes itself it
becomes better quality - more like rain water.
Mr. William Doty, 335 Bassett, was recognized.
He inquired if there is adequate water for
(1) the existing Rohnert Park population; (2)
peripheral residents; and (3) continuing
growth in Rohnert Park. He stated the answer
seemed to be rather uncertain; that the only
information available seems to be the report
prepared by Engineer Hudis which was based on
the 1958 Cardwell study and cited the age of
the study and the wide scope of same, i.e. the
entire Petaluma and Santa Rosa valley area;
and according to Engineer Hudis' report there
is limited information and asked if a negative
declaration should be accepted based on limi-
ted information. He stated there was no abso-
lute requirement for an EIR, but if the Council
was not convinced there was adequate information
then it must reject the negative declaration;
the effects of not having an EIR could be
devastating; that if an in depth study is
going to be done, why go ahead and drill the
wells; and asked what if the study shows that
the wells are detrimental, then all the money
invested in the wells would be wasted.
Mr. Bryce Suderow of Rohnert Park was recog-
nized. He asked how long the in depth study

.would take.. City Manager Callinan advised
one to three years; that one consultant had
said he could do it in one year, but the State
had estimated three years.
Mr. David Brown, Kelly Lane, Cotati, was rec-
He stated,.that Gordon Miller of the
Sonoma County.Water Agency had stated such a
report would take at least two years; that
the well owners in the rural area feel the
project should have an EIR; that the City is
not using its wells at full capacity and
should have a study before doing so; that
staff agreed that all the facts were not known;
that some wells in the rural area are failing
and it is not known if this is Rohnert Park's
fault; but when there is proof that there is
adequate water then the rural area well owners
will be satisfied.
Mr.. Jim Elliott, Becky Court, Rohnert Park,
was recognized. He asked about the recharge
and City Manager Callinan advised that Mr. Ford
says it is from the west and even in light
,rainfall years ,there :is good recharge of the
.basin. Mr. Elliott further commented that if
it was not considered necessary to construct
schools and sewer facilities in advance, he
could not understand why it was necessary to
'drill wells in advance.
Mrs. Lillian Vaughn, 369 Bonnie Court, was
recognized. She com e_nted that -nn PTP rj,oIIA
give a wide range of information; that she is
very concerned about the diminishing wild-
life in the area; .is in favor of having
higher water rates to discourage wasting of
water; that all the people in the valley must
be considered, not just Rohnert Park; and
accused the City Council of having a "cowboy"
mentality in a space age.
Mr. Paul Golis.was again recognized. He com-
mented that the proposed study is not a growth
study; that there were 10,000 wells in Sonoma
County in 1958 and there is a detailed study
which is being kept up to date; that when he
started Rohnert Park he drilled three wells
and wells had provided Rohnert Park with ample
water and the cheapest water of any place in

,Mr. William Doty was again recognized. He
comment0d.he would like to have an in depth
study or an, EI,R and if it is negative then
there would be no problems, but if it should

be:positive, then many problems may be en-
countered which could have been avoided; that
if the wells would have a damaging effect on
the existing water supply, should completion
of the wells be delayed or should it be done
now; that he is not against growth, but sees
a potential inequity if the wells would harm
the existing water supply; that if the study
would take too long, then perhaps an independ-
ent engineering firm from outside the county
could be engaged to state there will be no
problem; that the material presented is
either inadequate, or if not, the Planning
Commission and City Council have not had
enough independent analysis.
City Manager Callinan reviewed staff recom-
mendations for drilling of the wells; i.e.
it was suggested to the Council in 1973 that
in developing additional wells that bids be
called for test wells and to make it a sepa-
rate project to install the pumps, motors,
and other equipment necessary to put the wells
into operation; that it was felt there could
be .a savings to the city if it was done in
two phases since there was only one well dril-
ler in the area that had a bit large enough
to drill the wells required, but other well
drillers could bid on the second phase of the
project to put the 'wells in operation.
Mr. Callinan reviewed the project to date:
1. The Planning Commission gave environ-
mental approval. to Project No. 1973-11, Wells
10 and 11.,for two test wells; a contract was
awarded and the wells are being drilled.
2. That proposals were solicited for a
report in connection with Phase IT from Con-
verse, Davis & Associates as well as the USGS;
Converse-Davis estimated 4-6 months to do the
report at an estimated cost of $189000; in the
meantime it was discovered that the State
Water Resources Agency was doing a report for
the Sonoma County Planning Department, that he
had approached the State Agency and it was sug-
gested that the City, County, State, and USGS
do a cooperative study; that staff had decided
to pursue this suggestion since the Converse-
Davis report would just be a compilation of
information on file and had therefore recom-
mended Ithat the State'Water Resources Agency
prepare the report so the City could not be
attacked for having an in-house report.

3. That the wells would be needed to ser-
vice the northern urea;
4. That city wells are. sealed off at 75 ft.;

historically been below 150 feet, and that
many of the perforations are below the 300
foot level;
5. That both the State and the Cardwell
report state there is a 'lot of water in the
basin;
6 That many problems of well owners are
not due.to lack of water but due to shallow
wells,
7. That local well drillers have advised
that there is no severe drop in ground water;
8. That Engineer Hudis had stated, based
on information available at present, that
these two wells will not affect the ground
water and this had been confirmed by the
State;
9. That the State Water Resources Agency
says a good study cannot be obtained in less
than two years.
Mr. David Brown was again recognized. He
commented that he is not unhappy to know there

Discussion followed during which it was
reiterated that the group of well owners
present would like to have Rohnert Park obtain
its water from the Sonoma County Water Agency;
it was also explained that Miss Haselwood had
made a presentation to the Sonoma County
Board of Supervisors expressing opposition
to drilling of wells in the county area.
Mr. Van Eaton, 9405 Willow Avenue, Cotati was
recognized. He commented that if it should
become necessary to abandon wells in Rohnert
Park that it would be too late to contract
for water from the aqueduct and suggested that
the city contract now for water from the aque-

Haselwood participating.
In response to a question from the Council,
City Manager Callinan advised that if the wells

were not put into operation increased demand
,during peak periods of use would cause a de-
crease in water pressure.

DETERMINATION OF THE ROHNERT PARK PLANNING
COMMISSION THAT THE PROJECT COULD NOT HAVE A
SIGNIFICANT EFFECT ON THE ENVIRONMENT, FIND-
ING THAT THE PROJECT DOES NOT HAVE A SIGNIFI-
CANT EFFECT ON THE ENVIRONMENT AND DETERMINING
THAT A NEGATIVE DECLARATION SHOULD BE FILED
Upon motion of Councilman Hopkins, seconded
by Councilman Roberts, and approved by the
following roll call vote, Resolution No. 74 ®29
was adopted by title:

NOES: (1) Councilman Smith
Councilman Smith stated for the record that he
voted no because he did not have sufficient
evidence to support a yes vote; that he would
like to see the Cardwell report and have a sum-
mary in writing from the State Water Resources
Agency giving its position on the matter; that
he had.heard Paul Golis refer to an ongoing
,USGS, survey, but had no evidence of same and
if there is such a'study he would like to
have a summary of same; that without said infor-
mation he was not in a position to make up his
mind one way or'the other regarding an envir-
onmental impact report.
Mayor Flores stated for the record that
although he was sympathetic toward the neigh-
bors, he Gould see the financial problems
that would be brought upon the people of
Rohnert Park if aqueduct water were used;
that they are not in a position to pay 3-m4
times the present cost for water, that he
would do;.everything possible to finalize
contracts for a'study of the water potential
of our basin.

-Upon motion of Councilman Hopkins, seconded
by Councilman Roberts, and unanimously
approved, Resolution No. 74-30 was adopted by

Councilman Roberts left the Council Chambers
at this point in the meeting, the time being
approximately 10:38 p.m. He returned at
approximately 10:40 p.m.
Discussion followed on whether the contract
should be awarded for a frame pump house or
a block pump house with staff recommending
the block pump house due to lower maintenance
costs.
Mr. Yates and Mr. Strong were present and
indicated they would very much like to have
a decision as soon as possible due to increas-
ing costs of materials.
Upon motion of Councilman Beary, seconded by
Councilman Hopkins, and approved by -the fol-
lowing roll call vote, the contract for
Project No. 1973-11, Well Nos. 10 & 11,
Phase II, was awarded to Yates 9 Strong as
the low bidder, for Alternate No. 1 (i.e. with
the block well DUMD building) at the bid price
of *103,245:

ABSTAIN: (1) Councilman Smith
Councilman Smith stated for the record he
abstained without prejudice.
American Legion Week Mayor Flores advised he had received a request
to proclaim American Legion Week during March.
Upon motion of Mayor Flores, seconded by
Councilman Hopkins, and unanimously approved,

Wrist Wrestling Mayor Flores advised he had received a tele-
Contest phone call from a college student inviting
the Rohnert Park City Council to challenge

the Cotati City Council in a wrist wrestling
contest to be held at the college on March 31.
Upon motion of Councilman Beary, seconded by
Councilman Hopkins, and unanimously approved,
the.challenge will be made as requested.
Golf Course Holes 4 City Manager Callinan advised that the engi®
and 6 neering firm of Murray 6 McCormack is working
on a report concerning holes 4 and 6 at the
golf course and said report should be ready
by the next regular meeting.
Adjournment Mayor Flores adjourned the meeting at approxi-
mately 11:50 p.m, to March 11 at 7 :00 p.m.
