ROHNERT PARK CITY COUNCIL MINUTES
January 14, 1974
The Council of the City of Rohnert Park met
this date in adjourned regular session in the
City Offices, 6750 Commerce Blvd., Rohnert Park
with Mayor Flores presiding.
Mayor Flores called the adjourned regular
session to order.at approximately 7 :00 p.m.
Present: (3) Councilmen Beary, Smith, and

,Upon motion by Councilman Beary, seconded by
Councilman Smith, and unanimously approved,
.Resolution No. 74-06 was adopted.
Mayor Flores introduced various members of
the Planning Commission, City staff, City
Council, and others who were present to parti-
cipate in the scheduled Council-Planning Com-
mission- Chamber of Comarter'ce meeting concerning
architectural control.
Councilmen Hopkins and Roberts arrived during
the introductions „by Mayor Flores, the time
being approximately 7 :10 p.m.
Those in attendance for all or part of the
discussion were: Armando Flores, Peter
Callinan, Nibs Moessmer, Don Jones, Art
Hollingsworth, Vern Smith, Lou Beary, Michael
,Mullins, Jack Eddinger, Gordon Adam, Audrey
Chaon, David Jones, Ray Goff, Art Roberts,
Doug Craig, Paul Skanchy, John Flitner,
Warren Hopkins, Chet,.Crowley, Alan Forsyth,
Sil Cincera, Charlie,.Waltman, Jim Groom;� Karl
Olson, Wanda and Ernie McCulloh.
A wide-ranging discussion was held by those
present concerning architectural use control
on,Commerce Boulevard and South Santa Rosa Ave.,
generally the area that presents the G4image”
of the -community. Upon conclusion of the dis®
cussion, Councilman Beary was designated =as an
interim chairman of a committee to study

architectural use control in this area and to
report back to the Council. It was agreed that
representatives of the Planning Commission,
Chamber of Commerce, and developers be members
of'the committee. Councilman Hopkins was desig-
nated as the other Council representative and
Jim Groom indicated that he would be willing
to represent the developers. It was decided
that the first meeting of the committee would
be scheduled for Tuesday, January 22, in the
Conference Room in the City Offices at 7:30
,p.m.
Mayor Flores adjourned the meeting with the
Planning Commission and Chamber of Commerce
representatives and declared a recess at
approximately 8:40 p.m.
Mayor Flores reconvened the Council in adjourn-
ed regular session at 8:45 p.m. with all'
members of the City Council present except
Councilman Smith.
City Manager Callinan introduced Richard
Norton`; Assistant Chief Engineer of the Sonoma
County Water'Agency, and advised that the pur-
pose of this segment of the meeting was to
review the proposed contract concerning the
expanded County water system. Others present
during the discussion were Supt. of Public
Works Wiggins and Dave Jones of The Clarion
newspaper.
Mr. Norton explained the contract, and answered
questions of the Council. General discussion
concerning the County and Rohnert Park water
situation was held. Mr. Norton indicated
that some changes in the contract had been
proposed by other agencies and bond counsel
and as soon as the contract had been redrafted,
a copy will be submitted for scrutiny again.
He discussed the hoped for time table for the
County water project.
Recess Mayor Flores declared the water segment of the
Council meeting adjourned and declared a recess
at 9:10 p.m:
Reconvene- Mayor Flores reconvened the Council at approxi-
mately 9:15 p.m. with all members of the Council
with the exception of Councilman Smith, present.
Parks and' Recreation All the memb °ers,'of the Parks and Recreation
were present as well as Parks and Recreation

Director Pekkain, Mr. Callinan, and reporter
Dave Jones of the Clarion.
A discussion was held concerning various rec-
reation related matters, primarily concentrat-
ing on recreation facilities development. Dis-
cussion was held concerning the role the com-
mission should play in the community and the
recommending of, and planning for, additional
recreational facilities.
Hopkins Leaves Councilman Hopkins left during the discussion
that was being held with the Parks and Recrea-
tion Commission.
Recreation Conference Discussion was held concerning the California
Parks and Recreation Society and the National
Recreation and Park Association joint annual
conference to be held in Los Angeles, February
15-19. Four of the Commissioners indicated
they would like to attend and the Council was
advised that the Commission had formally re-
quested the Council for permission for those
Commissioners to attend. The Commission
requested up to $450 to cover the Commissioners
expenses.
Upon motion by Councilman Roberts, seconded by
Councilman Beary, and unanimously approve" .4

the Council authorized those Commissioners
desiring to attend the above-noted conference
to do so with the expenses for all the Com-
missioners attending not to exceed an aggregate
of $600.
Adjournment There being no further meeting or discussion,
the adjourned regular session was adjourned
at 10:30 p.m.
