Mayor Flores called,the meeting of the regular
session to order at approximately 7:04 p.m. and
led the pledge of allegiance.

Upon motion of Councilman Roberts, seconded

the minutes of December 10 and 17 were

Approval of Bills
Upon motion of Councilman Smith, seconded by
Councilman Bea'ry, and.unanimously approved,
the bills submitted per the attached list in
the 'amount of $58,442.82 were approved.

Upon motion of Councilman Beary, seconded by
Councilman Roberts, and unanimously approved,
the reading of Resolution No. 74 - -01 was

RESOLUTION OF SUPPORT FOR K -12 STUDY
Mr. Carbone advised that the Petaluma High
School District Board had recently withdrawn
its support of the K -12 school district study
and had requested a study of a much larger

area. He urged the Council
Assn. of Sonoma County
members to attend the January 10 meeting of
Representative
the County Committee on School District Organi-
zation at which the matter would be considered.
Mr. Fredericks advised that the Cotati - Rohnert
Park District Board would be requesting the
County Committee to prescribe boundaries of a
K -12 district which would encompass Cotati and
Rohnert Park.
Mrs. Garrett spoke briefly concerning the
importance of the Cities- Schools Coordinating
Committee.
'Resolution No. 74 -02
RESOLUTION OF SUPPORT FOR K -12 STUDY
Upon motion of Councilman Beary, seconded by
Councilman Roberts, and unanimously approved,
the Council adopted Resolution No. 74 -02 by
title.
Construction Industry
.'Mayor Flores recognized Mr. Karney Barberian,
Assn. of Sonoma County
Executive Director, of the Construction
Representative
Industry Association of Sonoma County. Mr.

Barberian discussed the proposed Copeland Creek
Drainage Man fee increase and the proposed
Capital Outlay Fund Fee increase and suggested
that a transfer tax be considered in lieu of
increasing the Capital Outlay Fund Fee.
City Attorney Maxwells advised Mr. Barberian
that he had previously advised the Council
that as a General "'Law city the State pre-
empts the 'City on imposing a transfer tax.
Further discussion followed with Mr. Barberian
during which the Council expressed appreciation
for the cooperative working relationship with
the Construction Industry Association of Sonoma
County.
Ordinance No. 214 AN ORDINANCE ESTABLISHING THE ROHNERT PARK
YOUTH ADVISORY PANEL
City Manager Callinan briefly reviewed his
memo to the Council concerning the Youth
Advisory Panel dated January 4 and Mayor
Flores distributed copies of the Student City
Council recommendations concerning same. The
matter was deferred pending further study.

Mr. Charles Currier, 491 Alta Avenue, was
recognized. He.asked how many complaints had
been received regarding storage of recreation-
al vehicles. Staff estimated 6 -10 over the
years. Mr. Currier indicated that of the
approximately 50 persons attending the public
hearing at -the Planning Commission on the
matter, only one.had'spoken in support of the
proposed amendment as written. He suggested
that another committee.might work out an
acceptable solution to the matter.

vehicles away from the owner's residence was
unacceptable to most, but indicated a willing-

Mr. Tom Piazza was again recognized. He stated
that his in po'!icy on his recreational
vehicle specified that he must have immediate
access to it, e.g. it could not be stored away
from home; therefore it would be impractical
to store it elswhere
.Mr. Ron Cox, 990 Camino Coronado, was recog-
nized. He indicated he believed that rec-
reational vehicle owners could get together
and work out a more workable ordinance and
recommended that such a committee be formed.
Mr. Bill Walter, 7322 Burton, was recognized.
He indicated that the proposed ordinance
would pose. problems for many recreational
vehicle - owners, but thought a workable ordi -p
nance could be developed
Mayor Flores asked those who had spoken on
the matter if they would be willing to serve
on a committee to draft a more suitable amend-

m ment to the Zoning Ordinance concerning storage c
of 'recreational vehicles. Agreement to so
serve was indicated from those who had spoken.
Upon motion of Councilman Beary, seconded by
Councilman Smith, and unanimously approved,
staff was directed to set the matter of an
ordinance amendment concerning storage of rec-
reational vehicles for public hearing.
Upon motion of Councilman Roberts, seconded by
Councilman Smith., and unanimously approved,
an Ad Hoc Committee re storage of recreational
vehicles was established to be comprised of
those who had spoken during the meeting; the
committee previously appointed by the Planning
Commission and any other resident who so indi-
cated within a week. Councilman Roberts was
appointed as chairman of said committee.
Recess Mayor Flores declared a recess at this point
in the meeting, the time being approximately
9:10 p.m.
Reconvene Mayor Flores reconvened the meeting at approx-
mately 9025 p.m. with all Councilmen except
Councilman Hopkins present.
File No. 0143 City Manager Callinan read a letter from Dale
Deer Meadow Village Johnson, Commonwealth Properties, Inc. dated
December 28, 1973 confirming that his firm
intended to comply with the original covenants,
conditions and restrictions on the subject
development as well as dedicating park land
to the City. Discussion followed during which
it was pointed out that no occupancy permits
would issued for completed units until all
details are taken care of. Further discussion
followed regarding the possibility of collect -
ing the increased Capital Outlay Fund Fees
recently adopted for this development. City
Attorney Maxwell opinioned that there was no
legal way the City could collect the new fees
on this particular development since the units
were substantially complete. City Manager
Callinan advised that he had a meeting schedul-
ed with representatives for the development and
would try to obtain the additional fees.
City Attorney Maxwell brought to the attention
of the Council that a condemnation suit had
been filed to obtain necessary easements for
the development and that the new owners had
indicated the easements would be deeded to the
City so that problem would now be resolved.

Project No. 1973-9 City Manager Callinan briefly reviewed his
Corporation-Yard memo dated,January 4, 1974 to the Council con-
cerning,Project No. 1973-9, Corporation Yard.
Architect Larry Simons explained that the proj-
ect was substantially the same as when first
presented'to the Council except for increased
costs. He advised that the original estimate
for the project was $121,949 (August 1973),
$11,585 must now be added due to inflation,
and $5,500 for storm drainage required by the
Sonoma County Water Agency, making a total
estimated project cost of $139,034.
Mr. Mike Palmer of Architect Simons office
explained the site plan and architectural draw-
ings on display. Discussion followed.
Upon motion of Councilman Beary, seconded by
Councilman Roberts, and unanimously approved,
the Council authorized a call for bids on
Project No. 19739, Corporation Yard.
Project No.. 1973-12
Street Overlay (Adrian
Arlen & Almond)
Water Systems Report
City Manager Callinan reviewed his memo to the
Council dated January 4 concerning Project No.
1973-12, Street Overlay for Adrian, Arlen and
Almond streets, and the request for an extension
of time from the contractor. A brief discus-
sion followed.
Upon motion of Councilman Beary, seconded by
Councilman Smith, and unanimously approved, an
extension of time for Project No. 1973-12 was
granted to February 15, 1974 for Reichhold and
Jurkovich, contractor for the project.
City Manager Callinan briefly reviewed his
memo to the Council dated January 4 concerning
the water systems report.
Engineer Hudis was;present and advised he had
met with a Mr. Ford of the State Water .
Resources Board who had much information on the
water situation in the area which had been com-
piled in connection with a report being done
for the Sonoma County Water Agency; that Mr.
Ford had indicated that the water recharge
area for Rohnert Park was between Rohnert Park
and Sebastopol, not from the hills to the east.
Engineer Hudis'explained a chart on display
obtained from Mr. Ford which reflected the
water tables for two wells in the area which
had been monitored for a number of years and
which confirmed that Rohnert Park wells are not
affecting these wells in our basin; i.e. our
basin is being recharged equally each year.
Engineer Hudis also pointed out that our wells
are recharging despite the amount of rainfall
each year, and that Mr. Ford had indicated

Rohnert Park was in the most ideal spot in
Sonoma;County for using ground water as a muni -
cipaal water supply. A lengthy discussion fol-
lowed during which Engineer Hudis recommended
that an in -depth study be done cooperatively
by the appropriate state, federal, and possibly
county agencies; he advised that the Sonoma
County Water Agency is now interested in shar-
ing the cost of such a study.
City Manager Callinan suggested that Engineer
Hudis might compile a report from information
now available from the state to be used in
connection with Project No. 1973 -11, Wells 10
and 11 since these wells will be needed this
summer, with the understanding that an in -depth
report as recommended by Engineer fiudis be done
prior.to drilling any more wells. He pointed
out that the in- -depth report recommended could
not be completed in time to get the two wells
on line for this summer, that all indications
are that we have an excellent water supply
which is not harming the water supply of
Cotati or the surrounding rural area.
Upon questioning from the Council, City Manager
Callinan staffed that the city does have a pro -
posal from the USES to conduct a study but
since the State Water Resources Board is
already conducting a study in the area for
the County Planning Department that it would
be advantageous for the city to have a joint
study by said agencies.
By consensus of Council, Engineer Hudis will
prepare a report for submission to the Plan-
ning Commission for environmental approval with
sufficient copies for distribution to interest-
ed parties and Cotati residents who have been
concerned about water supplies and who would be
invited to.the public hearing to be held by the
Planning Commission.
Retaining Wall City Manager Callinan briefly reviewed his
Failure on Southwest memo to the Council dated January 4 concern -
Boulevard ing the retaining wall failure on Southwest
Boulevard.
Engineer Hudis estimated it would cost approxi-
mately $5,700 to correct the problem and pro-
posed that he pay half said cost since he felt
some responsibility for the problem. Discus -
sion followed.
Upon motion of Councilman Beary, seconded by
Councilman Roberts, and unanimously approved,
the proposal from Engineer Hudis was accepted
and a call or negotiation for bids on the work
authorized with efforts to be made to take

care of the problem under emergency procedures.
Plaque for City Mayor Flores advised that he and Councilman
Attorney Maxwell Roberts had been working on a project to pre-
sent a token of appreciation to City Attorney
Maxwell,_,read the text of a plaque expressing
appreciation to Mr. Maxwell for his years of
service to Rohnert Park, and presented said
plaque to Mr. Maxwell.
Adjournment to Mayor Flores adjourned the regular session of
Executive Session the meeting at 10:15 p.m. to an executive ses-
sion to consider appointments to the Planning
Commission and other committees.
Reconvene Mayor F1 ' ores reconvened the regular session at
approximately 10:55 p.m. with all Councilmen
except Councilman Hopkins present.

City Attorney Maxwell responded that the ordi-
nance would have to be amended since it pro-
vided for staggered four year terms, but that
the Council could make appointments now and
state its intention to amend said ordinance to
provide for one year terms.

vide for.one year terms.
City Attorney Maxwell indicated he would pre-
pare an appropriate amendment to the ordinance
which would provide for one year terms on the
Planning Commission to be on a calendar year
basis.

The Council discussed a date to have a joint
meeting with the Parks and Recreation Commis-
sion and possible topics of discussion.
It was decided to hold a joint meeting with
the Parks and Recreation Commission on Janu-
ary 14 at 8 :30 p.m. immediately following the
joint..Council- Planning Commission meeting
scheduled for 7-`00 P.M.
Mayor Flores reviewed his proposal for a
;Community Clean ®up Day to be held Saturday,
February 23. -`A brief discussion followed.
Upon motion of Mayor Flores, seconded by.
Councilman Roberts, and unanimously approved.,
the proposal for Community Clean -up Day was
adopted. A copy of'said proposal is attached
to the original of these minutes.
Mayor Flores initiated a discussion concerning
animal control within the city, advising he
had traveled around the city with City Manager
Callinan for approximately an hour during the
daytime and observed only minor animal con-
trol problems.
Upon motion of Mayor Flores, seconded by
Councilman Smith, and unanimously approved,
staff Was requested to review the working hours
for the.Animal Control Officer with the pos-
sibility of. increasing evening hour patrol.
Mayor Flores recommended to the Council that
City Attorney Maxwell be designated an
Honorary Citizen of Rohnert Park.
Upon motion of Mayor Flores, seconded.by
Councilman'Roberts, and unanimously approved,
City Attorney Maxwell was designated an
Honorary Citizen of Rohnert Park and staff
instructed to 'prepare the appropriate certi-
ficate.
Benecia Park Recrea- Mayor Flores brought to the attention of the

install new window,coverings were approved
with Public Works personnel to perform the
labor.
Sebastopol Grant Councilman Smith initiated a brief discussion
concerning Sebastopol obtaining a grant for
,bus service and requested staff to obtain more
information on same.
Councilman Roberts advised there were state
grants available for bus service but only for
cities under 5,000 in population and that the
City of Cotati was looking into such a grant.
Street Lights
Councilman Roberts, referring to a December 26
letter to P.G. & E. regarding some street lights
burning during the daytime, asked the disposition
of the problem. Mr. Ralph Fittclh of P. G. C r
who was present, responded that the electric
eye had been replaced and the problem corrected.
City Attorney Flitner
Mayor Flores introduced Mr. John Flitner who
will be the new City Attorney.
Upon motion of Mayor Flores, seconded by
Councilman Roberts, and unanimously approved,
Mr. Flitner's appointment as City Attorney was
reconfirmed at a salary of *600 per month.
Population Estimate
City Manager Callinan advised that the State
Department of Finance had telephoned that the
new population estimate for Rohnert Park was
.11,500 and that written confirmation should be
received shortly.
League Institute for
City Manager Callinan reviewed his memo to the
Planning Commissioners
Council dated January,,4 regarding the League of
California Cities Institute for Planning Com-
missioners to be held February 6-8 in Palm
Springs. A brief discussion followed.
Upon motion of Councilman Beary, seconded by
Councilman Smith, and unanimously approved,
all Planning Commissioners who wished to
attend said conference were authorized to do
so and one-half the cost for Planning Director
Skanchy to attend was approved.
Park Plaza Shopping .''City
Manager'Callinan reviewed his memo to the
Center
Council dated January 4 concerning water main
reimbursement for Park Plaza Shopping Center'.
He pointed out the location of the water main
on the General Plan map on display.

City Manager Callinan was authorized to endorse

reimbursement ofthe subject water main.
Councilman Roberts requested an opinion,,.from,
City Attorney Maxwell whether or not he should
have voted on the matter since Mr. Garrison
was his landlord. Mr. Maxwell advised there
was no conflict of interest on the part of
Councilman Roberts.
Wastewater Irrigation
City Manager Callinan reviewed his memo to the
Demonstration Project
Council dated January 4, 1974 concerning the
request for funding for the wastewater irri-
gation project conducted at the sewer plant.
Upon motion of Councilman Beary, seconded by
Councilman.Roberts, and unanimously approved,
050. was approved for the wastewater irri-
gation demonstration project as set forth in
the December 27th letter from Lloyd Harwood,
City Street
City Manager.Callinan requested that the report

on city street commitments be deferred to the
next regular meeting due to Councilman Hopkins
absence. -The report was deferred.
Work Session on
City Manager Callinan recommended that a work
New County Water
session be scheduled on the new County Water
Agreement
Agreement. A brief discussion followed.
The Council decided to have said work session
on January 14 following the scheduled joint
meetings with the Planning Commission and Parks
and Recreation Commission.
City Attorney Flitner advised the Council he
had advised the Santa Rosa City Council on the
new County Water Agreement and would be finish-
ing up the matter for them. He indicated that
if the Council felt there would be any conflict

Petaluma Hospital City Manager Callinan advised the Council that

Rosa as a 208 Planning Area for wastewater
treatment and disposal considerations. He
advised he had discussed'the matter with Dr.
Joseph of the Regional Water Quality Control
Board and it was felt that since the wastewater'
treatment plan for the Laguna de Santa Rosa
area being worked out cooperatively between the
Cities of Sebastopol, Santa Rosa, and Rohnert
Park,-and the County of Sonoma was moving
along well, another planning organization was
not. necessary. Discussion followed during

City Manager Callinan advised the Council that
the third additional Public Safety Officer
position, as discussed during budget sessions,
should be hired since three of the four new
,officers must attend the 10 week POST basic
course. A brief discussion followed.
Upon motion of Councilman Beary, seconded by
Councilman Roberts, and unanimously approved,
the hiring of another Public Safety Officer
was approved as previously indicated by the
Council during budget sessions.
Population Projections City Manager Callinan advised that information
for Grant Funds had been received which indicated that popula-
tion estimates for wastewater facilities grant
funding purposes were low for Rohnert Park,
that he and Harold Welborn of Yoder-Trotter-
Orlob & Associates would be going to Sacramento
later in the week to try and change the esti-
mates.

Santa Rosa Urban City Manager Callinan advised that he would be
Renewal Project attending a hearing by HUD on the Administra-,
tive Complaint filed by the City in connection
with the Santa Rosa Urban Renewal Project and
that he would keep the Council posted on the
matter.
Ladybug Park Plans City Manager Callinan advised that Planning
Director Skanchy would be preparing the land-
scape plan for Ladybug Park and recommended
engaging Russell Mitchell to prepare a drainage
system plan in order.tb move along more rapidly
with the park development. A brief discussion

Upon motion of Councilman Smith, seconded by
Councilman Beary, and unanimously approved,the
employment of Russell Mitchell to prepare a
drainage system plan for Ladybug Park was

City Manager Callinan advised that McGuire and
Hester, contractors for Project No. 1973 -8,
Copeland Creek Bridge on Country Club Drive,
had requested an extension of time due to the
weather. A brief discussion followed.
Upon motion of Councilman Smith, seconded by
Councilman Roberts, and unanimously approved,
an extension of time to February 28 was approv-
ed for McGuire and Hester on Project No. 1973 ®8,
Copeland Creek Bridge on Country Club Drive.
City Attorney Maxwell City Attorney Maxwell expressed appreciation
to the Council for the plaque presented to him
earlier in the meeting, for designating him as
an Honorary Citizen of Rohnert Park, and gen-
erally expressed thanks for the good working
relationship over the years. He also compli-
mented the Council on its appointment of John
Flitner as the new City Attorney..
Conflict of Interest City Attorney Maxwell answered questions of
and Disclosure Law the Council concerning the new Conflict of
Interest and Disclosure Law. Council requested
i'!r. Flitner to keep them informed on rulings
and possible changes in the law.
Mrs. Dean Cantwell Mrs. Dean Cantwell, 8520 Liman Way, was recog-
nized'. She commented that the Council had
given consideration and recognition to young
people and senior citizens in the community
and expressed the hope they would also express
appreciation for the so- called "Trapped Genera-
tion ".

city beautification efforts. These efforts, which have
had considerable resident support have promoted a sense
of oride in our community and have served to enhance
Rohnert Park,
As a natural extension of our desire to make our
city neat and attractive, 1 propose that we set up 0'
project that mill enable res ,ard lar�,,,e items
which detract from their property and consenuently the
city. There are many situations where residents do not
have the means to transport these items to the d m)')
or are not physically able to handle heavier items.
Since the need is nhviously there, I propose that
we designate Saturday, February 23, as Community Clean-ur)
on Y. Further, I sugges t that we place a coupon in our
next rity ne-sletter and request that our local news-
papers publish the indicated coupon to secure maxtmurn
community particioation.
I also recommend that me ask our 3ocal communit,
service orpanizattons to oarticipate in thts project

works crew, to be used if necessary, to insure the
