Upon motion of Councilman Hopkins, seconded . by Councilman Beary and unanimously approved, the reading of Resolution No. 73 -143 was waived and said resolution was adopted. Resolution No. 73 --144 RESOLUTION AUTHORIZING EXCHANGE OF DEEDS WITH COFEGO ENTERPRISES (Corporation Yard Site at Well No. 1) City Manager Callinan- explained the reso- lution. Upon motion of Councilman Hopkins, seconded by Councilman Beary, and unanimously approved, the reading of Resolution No. 73-144 was waived and said resolution was adopted. Resolution No. 731.45 RESOLUTION AUTHORIZING AGREEMENT WITH STATE DEPARTMENT OF FINANCE FOR POPULATION ESTIMATE City Manager Callinan` explained the reso- lution. Upon motion of Councilman Hopkins, seconded by Councilman Beary, and unanimously;,approved, ` the reading of Resolution Noo 73- 145 was waived and said resolution was adopted. Resolution No. 73 -146 RESOLUTION AUTHORIZING AND APPROVING AGREEMENT BETWEEN CITY OF ROHNERT PARK AND CITY OF COTATI PROVIDING FOR BUILDING INSPECTION SERVICES City Manager'Callinan explained,:the reso- lution Upon 'motion of. Councilman Hopkins, seconded by 'Cour cilman'..Beary,: and unanimously approved, the reading of Resolution No. 73-146 was waived and said resolution was adopted. Resolution No-11713-147. :A RESOLUTION DIRECTING MAKING OF AMENDED ASSESSMENT RE CERTAIN ASSESSMENTS UNDER RESOLUTION OF INTENTION 'NO. 70-4$ (Southwest:Boulevard Improvement Project Drub; Counseling Center Student City Council Upon motion of Councilman Hopkins, seconded by Councilman Smith, and unanimously approved, disbursement of $2,200 to the Cultural Arts Commission as reflected in the 1973 -74 budget was authorized. Mayor Flores recognized Cotati Councilwoman Annette Lombardi. She appeared and explained that grant applications had not been suc- cessful for the proposed drug counseling center and therefore was returning the $250 contribution from the Council. Discussion followed. Mayor Flores introduced Jeri Cochran, Student Mayor. Miss Cochran advised that the Student City Council did not feel quite ready to hold a mock City Council meeting, but would do so at a later time. She introduced the Student Council members and other student commis - sioners and staff present. Miss Cochran explained to the Council that each student would be spending time with their respective counter -part in the city organization-.to learn more about the city operation. Page 4. Upon motion of Councilman Hopkins, seconded by Councilman Beary, and unanimously approved, the reading of Resolution No. 73 -147 was waived and said resolution was adopted, Drug Counseling Center Cotati Councilwoman - Annette Lombardi was not present. Mayor Flores.advised if she arrived later in the meeting he would recognize her. Cultural Arts Corpo- Cultural Arts Commission representatives ration /Commission Dorothy Schmidt and Bill Wendel appeared to Representatives re answer questions of the Council regarding 1973 -74 Budget the 1973 -74 budget request. Mrs. Schmidt advised that'all budget items shown on the sheets supplied to each Councilman reflected net costs. Discussion followed regarding the advisability of presenting a budget request showing anticipated income and dis- bursements, Cultural Arts Commissioners Kathy Dietz and Bill Cord were present and recognized by Mayor Flores. November 5, 1973 Project 1.973 --12 City Manager Callinan advised that bids had Arlen, Adrian, and been opened earlier in the day for Project Almond Overlays 1973-12, Arlen, Adrian, and Almond Overlays, and that bids had ranged-from approximately $28,000 to $39,000 with Reichhold 9 Jurkovich being the low bidder. He advised the engiz-,-.- neer's estimate was *33,586. He explained that even though the budget reflected $25,000 for this project, there would be sufficient Gas Tax Funds to do the work. A brief discussion followed., Upon'motion of Councilman Hopkins, seconded by Councilman Smith and unanimously approved, C the contract for Project 1973-12, Arlen, Adrian, and Almond Overlays was awarded to Reichhold & Jurkovich at the bid price of $28,111.35. File 02835 Qantas Development Corp. Llano Sub., Approval of Final Maps, Units 1 and 2 Recess Reconvene City Manager Callinan reviewed his memo to the Council concerning File 0283 dated, November 2, 1973.: Planning Director Skanchy explained the final map on display, advising there were approxi- mately 4.7 acres in parks with approximately 3 acres in the first unit. A lengthy dis- cussion followed concerning the design of the park areas, distance of the homes from the railroad tracks, and other general matters. Mayor Flores declared a recess at this point in the meeting, the time being approximately 8:40 p.m. to I allow staff an opportunity to get copies of the General Plan to ascertain the recommendations contained therein for distance between homes and railroad tracks. Mayor Flores reconvened the meeting at approxi- mately 8:50 p.m. with all Councilmen present ,except Councilman:-:Smith. Discussion continued regarding distance of the homes from the railroad tracks. City Manager Callinan advised that the General Plan recommended that "a 200 foot prohi- bition zone on either side of the railroad should also be-established for single family residences without adequate insulation". Planning Director Skanchy advised that the Planning Commission could require adequate insulation against noise and heavy landscaping as part of its architectural review. Upon motion of Mayor Flores, seconded by Councilman Smith, and unanimously approved, the Planning Commission was directed to make a recommendation to the Council within 30 days concerning regulations for storage of recreational. vehicles. Mr. Bob Ryan, 515 Arlen Drive, was recognized. 'He advised he had served on the Ad Hoc Committee to study storage of recreational vehicles and that the proposed revised regum lations had been worked out by two committee members and two Planning Commissioners. A brief discussion followed. Upon motion of Mayor Flores, seconded by Councilman Smith, and unanimously approved, the Planning Commission was requested to send letters of thanks and appreciation to those individuals who served on the Ad Hoc Committee to.study storage of recreational vehicles for their many hours spent. November 5, 1973 City Manager Callinan brought -to the atten- tion of the Council a communication from the Local Agency Formation Commission transmitting the land use proposals of Supervisors Vella and Theiller and advised that said Super- visors will be at the November 8th Mayors' and Councilmen's As§ociation of Sonoma County meeting to,discuss the proposals. Mayon. Flores again advised that during the session ession held prior to the regular , �! ` :1, ct mee-E'ing'that it had been decided to inter- view..the applicants for Parks and Recreation Commission before making any appointments to said commission. Councilman Hopkins reported on the attendance Of City Manager Callinan, Engineer Hudis, and himself at the October 29th meeting of the Sonoma County Water Agency Board of Directors meeting. He advised there was concern expresse that the ground could possibly sink if the water table goes down and also that it would be unfair to outlying areas if Rohnert Park uses all the ground water. He further advised that Engineer Hudis reported that the situation has been monit6ired and,the water table has not dropped to' 'date . Coun''cilman Hopkins further advised that it had been decided to establish a committee composed of three Supervisors and two Councilmen from each c ---a' and ad Rohnert LY involved, _L e. Petaluma Park, to study the matter and said committee would hold its first meeting on November 7. City Manager Callinan reported he had talked to a USGS representative who stated that Rohnert Park was over a substantial water reservoir and t ' hat he would submit a pro- posal for conducting'a study. Discussion followed. Upon motion of Councilman Roberts, seconded by Councilman Be-ary, and unanimously approvedq that prior to making any commitment the Council would like the interested agencies to authorize entering into an agreement to guarantee, payment for an in depth study to satisfy environmental requirements'for the possible drilling of two wells in Rohnert Park to provide water to the City of Petaluma during''the next two years. Councilmen Beary and .Hopkins indicated they would serve as representatives on the committee to study the subject matter.'': 'Page 8. November 5, 1973 Open Space Bond Issue C6uncilman Beary.apprised the Council of the materials infor'mation.distributed to the community on the Open Space Bond issue.. Resolution No. 73-148 RESOLUTION COMMENDING LYLE AMLIN Councilman Beary,read tbe resolution. Upon motion of Councilman Beary, seconded by Councilman. Smith, and unanimously approved, Resolution No. 73,-,.1,48...was adopted. A brief discussion followed regarding press correspondents.who had written articles sup- porting the-bond issue. Storer Cable TV Letter re President Upon motion of Mayor Flores, seconded by Councilman Beary, and unanimously approved, the Mayor was authorized to send letters of thanks and appreciation to Judson Snyder of the Rohnert Park News and to John Norton of the Argus Courier for articles written in support of the bond issue. Councilman Beary commended and thanked all those individuals involved in distributing circulars door.to.door and for working on the bond issue. Councilman Smith initiated a discussion con- cerning Storer Cable TV and interrupted service. Upon motion of Councilman Smith, seconded by Councilman Hopkins, and unanimously approved, staff was directed to contact representa- tives of Storer Cable TV to discuss giving credits to subscribers when service is off more than one hour. Councilman Smith read.a draft of letter to Congressman Clausen and Senators Tunney and Cranston urging the resignation of President Nixon. He explained he was seeking no Council action on the matter and was sending the letter over his personal signature only. KTOB-City Staff and Councilman Roberts reminded of the KTOB- Officials-Basketball, City staff and officials basketball game Game to be.playqd on Thursday, November 15 at the Rancho Cotate High School Gym, with all proceeds to go to.the fund for high school band,uniforms . Tennis Courts-, .,Councilman Roberts initiated a discussion concerning the.lack of tennis courts in the Page 9. November 5, 1973 community. It was decided to schedule the matter for further discussion at the next regular meeting with all the master plans for city parks available. Library Mr. David Sabsay, Administrator, SAnta Rosa- Sonoma County Public Library, appeared and discussed library facilities with the Council and the County staff report prepared con- cerning same. He advised that the Board of Supervisors had not yet acted on said report and would not do so until receiving comments. from cities in the county. A lengthy dis- cussion followed with Tony Carbone partici- pating. City Manager'Callinan pointed out possible library sites on a copy of the City Master Plan map displayed. , It was decided to designate a Council com- mittee to invite Cotati City Council members to a meeting to discuss library facilities and then to call a meeting of other cities in the county interested in participating in a county-wide library system. KTOB-City St'a'ff and Councilman Beary reminded again of the KTOB- Officials Basketball city staff and officials basketball game to Game be played Thursday, November 15, 7:30 p.m. at the Rancho Cotate High School gym with admis- sion of $1.00 for adults and 25� for children. Mobile Home Park Councilman Beary initiated a brief discussion CapitafOutlay Fund concerning the application of Capital Outlay Fees Fund fees to mobile home Darks. City Attorney Applicants K-12 School District The Council requested that the Building Inspec- tion Department collect the Capital Outlay Fund fees for all mobile homes placed on pads, including models, within mobile home parks. Mayor Flores advised that 10 applications had been received for the position of City.Attorney and an executive session would be scheduled for Monday,'November 12th at 7:00 p.m. to begin the process of selecting a City Attorney. Mayor Flores recognized Tony Carbone,, Cotati- Rohnert Park Elementary School District Trustee, who gave an Up to date report on the study to re-organize the school district to a K-12 district. Discussion followed. Upon motion of Councilman Smith, seconded by Councilman Beary, and unanimously approved, 1972-7.3 External Audit Page 10. .­ November 5, 1973 the Council expressed-support for the con- cept of a;K-12 district on the basis of guidelines.laid down by the State and, if deemed feasible, the proposal should be placed before the voters. The 1972-73 external audit reports prepared by Pisenti & Brinker, CPA's were considered by the Council. Upon motion of Councilman Beary, seconded by Councilman Hopkins, and unanimously approved, the 1972-73 external audit reports were accepted, i.e. one for the city and one for the Rohnert Park Civic Commission. Public.Works Equipment City Manager Callinan briefly reviewed his memo to the Council dated November 2 concern- ing purchase of Public Works equipment. Myrtle Avenue Water Quality Control Board Meeting Upon motion of Councilman Smith, seconded by Councilman,.Roberts,.and unanimously approved, the purchase of Public Works equipment as outlined,in,City Manager Callinan's November 2 memo to the Council was approved. City Manager Callinan briefly reviewed his memo to the Council dated November 2 con- cerning the condition of Myrtle.Avenue7,.in the unincorporated area. Upon motion of Councilman Beary, seconded by Councilman Roberts, and unanimously approved, the preliminary architectural sketches 'for the Ladybug Park recreation building are.to be presented to the City Council with.recommendations of the Parks and Recreation'Com-mission before proceeding to the next step. Rohnert Park Sign City Manager Callinan'discussed the pro- posed-revamping of -theRohnert Park Sign and recommended that the reference to the golf course be eliminated and have "Rohnert Park, The Friendly City" on both sides of the sign. Upon motion of Councilman Smith, seconded by Mayor Flores, and approved with Council- man Roberts abstaining, the recommendation of City Manager Call-Linan regarding -'-**he Rohnert Park-sign as outlined above was approved. international City City Manager Callinan gave a brief report on Manager's Conference his recent attendance at the International City Manager's Conference advising there were some very good sessions and that he would be'making a written report on the conference as soon as possible. City of Napa- Councilman Smith initiated a brief dis- Annexation Policy cussion concerning the annexation policy of the City of Napa and a recent court decision concerning same. City Attorney Maxwell advised he was not familiar with the matter but would check the matter and report on same at the next regular meeting. Commercial and Councilman Beary read a letter from the Industrial Growth Rohnert Park Chamber of Commerce dated November 5th which contained recommenda- tions in connection with orderly growth of the commercial and industrial areas in the community. Discussion followed. Upon motion of Councilman Roberts., seconded by Councilman Smith, and unanimously approved, all industrial development plans for land on Commerce Blvd. and South Santa Rosa Avenue facing the freeway are to come before the City Council with recommendations of the Planning Commission. November 5, 1973 The Council requested staff to discuss with prospective architects on what basis they might perform architectural review services for the Planning Commission and /or City Council. Communications City Manager Callinan briefly reviewed the communications not considered earlier in the meeting. No action was taken on any communication except as noted specifically in these minutes Open Space Bond Mrs. Reba Roberts was recognized. She com- Measure mented on action taken earlier in the meeting concerning appreciation letters being sent to press correspondents who had written articles in support of the Open Space' Bond measure. She advised that KTOB had done several programs in support of the Bond Measure and requested that an appreci- ation letter be sent to KTOB Radio also. AAA California State" City Manager Callinan advised that the AAA Automobile Assn.` California'State Automobile Association had presented a citation to the City for achiev no pedestrian fatalities during a four year period ending in 1972. He displayed the attractive plaque which was presented to the City.
