The Council of the City of Rohnert Park met this date in
adjourned regular session commencing at 7:00 p.m. in the
City Offices, 6750 Commerce Boulevard, Rohnert Park, with
Mayor Flores presiding. The regular adjourned session was
preceded by an executive session which commenced at 7:05 p.m.
and at which ail Cou:�cilrien' were present and which was held
to discuss a personnel matter.
Call to Order Mayor Flores called the weeting of the adjourned regular
session to order at approximately 7:20 p.m.
Roll Call Present: (5) Councilmen Beary, Hopkins, Roberts, Smith,
and Flores
Absent: (0) None
Staff present for all or part of the meeting:
City Manager Callinan, Supt. of Public Works Wiggins,
Director of Public Safety Dennett, Asst. to the City
Manager Albright, Parks and Recreation Director Pekkain,
and Golf Course Superintendent Singh.
Resolution No. 73 -97 RESOLUTION APPROVING AGREEMENT WITH DONALD F. COSTELLO
City Manager Callinan explained the resolution.
Upon motion of Councilman Roberts, seconded by Councilman
Hopkins, and unanimously approved, Resolution No. 73 -97
was adopted.
1973 -74 Budget The Council commenced a review of the proposed budget for
1973 -74. Copies of a letter from City Attorney Maxwell to
City Manager Callinan requesting an increase in compensation
for the City Attorney's office, statistical reports on city
staffing over the years, and an expense and budget compari-
son for 1972-73 were presented to the Council. The Council
requested that a personnel session be set up with City
Attorney Maxwell prior to the next Council meeting.
The.Council reviewed the revenues and General Government
- Expenditures section of the proposed budget. Discussion
was held on several items contained'therein.
Rohnert Park Sign The Council initiated a discussion on the existing Rohnert
Park identification sign on Commerce Boulevard north of the
Laguna de Santa Rosa. It was the general consensus of the
Council that said sign did nothing to enhance the appearance
of the community.
Upon motion of Councilman Beary, seconded by Councilman
Smith, and unanimously approved, staff was authorized to
have the Rohnert Park lighted identification sign removed.

Public Safety Budget Discussion was held concerning the staffing proposed for
the Public Safety Department in the 1973 -74 proposed budge:.
Director'of Public Safety Dennett appeared to discuss the
request with the Council.

Councilman Roberts made, and Mayor Flores seconded, a motion
that the personnel requested, i.e. three additional. Public
Safety Officers and one Fire Services Officer be approved.
Said motion failed by the following roll call vote:
AYES: (2) Councilmen Robe > ^ts and Flores
NOES: (3) Councilmen Beary, Hopkins, and Smith
Councilman Hopkins made a motion, seconded by Councilman
Beary, to authorize the hiring as soon as possible of one
Public Safety Officer and one Fire Services Officer and
direct the City Manager and Director of Public Safety to
come back for review in six months to see if the two
additional Public Safety Officers are necessary.
After some discussion the motion and second were withdrawn
by Councilmen Hopkins and Beary respectively.
Mayor Flores declared a recess in,the meeting, the time
being approximately 9:30 p.m.
Mayor Flores reconvened the Council meeting at 9:40 p.m.
with all Councilmen present.
Upon motion by Councilman Roberts, seconded by Councilman
Beary, and unanimously approved on a roll call vote, the
Council directed staff to hire two Public Safety Officers
and a Fire Services Officer and review the matter in six
months to determine if a third Public Safety Officer is
needed.
Further discussion was held concerning the operation of the
Department of Public Safety.
Upon motion by Councilman Beary, seconded by Councilman
Roberts, and unanimously approved, the Council directed the
Director of Public Safety to come back with ways the city
could cut malicious mischief, animal problems, burglaries,
etc. by 50 %.
Further discussion of the Public Safety budget was continued
to the scheduled July 10th meeting. s
A review was made of the Golf Course Maintenance budget.
Golf Course Superintendet Singh appeared and discussed the
budget' with -the Council.
Discussion was also held between Councilmen and Mr. Singh
concerning the condition of the course and what improvements
are planned for the foreseeable future.

Public Works Budget The Council commenced review of the Public Works section
of the proposed 1973 -74 budget. Superintendent of Public
Wor ?s Wiggins was present to discuss the proposed budget.
Discussion was held concerning the staffing required or
requested by the department.
Councilman Roberts made a motion which was seconded by
Councilman Hopkins to authorize Public Works two additional
employees rather than the one requested in the proposed
budget.
Councilman Smith offered an amendment to the motion to
provide that the budget would include funds for the addition-
al or second man but staff was directed to hold off hiring
the second man until the City Manager presents a plan on
how the extra man would be used in the department and what
organizational changes might be made in the department.
Said amendment to the motion was accepted by Councilmen
Roberts and Hopkins and the motion as amended was
unanimously approved.
Adjournment The time being 10:03 p.m., the meeting was adjourned to
7:00 p.m. Tuesday, July 10, 1973.
