1973/07/10 City Council MinutesROHNERT PARK CITY COUNCIL MINUTES July 10, 1973 The Council of the City of Rohnert Park met this date in adjourned regular session commencing at 7:05 p.m. in the City Offices, 6750 Commerce Boulevard, Rohnert Park, with Mayor Flores presiding. Call to Order Mayor Flores called the meeting of the adjourned session to order at approximately 7:05 p.m. Roll Call Present: (3) Councilmen Beary, Roberts, and Flores Absent: (1) Councilman Hopkins Late: (1) Councilman Smith (his time of arrival is specifically noted in the minutes) Mayor.Flores indicated that Councilman Hopkins was absent due to being ill. Staff present for all or part of the meeting: City Manager Callinan, Assistant to the City Manager Albright, Supt. of Public Works Wiggins, Parks and Recreation Director Pekkain, and Director of Public Safety Dennett 1973 -74 Budget Mrs. Dietz, member of the Cultural Arts Commission, appeared and explained and discussed the proposed 1973 -74 Cultural Arts Commission budget with the Council. Councilman Smith Councilman Smith arrived during the discussion with Mrs. Arrives Dietz, the time being approximately 7:15 p.m. Founders Days Mrs. Cecil Flores, Chairman for Founders Days activities, appeared and explained the program planned for the 1973 Founders Days. She indicated that a contribution of $1,000 had been received for the fireworks but that the committee would need an additional $1,000 to cover the other activities planned. 'Upon motion by Councilman Smith, seconded by Councilman Beary, and unanimously approved, the Council increased the proposed budget in Non - departmental Community Promotion, Account No 490 -87, to provide $1,000 for Founders Days. Public Safety Budget Director of Public Safety Dennett appeared to discuss the Public Safety budget with the Council. A discussion was held concerning the need to relocate the animal control shelter, especially in view of the recent petition received from the residents of the Katherine Ames apartments. It was agreed that $10,000 be added to the animal control budget for this purpose. Councilman Beary Councilman Beary left the meeting at this point, the time Leaves being 8:15 p.m. Page 2. July 10, 1973 Building Inspection The Council reviewed the proposed Building Inspection Department budget. City Manager Callinan pointed out an error in the proposed budget for 1973 -74, i.e. the salarie. and wages shown for the department should be $10,150. Councilman Beary Councilman Beary returned to the meeting at this point, Returns the time being 8:25 p.m. A discussion was'held concerning the proposed vehicle for the Building Inspection Department. The Council indicated that a small or medium type vehicle should be provided rather than the standard size. The Council requested that the figure in the budget for the proposed vehicle will be changed from $3,600 to $3,000. Public Works The Council commenced review of the Public Works proposed budget for 1973 -74. Supt. of Public Works Wiggins was present to discuss the budget with the Council. City Manager Callinan advised that the budget would be changed to transfer some of the Engineering, Personal Services, Professional Services, (A /C 610 -05) budgeted amount to Water Production and Distribution (A /C 631 -XX) for the fees to be paid to Corrosion Engineering and Research Company for the water pipe deterioration study authorized in February 1973 but not yet done. Parks and Recreation The Council reviewed the Parks and Recreation budget for 1973 -74. Director of Parks and Recreation Pekkain was pres- ent to discuss the budget with the Council. The Council suggested that the Alicia Pool building, be renovated. Staff indicated it would follow up on the matter. Discussion was held concerning swimming pool caps require- ment. Upon motion by Councilman Beary, seconded by Councilman Roberts, and unanimously approved, the Council adopted as Council policy the not requiring of caps at the city's swimming pools. The Council requested that a joint meeting be set up with the Parks and Recreation Commission for July 23rd. The Council agreed to put $40,000 for park improvements for Alicia and Benecia Parks in the 1973 -74 budget. Upon motion by Councilman Roberts, seconded by Councilman Beary, and unanimously approved, the Council gave tentative approval to the proposed budget for 1973 -74 as presented and amended during the review of same with the exception of salaries and wages which will be discussed at the next Page 3. July 10, 1973 budget work session which was scheduled for Monday, July 16th; following the regular City Council meeting. The Council did agree to try and hold the regular meetir.a, scheduled for Monday, July 16th, to a 9:00 p.m. adjournment upon the conclusion of which the Council would discuss the salaries and wages for 1973 -74 and the rest of the budget. Mayors' and Council- The Council was requested and gave an indication of how men's Association many members intended to attend the Thursday meeting of the Mayors' and Councilmen's Association of Sonoma County. Overpass Dedication A discussion was held concerning the dedication of the freeway overpass upon its completion the latter part of July. Fair Day A brief discussion was held concerning the:letter received from Sonoma County Fair Manage:~ James Lyttle providing passer for Rohnert Park Day. The Council decided to meet in closed session to decide who would get the passes. Sonoma Resolution Councilman Beary mentioned a letter received from the City of Sonoma and he requested that a resolution similar to that adopted by the City of Sonoma concerning a development in the areas outside the city be placed on the City Council'_ next agenda for consideration. Adjournment The meeting was adjournec. at 10:15 p.m. to an executive session which was held and at which all the same Councilmen and City Manager Callinan were present and at which was discussed the distribution of the Sonoma County Fair passe&.
