July 6, 1976.
The Council of the City of Rohnert Park met this date in
adjourned regular session commencing at approximately 7:00
p.m. in the City Offices, 6750 Commerce Boulevard, Rohnert
Park, with Mayor,�:Flores presiding.
L to Order Mayor Flores called the meetng of the adjourned regular
session to order at approximately 7:00 p.m.

Donation of Cannons
City Manager Callinan informed that he had been contacted
by Mr. Ned Davis formerly the manager of the Petaluma
Chamber of Commerce who had initiated the acquisition of
2 or 3 earn in connection with that city's bicentennial
ceremoniies. Mr. Callinan explained that since the Petaluma
City Council had indicated that it was not interested in
obtaining said caAns, Mr. Davis was, therefore, contacting
the City of Rohnert Park to see if it would be interested
in receiving said cans instead. Mr. Callinan requested
the Council's opinion concerning the offer. Discussion
followed.
Upon motion of Councilman Hopkins, seconded by Councilman
Beary, and unanimously approved, the City Council authorized
staff to direct a letter to Mr. Ned Davis supporting the
concept, of acquiring 2 or 3 caAns to be located in the
City's parks, provided that there was no cost involved in
obtaining said cans other than preparing a base for them
or that insurance coverage.posed any problems. 1.
City Manager Callinan noted that Mr. Davis had also dis-
cussed the acquisition of an airplane and requested the
Council's reaction to obtaining an airplane for one of
Rohnert Park's City parks. Discussion followed concerning
insurance, maintenance and safety factors of such an
apparatus located in a park.

Upon motion of Councilman Hopkins, seconded by Council
Roberts, and unanimously approved, the Uity e:ouncil en.

A review of the Proposed 1976 -77 Budget submitted by Citj
Manager Callinan was commenced.
City Manager Callinan reviewed the anticipated revenues
portion of the budget and advised that letters had been
received from the following individuals opposing the sugge?,

General ciscussion followed concerning the Chamber's
program to promote additional commercial and industrial
development in Rohnert Park, various ways of funding local
chamber of commerces, best possible manner in which to
use funds, overhead to business firms in relationship to
business license fees, operating budget for Chamber opposed
to income, and after which Mayor Flores advised that the

matter would be held in abeyance until members of the Chavuber
were present to offer their viewpoints.
The Council reviewed the comparison of 1975 -76 budgeted
expenditures with the 1976 -77 budget. Discussion was held
between the Council and City Manager.
Golf Course Revenue and The Council reviewed the golf course revenue and expenditures
Expenditures portion of the budget. Discussion followed between the
City Council members, Golf Course Supt. Sam Singh and City
Manager Callinan.
Councilman Hopkins left the Conference Room at approximately
7:27 p.m, and returned at approximately 7:28 p.m.
Councilman Roberts left the Conference Room at approximately
7:31 p.m. It was,noted for the record that Mr. Roberts
had been given permission to leave the room periodically
to check in with the Ad Hoc Committee to Review Building
Codes meeting which was in progress in another part of the
building.
Discussion continued concerning maintenance cost for the
golf course, overhauling of old well, and 4 foot security
fencing.

Councilman Roberts returned at this point in the meeting.
Miscellaneous Portions The Council reviewed the'Utility Operations, Computation
of the 1976 -�77 Proposed of General Fund Recharges to Utility.Fund, Waste Water
Budget Plant Major Capitalization Costs sections of the proposed
budget. Discussions were held between the Council members
and City Manager concerning various items in the proposed
budget.
Councilman Roberts left briefly and returned to the Confer -
ence Room during the above discussion.
The.Council reviewed the Capital Outlay Fund budget. data.
Discussion ensued concerning comparison of fees collected'
by other cities, cost projected for developing a park in
its entirety,,possibility of improving Lamont park.
Upon motion of Councilman Eck, seconded by Councilman
Roberts, and approved by the following vote, the Council
designated that $2,500 should be provided in the Proposed
..1976-77 Budget for the development of the Lamont Mini -Park.

The Council reviewed the Gas Tax Funds Budget, Sonoma County
Local Transportation Funds:(TDA), and Federal Revenue Shar -::.
ing Funds sections of the proposed,budget. Discussion
followed.
Capital Improvements -
A`review was made of the Public Safety Department's
Public Safety Dept.''
Capital Improvements Budget for 1976 -77. The Council
participated in a discussion and questioned City Manager
Callinan and Director of Public Safety Dennett concerning
various items in the budget.
Upon motion of Councilman Beary, seconded by Councilman
Roberts, and unanimously approved, tentative approval was
given to the Public Safety Department's Capital Improvements
Budget for 1976 -77 in the amount of $44,500.
Expenditures -
City Manager 'Callinan reviewed the proposed Public Safety
Public Safety Dept.
Expenditures.'. Discussion followed concerning two additional,
positions for ` "Public Safety Officers and one Sergeant's..
position.
Upon motion of Councilman Roberts,.seconded by,.Councilman..
Flores, and unanimously approved by a roll call vote, the
Council authorized two additional Public Safety Officer
=positions in addition to the transitioning of a CETA
employee.: .
Discussion continued regarding the "beat" system, comparison
of officers to population, dispatch services to the City
of Cotati, officer training programs.

for 1976 -77, as shown on page 15,:of the Proposed Budget,
subject to the Council's previous modification in personnel
services.
Councilman Roberts left the Conference Room briefly to
get Director of Public Works /City Enginer Brust in order
to consider the Department of Public Works' Budget.
A review was made of the Building Inspection and Public
Works Department's Capital Improvements Budget for 1976 -77.
Discussion followed with the Council and Director of Public
Works participating.

approval was given to the Public Works Department's Capital
Improvements Budget for 1976 -77 in the amount of $24,125.

Exp.enditures.- A review was made of the Building Inspection and Public

Public Works members of the Council, City Manager Callinan and Director
of Public Works /City Enginer Brust.
Upon motion of Councilman Beary, seconded by Councilman
Hopkins, and approved by the following vote, tentative
approval was given to the Building Inspection and Public
Works Departments' Expenditures Budget for 1976 -77, as
shown on page 16 of the Proposed Budget.

Capital Improvements A review was made of the proposed Parks and Recreation
Parks and Recreation Departments Capital Improvements Budget for 1976 -77.
Dept. Discussion followed between the City Council members with
Director of Parks and Recreation Pekkain participating.
Roberts Returns During the above discussion, Councilman Roberts returned
to the Conference Room.
Upon motion of Councilman Hopkins, seconded by Councilman
Beary and unanimously approved, tentative approval was
given to the Parks and Recreation Department's Capital
Improvements Budget for 1976 -77 in the amount of $38,200.

Expenditures - A review was made of the proposed Parks and Recreation
Parks and Recreation Department's Expenditures for 1976 -77. Discussion followed
Dept. concerning funding for Lamont Park, expenditures for trophies
plaques, and other items for various organizations, and
during which staff was requested to prepare an analysis
of what had been spent in contributions to such organizaticns

Upon motion of Councilman Hopkins, seconded by Councilman
Beary, and unanimously approved, tentative approval was
given to the Parks and Recreation Department's Expenditures
Budget for 1976 -77, as shown on pages 17 and 18 of the
Proposed Budget.
Next Work Session After a brief discussion the Council designated another
budget work session for July 12th at 6:00 p.m. in order
to consider the General Government and salaries portion
of the Proposed 1976 -77 Budget.
Adjournment The meeting was adjourned at approximately 9:46 p.m. to
Monday, July 12th at 6:00 p.m.
