1976/09/20 City Council MinutesROHNERT PARK CITY COUNCIL MINUTES September 20, 1976 The Council of the City of Rohnert Park met this date in adjourned regular session commencing at approximately 7:00 p.m. in the Rohnert Park Community Center, 7421 Burton Avenue, Rohnert Park, with Mayor Flores, presiding. Call "to "Order Mayor Flores called the meeting of the adjourned regular session to order at approximately 7:00 p.m. Present: (5) Councilmen Beary, Eck, Hopkins, Roberts and Flores Absent: (0) .46ne Staff present for all or part of the meeting: City Manager Callinan and City Engineer Brust. 0th Mr. Mr. Mr. Mr. Mr. Mr. ers present for all or part of the meeting: Peter Bailey, 7491 Adrian Drive David Fisher, 45 Arlen Drive James Montgomery, 933 Ellen Street Glen Rugusci, 7454 Burton Avenue Richard Smith, 495 Arlen Drive Norman Spivock, 440 Grant Avenue, Oakland Neighborhood meeting Mayor Flores explained the purpose for holding a neighbor- hood meeting and invited members of the audience to address the Council. There being no unscheduled public appearances, the Council considered other miscellaneous matters. Parcel Map No. 23 City Manager Callinan informed that Parcel Map No. 23 represented a split in the area south of Rohnert Park Farms, west of Snyder Lane, that said -map had bben checked by staff and found to be in order, and that the Planning Commission recommended approval of same. Discussion followed during which it was noted that Council- man Beary would not participate in discussion or voting on this matter because of a possible conflict of interest. Upon motion of Councilman Hopkins:,.seconded by Councilman Roberts, and unanimously approved with Councilman Beary abstaining, Parcel Map No. 23 was approved. Cotati. - Police City Manager Callinan informed of a written request received Dispatchin. Service from the City of Cotati for an extension to October 31st of police dispatching services provided to its police department. Discussion. followed. Upon motion of Councilman Roberts, seconded by Councilman Beary, and unanimously approved, dispatch service provided to the Cotati Police Department was extended to October 31st subject to the condition that Cotati continue paying for the telephone service between the two departments. Mayor'Flores and City Hanager.Callinan explained how the Building Inspection Dept. could followup on proper maintenance of property also weed ,:abatement proceedings. Mr. Fisher initiated a discussion concerning abandoned and inoperative vehicles. Recreational Vehicles Mr. Peter D. Bailey, 7491 Adrian Drive, was recognized and commented on recreational vehicles, boats and motor homes being parked in City streets and inquired what the status was of an ordinance previously considered regarding same. Page 2 September 209 1976 I)ai'e and Sane Fireworks Mayor. Flores.T)olled the Council members relative to conducting, a public hearing on "safe and sane" fireworks within the City limits. Discussion followed. It was the consensus of the City Council that it would not hold a public hearing concerning safe and sane fireworks. Golden Gate Highway and Mayor Flores polled the'Council to determine how many Dridge.District - Tour members would be able to attend a tour of the Golden Gate Bridge on October 5th at the invitation of Golden Gate Bridge Board Member William Lucius. Public Works Employment City Manager Callinan gave a staff I report relative to Act the preparation of a grant application for the community/ recreation center and informed that another application for park development was also being prepared. Ile reported that some costs were being incurred for such things as necessary architectural services, development of labor intensity figures and doing a topo on the proposed center site in order . that the necessary information can be prepared and submitted with the application. .Homeowner's Comments. re. Mr. James Montgomery, 933 Ellen Street, was recognized Houses and requested that the City conduct a thorough inspection of the sidewalks and driveway approaches before his subdivi- s ion was accepted. City Manager Callin.an explained how subdivision improvements are inspected prior to acceptance of same. Maintenance of Homes Mr. David Fisher, 45 Arlen Drive, was recognized and ,inquired if the City regulated maintenance of homes, especially in 1➢1311 section. The appearance of.some homes,', he explained, had a,tendency to downgrade the community. Mr. Glen Rugusci, 7454 Burton Avenue, was recognized and explained that rather than parking his recreational vehicle in the driveway, he parked it on the street in front of his home where he could watch it, that being the result of vandalism experienced in the area. Norman Spivock Mr. Norman Spivock was recognized and discussed with Council members the possibility of developing a golf course on his property north of Golf Course Drive. The Council generally indicated its approval of the concept for a 9 hole golf course, but indicated that it would be appro- priate to have a staff report concerning same before committ- ing itself. Executive Session Mayor Flores adjourned the regular meeting at approximately 7:53 p.m. to an executive session held in the Club Room, with all Councilmen and City Manager Callinan present to discuss a personnel matter. Adjournment The executive ssession was adjourned at approximately 8:45 p.m., at which time Councilman Eck left the Community Center. The other Council members reconvened. There being no further business, Mayor Flores adjourned the meeting at approximately 8:47 p.m. to an executive session, to discuss a personnel matter, to be held on September 22, 1976 at 6:30 a.m. in the City Offices.
