The Council of the City of Rohnert Park met this date in
regular session commencing at 7:00p.m. in the City Offices,
6750 Commerce Boulevard, Rohnert Park, with Vice-Mayor Beary
presiding.
Call to Order Vice -Mayor Beary called the meeting of the regular session
to order at approximately 7:00 p.m. and led the pledge of
allegiance.
Roll Call Present: (4) Councilmen Eck, Hopkins, Roberts and Beary
Late: (1) Mayor Flores (his time of arrival is specificall3f
noted in these minutes)
Vice-Mayor Beary noted that Mayor Flores would be late because
he had to attend a Bellevue School District Board meeting.
Staff present for all or part of the meeting: City Manager
Callinan, City Attorney Flit-ner, Director of Public Works/
City Engineer Brust, and Building Inspector Logue.
Joint Meeting of A joint meeting with the Parks and Recreation Commission
Parks and Recreation commenced at this point in the meeting and at which Commis-
Commission and City ssioners Fiori, Helgren, Henley, Hofmann and O'Halloran
Council were present.
City Manager Callinan,at the request of Vice-Mayor Beary,
generally explained the City's proposed Public Works Capital
Improvement Development grant application for a recreation
and community center. Discussion followed.
Vice-Mayor Beary initiated discussion relative to the soccer
program at I'D" Park and the possibility of installing a gravel
or paved driveway from the Community Center to the soccer
field.
Upon motion of Councilman Beary, seconded by Councilman
Eck, and unanimously approved, the City Council directed
staff to submit a proposal for installation of a gravel
roadway into a parking lot in Denecia Park with poles -to
prevent traffic from traversing turfed areas.
Discussion was initiated by Commissioner Hofmann concerning
the Director of Parks and Recreation's,position. A wide-.
ranging discussion followed between Council and Commission
members and during which Mrs. Alice Wells, Cultural Arts
Commission Chairman , spoke briefly.
Mayor Flores Arrives Mayor Flores arrived during the above discussion, the time
being approximately 7:45 p.m.
Councilman Roberts Councilman Roberts left during the above discussion, the
Leaves time being approximately B-10 p.m.
Executive Session Vide-Mayor Beary adjourned the regular session to executive
session, the time being approximatelyl,8:12 p.m., with all
Councilmen, City Manager Callinan and City Attorney Flitner
present. The executive session was adjourned at approximately
8:30 p.m.
Upon motion of Councilman Hopkins, seconded by Mayor Flores,
and approved, by the following voice vote, the City Council
expressed its opposition to any further enlargement of the
Local Agency Formation Commission's membership.

Regional Criminal Discussion was initiated concerning making an appointment
Justice Council to the California Regional Criminal Justice Council and
during which the Council, noting Cotati Councilman Stansbury's
keen interest in same, endorsed the appointment of Mr.
Stansbury to that post.
Donkey Basketball Councilman Beary read a letter received from Steve Bailey.
member of the Rancho Cotate Music Committee, concerning
the annual donkey basketball game and polled council members

regarding their possible participation in the annual event.

Mavor Flores, who presided during the executive session,
announced that the Council had met to discuss personnel
and litigation matters.
Approval of Minutes

Upon motion of Councilman I lopkins, seconded by Councilman
Roberts., and unanimously approved, the minutes of September
27th were approved as submitted®
Approval of Bills
Upon motion of Councilman Hopkins, seconded by Councilman
Eck, and unanimously approved, the bills presented per the
attached list in the amount of $566,939.05 were approved.
Communications
Communications per the attached outline were brought to
the attention of the City Council. No action was taken
on any communications except as noted specifically in these
minutes.
Discussion was hold during the communications review relative
to correspondence from Cotati-Rohnert Park School District.
The Council indicated it desired to hold a joint meeting
with the board, after the November 2nd election, regarding,
among other things, the definition of "paced growth".
LAFCO Special District
Councilman Hopkins initiated discussion concerning additional
Representatives
representatives for special districts on LAFCO.
Upon motion of Councilman Hopkins, seconded by Mayor Flores,
and approved, by the following voice vote, the City Council
expressed its opposition to any further enlargement of the
Local Agency Formation Commission's membership.

Resolution No. .76-161 A,RESOLUTION OF THE CITY OF ROHNERT PARK OUTLINING POLICY
RE. OCCUPATIONAL ALCOHOLISM PROGRAM
City Manager Callinan, referring to his October 8th memo,
explained the above resolutions.
Upon,motion of Councilman Beary, seconded by Councilman
Hopkins, and unanimously approved, reading; of Resolution
Nos. 76 -15£3 through 76 -161, as listed on the Consent Calendar
section of the meeting's agenda, was waived and said resolu-
tions adopted,
Resolution No, 76 -162 A RESOLUTION AUTHORIZING AND DIRECTING REMOVAL OF STOP SIGN
(Myrtle Avenue, westbound at intersection of Liman Gray)
Mr. Raymond Brown, 6552 Liman Way, was recognized and requested
that the Council authorize the removal of the stop sign
on Myrtle Avenue, westbound at the intersection of Liman
Way, explaining the excessive noise that it had created.
City Manager Callinan reviewed his memo, dated October 8th,
to the City Council,
Upon motion •of Councilman Beary, seconded by Councilman
Roberts, and approved by the following.vote, reading of
Resolution No. 76 -162 was waived and said resolution was
adopted.

Review of Ad Hoc . Mayor Flores commented on the format that should be observed
to Review Building in reviewing the Ad Hoc Committee to.Review Building Codes'
Codes Report final report and referred to staff's analysis of same, as
outlined in City Manager Callinan's memo to the Council
dated September 24, 1976, Discussion.followed<
Mayor Flores read the ad hoc committee's recommendation
(No. l) concerning the use of building permit and construction
Pee revenues.
A wide ranging discussion followed with tor. Jack Titus,
6081 Elsa Avenue, and Mr, John Jenssen, 5236 Daniel Drive,
participating.
Upon motion of Councilman Bcary, seconded by Councilman Eck,
and unanimously approved by a roll call vote, the City Council
went on record as rejecting recommendation No. 1 of the final
report of the Ad Hoc Committee to Review Building Codes,
Recommendation No. 2 concerning hiring additional personnel
in the Building Inspection, Department was discussed at length
with Mr.'Ja.ck Titus, Mre John Jenssen, and Building Inspector
Logue participating.

Upon motion of Councilman Beary, duly seconded, ;.:ina unanimously
approved by a roll call vote, the City Council authorized
the hiring of an additional building inspector and part-time
clerk, as necessary.
Recommendation No. 3 concerning formation of a citizens home-
owners I complaint committee was discussed at length with Mr.
Jack Titus participating.
Upon motion of Councilman Flores, seconded by Councilman
Hopkins, and unanimously approved by a roll call vote, the
City Council took no action on recommendation No. 3 of the
final report of the the Ad Hoc Committee to Review Building
Codes.

Councilman Eck returned to the Council Chamber during the

After discussing Recommendation No. 5, it was amended to
provide that a pre-sale inspection could be given "upon reques-el
and that a nominal fee would be charged for this service.
Upon motion of Councilman Hopkins, seconded by Councilman
Roberts, and unanimously approved by a roll call vote, the
City Council adopted recommendation Nos. 4 through 17.of
the final report of the Ad Hoc Committee to Review Building
Codes, as amended.
Mayor Flores expressed the Council's appreciation to those
members serving on the ad hoc committee®
City Attorney Flitner commented briefly on proposed changes
to -the respective budIding codes: Discussion followed.
Stephen Paronto, Taxi
City Mahager'Callinan reviewed his memo to the City Council,
Cab Service
dated October 9, 1.976, concerning Stephen Paronto's application
for a Certificate of Public Convenience and Necessity in
order to operate a taxi cab service within Rohnert Park,
informed that the notice of public hearing had been published
in the local newspaper, copies of the background report dis-
seminated to Council members, and recommended that the appli-
cation be approved.
Mayor Flores declared the public hearing open on the appli-
cation of Stephen Paronto for a Certificate of Public Conven®
iencb and Necessity to operate a taxi cab service within
the City of Rohnert Park,
Mr. Paronto was recognized by the City Council.
Cotati Fire District City Manager Callinan reviewed his memo to the City Council,
Taxation Matter dated October 8th, concerning County Counsel Millspaugh's
letter to the Cotati Fire Protection District which indicated
that those Rohnert Park residents who payed taxes to the
disrict could receive a refund. Discussion followed.
The Council directed staff to prepare a letter urging the
Board of Directors of the Cotati Fire Protection District
to review the matter favorably.
County Fire city Manager Callinan quiered the Council members as to
Protection Study designating a representative to attend:a meeting of the Sonoma
Committee County Ad Hoc Structural Fire Protection Study Committee.
Discussion followed.
The Council asked that Fire Services Commander Bick represent
the City at said committee meeting.
File No. 0410 - City Manager Callinan reviewed his memo to the City Council,
Country Club Meadows, dated October 8th, concerning extension of the tentative
Extension of Tentative map for Country Club Meadows Subdivision. Ile informed that
Map he had a telephone conversation with the property owner,
Mr. Siri, this date, who indicated that it was his intention
to seek extension of the tentative map's approval. Discussion
followed.

There being no one desiring to be heard, and no written
communicatons received, Mayor Flores declared the public
hearing closed.

Upon motion of Councilman Beary, seconded by Councilman
Hopkins, and unanimously approved, reading of Resolution
.No. 76-163 was waived and said resolution adopted.

OF THE CITY COUNCIL PURSUANT TO THE POLITICAL REFORM ACT
OF '1974
City Attorney Flitner explained the resolution. Discussion
followed.
Upon motion of Councilman Beary, seconded by Councilman
Roberts, and approved by the following.roll call vote, reading,
of Resolution No. 76-164 was waived and said resolution
was adopted.

City Manager Callinan explained that a request had been
received from KSUH radio station for financial assistance
in broadcasting a program with local city officials. lie
sugrgested that such financial assistance would be more appro-
priate coming fror_i a community organization, i.e. the Chamber
of Commerce, and also solicited the Council's reaction to
a specific date for a with I ith the city councils of Cotati
-
and Rohnert Park. Discussion followed.
The Council agreed with Mr. Callinan's recommendation relative
to financial assistance to the radio sation and, also, indi-
cated that it would prefer a Wednesday night community forum
program.
City Manager Callinan requested the Council's approval of
his appointment of Marcia Kruger, Secretary, as Deputy City
Clerk. Discussion followed.
Upon motion of Councilman Beary, seconded by Councilman Eck,
and unanimously approved, the appointment of Marcia Kruger
as Deputy City Clerk by City Manager Callinan was approved.
Golf Course City Manager Callinan reviewed his memo dated October 8th
Vandalism and noted that the golf course was experiencing some vandalism
in the early nighttime hours and solicited the Council's
reaction to having an Explorer patrol the area between the
.,hours of 6-00 p.m. and 9:00 p.m. Discussion followed.
Upon motion of Councilman Hopkins,, seconded by Councilman

Roberts, and unanimously approved, the City Council authorized
the hiring of Explorer Scouts.to patrol the golf course area
between the hours of 6:00 p.m. and 9:00 p.m.
ICMA Conference City Hanager Callinan reported briefly on the International
City Manager's Conference in Toronto, Canada which he attended.
National League of City Manager Callinan initiated discussion concerning partici-
Cities Conference pating in the annual National League of Cities Conference.
Upon motion of Councilman llopkins,,, seconded by Councilman
Roberts, and unanimously approved,.the Council authorized
one of its members to attend the National League of Cities
Conference.
External Audit Reports City Manager Callinan distributed copies of Pisenti and
1975-76 Brinker's external audit report of the Rohnert Park Civic
Commission, City of F'ohnert.Park, and Federal Revenue Sharing
Funds for 1975-76.-

Bus Stop - East City Manager Callinan noted that no aeti.on had boon taken
Cotati Avenue by the Cotati City Council for the relocation of the bus
stop at Adrian Drive on East Cotati Avenue. Discussion follow-
ed.
Councilman Hopkins made a motion to thank the Cotati City
Council for its consideration in this matter. Said motion
died for lack of a second.
Planning Director's City Manager Callinan explained that the County of Sonoma
Overtime refused to pay 2 1/2 hours of Planning Director Skanchy's
overtime worked in August which occurred prior to the the
agreement between Mr. Skanchy and the City for his indepen-
dent services. Discussion followed.
Upon motion of Councilman Beary, seconded by Councilman
Roberts, and unani.mously approved, the City Council authorized
paying the 2 1/2 hours overtime to Planning Director Skanchy.
League of California City Manager Callinan informed that he would be participating
Cities Annual on a discussion panel at the annual conference of the League
Conference of California Cities in San Diego concerning "Cities -
Universities" relations.
City's Ambulance City Manager Callinan directed the Council's attention to
a memo from Fire Services Commander Bick to the Director
of Public Safety concerning a mechanical failure in the
city's ambulance. Discussion followed.
Golf Course Vandalism City Attorney Flitner advised that a default judgement had
been issued against one of the three individuals who had
vandalized the city's municipal golf course and that he was
following up for collection.
Library- Installation Councilman Eck informed that he was concerned about the
of Bicycle Racks installation of bicycle racks at the City's library, but
since has been informed that said racks were being installed.
Stop Sign - Bernice and Councilman Hopkins informed that residents has approached
Burton Avenues him requesting installation of a four -way stop sign at Bernice
and Burton Avenue. Discussion followed.
Mayor
Upon motion of Councilman Hopkins, seconded by Councilman
Eck, and unanimously approved, the Council requested a staff
report on the need for installation of a four -way stop sign
at the intersection of Bernice and Burton Avenues.
Rohnert Park- Cotati
Mayor Flores gave a brief report concerning the program of
Library Advisory
the Rohnert Park - Cotati Library Advisory Commission.
Commission
Donkey Basketball
Mr. Peter D. Bailey, 7491 Adrian Drive, was recognized and
spoke briefly with Council members concerning the proposed
donkey basketball_ game between the Cotati and Rohnert Park
city councils.
Adjournment
There being no further_ business, Mayor Flores adjourned
the meeting at approximately 11:5 P.M.
