1977/01/05 City Council MinutesR0111dERT PARK CITY COUNCIL MINUTES January 5, 1977 The Council of the City of Rohnert Park met this date in adjourned regular session commencing at 7:00 p.m. in the City Offices, 6750 Commerce Boulevard, Rohnert Park with Mayor Flores presiding. Call to Order Mayor Flores called the adjourned regular session to order at approximately 7:00 p.m. Roll Call Present: (4) Councilman Beary, Eck, Hopkins, and Flores Absent: (1) Councilman Roberts Staff present: City Manager Callinan and City Attorney Flitner. City Manager Callinan reported that Councilman Roberts was unable to attend the meeting because of the flu. Growth Policy The City Council commenced a work - session discussion con - cerning the "growth policyP° transmitted by City Manager Callinan's memo dated December 9, 1976, which had attached to it a proposed resolution concerning, growth anO enacting a program for coping with it. Mr. Callinan gave a brief review of the pros and cons concerning the proposed policy and his reasons for recommending it. The Councilmen then each expressed their viewpoints concerning the proposed policy. Councilman Eck made a motion to delete paragraph 4 (b) on page 6 of the proposed resolution concerning the multi - family units with not more than two bedrooms per unit being excluded from the yearly unit limitation. Said motion died for lack of a second. Further discussion followed. Mayor. Flores made a motion, which was seconded by Councilman Beary, to delete paragraph 4 on page 4 of the proposed resolution concerning the request of the Cotati- Rohnert Park School District to the City to enact a paced - growth program. Said motion failed by the following roll call vote. AYES: (2) Councilmen Beary and Flores NOES: (2) Councilmen Eck and Hopkins ABSENT: (1) Councilman Roberts Mayor Flores made a motion, which was seconded by Councilman Hopkins, to delete the word "paced" from paragraph 4 on page 4 of the proposed resolution. Said motion was approved by the following voice vote AYES: (3) Councilmen Eck, Hopkins and Flores NOES: (1) Councilman Beary ABSENT: (1) Councilman Roberts Page 2 I i I January 5, 1977 Further discussion followed during which the Council agreed that +11-ie proposed resolution should be referred to the Planning Commission for review and comment and that the matter should be set for public hearing and action by the City Council at its January 24th meeting. Mayor Flores then opened the matter to members of the aud- ience. Mr. Vernon P. Smith, 495 Arlen Drive, was recognized and commented that he regretted that Councilman Roberts was not here; and that the Council should have a public hearing on the policy; he questioned the premises of -the growth policy and that it did not receive any citizen input; sug- gested a plan that would give the citizens a major role in determining the plan; suggested the City formulate and adopt a citizen participation ordinance which would provide for neighborhood advisory councils and a citizen participa- tion advisory council. He commented that old neighborhoods in the City are deteriorating. lie suggested that the ordi- rance that he mentioned be adopted by April 1, 1977 and that 1977 development should he restricted to 600 units, including two bedroom apartments. Mavor Flores and Councilman Hopkins responded to Mr. Smith's remarks and participated in a brief discussion with him. There were no other members of the audience desiring to speak on the matter. The Council requested that a legal notice he published advising the citizens of the January 24th public hearing being held on the growth policy matter by the City Council.
