The Council of the City of Rohnert Park met this date
in regular session commencing at 7:10 p.m in the City
Offices, 6750 Commerce Boulevard, Rohnert Park, with
Mayor Flores presiding.
Call to order
Mayor Flores called the meeting of the regular session
to order at approximately 7:10 p.m. and led the pledge
of allegiance.
Roll Call

Approval of Minutes
Councilman Eck noted that Resolution Nos. 77 -18, 19 and
of February 14th
22 should not have been listed under the Consent Calendar
since they were removed from same and considered as separate
items (pages 2. and 3).
Councilman Eck indicated that he would like the record
to include the reason for his abstaining from voting concern -
ing endorsing the concept of Alternate Plan "C" for develop -
ment of the Spivock /Rohnert property because of the fact
that we (the Council) shouldn't take a ''yes" or "no" vote
on the matter.
Upon motion of Councilman Hopkins, seconded by Councilman
Beary, and unanimously approved, the minutes of February
14, 1977 were approved as corrected.
Approval of Bills
Upon motion of Councilman Hopkins, seconded by Councilman
Beary, and unanimously approved, the bills presented per
the attached list in the amount of $528,971.51 were approved.
Said total includes $5,150.00 for the Rohnert Park Civic
Commission.
Communications
Communications per the 'attached outline were brought to
the attention of the Council. No action was taken on any
communications except as noted specifically in these minutes.

and unanimously approved., Council directed that a letter
be sent, over the Mayor's signature, to Vernon P. Smith
expressing appreciation for his service on the Marin;Sonoma

concerning the U.S. Postal Service not providing door to
door delivery in certain areas of the city.
Park Plaza Shopping With reference to the letter from Garrison Pacific properties,
Center- Benches Mayor ..Flores suggested that a picture be taken of the Youth
Advisory Commission and the benches to be installed in
Park Plaza Shopping Center since they were instrumental
in having the benches installed.
Drought Conference City Manager Callinan informed of the Governor's drought
conference to be h eld in Los Angeles.
S 120 City Manager Callinan initiated a discussion concerning
a letter from North Marin County Water District regarding
S 120 amending the Disaster Relief" Act of 1974 to inc;.._u e
"drought ". Discussion followed.
Upon motion of Councilman Eck, seconded by Councilman Beary,
and unanimously approved, Council directed that a letter
be-sent ' over the Mayor "s signature, endorsing amending
the Federal-Disaster Relief " -Act of 1974 to include any
disaster or'emergency.caused by drought.
File No. 0512 - City Manager Callinan initiated a discussion concerning
Frank Jones, Use A. J. DiMauro's, Attorney at Law, recent letter requesting
Permit (Francisco the Council's .reconsideration of Frank Jones' use permit
Property) application for a� nursery on property owned by Norman

by its previous action or require a covenant, that the
required right -of-way for widening of South Santa Rosa
Avenue will be deeded to the City, at no cost to the City,
when the widening project is undertaken. Discussion followed.
Upon motion of Councilman Eck, seconded by Councilman Beary,
and unanimously approved, the Council indicated that it
would accept a covenant from Norman Francisco for dedication
of subject right -of --way, at no cost to the city, and further
that the covenant be presented to the Council and City
Attorney for review.

Non -'Agendaed Items
Councilman Eck requested that time be allotted under Matters
for Councilmen to comment on what authorization Mr. Codding
had to speak on the city's water.
Mayor Flores requested that time be allotted under Matters
from Councilmen to present a proclamation concerning KQED
Educational Week and, also, to discuss the questionnaire

received from the ,Sonoma County Ad 'Hoc Committee.on
Structural Fire Suppression.
Miss Sonoma County
Mayor Flores advised that 'Mrs. Brog was unable to attend

Discussion followed concerning financial assistance to
the Miss Sonoma County Pageant.
Summer Youth
Mr. Roy Logstone, Rancho Cotate High School Work Experience
Employment Program
Coordinator, was recognized and addressed the City Council
concerning the Summer Youth Employment Program, generally
Resolution-No. 77 -35-
commenting °on placement, office location, and financial
assistance'. Discussion followed between Mr. Logstone and
Council members.
Upon motion cf Councilman Hopkins, seconded by Councilman
Beary, and unanimously approved,`the Council approved
- a contribution of $1,011.65 towards the Summer Youth Employ-
ment Program for 1977.

Mary Stewart, 578 Lorraine Court, < was recognized and explain -
ing that she was confused on the well `.issue requested clarifi-
cation concerning the depth of drilling for Well Nos. 13
and 14.
Mrs. Steward was informed that the well now being considered,
No. 14, was to be part of the City's municipal well system
and was separate from the wells, i.e. Wells 15 and 16,
to be developed to aid North Marin and Petaluma which
would be considered by the Council on March 14th.

Mayor Flores,.introduced six Boy Scouts and explained that

By a unanimous Vo'te:the Council approved the concept of
providing youth employment in retrieving shopping carts.
Scout Hut
Mayor Mithcell commented on the sink trap at the Scout
Hut and recommended that it be fixed, possibly by one
of the scouts as a special project.
Bicycle Paths

Mayor Mitchell suggested that lights be installed in the
playground near the recreation center also on the basket-
ball courts for night-time use. After a brief discussion
the matter was referred to the Parks and Recreation Commission
Discussion was initiated concerning the installation of
bicycle lanes on Santa Barbara and other sections of the
community where there was excessive traffic for pedestrian
and bicyclists safety.
Signals at Country Discussion was initiated concerning possible installation
Club Drive Express- of traffic signals and crosswalks at the intersection
way of Country Club.Drive and Rohnert Park Expressway. The
matter was referred to the City Attorney for study.
Mayor Mitchell expressed appreciation to the City Council
for the priviledge of Scout Government Day.
Adjournment The Scout Mayor adjourned the meeting at approximately
8 :07 p.m.

Mayor Flores declared a recess at this point in the meeting,
the time being approximately 8 :07 p.m.
Mayor Flores reconvened the meeting at approximately 8 :20
p.m., with all Councilmen, except Councilman Hopkins, present.
City Manager Callinan reviewed his "memo to the Council,
dated February 25, 1977, concerning setting swimming pool
rates for 1977 and informed that the Parks and Recreation
Commission had endorsed the rates as outlined in Director
of Parks and Recreation. Pekkain's memo.
It,was noted that Parks and Recreation Commissioner DeWan
was present in the audience.
Discussion followed concerning installation and use of
the pool cover and reduction of the pool's temperature.
Upon motion of Councilman Eck, seconded by Councilman
Beary, and unanimousl approved, the Council approved the
swimming pool rates:..for 1977 as proposed in the "Summary
of Swimming Pool Financial Operations" (a copy of which
is,.attached to the original set of these minutes).
City Manager Callinan reviewed his memo to the Council,
dated February 25, 197,7,,concerning swimming pool operations
schedule for,1977 and informed that the Parks and Recreation
Commission.had endorsed the: schedule as outlined in Director
of Parks and Recreation rekkain's memo dated February 7,
1977. Discussion followed concerning monitoring the length
of time allotted the Sting Ray Swim Team.

Upon motion o Councilman Eck, se- aonded by Councilman Beary,
and unanimously approved, the Council approved the swimming
pool operations schedule for 1977 as outlined in Director
Pekkain's memo subject to staff's continuous scrutiny of
the closing of the pool from 5:15 p.m. to 7:15 p.m. for
Sting Ray use.
Community Center, City Manager Callinan reviewed Director of Parks and Recrea-
Use Policy Review Lion Pekkain's memo concerning revisions to'the Community
Center Use Policy and informed that the Parks and Recreation
Commission had endorsed .same.
Upon motion of Councilman Eyck, seconded by Councilman
Beary, and unanimously approved, the Council approved the
revised Community Center Use Policy as attached to Director
Pekkain's memo.
Babe Ruth, Request City Manager Callinan reviewed his memo to the Council,
for Financial dated February 25, 1977, concerning,Babe Ruth Baseball
Assistance League's letter soliciting financial support and informed
that the Perks and Recreation Commission recommended $500
be contributed to the league.for 1977. .
Mr. Robert DeWan, 7517 Beverly Drive, Babe Ruth Baseball
League Tresi.dent, was recognized and generally commented
on.expenditures, dues and insurance,.uniforms purchase,
etc. Discussion-followed.
Upon motion of Councilman Eck, seconded by Councilman
Roberts, and unanimously approved, the Council approved
a $500 contribution .to the Rohnert Park Babe Ruth Baseball
League for the 1977 season. contingent upon the League filing
a financial statement at the end of the year and, if there
are sufficient funds, the $500 will be paid back to the
city.
Councilman Beary made a motion to amend the original motion
deleting the requirement that the $500 be a loan or paid
back.7 Said motion died for lack-of a second.
Councilman Eck's motion was unanimously approved.
Residential Developers. 'City Manager Callinan reviewed his February 25, 1977 memo
Meeting; concerning holding a meeting and hearing with the major
owners of residentially designated properties to determine
the number of-residential units for the coming year. Discus-
sion followed.
It was the consensus of the Council that the meeting with
residential developers would be set for March 21st, 6:00
p.m.
Council Work Session City Manager Callinan reviewed his February 25, 1977 memo
concerning holding a'Council work. :session. Discussion
followed during which the Council.set April 12th, 6:00
p.m. for its work session.

City M6nag6r Callinan reviewed his February 25, 1977 memo
to Northern Area
to the City Council concerning a communication received
from the Golden Gate Bridge and Highway Transportation
District relative to providing commuter bus service along
Country Club Drive, and solicited comments concerning
conducting a public hearing regarding same.
Discussion followed during which it was the consensus
of the'Council-that a public hearing should be held at
its March 14th meeting regarding the extension of the commuter
bus service to the'Country Club Estates area and residents

City Manager Callinan reviewed'his memo to the City Council,

dated February 25, 1977, concerning expiration of the use
Billboard Structures
permits for three Ryan Outdoor Advertising billboard signs,
presented pictures of the subject signs, and recommended
that the billboards be removed and advised that at the
request of Ryan Outdoor Advertising all three (3) signs
would be discussed and considered by the Council at this
meeting.
Mr. Francis Ruggieri, Modesto, attorney representing Ryan
Outdoor Advertising, was recognized and generally commented
on' provisions in the City's ordin ante for issuance of
a`use permit, i.e. in relationship to allowing outdoor
advertising structures; San Diego judgement concerning
regulation of advertising structures; denial of the use
normits of Rvan Outdoor Advertising. and zoning in the

the Council upheld its December 13, 1976 action denying
Ryan Outdoor Advertising's appeal of the Planning Commission's
decision not to extend the use permit for the billboard

denied Ryan Outdoor Advertising's appeal of the Planning
Commission's February 24, 1977 action denying the extension
of the use permit for the billboard located on Commerce
Boulevard north of Empire Tractor and, in addition, rescinded
the City's permission for said billboard to be located
in the Commerce Boulevard road right -of -way.

was displayed, and affects the area located between Hunter

Beary, and unanimously approved, Parcel Map No. 32 was
approved subject to conditions outlined in the Planning
staff report.

City Manager.Callinan explained Parcel Map No. 33, which „

City Manager Callinan reviewed his memo, dated February

25, 1977, concerning "Country Roads Subdivision" located
Model Neighborhood
north of Railroad Avenue, east of the,City limits, in the
area south of East Cotati Avenue, and-gave a brief synopsis
of previous action taken concerning same.
Mr. Don Laidlaw, planner representing Sonoma County Land
Investors, was recognized and commented on the concept
of the proposed development; number of ,units and persons
generated by..same9 etc.
Discussion followed between the Council members, City rlenager. .

City Attorney Flitner explained the ordinance.
Upon motion of Councilman Beary, seconded by Councilman
Roberts, and unanimously approved, reading of Ordinance
No.:326 was waived and said ordinance introduced.

Nursery Stock Acquisi

City Manager Callinan reviewed his February 25th memo,to
the,:City Council and explained the anticipated cost involved
in removing.the',.field.stock from the nursery at Paradise
and.shipment-to Rohnert Park and, in addition, solicited
the, Council's reaction to installing trees, with the property
owner's I cooperation, within the shopping center on Southwest
.,,.Boulevard. Discussion followed.
Upon motion of Councilman Roberts, seconded by Councilman
Eck, and unanimously approved, the Council authorized City
Manager Callinan to get the field stock from Paradise to
Rohnert Park.
Upon motion of Counv,14man Eck, seconded by Councilman
Roberts, and unanimously approved, the Councii directed
staff to determine if a program could be worked out with
the shopping center owners) on Southwest Boulevard for
additional landscaping.
City Surplus City Manager Callinan reviewed his February 25th memo to
Equipment the Council concerning; bids received on surplus City equip-
ment and supplies.
Upon ,notion of Councilman Roberts, seconded by Councilman
Beary, and unanimously approved, the Council authorized
disposition of surplus equipment or supplies to the highest

Capital Outlay Fund City Mane;er.:Callinan initiated a discussion concerning
receiving additional funds under the Public Works Act of
1976, development of the community recreation center by
imposing a $100 fee on all new homes, Dorotea and Eagle
.park development, etc.
After conclusion of the discussion it was indicated that
consideration of increasing the Capital Outlay Fund fees
to cover park development and a community and recreation
center.would best be discussed at a work session with
developers.
California City Manager Callinan commented on the'California Conservation
Conservation `Corps program and advised that staff'was preparing.an
Corps application for extension of the bicycle path from Emily
Court to the Eagle Park area. Discussion followed concerning
making application for a program of general community cleanup.
Planning.Staff City Manager Callinan reviewed his February 25th memo to
the Council concerning the need for additional planning
staff.
Undergrounding of City Manager Callinan reviewed his memo, dated February
Electrical Facilities 25, 1977, concerning the estimated cost for undergrounding
the electrical facilities from Hunter Drive south to Copeland
Creek. Ralph Fitch, P.G. & E. representative, was recognized
and advised that work on the undergrounding had already
started...
Federal Revenue City Manager Callinan, referring to his February 25th memo,
Sharing Funds advised that the City would be receiving $130,627 in Federal
Revenue Sharing Funds an that new guidelines for revenue
sharing required conducting of a public hearing prior to
making a recommendation.to._.the.Council on how the.funds
should be spent.
Postal Service City Manager Callinan reviewed his February 25th memo to
the Council concerning door to door delivery provided by
the Postal Service and informed that copies of the Mayor's
most recent letter had been disseminated to Councilmembers.
Discussion followed.
Joint Meeting; With City Manager Callinan initiated discussion concerning whether
Elementary School or not a joint meeting should be held with the Cotati- Rohnert
District Park School District. Discussion followed during which
it was indicated that a joint meeting would be postponed
until after the March 8th election.
Horses (Regulations) City Attorney Flitner reviewed his memo to the City Council,
dated February 28, 1977, concerning horseback riders on
public streets within the city limits. Discussion followed.
CATV - Complaint Councilman Beary indicated that he had. received a complaint
concerning cable TV service, but since the preparation
of the agenda the matter had been resolved.
