1977/03/21 City Council MinutesROHNERT PARK CITY COUNCIL MINUTES March 21, 1977 The Council of the City of Rohnert Park met this date in adjourned regular session commencing at 6 :00 p.m. in the City Offices, 6750 Commerce Boulevard, Rohnert Park, with Mayor Beary presiding. Call to Order Mayor Beary called the meeting of the regular session to order at approximately 6:00 p.m. Roll Call Present: (5) Councilmen Eck, Flores, Hopkins, Roberts and Beary Absent: (0) None Staff present for all or part of the meeting: City Manager Callinan, City Attorney Flitner, Director of Public Works/ City Engineer Brust Press Correspondents, Frank Farrara, Independent Journal and Jud Snyder, Rohnert Park - Cotati Clarion Others Present: Ralph Fitch, P.G. & E Olaf Gross, Summit Development Jon Joslyn, Qantas Development Harvey Kameny, Crocker Homes, Inc. Class City Manager Callinan apprised the Council that Resolution No. 77 -10 concerning growth of -the City of Rohnert Park and enacting a program for coping with it provides for conducting public hearings so that the Council could deter- mine the number of proposed residential units for which the City would provide municipal. services for each year. Mr. Callinan noted that two letters had been received from Qantas Development Corporation and Crocker Homes, Inc. concerning the coming construction season. He explained that the Council should keep in mind that until the city is connected to the Llano sub - regional sewerage treatment plant that the City would have limited sewerage capacity. City Manager Callinan outlined the time schedule anticipated for connection to the sub - regional sewerage treatment facil- ity, issuance of building permits contingent upon connection to the sub - regional plant, reserve sewer treatment capacity in relationship -to the wastewater generated by residential, commercial and industrial development. City Manager Callinan read the letter from Qantas Develop- ment Corporation, dated March 21, 1977, and Crocker Homes, .,Inc. dated March 17, 1977. Page 2 March 21., 1977 Mr_ o i af c,n.,z -.,�u -n i �e _ qnd indicated that he was speaking for Mai,shall-'Pal.mez,-Construction, John Novak of summit Development, .,and Karl Katlas, and that for the Rancho Sonoma Subdivision area he would like a commitment from the City of being allowed 15 building permits per month. He further pointed out that Unit No. 3 of Ranch ' o Sonoma Subdivision is being engineered now and a final map for it should be coming to the City shortly. City Manager Callinan recapped the letter and comments received which indicated that for Crocerk Homes, Inc./ Debra Homes , Inc. golf course development they are requesting 160 units for 1977, Qantas Development is requesting 20 units of "R-111 for 1977 and remaining in Rancho Sonoma Unit No. 2 was 31 lost for a combined total of 211 "R-111 units being requested for 1977 construction not including Rancho Sonoma Unit No. 3. Discussion followed between Council members, City Manager Callinan, Director of Public Works/City Engineer Brust and developers concerning the projected number of building permits that each developer would need for the coming construction year, connection to the Llano sub-regional treatment rilant, Ci.tv's growth policy, proposed and planned development in relationship to determining allocations for sewer capacity until connection to the sub-regional treatment facility, and in-filling development and/or construction upon improved lots. City Attorney Flitner commented briefly concerning standard- ized allotment of building permits in relationship to the growth policy and discusion foiiowed relative to the amount of remaining land designated for "R-111 development within the City limits. Councilm an Hopkins made a motion, seconded by Councilman Flores, to approve allocations for 21.1 units for the construction year 1977 with the condition that the City has ample sewer hoopups. Discussion foil-owed relative to the Council taking specific action at a work session concerning making a definite commitment for allocating a designated number of residential units for the coming year. Councilmen Hopkins and Flores withdrew their motion and second respectively- The Council directed that further consideration of the number of residential units to be provided service under the growth policy should be scheduled for the March 28th meeting as a regular agenda item. Wells City Engineer Brust gave a status report on the test hole being drilled jointly by the State Department of Water Resources and Sonoma County Water Agency. Discussion followed concerning monitoring Well 14 and proposed Wells 15 and 1.6. Mayor Beary expressed appreciation to various individuals developers attending the meeting.
