The Council of the .City of Rohnert Park met this date
in regular session commencing at 7:00 p.m. in the City

Call to Order. :!: Mayor.Beary oahled the ,meeting of the regular session to
order at appro4imately.7:06 p.m. and led the pledge of
allegiance.

Approval of Minutes Upon motion of Councilman Hopkins, seconded by Mayor Beary,
and unanimously approved, the minutes of March 28, 1977
were approved as submitted
Approval of'Bills Upon motion of Councilman Hopkins, seconded by Councilman
Eck, and.unanimously approved, the bills presented per
the attached list in the amount of $445,059.27 were approved.
Communications Communications per the attached outline were brought to
the,attention of the;Council. No action was taken on any
communications except,as noted specifically in these minutes.
SB 201 Councilman:Eck, referring to Item No. 2.1 on the communica-
tions outline, initiated a discussion concerning school
impact fees. It was noted that SB 201 concerning imposition
of school impact fees would:be„ discussed under Matters
from Councilmen.
"Betsy Ross" Flag At the Council's request, City Manager Callinan read a
letter received from Mr. Richard Blair, 420 Arlen Drive,
requesting the Council's authorization to fly the - "Betsy
_Ross" flag on city buildings and issuing a proclamation
designating 1977 the bicentennial year of the national
flag. Discussion followed.
Upon motion.of Councilman Roberts, seconded by Councilman
:Flores, and - unanimously approved, the Council authorized
the acquisition of: "Betsy Ross" flags to be flow at City
Hall, the Public Safety building, and golf course and directed
that the Mayor issue a proclamation concerning the bicen-
tennial flag year.
Telephone Service Councilman Flores initiated a discussion concerning a
letter received from Pacific Telephone concerning service
to the northern residential areas.

Upon motion of Councilman Flores, seconded by Councilman
Hopkins, and unanimously approved, the Council directed
that a letter he sent, over the Mayor's signatures, to
Pacific Telephone Co. urging them to expedite providing
telephone service to new homes in the northern portion
of Rohnert Park.
City Manager Callinan informed of the City's scheduled
public appearance before the California Highway Commis -
sion in Fresno on April 21st concerning the construction
of.ihe southbound off-ramp loop fo,--,th-- Rohnert- Park
Expressway - U.S. 101 interchange.,,_-
City Manager Callinan., at Mayor Beary's request, informed
that Toby Ross of th6 County Planning Department had
indicated to him that there would be no significant I 'changes,
to the designated land uses contained in the Sonoma County
General Plan for the vicinity around Rohnert Park. Discus-
sion followed concerning proposed development of land
southeast of southern City limits, and land use designa-
tion for the Spivock property; ,Le. open space buffer.
City Manager Callinan suggested an update presentation
be. given to the City Council concerning the County General

Unscheduled Public Mayor Beary informed that Mrs. Lovetta LaVoie, Cultural
Appearances Arts Corporation member, and Mr. Al Alva, Youth Advisory
Commission member, had requested to address the City
Council as Unscheduled Public Appearances.
Art Show* Banner Mr. LaVoie, representing the Cultural Arts Commission,
was recognized and informed that the third annual art
show was planned for May 5-9 at the Community Center
and requested the Council's permission to display a banner
advertising same for one week at either the intersection
of Commerce 'and Southwest Boulevards or on Adrian Drive
near the Purity Market. Discussion followed.
Upon motion of Councilman Hopkins, seconded by Councilman
Roberts, and unanimously approved, the Council authorized
displaying, across a city street for one calendar week,
a.Panner (161 x 31) advertising the annual art show.
Youth Advisory Commission i
Contest Or'. Al Alva, representing the Youth Advisory Commission,
was recognized and commented on,the Youth Advisory Commis-
sion's sponsorship of a contest.:to re-design the official
-.commission seal and requested the Council's approval
to award a US 'prize-for the design chosen. Discussion
followed durl g which h Mr. Alva explained efforts to inform

residents of tie Youth Advisory Commission's existence
and its functions.
Upon motion of Councilman Flores, seconded by Councilman
Hopkins, and unanimously approved, the Council authorized
the expenditure of $15.0-0 by the Youth Advisory Commission's
for a prize''award for the-.contest to redesign the Commis-
sion's seal.'

Country Club Garden Mr. Court Williamson, 909 Joanne Court, was recognized
Estates and expressed his concern to the Council over Palmer -Gross
Development Corporation's failure to repair the cement
driveway that provides access to the rear garages -of
the units that front on Joanne Court and requested the
Council's interventio by not releasing the bonds for
subdivision improvements until the firm had made the necessary
repairs,
City Manager Callinan, at the Council's request, explained
that the City had not released the public improvement bonds
and that City Engineer Brust had been working to resolve
the matter," Discussion followed during which the Council
members requested.that this matter be put on its April 25th
meeting agenda.`
Upon motion of Councilman Roberts, seconded by Councilman
Eck, and approved by the following vote, the Council directed
that Palmer -Gross Development Corporation be requested to
expedite making the necessary repairs to the common driveway
and referred the matter to the Council's Residential Develop-
ment Committee.
Mayor Beary, indicating that he may have a conflict of inter-
est, informed that he would abstain from voting on the matter.

City Manager Callinan explained the ordinance. Discussion

Resolution No. 77-68 A RESOLUTION CONFIRMING AMENDED ASSESSMENT (Sanitary Sewerage

City Manager Callinan reviewed his memo dated April 7, 1977.
Mayor Deary declared the scheduled public hearing open on
Project No. 1964-1, Amended Assessment No. 1.2.2-1.
There being no one desiring to be heard and no written com-

explained the resolution and informed that a letter had been
received from Santa Rosa Landscaping clarifying a clerical
error on their bid. Discussion followed with Mr. Parker
Smith, landscape architect, participating.

City Manager Callinan noted that communications received
concerning destroying weeds were.listed on the communications
outline.
There being no person desiring to speak, Mayor Beary declared

be referred to the Council for review.
Mayor Beary declared the scheduled public hearing open to
consider Codding Enterprises' application.for precise develop-
ment plan and architectural review of a PX. & E. warehouse
located north of Rohnert Park Expressway, adjacent to Rancho

Discussion followed between Council members and staff regard-
ing the planting of trees around the perimeter of the property
and during which Mr. Hugh B. Codding was recognized and
indicated willingness to plant trees on the northern property
line and commented on the P.G. & E. warehouse in general.
Upon motion of Councilman Flores, seconded by Councilman
Roberts, and approved by the following roll call vote, Cod-

staff report, concering M & M`Ti_re's (Cotati Performance
Center) application for architectural review of a detached
illuminated sign, described the proposed sign as depicted
in a rendering which was displayed, and advised that the
Planning Commission recommended approval subject to conditions

Mayor Beery reconvened the meeting at approximately 8:45
p.m., with all Councilmen, except Councilman Hopkins, present.
Mr. George Minas, E.M.S. Coordinator, was recognized and
showed .a film concerning cardiopulmonary resuscitation
training. Mr. Minas generally discussed emergency medical
services and training, programs.

Baker demonstrated resuscitation techniques with the aid

The Council-expressed its appreciation for the presentation.
City Manager Callinan reviewed his April 7th memo to the
Council and discussed the proposals received from Pisenti
and Brinker and from Linkenheimer, Hebrew and Company for
the 1976 -77 audit.
Upon motion of Councilman Roberts, seconded by Mayor Beary,
and unanimously approved, the Council approved the proposal

Planning Commission- City Manager Callinan reviewed his April 7th memo to the
Amendment to By -laws Council concerning authorizing an amendment of the Planning
Commission by -laws to allow 11 :00 p.m. adjournment time.
Discusion followed.
Upon motion of Councilman Eck, seconded by Councilman Roberts,
and unanimously approved, the Council authorized the Plan-
ning Commission to amend its by -laws to provide for a 11:00
p.m. adjournment time for its regular meetings.

Upon motion of Councilman Roberts, seconded by Councilman
Eck, and unanimously approved, the Council authorized the
expenditure of $12,000 for the "acquisition of a hydro - flusher.
Commuter 'Parking-
City Manager Callinan reviewed his April 7th memo to the
Baptist Church
Council concerning commuter parking at the Baptist Church
and informed that he was awaiting response from Reverend
Jack concerning same.'
Sewer Plant Dedication
City Manager Callinan' reviewed his April 7th memo to the
Council concerning designating a date for the dedication
of the sewer plant improvements.
Discussion followed during_iahich it was indicated.that
Mayor Beary "and =City Manager;Callinan should work ;on "designa-
ting a date for the sewer plant's dedication.
Water Quality C,ortrol: .
Board Meeting
Wells Update
City Manager Callinan reviewed his April 7th memo to the
Council concerning the Mater Quality Control Board's cease
and desist notice and - hearing. He informed that Rohnert
Park had.until May 15th to abate its sewerage effluent
flowing.into` the Russian River and discussed the damming
the Laguna de Santa Rosa channel,to hold effluent until
connection to,the sub - regional treatment plant. Discussion
followed.
City Manager Callinan reviewed his April 7th memo to the
Council concerning progress. on Wells 14, 15 and 16.
John Reed BallfielT City Manager Calli'nan reviewed 'his April 7th memo to the
Fencing - Council concerning installation of fencing, at the request
of the Boy's Baseball program;' around the John Reed ballfield
and the school district's consenting to pay for 50 percent
of said improvments, not to exceed $750.
Upon motion of Councilman Roberts, seconded by Councilman
Eck, and unanimously approved, the Council authorized 'the.
expenditure of funds for installation of fencing at the
John Reed School ballfield.
Library Lease.. City Manager.Callinan reviewed his April 7th memo to the
;:Agreement Council concerning provisions of the lease agreement for
the library building between the. City and Library Commission.

City Manager Callinan noted that each Council member had
received notice of the Mayors' and Council members' legisla-

Upon motion of Councilman Roberts, seconded by Councilman
Flores, and unanimously approved, the Council authorized
its members to attend the League of California Cities Mayors'
and Council Members °.Legislative Conference.
SB 201.. Discussion was initiated concerning SB 201 as it relates
to imposition of school impact fees.

City;Manager Callinan initiated a discussion concerning
Districts,
the County's Supervisorial Re- Districting Committee's
consideration for supervisorial district boundaries. Discus -

Upon motion of Councilman Flores,'seconded by Councilman..
Eck, an' approved by the following vote, the Council directed
that a letter be sent, over the Mayor's signature, to the
Chairman of the County Supervisorial Re- Districting Committee
expressing its interest in having.Rohnert Park's gerrymandered
condition being corrected and possibly including the entire
city in the Fifth District.

City Manager Callinan informed that he had recently met

City Manager Callinan noted that each Council member had
received notice of the Mayors' and Council members' legisla-
tive conference (May 16 -18)0
Upon motion of Councilman Roberts, seconded by Councilman
Flores, and unanimously approved, the Council authorized
its members to attend the League of California Cities Mayors'
and Council Members °.Legislative Conference.
SB 201.. Discussion was initiated concerning SB 201 as it relates
to imposition of school impact fees.

Upon motion of Councilman Eck, seconded by Councilman Roberts,
and unanimously approved, the Council directed that a
letter be forwarded, over the Mayor's signature, to the
appropriate legislative representatives expressing support
for 201.
Junior High Lights At Councilman Roberts request, City Manager Callinan informed
that the lights installed by the City on the Junior High
site had not been formally accepted and that final payment
will not be made until they are completed to the City's
satisfaction.
City Attorney's Councilman Flores initiated a discussion concerning City
Renumeration Attorney Flitner's letter concerning renumeration.
Upon motion of Councilman Flores, seconded by Councilman
Eck, and unanimously approved, the Council directed that
the 1977 -76 budget should include the renumeration City
Attorney Flitner requested in his letter dated April 4, 1977.
Adjournment There being no further business, Mayor Beary adjourned
the meeting at approximately 9:50 p.m.
