April 25, 1977
The Council of the City of Rohnert Park met this date in
regular session commencing at 7:10 p.m. in the City Offices,
6750 Commerce Boulevard,, Rohnert Park, with Mayor Beary
presiding.
Call to Order
Mayor Beary called the meeting of the regular session to
order at approximately 7:10 p.m. and led the pledge of
allegiance.
Roll Call
Present: (5) Councilmen Eck, Flores, Hopkins, Roberts and
Beary
Absent: (0) None
Staff present for all.or part of the meeting: City Manager
Callinan, City Attorney Flitner, Planning Director Skanchy,
and Parks and Recreation.Director Pekkain.
Approval of Minutes
Upon motion of Councilman Flores, seconded by Councilman
Eck and unanimously, approved, the minutes of April 11th
were approved as submitted..
Approval of Bills
Upon motion of Councilman Eck,,seconded by Councilman Hopkins,
and.unanimously approved, the.bills presented per the attach-
ed list in the amount of $184,861.11 were approved.
Communications
Communications per the attached outline were brought to
the attention of the Council. No action was taken on any
communications except as noted specifically in these minutes.
Irrigation Using
At the Councilman Eck's request, City Manager Callinan
Treated - Wastewater
commented on Item No. 14 of the communications outline,
being; a letter received from the Regional Water Quality
Control Board concerning using private lands for irrigation
with treated wastewater effluent.
Homeowner's Complaint
Upon inquiry of Councilman Flores, City Manager Callinan
informed that Mr. and.Mrs. Alan R. Appleton's "homeowner's
complaint" had been referred -to the Building Inspection
Department for disposition.
Legislative 'Conference,
Councilman Hopkins .initiated a discussion concerning desig n at-

ing a voting delegate from the City of Rohnert Park to
attend the League of California Cities Legislative Conference
in Sacramento, May 16 -18. Discussion followed
Upon motion of Councilman Roberts, seconded by Councilman :"2'
,Flores,, and.unanimously approved, the Council authorized
any Councilman desiring to attend the Legislative Conference
in Sacramento (May 16 -18) to so do and appointed the Mayor
and Vice -Mayor respectively to be the City's designated
voting representatives.

Supervisorial District City Manager Callinan requested comments from the Council

City-Mctinagei, Callinan responded that the matter would be •
brought to the attention of the Public Works Department
for follow-up and that wheel chair ramps would be provided.
Mayor Beary presented Certificates of Appreciation to each
of the following "Sunshine"-senior citizen mini-bus drivers:
Francis Boles', Bob Burnham, Richard Head and Max Licthman.
Sue:Boling, Recreation Coordinator, was recognized and
explained utilization of volunteers for the bus service.
Gary..F6rni was re'6oghiz'ed and informed that the Youth Ad-
visoi,y Commiss ion reco'mmended'tha't the City Council retain
an Ar6hitec.t to design a,teen center proposed to be located
behind Benecia Pool.
S-upervisorial Re-districting Committee relative to supervi-
sorial district boundaries. Discussion followed upon the
conclusion:of which it was agreed that the Mayor should
request an appearance before the committee to express the
Council's views in the hopes:of getting the entire city
in one supervisorial district.

Councilman Flores requested that time be allotted under
Items
Matters from Councilmen to comment on the remaining Paradise
nursery stock.
Mayor Beary requested that time be allotted under Matters
from Councilmen to ccmment on a golf course marshal.
Robert DeWan
Mr. Robert DeWan, 7517 Beverly Drive, was recognized and
quired if the Council was aware of the proposed program
for screening and hiring the new unified school district

superintende"nt by the use of consultants at a high cost
which he felt inappropriate.
Mr. DeWah was informed that the'matter was under the unified
school board's jurisdictiorf'and that it was meeting at
the Rancho Cotate High School later in the evening.
Mr. DeWan also generally commented on the revenues derived
from the existing municipal golf course, noting that 70
per cent of its players were from out of town and expressed

Discussion followed, during which Mayor Beary explained
that Mr., Hugh Codding had offered the services . of his staff
in designing the teen center. At the request of`Mayor
and. Recreation Pekkain commented
Beary, Director of Parks
on the need for a teen center, provision for current programs;
and generally described facilities that could be included
in the proposed center. Discussion followed concerning
the possible need to go to bid because of the cost involved
and alternative means of financing.
The Council indicated that the matter should be placed
on its May 9th meeting agenda.

City Manager Callinan. reviewed his April 22nd memo to the
Council: concerning r; Tire's application for architectural
review of a detached..illuminated sign.
Planning Director Skanchy reviewed his March 7th planning
staff report, .Planning Commission's approval of the sign
subject to conditions`, and a rendering of the proposed
sign which was displayed. Mr. Skanchy informed that the
applicant had agreed to installation of additional landscap-
ing as described in Doug Anderson's letter dated April
11, 1977. Discvs.,ion followed.
Mr. Richard Wells, G t. Sign Company, was recognized and
informed that he represented the applicant because he,
the applicant, was unable to 'attend the meeting,
Upon motion of Councilman Hopkins, seconded by Councilman
Eck, and unanimously approved, M & M Tire's application
for architectural review of a detached illuminated sign
was approved subject to .conditions contained in the March
7th planning staff report, and further issuance of a building
Permit for said sign being contingent upon installation
of the landscaping being .completed.
City Manager Callinan reviewed his April 22nd memo to the
Council concerning Robert E. Pixton's appeal of the Planning
Commission's denial of a use permit and architectural
review for manufacturing and assembly of aluminum truck
.bodies located at the southeast corner of Executive Avenue
and Transport Avenue.
Planning Director Skanchy reviewed his April 14th planning
staff, report and described the proposed structure as depicted
in a rendering which was displayed and reported on the
Planning Commission's denial
Discussioi' followed concerning requirements for landscaping
along the rear property line abutting the Northwestern
Pacific Railroad tracks.
Mr. John Kitchens, 5764 Dexter. Circle, was recognized and

Director Skanchy responded to each of the individual questions
Mr. Stephen Piazzo,'Superior Aluminum Body Corporation,
was recognized and described his operation in South San
Francisco explaining that production would only be 8 -9 hours
per day, noise levels would not be audible to adjacent
uses, noting that not one complaint had been received within
the 15 years at its present location.
Discussion followed between Mr. Piazzo and Council members.

Mr. Kitchens, 5764 Dexter Circle, was again recognized
and commented that what .would be acceptable in South San
Francisco might not necessarily be acceptable in Rohnert
Park and opined that the proposed type of use would be
down- grading to the community.
Mr. Jim Redding, 714.7 Barbi Lane, was recognized and expressed
his opposition to the proposed development and generally
commented on the.structure's lack of aesthetics as proposed,
felt that the use couldn't be adequately screened, compared
the proposed usr, to other uses on Transport Blvd., cited
the the area was zoned for light industrial uses and was
in close proximity to commercial uses, also that it was
directly opposite to a residential area and commented on
the assessed valuation of a metal structure as opposed
to that of a concrete tilt -up type.
Mr. Robert Pixton, applicant, was recognized and expressed
his opinion that the proposed structure would be just as
aesthetically pleasing as,a concrete tilt -up type. He
showed Council members pictures of various metal structures
and requested that the Council approve the proposed use.
Mr. Sabuco, 5750 Dexter Circle, was recognized and explained
that he didn't object to the proposed use but was concerned

informed that he had.taken a poll of residents on Dexter
Circle and the majority were opposed to the proposed use.

Discussion followed during which it was agreed that residents

Upon motion of Councilman Flores, seconded by Councilman
-Eck, and approved by the following roll call vote, the
City Council upheld. the ;decision of the Planning Commission
in denying the use permit application and architectural
review of Robert Pixton for manufacturing and assemblying
aluminum truck bodies at Executive Avenue and Transport
Avenue.

Parcel Map No, 36 City Manager Cal.linan,explained Parcel Map No. 36, which
was displayed,-and affects the area located on the east
side of Commerce .Boulevard,- , south 'of Avram Avenue.
Planning Director Skanchy commented on same, showing the
landscaped partition in the driveway that the Planning
Commission recommended be.el.iminated. Discussion followed.

Upon motion of Councilman Eck, seconded by Councilman Roberts,
and unanimously approved, Parcel,Map No. 36 was approved
subject to striking the removal of the landscaping medium
but subject to other cond Lions, approved by the Planning

City Manager Callinan explained Parcel Map No® 37, which
was displayed, and.affects: the proposed site of the Northbay
Shopping Center located on the west side of Commerce Boule-
vard, south of Rohnert Park:Expressway.
Upon motion of Councilman Lack, seconded by Councilman Flores
and unanimously approved, Parcel Map No® 37 was approved
subject to conditions, as approved by the Planning Commission.
Parcel Map No,. 38'..
City Manager Callinan explained Parcel Map No® 38, which
was displayed,,and affects the area located north of Rohnert
Park Expressway, east of Rancho Verde Mobile Home Park,
and,the proposed site of the P.G. & E. distribution warehouse.
Upon motion of Councilman Flores, seconded by Councilman
Roberts, and unanimously approved, Parcel Map No. 38 was
approved subject to conditions as approved by the Planning
Commission.
Recess
Mayor4`Beary declared a recess at -this point in the meeting,
the time being approximately 81,30 p.m.
Reconvene
Mayor Beary reconvened the meeting at approximately 8:35
P.m.

City Manager Callinan;,reviewed his April 22nd memo to the

that letters had been received from Debra Homes, Inc, and
Golf Course
Crocker Homes, Inc,.date April 22, 1977, and Gary Baird,
dated,April 25, 1977, and that copies of the April 22nd
letter making additional commitments to the City with respect
to the proposed development had been disseminated to interest -
ed individuals, press correspondents, as well as Council
members. Mr. Callinan reviewed each of the subject letters
informing that, at the ,,request of a resident, Debra Homes
had provided a letter indicating .that a similar proposal
would not be made avaiiable;,to other cities in Sonoma County.
(Copies of each letter are attached to the original set
of these minutes).
City Attorney Flitner commented on the additional commitments
outlined in the April 22nd letter from Crocker Homes and
Debra Homes, Inc. with respect to the zoning, and tentative
"map approval for the subject subdivisions and advised that
- -the additional commitment as submitted was legal, valid
and binding.
Councilman Flores made a motion, which was seconded by
Councilman ;Eck, to accept the April 22nd letter of commit-
ments from',Debra'Homes, Inc, and Crocker Homes, .Inc. and
-that it be m.ade,.a. condition `of the tentative .map. Discus -
sion followed.

Councilman Eck made a motion to amend Councilman Flores'
motion to state that:the, capital Outlay Fund Fees generated
in the area of subject' subdivisions would not be used for
the golf course. Councilman Flores accepted the motion
as a friendly amendment.
Councilman Eck made a motion to amend Councilman Flores'
motion to provide.that item No. 3 of the April 22nd letter
concerning the use of the driving range as open space or
park will commit said area for development of a park.
City Manager Callinan briefly commented on the possibility
of acquiring land outside the northern city limits for
par]-, and open space.
Councilman Flores accepted Councilman Eck's motion as a
friendly amendment.
Councilman Flores' original motion to accept the April 22nd
letter from-Debra Homes, Inc. and Crocker Homes, Inc. making
additional commitments, with Councilman Eck's amendments
to the motion, was approved by the following roll call
vote:

Mayor Beary requested a show of hands of those persons

show of hands he requested that each speaker limit his

Mr. Jack Titus, 6081 Elsa Avenue, was recognized and express -
ed appreciation for cooperation..received from City Manager
. Callinan and staff in this matter and questioned if Mayor
Beary should relinquish chairing of the meeting.
Mayor Beary- indicated, that he had discussed the matter
with City Attorney Flitner, and that he would preside over
the ,meeting.
Pair. Titus read a prepared statement (a copy of which is
attached to the original set of these minutes and by refer -
ence thereto made a part hereof). Mr. Titus indicated
that he would not submit ,his ; petitions requesting repeal
or referendum. on Ordinance No. 3.27.
Mr. John E. Taylor, 8345 Liberty Avenue, was recognized
and read a prepared statement (a. copy of which is attached
to the original set of these minutes and by reference thereto
made a part hereof).
Mr. Kent ;Nelsen, 7312 Belita Avenue, was recognized and
read a prepared, statement (a copy of which is attached

made a part hereof). Mr ,Schultz indicated that he would
also submit his petitions,as he felt it was his obligation

Mr. Peter Moras, 18 Ann Street, was recognized, and thanked
individuals in the audience who took time out to attend
the meeting; referred to the aerial photographs of Rohnert
Park which are displayed in the Council Chambers pointing
out open spaces and other characteristics of the area,
commented on "urbanized areas and community services and
requested that the proposed development be postponed indefin-
itely and expressed that he would support any referendum
measure. „

Mr. John,Lund, 176 Adele Avenue, was recognized and commented
on the publicys reaction to the Councils manner in which
the residential and golf course development was approved,
questioned if adequate citizen input had been obtained
initially, commented on the possibility of a referendum
measure and reversion of the:designated land use for subject
area to prior.zoning and density, legal recourse of the
property owner, and requested those individuals possessing
petitions consider the fact that the possibility of a refer-
endum,had rpsulted in additional commitments and concessions

Mr. Dewayne Strawther'750.7 Boris Court, was recognized
and, 'noting that `he had lived in the area for 17 years,
informed he was in favor of the first municipal golf course.
He expressed appreciation on behalf of other residents
in the City who felt the Council was doing a good job.
Mrs. Fredericks, 242 'Alden .Avenue, was recognized and opined
many residents of Rohnert'Park would probably have liked
the opportunity to vote on having a second golf course,
and asked if wasn't the citizenry capable of determining
its own destiny? Mrs. Fredericks also questioned if the
City was understaffed in the Planning Department and if '
the Planning Commission could adequately determine zoning;
of•the "area.
Mr., Schultz, was 'recognized ' commented that even Friday., nd
Saturday he continued to obtain,signatures and expressed: -..
his concern that moneys generated from the development
not be used in other areas of the City.
Mrs.. Stewart was recognized and explained that she was
polling each individual who had signed her petition and
at this time it seemed evenly divided as to whether or'
not she should submit her petition for referendum.
General discussion followed concerning designated use of
the Rohnert and Spivock property, legal recourse of the
property owner, additional commitments offered by Debra.
Home's, Inc. and 'Crocker Homes,;, Inc. .
Mayor Beary expressed appreciation for those appearing at
the Council meeting.`
Mr. Court Villiamson, 909 Joanne Court, was recognized
and generally commented-on growth in relationship to the
overcrowded conditions in 'schools and appropriating moneys
for development of a second golf course. He reflected
that more citizen input should have been acquired.

Interchange Develop- Mayor Beary commented on the.City's presentation before
meet .: the California Highway;, Commission in Fresno concerning
development of the southbound off -ramp loop and informed
that another commission meeting was scheduled in Oakland
and that the..City.off�icials should also attend it to address
the Commission once again.
Mr. Court Williamson, 909 Joanne Court, was recognized
and requested that he.be advised when the meeting would
take place between he developer, start and the Residential
Development Committee: ,Dis:cussion followed during which
it was determined that the 60,day time limit for making
the subject repairs would commence May lst.
Mr. Peter Bailey inquired as to what area was being discussed
and was informed of the location of Joanne Court.

City. Manager Callinan informed that copies of his April

lot had not been,signed.and /or returned, therefore, further
consideration would be deferred..
Employees Siandbook
City Manager Callinan reviewed his April 22nd memo to the
Council concerning the Employees Handbook which had been
distributed to employees. The.Council members had no comment
on the handbook, thus City Manager Callinan indicated it
would be deemed as having Council approval.
Public,W9rks
City Manager C�4,4inan,reviewed his April 22nd memo to the
Mechanic
Council concerning recruitment of a mechanic for the Public
Works Department for the 1977 -78 fiscal year. Discussion

followed during which the Council requested that staff
prepare.a cost:.analysis for same.
TrlaterS.ituation Update
City,Manager Callinan reviewed his April 22nd memo to the
Council concerning progress on Wells 14, 15 , 16 and water

usage.
Community Separator
City Manager Callinan reviewed his April 22nd memo to the
Study
Council concerning the possibility of undertaking a "commu-
nity separator" study -,for the area north of Rohnert Park
city,limits.with the City of Santa Rosa and County of Sonoma.
Discussion followed.
The Council requested City Manager Callinan to determine
what "the proposed study would encompass prior to committing
expenditure of.funds for same and authorized the Mayor,
to appear before the County Board of Supervisors to discuss
the matter directly with the Board.

recent newspaper article in the Rohnert Park- Cotati Clarion
which depicted a resident trying to obtain a permit from
the City to drill a well.
City Manager Callinan assured Councilman Roberts that the
article was fiction and an attempt at humor by the newspaper.

Gentlemen:
The purpose of this letter is to make an additional commitment
to the City of Rohnert Park for the following with respect to the
zoning and tentative map approval for subject subdivisions:
1. That Crocker Homes, Inc. and Debra Homes, Inc., in addition
to providing the $1,597,130 up front fees as provided for in the
Planning Staff Report for the tentative map for our project, hereby
agree to pay at the time building permits are obtained the City's
current Ca it a1 Outlay Fund Fees which includes the previously
committed $35 per unit for the high school Stadium. This wort
result in the City receiving another approximately three - fourths
of a million dollars for which the City will have total discretion
as to its use.
2. That Crocker Homes, Inc. and Debra Homes, Inc. agree to eliminate
completely the four lots that were proposed to be on Hudis Street
adjacent to the neighborhood park and which neighborhood park is
being dedicated to the City at no cost to the City. In addition,
the street abutting the park will be improved at the developers
expense as previously agreed.
3. That Crocker Homes, Inc. and Debra Homes, Inc. both acknowledge
that insofar as our firms are concerned the City can use the driving
range in the proposed golf course as a park or whatever open space
type use the City determines is appropriate.

As you know, we previously agreed and still do agree to pay the
City's imposed School Impact Fee of $500 per single family unit
and $200 per apartment unit, even though we are aware of the Legisla-
tive Counsel's opinion that the fee cannot be legally imposed.
However, as responsible building firms we want to cooperate with
the City in this important matter. As you already know, our firms
have previously agreed to the City imposed condition regarding the stag-
ing of the construction of our development so as to mitigate its
impact on the school situation.
The additional commitments that we are making in this letter is
done so on the condition that there is no referendum on the proposed
zoning because as we previously indicated, any delay at this
point in the project will in effect kill it and not make it feasible
insofar as Crocker Homes, Inc. and Debra Homes, Inc, are concerned.
As our good faith evidence that this letter is a binding commitment
to the City, we hereby empower the City to incorporate same into
the subdivision agreements that are entered into with the City
at the time final maps for the subdivisionsare filed. This should
be iron -clad insurance to the City and public that our two firms
intend to meet all our commitments.

I wish to respond to the concerns of some of the people over the pro-
posed golf course at Rohnert Park. I feel we should acknowledge these
concerns by providing information to them from people of known expertise
in these areas, so that we can hopefully, alleviate any further ques-
tions or problem situations.
From a design standpoint, I feel we have met our initial objective
most successfully. The golf course is of championship quality, but
also has been designed in a very functional and efficient golfing pat-
tern which compliments and enhances the contiguous development. It
has the built in flexibility to host championship play, as well as ac-
comodate heavy daily play, all while insuring the popularity and overall
success of the project.
Some of the residents are concerned at the possibility of a substantial
decrease in play at the existing course once the new facility is built.
Aside from my own experience, I have had several conversations with
numerous golfing authorities who have had considerable experience in
this type of situation. Representatives from the National Golf Founda-
tion, as well as your own pro shop personnel at Rohnert Park Golf Course,
probably those most familiar with your operation, all feel that the pro-
posed facility would have a diminished effect on the overall rate of
play, especially over a period of time.
Presently, 60 -70% of the play at the existing course comes from the
San Francisco, Novato, and Petaluma areas. The golf courses in those
areas are either saturated with play, are in poor condition, or are
just poor golf courses. With these conditions prevalent, and the real
need for a golf course of championship caliber, there will be even a
greater draw of people to use your facility. Your pro shop personnel
feel that the nearby residents will once again return to play at Rohnert
Park, because as mentioned previously, the new facility will accomodate
the needs of a greater range of golfers and varying abilities, and the

type of play they desire to enjoy.
These two golf courses are completely different in strategy, style,
and character. For those reasons alone, there will always be those
people who will continue to play the existing course because it com-
pliments their type of game. Also, there will be those who will pre-
fer to play one course or the other, as well as those golfers who will
only choose to play the new facility.
Alameda Golf Course, Alameda, is a similar situation. They have 36
holes of golf on two completely different types of facilities, yet still
manage to accomodate 160,000 golfers annually. With the influx of people
moving from the bay area, and the above golfing criteria, I think it's
very possible that in 3 -5 years the total rounds for both courses at
Rohnert Park could easily exceed 130,000 - 140,000 rounds annually. With
an average green fee of $5 per round (which is minimal in some areas),
and an average annual maintenance cost of $150,000, there would be an
excess of revenue to the city of approximately $400,000.
I trust this information is useful in resolving some of the concerns of
the residents, which is understandable.
I look forward to a most exciting and successful project. I can assure
you that the golf course will be something, that in the years to come,
will make the residents of Rohnert Park, very proud to be associated with.

During the last couple of weeks, as you know, a body of citizens numbering some
25, have worked their tails off to brim to light,a natter of some importance.
These people, myself included, have noted a growing complacency on the part of
the majority of the Council relative to the real feelings and desires of the
citizens of this community. You might call it an "out of touch" situation.
In fact, on Parch 28, 1977 you adopted a zoning ordinance chaise of some magnitude.

Yet in the so- called "grmith ordinances' adopted on January 24th of this yeari you hay
signified on page 5 paragraph 4, that, and I quote, "the City rill enact a bo

to me and to the majority of this group of which I am but ONS spokesperson, that there
was or is something lost between the lip and the cup.

once, and I might add, not for last, the people have been heard. While any good business
practice would have called for a financial feasibility study on whether the new golf

i agreed to carry a petition to my neighbors for many reasons;
two of which were the three quarters of a million dollars that
the Council was going to spend an a second golf course-; the second
reason was dissatisfaction towards a second golf course. Some
of these reasons, I have been told, have been met - some have not.
Anyway, the sum total of all the reasons forms my agreement with
my neighbors, not just one or two reasons. I_ do not see that all
the reasons making up the ultimate agreement have been met. I,
therefore, will file my petition in support of all my neighbors.
I do not know what my fellow representatives will do with their_
petitions; I can only hope they see what they need to do.

I wish to express my disappointment in the City Council and Planning
Commission's lack of ability to negotiate with the developers of the city
of Rohnert Park. I am amazed that a small group of citizens circulating
a petition accomplished what the City Council failed to do. I refer to
the fact that the developers of the proposed golf course have made an
offer to this group of citizens to add an additional 3/4 million dollars
to the plan, to be used at the city's discretion.
As a circulator of the petition which stated that the city must repeal
the zoning, Ordinance No. 327, or submit the Ordinance to public election,
I feel obligated to file my signed petitions and will do so.

My reason for soliciting signatures on the Referendum petition was based
on my opposition to the funding of Ordinance No. 327. I did not want $3/4
million dollars in tax money plowed into the proposed golf course when it could
be used for community services and our parks and recreation facilities. But,
an overwhelming majority of the people I canvassed signed the petition because
they were in direct opposition to the development of a new golf course, even
with the understanding that a repeal of the Ordinance would or could return the
proposed golf course area back to high density development.
Their signatures neither gave me the authority to withhold the petition
nor to negotiate with the developers on their behalf. The citizens of Rohnert
Park who signed the petition did so with the understanding that if enough
signatures were gathered, the C� Council would have to act on the Referendum
and either repeal the Ordinance or submit it to a vote of the people. I respect
the wishes of the citizens who signed my petition. On that basis, I feel I have
a moral obligation to submit the signatures in my possession and will do so..

Truly representative government in the city of Rohnert Park is long overdue. I am
both exhilerated and dismayed by what has occurred during the last few weeks
regarding the proposed golf course project in the northern area. I am exhilerated
by the fact that at long last you have been forced.to listen to the citizens of
this community. I am ►dismayed because I wonder why it became necessary
for the citizens to go to such lengths before they would be heard.
During the course of the last few weeks I have knocked on a lot of doors and talked
with a great many people. Although there are probably a 100 different reasons why
our petition regarding Zoning Ordinance 327 met with such widespread acceptance,
I discovered two fundamental attitudes coexisting among the citizenry: 4bW #,4-/4 T
they are fed up with what they feel is a City Council that consistently fails to
deal with important public issues on a one to one basis with the people it
represents. The people are very restless and the mood is hostile. The City Council,
over the years , has planted seeds of distrust and frustration throughout the
community which, when fully germinated, will erupt into what could be an
uncontrollable backlash against that Council.
The second almost universal attitude I ca4cross was that expressing the need
for a realistic growth plan in this town.' These people expressed the attitude
that the City Council represents the interests of a few entrepreneurs who have
no abiding interest in the welfare of this town --- namely the developers -- -and, that
the developers are interested in only one thing: the rate of return on their investment
per cubic foot. The people of this community, I included, are frightened by the
current building mania that exists in MW *Now* We are even more frightened by
the existence of a City Council that purports itself to be acting in the best interests
of the community and yet pushes through such mammoth projects as the golf course
development with not so much as a public hearing at the Council level on the
tentative maps or the financin and adopts a growth ordinance that excludes multi-
family units despite citizen protest. Such unrestrained and blatant disregard for
representative government cannot be allowed to continue unchecked,
Perhaps it is incumbent upon each one of you to take a Qaturday afternoon to knock
on a LOW doors and test the water yourselves, The fantasy world in which you have
enshrined yourselves will not survive long once exposed to the elements which
exist behind those doors.
S will be quite frank with you. S would love nothing more than to see theCity
Council of this town eat crow regarding the proposed golf course project by forcing
you to either rescind the present zoning ordinance or to put it to a vote of the
People. However, S personally, see a greater good to be achieved through an open
and honest discussion of the matter here tonight between the people and the City
Council with the possibility of coming to a mutually acceptable compromise on those
items of major concern to us regarding the project. But, be forewarned......this is
just the beginning. It is most unfortunate that the citizens of this town had to
resort to a legal referendum measure before you would listen to them. You may feel
