1975/07/14 City Council MinutesROHNERT PART: CITY COUNCIL 11411717 ­ 'July 14, 1975 The Council of the City of Rol-.nert Park was scheduled- to meet this date commencing at 3:00 p.m. in a budget work - session. A quorum of the City Cou):,Al was not present but the two Council.aien present (B eary and Flores) conducted the meeting "as a committee of the Council. Present: (2) Councilmen`Beary and Flores Absent: (3) Councilmen Eck, Smith and Hopkins Other present for all or part of the meeting: Parks and Recreation Commissioner Ron Fiori, Cultural Arts representatives Mrs. Alice Wells and Mrs. Lovetta LaVoie, Youth Panel representatives Jeff Roberts and Sam Hamann, Mrs. Cantwell, 8520 Liman Way, and Mr. Norman Spivock. Staff present: City Manager Callinan, Asst. to the City Manager Albright, Finance Director Sheehan, Parks and Recreation Director Pekkain. Cultural Arts Budget A discussion was held with Mrs. Wells and Mrs. LoVoie concerning the Cultural Arts budget requests and the City Manager's recommendation for a'lesser amount. The Council members reviewed the proposed schedule of activities proposed by the Cultural Arts Corporation for 1975 -76. Upon conclusion of discussion the Council members indicated that they were inclined to agree with the City Manager's recommendation and that the Cultural Arts group could decide what changes' it wanted to make in its proposed activities for 1975 -76 to stay within the proposed budget. The Council members indicated so as far as they were concerr that the Cultural 'Arts group had complete flexibility in designating the funds in whatever manner they felt appropriate. During the review of the Cultural Arts request the Council members indicated to Mrs. Wells and Mrs. LaVoie that the Cultural Arts group could always come back in mid -year to the Council for an additional appropriation or request if they had some 'worthy project they found could not be conducted' within the amount allocated by the Council. A brief.discussion was held concerning Founder's Day and whether or not the entire activity should be handled by the Cultural Arts Corporation and the Rohnert Park Chamber of`Commerce out of funds allocated to them by the City and with no additional contribution from the City. Youth Panel Budget Discussion was had with Youth Panel representatives, Jeff Roberts and Sam Hamann, concerning the Youth Panel's proposed budget and City Manager Caliinan's recommendation for a lesser amount. Council members indicated that they felt that the chairs item in the Youth Panel's Proposed budget could be eliminated that way the Panel could operate quite effectively with the amount in the City's proposed budget. Discussion was had on vav ions items in the Budget with Parks and Recreation Commissioner Fiori and Parks and Recreation Director Pekkain participating During the review the Council m�!mbers indicated that they would like to see the wind screen, obtained for the Alicia Park Tennis Courts on a trial 'oasis but not the one for the Ladybug Park Tennis Court. Golf Course Budget Proposed Budget Cuts The Council members generally indicated that it wanted to keep the tax rate at the same level as 1974 -75 and this meant cuts in the proposed Budget would have to be made. The Council members indicated that they felt the tri -plex mower and scooter in the Park's Maintenance Budget could be eliminated as well as the approximately $30,000 for access road and parking lot for Benecia Park, and the $4,000 for the extension of Benecia Pool fencing and, also, the automatic vacuum pool cleaner for Benecia Pool. Council members indicated that they would be willing to review the Benecia Pool fencing request later in the year when it is determined later how 1975 -76 fares in terms of revenues vs expenditures. A review was made of the Proposed Golf Course Budget for 1975 -76. The Council members indicated that it would probably be the policy of full the Council to retain the same tax rate as 1974 -75. City Manager Callinan indicated that it was .reasonable to so do because the city had realized a substantial increase in assessed valuation. He reviewed areas where he felt the budget should be reduced without drastically effecting the operations of the City. He listed the following items for possible elimination: Benecia Park Parking Lot 6 Driveway $30,000 Benecia Pool Fencing Extension $ 4,000 Founder's Day $ 1,500 Radar Unit, Hand Held Type 1,400 Fire Safety Films $ 400 Animal Control Radios $ 2,600 Public Safety Building Fencing $ 2,000 Public Safety Building Air Conditioning $ 3,000 Public Works Pick -up (minus one) $ 4,000 Public Works Radios (minus one) $ 1,100 Engineering - Work Master Machine $ 2,000 Park Maintenance - Scooter or Truck $ 3,850 Wind Screens - Tennis Courts $ 1,200 Automatic Vacuum Pool Cleaner $ 1,300 Pool Cover to Retain Heat $ 2,800 TOTAL $61,150 After review of the items recommended for deletion from the budget the Council members present requested that they be recapped for the other members of the Council and that the City Manager go on the assumption that the Page 3 July _1.4, 1975 Page cuts could be made in the budget and" that the budget be revised to provide for adoption of the same property tax rate as 1974 -75, that is $1.37. Spivock Open Space Norman Spivock reported to the Council members on his recent discussion with the County Counsel, Jim Botz. He indicated that he talked to Mr. Botz because Supervisor 1 <ortum was on vacation, and that Mr. Botz advised him that Supervisor Kortum authorized him to offer $4,500 per acre for his land, but that the County appraisal he feels, came in much much higher than that and he had originally tentatively agreed to sell it to the County for $5,500 per acre. Discussion followed during which the Council indicated that it might be appropriate to invite Supervisor Kortum to a Council meeting to update the Council on this matter.
