May 3, 1976
'The Council of the City of Rohnert Park met this date
in adjourned session with the Parks and Recreation
Commission at 8:10 p.m. in the City Offices, 6750 Commerce
Boulevard, Rohnert Park, with Mayor Flores presiding.
Call to Order Mayor Flores called the meeting of the adjourned session
to order at approximately 8:10 p.m.
Roll Call Present: (5) Councilmen Beary, Eck, Hopkins, Roberts
and Flores
(6) Commissioners Fiori, Hofmann, Kreischer,
Helgren, O'Halloran and Henley
Absent: (1) Commissioner Weber
Staff, present: City Manager Callinan and Director of
Parks and Recreation Pekkain.
Commission 2 Year
General discussion followed on the advantages and
Appointments
disadvantages of two year Commission appointments.
Upon motion of Councilman Eck, seconded by Councilman
Beary, and unanimously approved, Council approved
continuing with the existing one year appointments to
the Parks and Recreation Commission.
Tennis Court
Commissioner Fiori presented the problem of children
Priority Rule
taking evening hours away from adults desiring to use
the tennis courts. A lengthy discussion followed as
to various problems created by youths and adults using the
courts at night, with several solutions discussed.
The Parks and Recreation Commission recommended that
persons 16 years of age or older have priority on use
of the courts Monday through Friday after 8:00 p.m.
Mayor Flores read a resolution from the Youth Commission
reo6mmend ng the same proposal.
Discussion centered around scheduling of the courts on a
reservation basis.
Councilman Eck made a motion, seconded by Councilman
Hopkins, to conduct an experiment for one month of requiring
users'to;:reserve the courts at both Alicia Park and Rancho
Cotate�.High School between the hours of 7:00 to 10:00 p.m.;
with reservation requests.to be called in between the
hours of 8:00 a.m. and Noon on the day of the use, with
a maximum reservations of twice per week. Discussion
followed.

Councilman Hopkins withdrew his second and Councilman Eck
withdrew his motion.
Councilman Beary made a motion that the priority rule apply
to persons 16 years of age or older, Monday through
Friday after 8:00 p.m. The motion died for lack of a
second.
Councilman Hopkins made a motion, seconded by Councilman
Geary, that the Parks and Recreation Commission establish
and implement the policy pertaining to the use of the
tennis courts. The motion failed by the following roll.
call vote.
AYES: (2) Councilman Beary and Hopkins
NOES: (3) Councilman Eck, Roberts and Flores
Mayor Flores made a motion which was seconded by Councilman
Roberts, that persons 16 years of age or older have
priority Monday through Friday between the hours of 8:00
to 10:00 p.m. at the lighted courts, for a trial period
of one month from May 10 to'June 10, 1976. The Council
requested that documentation be recorded as to the
effectiveness of the rule. Mayor Flores' motion was
approved by the following roll call vote.
AYES: (3) Councilmen Beary, Roberts and Flores
NOES: (2) Councilmen Eck and Hopkins
Northern Section Mayor Flores recognized Mr. George L. Bell, 5233 Daniel
Park Area Court. Mr. Bell submitted a letter from Jack L. Harte
as to the developer's position concerning the area on
the west side of Country Club Drive at its planned
intersection with Golf Course Drive. This letter was
read at the meeting and a copy is attached to these
minutes, and by reference thereto made a part of the
minutes.
Mrs. Bell was recognized and expressed opposition to a
mini park development adjacent to her home. She stated
she did not desire play equipment nor benches in this
area; was concerned regarding noise and public nuisances
should a mini park be installed. Mrs. Bell suggested the
area be fenced in and used as a wild life preserve.
Mr. Henry Ferretti, 5234 Daniel Court, was recognized
and spoke regarding safety of children using the area.
He feels that the situation would be aggravated by the
development of a mini park in the area.
Mr. John Jenssen, 5236 Daniel Court, asked on what
conditions the grant deed had been accepted. Mr. Callinan
responded outlining the conditions and indicated that
the land had.been acquired in August of 1973 from the
Rohnerts'.

General discussion followed with the understanding being
that the Parks and Recreation Commission would review
this matter at their next regularly scheduled meeting
on May 17th, and that the City Council would review the
recommendation from the Parks and Recreation Commission at
the City Council meeting of May 24th.
Neighborhood Commissioner Fiori initiated a discussion requesting that
Meeting the Commission be kept informed as to when the neighbor-
hood meetings would be scheduledi as a representative of the
Parks and Recreation Commission would like to be in
attendance. Mr. Callinan indicated he would take care of
this matter and reminded the Commission that copies of
the agendas for said meeting are provided to the
Commission members.
Recreation There was general discussion concerning the proposed
Complex recreation complex with all councilmembers and
commissioners participating.
Adjournment There being no further business, Mayor Flores adjourned
the joint meeting at approximately 10025 p.m.
