1971/12/07 City Council MinutesRoll Call Executive Session Roll Call ROHNERT PARK CITY COUNCIL MINUTES December 7, 1971 The Council of the City of Rohnert Park met this date in adjourned session commencing at 7:00 p.m. in the City Offices 435 Southwest Boulevard, Rohnert Park, with Mayor Hopkins presiding. Present: (5) Councilmen Buchanan, Flores, Roberts, Smith, and Mayor Hopkins Absent: (0) None Staff Present: City manager Callinan The Council met in executive session to interview the- follow=- ing applicants for the Planning Commission which will become active January 1, 1972: Ray Goff Jean Bennett Phil Rush Michael Oran Mullins Eugene A. Grenache John T. Giertz James A. Steinberg Steve Carafa Richard W. Blair James F. Cronin Richard R. Day Thomas I. Coffman, Jr. Karl J. Clark Gordon T. Adam Art Hollingsworth Clarence M. Santy The exeuctive session was adjourned at 9:40 p.m. and the Council convened in open session. Present: (5) Councilmen Buchanan, Flores, Roberts, Smith and Mayor Hopkins Absent: (0) None Staff Present: City Manager Callinan It was explained that the purpose of the open session was to pose questions to the applicants for the position of Planning Commissioner. Councilman Smith posed the following general questions: 1. Is there any applicant who would honestly say that he does not have time to spend in the performance of the Planning Commissioner's duties? 2. In the event growth in Rohnert Park began to exceed the availability of current services, including sewers and schools, and an alternative solution would be a morato- rium on development, would any of the applicants not support such a.move ?. 3. Is there anyone among the applicants who would not work towards a balanced community which would include ranges of different types of homes as well as a residential and commercial balance? Is there any applicant who feels that the college is not important to the planning process of Rohnert Park or feels prejudiced in any planning matters that might involve the college and the city? None of the applicants responded to any of Councilman Smith's questions. Councilman Flores then posed the following questions to all the applicants: I. Is there any applicant for the Planning Commission that would not be able to commit at least one year's service? 2. Is there any candidate for the Planning Commission who is not willing to work to bring in light industry to relieve the tax burden of the community? None of the applicants responded to Councilman Flores' questions. Councilman Smith then posed another question asking if there was any persons who feel that their present occupa- tion would present a conflict of interest with the respon- sibilities of the Planning Commission. Again, no response was received from any of the applicants. City Manager Callinan then read questions submitted by Mr. John L. Smith, 710 Barry Court which he requested be posed to the Planning Commission applicants for answer. There was no response to the questions from any of the applicants. Councilman Roberts expressed appreciation for the interest of all the applicants and indicated that they should all be commended for being willing to work for the community. He indicated that in the closed session interviews that all the applicants indicated appreciation for the Rohnert Park growth.pattern to date. Mr. Pat Buckley, 8025 Beverly Drive, was recognized and asked what the attitudes of the Planning Commission appli- cants were toward lower income or minority housing. Dis- cussion followed with the C_ouneil responding to Mr, R„nkleyPt� question to the effect that the city has a housing element which has a goal of providing housing for all levels of income and has also gone on record as being willing to work with the County Housing Authority to place lower income or minority families in the community. The open session was adjourned to an executive session at 10:00 P.M. The Council met in executive session, commencing at 10:00 p.m. to discuss the appointments to the Planning Commission. The exeuctive session was adjourned at approximately 10:30 p.m. and the Council reconvened in open session at that time with all Councilmen present. Page -3- December 7, 1971 Appointment of Mayor Hopkins indicated that pursuant to the ordinance that Planning Commis- he would like to appoint the following individuals to the sioners indicated terms of office on the Planning Commission: Four (4) year terms Michael Oran Mullins Ray Goff Two (2) year terms James A. Steinberg Eugene A. Grenache One (1) year term James F. Cronin Upon motion by Councilman Buchanan, seconded by Councilman Smith, and unanimously approved, the appointments to the Planning Commission outlined by Mayor Hopkins were approved. The Council indicated that the new commissioners would be sworn in at the December 20th City Council meeting.
