1971/07/12 City Council MinutesROHNERT PARK CITY COUNCIL MINUTES July 12, 1971 The Council of the City of Rohnert Park met this date in adjourned regular session commencing at 7000 p.m. in the City Offices, 435 Southwest Blvd., Rohnert Park, with Mayor Hopkins presiding Call to Order Mayor Hopkins callo meeting of the u00ed _regular session approximately p.m< Roll Call Present (4) Councilmen Roberts, Rogers, Smith and Hopkins Late: (1) Councilman Buchanan, his time of arrival is specifically noted in the minutes. Absent: (0) None Staff Present for all or part of the meeting: City Manager Callinan, Assistant to the City Manager. Albright, Supt. of Public Works,Wiggin: Parks & Recreation Director Pekkain, and Golf Course Supt. Singh. Commissioners Present for all or part of the meeting: Parks & Recreation Commissioners Rasmussen, Mettert, and Hunter. Cultural ARts Commis - sioners Flores, Dempsey, Sweeney, and Ryan. 1971 -72 Budget The scheduled work session was commenced on the proposed 1971 -72 Budget. City Manager Callinan indicated where the Council had left off in its review at the prior work session. He then com- mented briefly on the Health and Library sections of the budget. City Manager Callinan reviewed the Cultural Arts section of the budget. Chairman Armando Flores of the Cultural Arts Commission appeared and re- viewed the Commission's budget requests and ad- vised the Council of specific amounts antici- pated as needed for planned programs or projects. He requested the Council give consideration to budgeting the $2,550 requested by the Commission rather than the $2,000 recommended by the City Manager. It was pointed out that since the city acquires parks at *750 an acre that the en- actment of an ordinance under the state law was not recommended by staff. A general discussion was then held concerning the next steps in the budget procedures. Public Safety Upon motion by Councilman Rogers, seconded by Budget Councilman Buchanan, the Council authorized the additions to the budget requested by Director of Public Safety Dennett in his recent presenta- tion which would enable him to accept the "High- way Safety Project Grant" which has been offered by the State Office of Traffic Safety. Parks & Recreation City Manager Callinan reviewed the Parks & Recrea- Budget tion Budget. Discussion was held concerning se several items contained therein. Participating in the discussion with the Council was Parks & Recreation Director Pekkain and Ronald Rasmussen, Chairman of the Parks & Recreation Commission who also made a few specific comments concerning the City Manager's reduction on the Commission's Budget request. He also commented on the possible need for a bond issue if the city is to take full advantage of anticipated federal grants. Golf Course City Manager Callinan reviewed the Golf Course budget after which it was discussed with Golf Course Supt. Singh and Supt. of Public Works Wiggins. General Fund City Manager Callinan reviewed the Computation of Recharge General Fund Recharge to Utility Funds in the 1971-72 Budget. Water A general discussion was held concerning the city's water system and the possibility of ra- tioning being imposed by the Sonoma County Water Agency insofar as Coyote Water is concerned. It was agreed to have another work session on Thursday, July 15, at 7:00 p.m. to review the budget again and that it should be scheduled for action at the July 19 Council meeting. Senate Bill 920 Mayor Hopkins initiated a discussion concerning SB 920 and advised that the Mayor's Executive Committee of the Sonoma County Mayors' and. Coun- cilmen's Association was meeting to discuss drafting a position paper to forward to Senator Collier opposing the bill in its present form. He solicited an indication from the Council as to what position he should take in the matter. Discussion followed. Upon motion by Councilman Rogers, seconded by Councilman Buchanan, and approved by the follow- ing roll call vote, the Council want on record as endorsing SB 920 as composed and requested staff to so advise Senator Randolph Collier: AYES: (4) Councilmen Buchanan, Roberts, Rogers and Hopkins NOES: (1) Councilman Smith At the suggestion of Councilman Smith, City Manager Callinan indicated that he would advise Senator Colier that the motion endorsing SB 920 passed by a four to one vote.
