1971/07/15 City Council MinutesROHNERT PARK CITY COUNCIL MINUTES July 15, 1971 The Council of the City of Rohnert Park met this date in adjourned regular session commencing at 7:00 p.m. in the City Offices, 435 Southwest Blvd., Rohnert Park with Mayor Hopkins presiding. Call to Order Mayor Hopkins called the meeting of the adjourned regular session to order at approximately 7:00 p.m. Roll Call Present: (4) Councilmen Buchanan, Rogers, Smith and Hopkins Late: (1) Councilman Roberts. His time of arrival is specifically noted in the minutes. Absent: (0) None Staff Present for all or part of the meeting: City Manager Callinan, Assistant to the City Manager Albright, and Supt. of Public Works Wiggins A work session was commenced on the proposed 1971 -72 budget, City Manager Callinan presented copies of a memo dated July 14, 1971 from Assistant to the City Manager Albright which indicated the preliminary cash balances as of June 30, 1971. City Manager Callinan commented on the effect that the cash balances have on the budget when compared to the estimated beginning balances in the proposed budget. He also advised that the beginning balance for gas tax funds is substantially less than that anticipated in the proposed budget because the engineering costs incurred for Snyder Lane were charged against gas tax funds. He further pointed out that if an assessment district for the improvement of Snyder Lane becomes a reality then the engineering funds will be charged to the assessment district and the gas tax fund reimbursed. Roberts Arrival Councilman Roberts arrived during Mr. Callinan's remarks, -the time being approximately 7:05 p.m. City Manager Callinan explained proposed changes in the Gas Tax Funds budget for 1971 -72 as a result of the lower than estimated balance available as of July 1, 1971. City Manager Callinan also explained the changes made to the budget as a result of the approval by the City Council of the request made by the Department of Public Safety for a Sergeant's position and an additional Public Safety Offic- er to take advantage of the State Office of Traffic Safety, Highway Safety ;Grant. He indicated the changes in the var- ious accounts in the budget as a result of the Council's action. He poi *ed out, by means of a rough work sheet, that the overall budget increase as a result of the Coun- cil's action was $1,489 as relates to the Department of Public Safety's bequest for an additional Public Safety Page -2-- July 15,1971 Officer and sergeant which is offset by the anticipated grant. City Manager Callinan also distributed copies of the re- vised budget page for "Positions and Proposed Pay Ranges or Rates," and discussed the changes listed therein. Discussion followed with various city Councilmen indicating how they felt the budget should be adjusted. Some discus - sion was held concerning reducing the cost of living for emX'l'oyees to 2 -1l2% since the dental plan was enacted dur- ing the past fiscal year. Some discussion was held con- cerning reducing the street maintenance budget butpproxi- mately $7,000. Some comments were also made concerning the elimination of the item in the budget for additional office space. Upon motion by Councilman Rogers, seconded by Councilman Buchanan, and unanimously approved, the Council ordered a change in the proposed budget to transfer $550 to the Cultural Arts Commission budget with the amount to be taken from the amount designated in the budget for the Chamber of Commerce. Mayor Hopkins commented on trying to use an 8.3% increase limitation on the budget and quoted various figures express - ing his overall position. Further discussion followed. Councilman Rogers made a motion which was seconded by Councilman Buchanan, for the Council to accept the budget as submitted with the changes made during the work sessions and schedule the budget for formal adoption at the July 19 City Council meeting. Councilman Roberts made some comments concerning the approach to the budget and suggested that a public relations program be undertaken to educate the citizens of the community as to what the budget is composed of and what services the city provides. Councilman Rogers motion was approved by the following roll call vote: AYES: (3) Councilmen, Buchanan, Roberts and Rogers NOES: (2) Councilmen Smith and Hopkins In voting no Councilman Smith requested that the record show that he generally agreed with the overall budget but felt that the city should save $7,000 in the street main- tenance budget, and was opposed to including $10,000 in the budget for additional city office space without consulting the public.
