He reported on con - versations with members of the LAFC staff and indicated on July 30, 1971 The Council of the City of Rohnert Park met this date in special session commencing at 7:00 p.m. in the City Offices, 435 Southwest Boulevard, Rohnert Park, with Mayor Hopkins presiding. Call to Order Mayor Hopkins called the special meeting to order at approxi- mately 7:02 p.m. Roll Call Present: (4) Councilmen Buchanan, Roberts, Rogers and Hopkins Late ; (1) Councilman Smith. His time of arrival is specifically noted in the minutes. Absent: _ ( 0) None Staff present.for; all Qr part of the meeting: City Manager Callinan 1971 -72 Budget A discussion was held concerning the resolutions prepared by staff for approval of the 1971 -72 budget. City Manager Callinan indicated that at the request of Mayor Hopkins he had three different resolutions prepared, one to approve and adopt the ;budget including the schedule of positions and proposed pay ranges or rates contained therein, a separate resolution approving the budget without the posi- tions and proposed pay ranges or rates, and another resolu- tion_approving the schedule of positions and pay ranges or rates in the proposed budget. He reported on con - versations with members of the LAFC staff and indicated on Page -2- July 30, 1971 the map the location of the proposed district indicating that it was the area of a proposed development that was discussed with the Council by the applicant several months ago. Discussion followed. Councilman Buchanan made a motion, which was seconded by Councilman Roberts, to send a letter to the LAFC opposing the formation of the Keiser Road Sanitation District and to have City Manager Callihan appear to present the city's case. AXES: (3) Councilmen Buchanan, Roberts and Rogers NOES: (0) None ABSTAIN:(2) Councilmen Smith.an.d Hopkins Councilman Rogers originally abstained, but during the discussion that 'followed the vote, changed his vote to a yes vote on the motion. Councilman Buchanan indicated that if the matter is discusses again at the August 2 Council meeting, he would like it held over since he would not be in attendance at the August 2 Council meeting. Councilman Vern Smith then discussed his position on LAFC and indicated that he might abstain from discussion on the matter when it came up before the LAFC. Further dis- cussion was held concerning the possibility of inviting the applicant back to consider annexation to the city, however, " the majority of the Council seemed to indicate that this would not be proper since the primary concern of the Council should be the developers within the city who have and are paying development assessments. File No. 0136 Councilman Roberts indicated that he would not be at the Sonoma Campus Co. August 2, 1971 City Councal meeting and wanted the record to show that he was against the rezoning application of Sonoma Campus Co. for rezoning to RM -1500 of the two lots in Colegio Vista Subdivision No. 1. Additional Entrance Councilman Roberts, in response to an inquiry from Council - Road man Smith indicated that he was °n f v f k Adjournment ournment 11 J, a or o eeping in the General Plan the proposed additional entrance road from the Gravenstein Highway and Old Redwood Highway intersection to College View Drive. Counciman Buchanan indicated that he would probably not be at Monday's meeting also and that he shared Councilman Roberts position on the additional entrant road.
